UH, WE WERE IN THE, WE ACTUALLY, UH, ARE IN THE COMMISSIONERS COURTROOM TODAY.

UH, WE HAD A CONFLICT WITH THE CONFERENCE RING, SO WE'RE DOWN HERE TODAY.

UM, AND I'LL, I HAVE ONE BIT OF ONE LITTLE ITEM OF ROUTINE CORRESPONDENCE TODAY AT ONE 30, THE CHILDREN'S ADVOCACY CENTER OF COFFIN COUNTY IS GOING TO BE HAVING AN EVENT TO KICK AN OFF THEIR, UH, THE PROGRAM TO REFURBISH A BUILDING.

THAT'S GOING TO BE NEXT TO THE EMERGENCY OPERATION CENTER.

THAT'S AT ONE 30 AND, UH, IT'D BE GREAT.

ANYBODY IN THE PUBLIC WOULD LIKE TO COME.

I HOPE THE COMMISSIONERS CAN COME BE, UH, IT'S REALLY AM.

THE ADVOCACY CENTER DOES GREAT WORK AND, UM, LOTS OF GOOD, LOTS OF GOOD PLANS GOING ON.

SO NOW TO THE BUSINESS OF THE WORKSHOP, RAYMOND SMITH RECEIVE A FULL REPORT FOR THE JUSTICE CENTER AND PET ADOPTION CENTER.

UM, AS YOU CAN SEE, WE HAVE EVERYONE HERE TODAY.

UH, WE HAVE ARCHITECTS FROM THE JUSTICE CENTER PET ADOPTION CENTER AND THEN ALSO GALLAGHER CONSTRUCTION.

UM, SO I KIND OF WANTED TO OPEN THE MEETING TODAY TO KIND OF GIVE YOU A TIMELINE OF THE MEETINGS AND EVERYONE THAT'S BEEN INVOLVED IN THE PROCESS, JUST KIND OF WALK YOU THROUGH WHAT HAS GOTTEN US TO THIS POINT AND SOME OF THE DEADLINES THAT WE HAVE COMING UP, AND THEN WE'LL OPEN IT UP TO JUST Q AND A AND DISCUSSION BETWEEN YOU AND THE ARCHITECTS AND THEN ALSO OUR CONSTRUCTION MANAGER.

UM, IF THAT WORKS OKAY WITH Y'ALL.

UM, SO AS FAR AS OUT, AND I'M GOING TO TALK ABOUT BOTH PROJECTS TOGETHER BECAUSE THEY'VE BEEN WORKING HAND IN HAND FROM THE BEGINNING, BOTH THE ARCHITECTS HAVE BEEN WORKING TOGETHER AND THEN ALSO THE CONSTRUCTION MANAGER HAS BEEN KIND OF THE GO-BETWEEN AS WELL.

SO AS YOU RECALL, BACK IN DECEMBER IS WHEN WE STARTED THE RFP PROCESS.

UM, WE HAD CONTRACTS FOR BOTH PROJECTS AND THE CMA DONE BY FEBRUARY.

UH, OUR KICKOFF MEETING FOR BOTH PROJECTS WAS MARCH 12TH.

SO THAT'S WHEN EVERYTHING STARTED, UM, YOUR COMMITTEE MEMBERS FOR EACH PROJECT OR THE JUSTICE CENTER, GALLAGHER CONSTRUCTION SET ON THE COMMITTEE, COMMISSIONER BARBER, JUDGE RICHARDS, JUDGE CHITTY, JERRY DEAN, KAREN MCLEOD, KAREN BADGLEY, BRIAN BEAVERS, BOBBY BRIDGES, NATHAN COLLINS, AND MYSELF FOR PET ADOPTION.

YOU HAD GALLAGHER CONSTRUCTION COMMISSIONER KATE'S JUDGE RICHARDS, JERRY DEAN, KAREN MCLEOD, KAREN BADGLEY, FRONT-END BEAVERS PAM QUARTER, BOBBY BRIDGES, MIKE HOLDER WITH THE CITY OF KAUFFMAN, MYSELF AND IN JULY OF 2020 GALLAGHER CONSTRUCTION, UM, BROUGHT ON AS A CONSULTANT, THE HUMANE SOCIETY OF NORTH TEXAS, SO THAT THEY COULD HELP WITH EQUIPMENT AND SOME OF THE DESIGN ASPECTS OF IT, THE PET ADOPTION CENTER.

UM, SO WITHIN SEVEN MONTHS WE HAVE GOTTEN TO THIS PROCESS AND WE ARE GETTING READY TO GET THE BID DOCUMENTS TOGETHER.

UM, BY THE END OF MARCH, WE HAD ALREADY ASKED BOTH ARCHITECTS TO ATTEMPT TO GET THE SCHEDULING AND PROJECT TIMELINES TOGETHER SO THAT WE COULD POSSIBLY HAVE BOTH THESE PROJECTS BIDDING OUT AT THE SAME TIME TO HAVE THE COST SAVINGS FOR CONSTRUCTION, SO THAT, UM, THAT GOAL WAS LAID OUT FROM THE BEGINNING.

UM, IT WAS ACTUALLY GOING TO BE A TOUGHER GOAL ON THE PET ADOPTION SIDE, BECAUSE WE HAD SOME SITE, WE HAD SOME LOCATION CONCERNS.

UM, WE HAD SOME SPACE CONCERNS, SO THEY HAD A LITTLE BIT MORE TO DEAL WITH THAT.

UM, THEY WERE DEFINITELY ABLE TO, TO PULL IT OFF, UM, THE MAIN DISCUSSIONS THAT WERE HAD DURING THE MONTHS OF APRIL AND MAY THE DISCUSSION ITEMS WHERE YOUR GALLERY SPACES, YOUR CEREMONIAL COURTROOM SEATING, JURY ASSEMBLY, UM, AS FAR AS THE DESIGN

OF THE JUSTICE CENTER ITSELF.

HMM.

MOST OF THE DISCUSSION WAS AROUND THE OCCUPANCY AND THE SIZE OF THE COURTROOMS, UM, JUDGE CHITTY.

UM, AND I, I THINK HOK WILL KIND OF SIGN FOR THIS.

UM, IT, THE BUILDING WAS BUILT AROUND THE NUMBER OF COURTROOMS AND THE OCCUPANCY OF EACH COURTROOM AND, UM, ALSO SHARE FEVERS AS FAR AS INMATE HOLDING AND HOW WE WOULD TRANSPORT THE INMATES.

AND THEN THE OFFICE SPACE WAS KIND OF BUILT AROUND WHAT WAS LEFT WHILE STILL MAINTAINING THE SQUARE FOOTAGE THAT WE NEEDED FOR CONSTRUCTION.

UM, BY JUNE, JUNE ON JUNE 2ND HOK.

AND I SAT IN WITH EACH OF OUR USER DEPARTMENTS AND WE MET WITH EVERY DEPARTMENT THAT DAY INDIVIDUALLY TO SIT DOWN AND TALK TO THEM ABOUT THEIR INDIVIDUAL REQUESTS BASED ON THEIR CURRENT STAFFING.

THEY HAD ALREADY DONE THE PROGRAM WORK, UM, OVER THE SUMMER OR THE PREVIOUS SUMMER, WHENEVER THEY HAD DONE THE BOND WORK FOR US.

SO THEY WENT BACK OVER THE PROGRAMMING WITH EACH DEPARTMENT, MAKING SURE THAT THEY HAD THE CORRECT STAFFING NUMBERS SO THAT WHENEVER THEY WERE WORKING FOR THE SQUARE FOOTAGE IN THE OFFICE SPACE, THAT, UM, THEY HAD THE CORRECT PROGRAMMING GOING IN.

AND SO WE INDIVIDUALLY MET WITH, UM, JUDGE CHITTY TO GO OVER THE JUDICIAL CHAMBERS.

YOU HAD THE DA'S OFFICE.

WE ALSO HAD, UM, JP ONE AT THAT TIME DISTRICT CLERK, COUNTY CLERK, PUBLIC DEFENDER, ADULT PROBATION, AS WELL AS THE SHERIFF'S DEPARTMENT.

UM, IN JUNE, WE CAME BACK TOGETHER WITH THE EXECUTIVE TEAM, WITH THE ANIMAL SHELTER.

THAT'S WHEN WE WERE REALLY WRAPPING UP THE, UM, ACTUALLY THAT'S WHEN COVID REALLY ALLOWED US TO START MEETING ONE-ON-ONE AND WE WERE WRAPPING UP KIND OF THE LAND CONCERNS AND WE HAD A GOOD SITE PLAN GOING FORWARD FOR THE ANIMAL SHELTER.

UM, SO IF YOU REALLY LOOK AT HOW FAR THEY'VE COME, THEY WERE ACTUALLY HITTING THE GROUND RUNNING IN JUNE BECAUSE WE FINALLY HAD A GOOD THOUGHT PLAN FOR THEM MOVING FORWARD.

UM, JUNE 12TH IS WHEN HOK HAD COME TOGETHER AND PUT TOGETHER A BETTER PLAN.

WE THOUGHT FOR THE DISTRICT AND THE COUNTY CLERK THAT'S WHEN WE REALLY STARTED TALKING TO THEM ABOUT SOME OF THEIR SPACE NEEDS.

AND THEN ALSO THE STORAGE AT THE END OF JUNE.

UM, WE MET WITH SOUTHWEST SOLUTIONS.

THEY CAME OUT AND WENT OVER SOUTH CAMPUS.

THEY ALSO LOOKED AT ARCHIVED AND ACTIVE FILES HERE AT THE COURTHOUSE TO MAKE SURE THAT THERE WAS SPACE AT THE JUSTICE CENTER FOR BOTH DISTRICT AND COUNTY CLERK.

DO YOU HAVE ALL OF THEIR FILES AT THE JUSTICE CENTER? SO THAT WAS A HUGE UNDERTAKING.

IT WAS A HUGE GOAL THAT HOK WAS ABLE TO ACCOMPLISH AND THERE'S ROOM TO GROW IN THE STORAGE THAT THEY HAVE THERE AT THE FACILITY.

UM, MID JUNE IS WHEN WE GOT THE PRELIMINARY FLOOR PLANS FOR THE PET ADOPTION CENTER.

AND THAT'S WHEN WE STARTED WORKING ON, UM, JUST MAKING TWEAKS AND SQUARE FOOTAGE AND LOOKING AT PROGRAMMING NUMBERS, UH, THE NEEDS ASSESSMENT WAS COMPLETELY DONE.

SO THAT'S WHEN, UM, WE WERE ABLE TO REALLY START LOOKING AT THE PROGRAM ITSELF.

JULY WAS WHEN THE HUMANE SOCIETY OF NORTH TEXAS CAME ON BOARD.

UM, THEY WERE HELPED.

THEY WERE A GREAT HELP REGARDING THE BUILDING DESIGN, SOME OF THE EQUIPMENT RECOMMENDATIONS, UM, AND JUST KIND OF THERE, THEY WERE ABLE TO LOOK AT THE DESIGN AND MAYBE HOW THE OPERATIONS WOULD WORK.

ONCE WE HAD STAFF IN THERE AND HOW THE BUILDING ITSELF WOULD BE RUN.

UH, IN JULY WE HAD THE JUSTICE CENTER, WE HAD SHERIFF'S DEPARTMENT SECURITY AND I T THAT IS WHEN SHERIFF FEVERS, BRUCE JANUARY, ALSO NATHAN AND JUDGE CHITTY.

THEY WENT THROUGH PHYSICAL SECURITY, THE COURTROOM AB DESIGN.

WE LOOKED AT OUTSIDE CAMERAS IN THE PARKING LOT, UM, LOCATION, ET CETERA, MID JULY'S WHEN THEY COMPLETED THE WELL THAT'S WHEN WE WENT INTO DESIGN DEVELOPMENT, CHITTY MET AGAIN ABOUT COURTROOM LAYOUT AS FAR AS THE NUMBER OF SEATS IN EACH COURTROOM.

UM, AUGUST 20TH IS WHEN QUORUM OFFICIALLY CAUGHT UP WITH HOK.

SO THAT WAS WHEN

EVERYONE HAD THE GOAL TO FINISH DESIGN DEVELOPMENT BY OCTOBER 31ST.

THAT'S WHEN DAVID OFFICIALLY ANNOUNCED AT THE END OF OCTOBER THAT, UM, HE WOULD BE MOVING FORWARD, UH, AUGUST 25TH IS WHEN HOK CAME TO YOU AND GAVE YOU THE COMMISSIONER'S COURT UPDATE AS SEPTEMBER 9TH.

I THINK IT'S IMPORTANT TO LET Y'ALL KNOW THAT THAT'S WHEN WE GOT OUR SCHEMATIC DESIGN APPROVAL FROM THE, UH, COMMISSION ON JAIL STANDARDS.

SO WE HAVE BEEN KEEPING UP WITH THOSE LETTERS AS WELL THROUGH EACH PHASE, WE'VE GOTTEN APPROVAL.

UH, ON THE 10TH, WE MET WITH JUDGE BLAIR, THE COURT COORDINATORS IN COURT REPORTERS REGARDING THE COURTROOM MILLWORK AND A B FROM THAT MEETING.

UM, WE SCHEDULED A SEPARATE MEETING TO GO OVER AVI TV, MOUNTS, ET CETERA, INTO ALSO INCLUDE THE BAILIFF'S CAUSE WE WANTED TO MAKE SURE THAT THEY WERE A PART OF THE NEXT MEETING IN SEPTEMBER.

UM, SHERIFF BEAVER STAFF ALSO MET SEPARATELY TO GO OVER SECURITY.

WE HAD OUR FURNITURE MEETING WITH EACH INDIVIDUAL DEPARTMENT IN SEPTEMBER.

WE HAD ANOTHER MEETING WITH JUDGE BLAIR AND OUR IT DEPARTMENT IN COURT COORDINATORS IN SEPTEMBER, UM, IN OCTOBER IS WHEN WE STARTED TO FINALIZE OUR PLANS WITH QUORUM WITH THE PET ADOPTION CENTER.

AND THAT'S WHEN WE REALLY STARTED HAVING THE CONVERSATIONS BETWEEN QUORUM AND HOK TO MAKE SURE THAT WE WERE GOING TO SHARE LIKE THE HARDWARE, THE LIGHTING SIGNAGE IN SOME OF THE FIXTURES BETWEEN THE TWO FACILITIES SO THAT, UM, THEY'RE INTERCHANGEABLE AND IT ALSO HELP ON OUR BIDDING.

SO, UM, THERE'LL BE A LOT OF THE SAME PHONES, SAME KEY CARDS, ANY OF THAT STUFF THAT WE CAN BID OUT EXACTLY THE SAME.

AND IT WILL ALSO HELP OUR FACILITIES AND MAINTENANCE DEPARTMENT.

UM, AGAIN, IN OCTOBER, WE GOT OUR DESIGN DEVELOPMENT DOCUMENTS APPROVAL FROM THE COMMISSIONS ON JAIL STANDARDS.

QUORUM MADE THEIR PRESENTATION TO YOU OCTOBER 13TH.

UM, ON OCTOBER 30TH, WE HAD OUR OPERATIONS MEETING WITH THE DISTRICT CLERK.

WE ALSO MET WITH THE BAILIFFS AT THAT TIME AND WE JUST, WE WENT THROUGH THE DAY-TO-DAY OPERATIONS WHILE COURT WAS GOING ON WITH THE DISTRICT CLERK AND HOW THEY RAN WITH THE BAILIFF'S, HOW THE INMATE, UM, MOVEMENT WOULD HA WOULD WORK THROUGH THE JUSTICE CENTER THAT AFTERNOON IS WHEN WE MET WITH ALL OF THE JUDGES, INCLUDING THE SHERIFF'S DEPARTMENT.

UM, AT THAT TIME WE ADDED ADDITIONAL INMATE ATTORNEY, CLIENT AREAS BETWEEN THE COURTROOMS ON EACH ONE OF THE LEVELS.

WE ALSO WERE ABLE TO ADD A ROW OF SPACE IN EACH COURTROOM, WHICH I THINK ADDED APPROXIMATELY 15, 16, ABOUT 30 ON EACH SIDE.

YEAH, SO APPROXIMATELY 30 PEOPLE IN EACH COURTROOM.

UM, AND WE WERE ABLE TO ADD ADDITIONAL CONFERENCE ROOMS. SO WE, WE W WE MOVED SOME WALLS, UH, FOR THE JUDGES.

WE WERE ABLE TO MOVE THE LAW LIBRARY DOWN TO THE LOWER LEVEL.

WE MADE SOME, UM, ADJUSTMENTS FOR THE JUDGES TO GIVE THEM SOME SPACE.

UH, EVERYONE SEEMED REALLY HAPPY.

WE GAVE SOME SPACE FOR ADULT PROBATION TO SPEAK WITH THE INMATES AFTER COURT.

UM, AND ULTIMATELY JP NUMBER ONE WAS NEW BACK TO SOUTH CAMPUS.

SO THEY ALSO WERE ABLE TO DO THE COURTROOM ASSIGNMENTS THAT DAY.

UM, AND THAT KIND OF BRINGS US UP TO THIS POINT TODAY, AFTER THIS MEETING, WE'RE GOING TO BE TALKING ABOUT THE ACTUAL CONSTRUCTION SITE WITH THE SHERIFF, BECAUSE WE ARE FIXING TO GO INTO BIDDING AND WE NEED TO TALK ABOUT WHAT THE SITE ITSELF IS GOING TO LOOK LIKE ONCE CONSTRUCTION STARTS HAPPENING AND SOME OF THE, THE DO'S AND DON'TS AND PREPARING FOR EMERGENCIES OUT THERE WHILE SHERIFF IS STILL RUNNING A JAIL.

SO, DO YOU HAVE ANY QUESTIONS, COMMENTS? I HAVE A QUESTION.

SO YOU MENTIONED THAT THE JP ONE IS NOW REORIENTED BACK TO THE SOUTH CAMPUS.

SO WHAT, WHAT PLANNING DO WE HAVE FOR THE EVENTUALITY THAT THE SOUTH CAMPUS? UM, WELL, ONE DAY LEAVE THE COUNTY'S INVENTORY.

IT WILL BE PART OF THE FACILITIES MASTER PLAN.

UM, IT WAS

A DECISION BASED ON THE CURRENT NEED AT THE JUSTICE CENTER, UM, BECAUSE OF THE JURY SELECTION ROOM AND THE CORPORATE COURTROOMS NEEDED, UM, AND THE CHANGES THAT WERE BEING MADE ALSO TO THE OFFICE SPACES TO ACCOMMODATE THE JP AND CONSTABLE CAUSE IT IS A DIFFERENT SET UP.

UM, SO THAT WILL ULTIMATELY BE PUT INTO THE FACILITIES MASTER PLAN.

SO THERE'S THAT, THERE'S THAT CODE FOR? WE'LL HAVE TO ACQUIRE SOME ADDITIONAL SPACE FOR JP ONE AT SOME POINT, OR THERE, SHE MAY ULTIMATELY END UP AT THE JUSTICE CENTER, BUT AT THIS POINT, AS FAR AS CONSTRUCTION AT THE JUSTICE CENTER, WE WILL JUST, THERE WERE ACCOMMODATIONS THAT WERE BEING MADE AT THE, AT THE JUSTICE CENTER FOR THAT.

AND RIGHT NOW EACH FLOOR CAN BE BUILT EXACTLY THE SAME.

AND, UM, SO IT WILL ACTUALLY SAVE ON THAT FOR HER TO REMAIN AT SOUTH CAMPUS.

AND SO IF THERE ARE ADJUSTMENTS THAT NEED TO BE MADE TO MOVE HER TO THE JUSTICE CENTER, WE CAN DO THAT AT THAT TIME LATER.

SO THERE'LL BE, THERE'LL BE SPACE IF THAT'S OKAY.

CAUSE THERE WILL BE A COURTROOM RIGHT NOW.

IT WILL BE USED FOR, UM, JURY SELECTION.

IT COULD BE MADE TO THE COURT HOUSE HERE.

I MEAN, I MEAN, CAUSE THE, THE PRECINCT, UH, COMMISSIONER, MATT, MATT, I MEAN THAT MIGHT BE WHERE HIS OFFICE IS.

WELL, THE DYNAMICS OF THE MASTER PLAN FOR THE JP COURT, THE DYNAMICS ARE TOTALLY DIFFERENT THAN THE, THE COUNTY COURTS OF LAW AND THE DISTRICT COURTS JUST CAUSE PEOPLE ARE IN AND OUT OF THERE ALL DAY LONG PAYING FINES AND STUFF.

SO IT'S, IT NEEDS TO BE A USER-FRIENDLY TOP COURT, JUST LIKE WHAT WE HAVE EVERYWHERE ELSE ON THE COUNTY.

SO, YOU KNOW, AND I THINK THAT WHATEVER HAPPENS IN THE FUTURE WITH THE SOUTH CAMPUS AND STUFF LIKE THAT, THERE'S GOING TO BE REVENUE GENERATED THERE TOO, AND YOU'RE GOING TO BE DEALING WITH DEVELOPERS AND STUFF.

SO, I MEAN, YOU KNOW, IT'S NOT OUT OF THE REALM OF POSSIBILITY THAT A DEVELOPER WILL BUILD A COUNTY BUILDING AS PART OF THE DEAL.

I MEAN, SO I MEAN, THAT'S JUST SOMETHING WE NEED TO DEAL WITH LATER ON DOWN THE LINE, BUT RIGHT NOW TO MAKE IT USER-FRIENDLY AND THE SPICE AND EVERYTHING ELSE AND THE JUDGES, THE USERS ARE HAPPY THE WAY WE HAVE IT SET UP RIGHT NOW.

RIGHT.

SO AS LONG AS THE USERS ARE HAPPY, THAT'S KIND OF WHERE WE NEED TO BE SPEAKING.

I THINK, UM, ANYTHING THAT WOULD BE DONE WITH THE SOUTH CAMPUS AS FAR AS SELLING IT, UH, YOU KNOW, DEPENDS ON WHAT THIS, WHAT OUR REAL ESTATE CONSULTANT IN THE MASTER PLAN YIELDS, BUT, AND, AND THE SAME THING FOR THE COURTHOUSE, UH, FOR THE, FOR OUR, OUR COURTHOUSE HERE, YOU'RE TALKING THREE TO FIVE YEARS.

OH YEAH.

YOU'RE I MEAN, YOU'RE TALKING, YOU'RE TALKING WAY OUT TIMELINE.

WELL, I MEAN, THAT SEEMS WAY OUT TO ME.

SO, UM, IT'S HARD TO KNOW, YOU KNOW, IT'S HARD TO REALLY PROJECT WHAT'S GOING TO, WHAT WERE THE SITUATION WILL BE IN THREE OR FOUR YEARS, RIGHT.

A LONG TIME WE NEED TO DEAL IN DIFFERENT DEALS.

I MEAN, IT'S NOT, BUT IT IS.

I MEAN, IT'S JUST THE WAY THE GOVERNMENT IS.

SO WE'VE GOT H OKAY, WE'VE GOT FORUM, WE'VE GOT GALLAGHER TO KIND OF TALK YOU THROUGH WHAT IT'S GOING TO LOOK LIKE THE NEXT FEW MONTHS, 18 MONTHS.

CAUSE WE'RE NOT CALLING IT A YEAR.

WE'RE CALLING IT 18 MONTHS.

UM, ALSO MY BIGGEST QUESTION TODAY IS MOVING FORWARD, UH, BECAUSE IT WILL BE KIND OF FAST AND FURIOUS ONCE BIDDING DOCUMENTS GO OUT.

UM, WHAT TYPE OF UPDATES DO YOU WANT, UM, HOW FREQUENTLY DO YOU WANT THEM? LIKE HOW, HOW DO YOU, HOW DO YOU WANT TO BE UPDATED? WELL, I THINK IN THAT I SUGGESTED TO YOU THAT, THAT, UH, WE'VE EVER EVERY AGENDA, WE PUT IT ON THE COURT, WHETHER WE HAVE ANYTHING UP DATE OR NOT, WE JUST HAVE A LINE OF THEM FOR UPDATES OF THE, OF THE, UH, ONGOING PROGRESS OF THE JAIL AND THE ADOPTION CENTER.

I MEAN, THAT SEEMS TO MAKE SENSE.

SO IT REALLY ADDRESSES THE NEW COURTHOUSE, UH, THE NEW, UH, JUSTICE CENTER TO FIT WITHIN THAT PARKING AND, UH, ALLOWED FOR THE, THE EXISTING MIXED OF PUBLIC AND LAW ENFORCEMENT TO BE ALSO OREGON.

WE WERE ORGANIZED, AS YOU CAN SEE, ON, ON, ON THIS, UH, SITE PLAN.

UH, ONE OF THE FIRST THINGS THAT WE DID IS TO ACCOMMODATE THE LAW ENFORCEMENT VEHICLES TO REALLY GET INTO ONE SIDE.

AND THAT'S WHAT YOU SEE HERE ON THE FAR RIGHT, UH, WHERE THEY ALREADY HAVE THAT, UH, PARKING.

SO WE EXTENDED THAT.

SO THEY ALL GET TOGETHER ON THAT LOCATION.

AND THEY'RE SECURE WITH, UH, UH, A FENCE IS NOT, IS NOT, PEOPLE CAN NOT NECESSARILY NOT BE ABLE TO GET IN, BUT IT'S ACTUALLY BECOMES A DETERRENT FOR ANYBODY ELSE TO REALLY GET INTO THAT AREA.

AND HE'S GOT HIS OWN CAR ACCESS TO, TO PROTECT PEOPLE FROM GOING THERE WHEN THEY'RE NOT SUPPOSED TO, WITHIN THE CENTER PORTION OF THAT PARKING, WE HAVE, UM, THE MAIN PUBLIC AREA, UH, THAT WE HAVE ACCOMMODATED OTA ENOUGH PARKING FOR THAT IT'S GOING TO BE REQUIRED FOR THE NEW JUSTICE CENTER AND ALSO KIND OF CLOSE TO THE, THE LAW ENFORCEMENT, THE JAIL WE HAVE KEPT IN RESERVE A PARKING FOR, UH, VISITORS THAT ARE COMING INTO THE JAIL AND LOOKING TO THE RURAL SITE, A SITE PLAN, UH, TO THE FAR LEFT TO THE TOP, THAT LOCATION IS ABOUT 67 PARKING SPOTS FOR THE NEW STAFF THAT WILL BE DEDICATED TO, UH, WORK IN THE NEW JUSTICE CENTER.

AND THAT'S LIKE THE, THE, UH, THE SECURE PARKING, UH, IS THE ONE THAT IS LOCATED.

IT'S A SMALL LOCATION RIGHT ON THE BEHIND THE JUSTICE CENTER.

I DON'T KNOW IF I CAN SEE HERE WITH THE MOUSE, BUT, UH, THAT IS GOING TO BE DEDICATED FOR JUDGES SELECTED OFFICIALS.

SO THEY HAVE A PLACE TO COME INTO THE BUILDING IN A SECURE MANNER.

UH, ALTHOUGH YOU WILL SEE HERE IN A MINUTE, A, UM, A, THE NEW MONUMENT SIGNED THAT IT HAS BEEN, UH, REDESIGNED.

WE WILL REPLACE THE EXISTING THAT IS KIND OF FALLING APART BY WE'LL WE'LL.

WE WILL HAVE IN A NEW ONE THAT HE ACTUALLY ADDRESSES.

THE WHOLE COMPLEX IS GOING TO BE LIGHT UP.

WE'LL HAVE A FLAX RIGHT OUT THERE.

SO IT REALLY GIVES IT A GOOD, A GOOD APPEARANCE.

UH, AS THE PEOPLE WERE PUBLIC IS COMING INTO THE, THE NEW, UM, NEW DEVELOPMENT.

UM, WE HAVE RESPECTED THE FIRE LANES THAT GO AROUND THE EXISTING LAW ENFORCEMENT.

AND SINCE, UH, THEY'RE SUPPORTING THAT, WE'RE GOING TO HAVE TO, UM, KIND OF CUT OFF BECAUSE OF NOW WE HAVE A CONNECTOR BETWEEN THE LAW ENFORCEMENT AND THE NEW, UM, UH, JUSTICE CENTER.

WE, WE JUST SIMPLY, UM, REROUTED THAT FAR LANE.

WE'VE BEEN TALKING WITH THE FIRE CHIEF AND EVEN FAR MARSHALL TO KEEP THEM ON THE LOOP AND MAKING SURE THAT WE HAVE THE, UM, THE PROPER ROUTING TO SERVE THE BUILDING.

UH, THERE'S A COUPLE OF LOCATIONS WHERE WE REQUIRED TO REALLY BE UP CLOSE TO THE BUILDING, AND WE HAVE PROVIDED THOSE AREAS ON THE NORTH SIDE AND THE SOUTH SIDE OF THE NEW JUSTICE CENTER.

AND THAT'S WHAT IT'S LABELED THERE AS FAR LANE.

NOW, THOSE ARE, UM, WE USE A SPECIAL PAPERS THAT ACTUALLY ALLOWED, UM, THEFT TO, TO GROW IN THERE.

SO THE APPEAL OF THE JUSTICE CENTER NOT HAVING CONCRETE RIGHT NEXT TO IT IS GOING TO BE GOOD BECAUSE WE'RE GOING TO HAVE GRASS REALLY GROWING NEXT TO IT.

BUT AT THE SAME TIME, HE'S DONE IN SUCH A WAY THAT TRUCKS, OUR TRUCKS ARE ABLE TO DRIVE NEARBY IN CASE EMERGENCY.

UH, AS I MENTIONED, UH, THE NEW GREAT FEATURE THAT IS GOING TO SERVE A VERY GOOD IS DOT CONNECTOR FOR INMATES TO BE, UM, WALK RIGHT FROM THE, UH, UH, FROM THE JAIL TO THE, TO THE NEW JUSTICE CENTER, UH, WITHOUT HAVING TO WORRY ABOUT THE SAFETY OF, UH, ANYBODY, THE, THE PUBLIC, EVEN THE STAFF AND THE, UM, AND THE DEPUTIES OR WHOEVER NEEDS TO TRANSMIT, MAKE THE TRANSFER.

SO IT'S DONE IN SUCH A WAY THAT IS AWAY FROM THE PUBLIC.

THEY DON'T HAVE TO ENCOUNTER AT ANY MOMENT.

UH, WE BRING THEM DOWN, UH, BELOW ON THE GROUND LEVEL, AND THERE'S A TRANSITIONAL HOLDING AIR RIGHT THERE THAT, YOU KNOW, IN CASE THAT WHEN WE HAVE THE TIMES WHERE THEY NEED TO GO UP TO THE DIFFERENT FLOORS, THEY ARE KEPT SAFE AND SECURED.

SO WE WERE ABLE TO ACCOMMODATE THAT THREE STORY, ANY BREAKS DOWN, UH, KIND OF TOWARDS THE CENTER.

SO WE'RE THAT PORTION THAT HE BREAKS.

THAT'S THE MAIN LOCATION WHERE A PUBLIC ARE GUIDED INTO IT.

AND IT'S VERY INTUITIVE AS PEOPLE ARE COMING IN, THEY SEE THE GLASS, THEY SEE THE COLUMNS, AND YOU CAN, THERE'S NO QUESTION.

WHERE DO YOU ENTERING AS YOU ARE APPROACHING THE BUILDING? THE GLASS IS TILTED, JUST A SLIGHTLY ANGLE THAT ALLOWS THE PUBLIC TO REALLY LOCATE WITH THAT ENTRANCE IS BEFORE THEY GET INTO THE Q AND A AREA, THE Q AND A IS EXACTLY WHAT YOU SEE IN THERE AS THE GLASS.

AND THEN DOING THAT WITH ALL THESE TEAM MEETINGS THAT WE'VE BEEN HAVING.

WE'VE BEEN GETTING A LOT OF QUICK RESPONSES TO BE ABLE TO GET US UP TO THIS DECEMBER, THE 11TH DATE FOR RF BID PERMIT SUBMITTAL PACKAGE.

SO CURRENTLY OUR FACILITY IS STILL AT THE, AT 13,900 SQUARE FEET.

WE ARE STILL GOING TO BE ABLE TO HOUSE 66 DOGS ALONG WITH 30 OR 62 CATS.

UM, WE DO HAVE ALL OF OUR INDOOR OUTDOOR ADOPTION AREAS GET TO KNOW AREAS AND ALL OF OUR STAINLESS STEEL CAGES, EVERYTHING ELSE THAT WE HAVE.

UM, SOME OF THE FINISHES THAT WE TALKED ABOUT LAST WEEK WERE ALL OF OUR VERY DURABLE FINISHES THAT IS GOING TO BE ABLE TO TAKE THIS FACILITY OUT TO ABOUT A 50 YEAR FACILITY.
