AND WE'RE IN THE COMMISSIONER'S COURT MEETING ROOM AND THE COURTHOUSE ANNEX, AS WE ALL ALWAYS DO AT OUR MEETINGS, WE'LL START OFF WITH AN INVOCATION PASTOR KYLE, IF YOU'LL COME FORWARD AND GIVE US YOUR, GIVE US AN INVOCATION.

AND THEN, UH, COMMISSIONER PHILLIPS IS GOING TO LEAD US IN THE PLEDGES.

WE THANK YOU LORD FOR THIS WONDERFUL DAY THAT YOU'VE GIVEN US TODAY.

RECEIVE HUMANE SOCIETY OF NORTH TEXAS PROPOSED PET ADOPTION CENTER, OPERATION PLAN AND DESCRIPTION OF SERVICES.

UH, MR. HOLDER WAS ON OUR ORIGINAL COMMITTEE.

HE'S THE ONLY PERSON I THINK THAT WE HAVE IN COFFIN COUNTY THAT HAS, UH, EXPERIENCE WITH ANIMAL SHELTERS.

HE WAS A CHIEF OF POLICE IN COLLEYVILLE AND WAS INVOLVED IN THE STANDING UP, I THINK OF THE SHELTER IN KELLER.

SO IF HE COULD GIVE US SOME BACKGROUND ON WHAT HIS EXPERIENCE WAS AND HOW WE KIND OF MOVE THROUGH THIS PROCESS, IF YOU DON'T MIND.

UH, AGAIN, I AM MY COLDER ASSISTANT CITY MANAGER OF KAUFFMAN.

UM, I APPRECIATE THE OPPORTUNITY TO BE HERE THIS MORNING.

UH, THIS HAS BEEN A, A LONG PROCESS, SOMETHING THAT WE ACTUALLY TALKED ABOUT BACK WHEN I WAS CHIEF OF POLICE HERE IN KAUFMAN BACK IN 2008.

UH, SO IT'S BEEN A LONG TIME, UH, COMING.

UM, BUT AS THE JUDGE SAID, UM, I DID, I DO HAVE EXPERIENCE WITH A REGIONAL CENTER.

UH, WHEN I FIRST WENT TO THE CITY OF COLLEYVILLE, UH, WE CONTRACTED WITH THE CITY OF HEARST, UH, FOR, UM, OUR SHELTER.

UH, WE HAD AN ANIMAL CONTROL OFFICER THAT WORKED FOR MY CITY.

HE WORKED FOR ME, UH, BUT WE CONTRACTED WITH THE CITY OF HEARST, UM, VERY SIMILAR TO KAUFMAN COUNTY, THAT AREA OF NORTHEAST TARRANT COUNTY AT THE TIME WAS EXPERIENCING A HUGE GROWTH, UH, IN ALL OF OUR CITIES.

AND, UM, CITY OF HEARST WAS RUNNING OUT OF SPACE AND I DIDN'T HAVE A LONG-TERM SOLUTION, UH, TO DEAL WITH, UH, OUR ANIMALS.

SO, UM, US IN THE CITY OF KELLER AND THE CITY OF SOUTH LAKE BEGAN CONVERSATIONS ABOUT CREATING A REGIONAL CENTER.

UH, AND WE WERE ABLE TO DO THAT WITH KELLER, THE CITY OF KELLER BEING THE HOST OF THAT FACILITY, UH, IN 2012, UM, AND THEIR FACILITY MET THE CURRENT NEEDS, BUT NEEDED EXPANSION.

UH, SO WE JOINED WITH THEM ON A CAPITAL PROGRAM AND BUILT A STATE-OF-THE-ART, UM, ANIMAL ADOPTION CENTER AND, UH, ANIMAL SERVICES

CENTER.

UM, WHEN WE DID THAT, THAT CAME ONLINE IN 2014.

UH, WE RECOGNIZED THAT WE WERE EITHER GOING TO HAVE TO HIRE A BUNCH OF EMPLOYEES MANAGEMENT TO RUN THAT FACILITY, UH, OR WE COULD BRING SOMEBODY IN THAT ALREADY HAD EXPERIENCED DOING THAT.

SO, UM, ALL OF US AND THE COMMUNITIES UP THERE HAD DEALT WITH THE HUMANE SOCIETY OF NORTH TEXAS.

THEY WERE VERY ACTIVE IN OUR COMMUNITIES, ESPECIALLY WITH OUR ANIMAL ADVOCATES.

MANY, MANY OF THE VOICES IN OUR COMMUNITIES WERE ALREADY VOLUNTEERS WITH THAT, UM, ORGANIZATION.

AND SO IT MADE SENSE FOR US TO REACH OUT TO THEM.

UH, AND, UM, WE ENDED UP CONTRACTING WITH THEM TO RUN THE SHELTER OPERATIONS, UH, AND IT WAS A, PROBABLY ONE OF THE BEST THINGS I EVER DID AS THE CHIEF OF POLICE.

UM, THEY DID AN EXCELLENT JOB.

THEY HAD AN ESTABLISHED ORGANIZATION, THEY HAD RESPECTED LEADERSHIP.

UH, AGAIN, THEY WERE KNOWN WITH THE ANIMAL ADVOCATES IN OUR COMMUNITY AND TRUSTED, UM, AND THEY JUST DID AN OUTSTANDING JOB.

THEY ARE VERY INVOLVED IN THE COMMUNITY.

UM, OUR ADOPTION RATES WENT UP, UM, A LOT, WHICH WAS GREAT.

SO WHAT YOU WANT, YOU WANT THESE ANIMALS ADOPTED OUT.

UM, AND SO, UM, EVERYTHING FROM MY EXPERIENCE WENT VERY WELL.

THEY WERE VERY EASY TO DEAL WITH.

THEY WERE VERY RESPONSIVE TO US IF THERE EVER WERE ANY ISSUES.

UH, AND YOU KNOW, IT'S BEEN SOME TIME NOW THAT I'VE BEEN GONE, BUT I REACHED OUT TO THE CITY MANAGER, THE CITY OF KELLER, UH, JUST TO MAKE SURE THINGS WERE STILL GOING WELL.

I MEAN, WE'RE SEVEN YEARS INTO THAT PARTNERSHIP NOW.

AND, UH, HE ONLY HAD GOOD THINGS TO SAY, UH, IT'S STILL A GREAT PARTNERSHIP.

AS A MATTER OF FACT, THEY'VE EXPANDED, UM, THE MANAGEMENT OF THAT TO MORE THAN JUST THE ADOPTION PORTION OF IT IS MY UNDERSTANDING.

UM, AND SO, YOU KNOW, I THINK, UH, IF WE WERE ABLE TO DO SOMETHING FOR THE COUNTY FACILITY OR WITH THIS GROUP, UM, THEY WOULD CERTAINLY GET MY RECOMMENDATION, HAVING DEALT WITH THEM IN THE PAST.

UH, THANK YOU, MIKE, DOES ANYONE HAVE ANY QUESTIONS FOR MR. HOLDER? UH, I DON'T KNOW.

WE, I DON'T THINK WE WOULD BE WHERE WE ARE TODAY, IF IT WEREN'T FOR THE EXPERIENCE AND THE, THE EFFORT THAT YOU PUT INTO IT AND, YOU KNOW, AND I, AND I APPRECIATE THE CITY OF KAUFMAN LETTING US BORROW YOU.

AND, UH, CAUSE YOU DID SPEND, I KNOW QUITE A BIT OF TIME AND WE MIGHT ASK YOU TO HELP US MORE LATER, SO I'M HAPPY TO DO IT AND YOU KNOW, WELL, YOU MAY FEEL DIFFERENT WHEN YOU SEE THE INVOICE FROM THE CITY, BUT WELL, JUST BECAUSE YOU INVOICE SOMEBODY DOESN'T MEAN YOU GET PAID ON IT.

NOW IT'S, IT'S BEEN A GREAT EXPERIENCE AND YOU KNOW, IT'S SOMETHING, UH, THAT'S OBVIOUSLY A NEED FOR US, YOU KNOW, THERE'S, IT'S OBVIOUSLY SELFISH ON MY PART BECAUSE, UH, THE CITY OF KAUFFMAN DOESN'T HAVE A LONG TERM SOLUTION, UH, FOR OUR ISSUES AND BEING ABLE TO PARTNER WITH THE COUNTY.

UH, OF COURSE, YOU KNOW, IT'S GONNA COME DOWN TO THE CITY COUNCIL, MAKING A BUSINESS TO SURGEON, BUT, UH, I CERTAINLY THINK, UM, STAFF'S RECOMMENDATION WILL BE TO PARTNER WITH THE COUNTY IN THIS NEW FACILITY.

UH, AND ESPECIALLY IF WE FEEL VERY CONFIDENT IN THE ORGANIZATION, THAT'S, THAT'S RUNNING THE FACILITY, SO WE'RE HAPPY TO HELP AND I'M HAPPY TO HELP.

AND I THINK I'VE BEEN JUST A SMALL PART OF IT, BUT I'M HAPPY TO LEND MY EXPERIENCE.

WELL, THAT'S ON RECORD NOW THAT YOU'RE HAPPY TO HELP.

UM, SO I JUST ASKED THAT SHE COME UP AND KIND OF TALK ABOUT THE PROCESSES AND THE VOLUNTEER PROGRAMS, ET CETERA, AND JUST GIVE YOU A LITTLE BIT OF INSIGHT TO THEIR ORGANIZATION.

I'VE BEEN THERE FOR FOUR YEARS, SO I WASN'T THERE WHEN THE KELLER AGREEMENT STARTED, BUT I'VE BEEN THERE, UH, OVER THE LAST FOUR YEARS AND WE'VE ACTUALLY EXPANDED IT.

AS MIKE SAID TO WHERE NOW WE TAKE OVER, WE HANDLE ALL OF THE ANIMAL INTAKE FROM THE TIME THE ANIMAL CONTROL OFFICERS BRING THE PETS TO THE FACILITY.

WE VACCINATE TAKE CARE OF THEM, DO THE KENNELING.

AND THEN WHEN THEY'RE READY FOR ADOPTION, WE MANAGE THAT.

UM, WE'RE VERY PLEASED TO HAVE PARTICIPATED

IN, BEEN ASKED TO, OR TO SUBMIT OUR PROPOSAL FOR MANAGING THIS FACILITY.

WE SEE THAT THAT WE WOULD BE RUNNING THIS VERY SIMILAR TO HOW THE KELLER FACILITY WORKS.

AND IT'S A GREAT OPPORTUNITY FOR US TO BUILD A COMMUNITY HERE.

WHEN, WHEN, UH, THE KELLER FACILITY STARTED, I WENT BACK AND LOOKED AT SOME, SOME NUMBERS, UM, IN THE CASE OF THE HUMANE SOCIETY, WE WERE TAKING IN ALL THE ANIMALS IN THE NORTH TEXAS AREA, THE LARGEST, UH, SHELTER IN TARRANT COUNTY.

AND THAT KELLER FACILITY GAVE US ANOTHER OUTLET FOR ADOPTING SOME OF THE PETS FROM US.

WE TAKE IN 500 OR SO PETS FROM KELLER, BUT WE ADOPT OUT 1700 PETS OUT OF THAT FACILITY.

SO WE BUILD THE COMMUNITY, WE HAVE EXCELLENT SOCIAL MEDIA MARKETING.

WE HAVE OVER 175,000 FACEBOOK FOLLOWERS.

WE'RE ON TWITTER.

UH, WHAT'S THE OTHER ONE'S INSTAGRAM.

AND, UM, WE JUST STARTED TIK TOK TOO.

SO THIS IS OUT OF MY AREA.

I HAVE AN EXCELLENT DIRECTOR OF COMMUNICATIONS, BUT IT'S ACTUALLY THE SOCIAL MEDIA THAT WE WOULD USE TO BUILD A COMMUNITY HERE.

WE'D HAVE A SEPARATE, UM, IT'LL BE PART OF OUR WEBPAGE, BUT WE'D HAVE A SEPARATE PAGE FOR KAUFMAN COUNTY.

AND, UM, WHERE WE WOULD TALK ABOUT THE PETS THAT ARE AVAILABLE.

TALK ABOUT OPPORTUNITIES FOR VOLUNTEERING AND FOSTERING.

FOSTERING IS VERY IMPORTANT IN THE, UM, HEALTH OF THE PETS THAT COME INTO THE FACILITY.

SO TAKING IN THE TWO YOUNG AND THE, OR MEDICALLY, UH, THOSE THAT NEED MEDICAL TREATMENT TO GET THEM OUT OF A SHELTER ENVIRONMENT IN A HOME ENVIRONMENT, GENERALLY IT'S FOR LIKE TWO TO SIX WEEKS, THEY COME BACK, THEY'RE READY FOR ADOPTION.

WE HOLD A NUMBER OF ADOPTION EVENTS.

WE PARTNER WITH PETCO AND PETSMART.

UM, AND SO WE HAVE TWO ADOPTION TRAILERS THAT WE BRING OUT AND WE'D BE ABLE TO DO THAT PERIODICALLY HERE, UH, TO, TO JUST SHOWCASE THE ANIMALS.

UH, WE TAKE EXCELLENT PHOTOGRAPHY OF THE PETS.

IT'S AMAZING HOW A GOOD PICTURE OF A PET CAN MAKE A DIFFERENCE IN GETTING IT ADOPTED.

AND, UM, ALSO AGAIN, PARTNERING PETSMART, THEY HAVE A GROOMING ACADEMY WHERE THEY'RE TEACHING ALL THEIR GROOMERS ARE PETS, ARE THE, ARE THE GUINEA PIGS, SO TO SPEAK FOR THEIR GROOMING ACADEMY, BUT IT MAKES A DIFFERENCE TO GET THOSE THINGS, THOSE PETS, UM, UM, LOOKING NICE AND ADOPTED.

SO THAT'S BASICALLY WHAT WE WOULD LOOK AT DOING HERE IS COMING IN.

UM, UH, THE JUDGE HAS, UH, HAS, UH, WE'VE BEEN INVITED AND WORKING WITH THE CONTRACTOR ON, UM, SOME OF THE INPUT ON JUST KENNELING AND THINGS LIKE THAT.

AND IT'S GONNA BE A BEAUTIFUL FACILITY ON A GREAT LOCATION, VISIBILITY AND EASY ACCESS.

THAT'S GOING TO BE KEY FOR PEOPLE TO COME IN AND, AND, UM, ADOPT THE PETS.

AND LIKE I SAID, WE'LL USE THE SOCIAL MEDIA AND WEB PAGES AND EMAILS.

WE'LL BUILD AN EMAIL COMMUNITY OF THE PEOPLE HERE FOR BOTH VOLUNTEERING AND FOSTERING AND GETTING THE WORD OUT ABOUT THE PETS.

SO I'VE TALKED FOR A LITTLE WHILE.

I'LL LET YOU ASK ANY QUESTIONS THAT YOU MIGHT HAVE, UH, ANYBODY HAVE ANY QUESTIONS FOR SUSAN? UM, YEAH, I MEAN, Y'ALL PROVIDE ALL THE STAFFING THEY WOULD BE OUR EMPLOYEES THAT WOULD BE MANAGING FROM INTAKE ON THE ANIMAL CONTROL OFFICERS WOULD DROP OFF.

WE'D TAKE THEM IN VACCINATE, YOU KNOW, IN BACK AND GIVE THEM AN INSPECTION AND LOOK THEM OVER.

AND THEN WE'D TAKE ALL THE ANIMAL REC RECORDING AND THINGS AND THEN MOVE THEM INTO THE ADOPTION AREAS.

AND THEN SO NO COUNTY EMPLOYEES OUT THERE WITH ENTREPRENEUR.

AND THEN I GUESS WE PROVIDED THE BUILDING AND THE UTILITIES, RIGHT? YEAH.

AND Y'ALL PROVIDE EVERYTHING ELSE.

WE TAKE CARE OF THE FOOD AND VACCINATIONS.

WE TAKE CARE OF THE DAMAGE TO THE PHYSICAL PLANT.

THAT'S THE WAY IT WORKS WITH KELLER.

LIKE, SO ALL THE INFRASTRUCTURE WE WERE TALKING SOME YESTERDAY, UH, SO LIKE THE LANDLINE PHONES AND ALL THE UTILITIES AND THINGS WE'D HAVE CELL PHONES OURSELVES, BUT, UM, BUT FOR THE INCOMING CALLS AND THINGS, THE LANDLINES AND INTERNET AND ALL OF THAT WOULD BE THROUGH THE COUNTY, UM, AND THE ACTUAL FACILITY ITSELF.

SO, BUT, BUT WE'RE, WE'RE PARTNERS WITH PURINA ON PET FOOD.

WE PARTNER WITH OTHER, UM, UH, VETERINARY PHARMACIES FOR THE VACCINATIONS AND THINGS.

SO WE WOULD HAVE ALL OF THAT HERE.

AND A LOT OF PEOPLE SEEING THEM, A LOT OF PEOPLE IN THE CONTRACT SEEMED OFF.

SO THEN THEY GAVE ME A LOT OF BONUSES FOR A YEAR EMPLOYEES FOR DOING WELL TOO.

YEAH.

WE HAVE A, WE HAVE A PROGRAM.

WE TRY TO GET EVERYONE ON HIT ADOPTION GOALS AND NEUTER PETS.

WE ALL ARE, YOU KNOW, IN FAITH, ALL PETS WOULD BE ALTERED BEFORE THEY'RE ADOPTED.

SO WE TRY TO GET EVERYONE, YOU GOT A LOT OF PARTNERS YOU DO, AND THEN THAT'S REALLY GOOD AND IT'S A GOOD ORGANIZATION Y'ALL ARE DOING.

AND YOU, UH, CAN YOU OR THE SHERIFF JUST SPEAK BRIEFLY ABOUT THE, UH, COORDINATION AND INTERACTION BETWEEN ANIMAL CONTROL OFFICERS AND, AND THE, YOUR, YOUR STAFF AND FACILITY? UM, WELL, THE WAY IT WORKS WITH KELLER'S, THEY WOULD DROP THEM OFF.

AND THEN WE WOULD HAVE JUST THE BASIC INFORMATION ON THE ANIMAL, LIKE WHERE IT WAS LOCATED AND THINGS.

CAUSE IF IT'S FREE, IF IT'S LIKE A STRAY, WE WANT TO BE ABLE TO TRY AND GET THE INFORMATION BACK TO THE OWNER.

SO WE WOULD SET UP A PROCESS TO WHERE WE'D HAVE A BASIC REPORT.

I WOULD THINK ON WHAT, WHERE THEY FOUND THE ANIMAL CONDITION IT WAS IN, UM, WE WOULD SCAN IT FOR A MICROCHIP CAUSE THAT WOULD HELP IDENTIFY THEN AN OWNER.

AND THEN, UM, SO WE WOULD SHOW THE INTAKE COMING IN FROM THE COUNTY.

AND, UM, AND THEN, LIKE I SAID, HAVE THOSE REPORTS AND THEN WE'D BE ABLE TO GENERATE REPORTS BASED ON THAT.

WE WOULD CALL THAT A TRANSFER IN FROM THE COUNTY IN OUR SYSTEM.

AND WE'D BE ABLE TO TELL YOU ANYTHING THAT HAPPENED TO ANY ANIMALS THAT CAME IN AS A TRANSFER IN, IN OUR PROPOSAL, WE ALSO TALKED ABOUT OWNER SURRENDERS IF THEY WANTED TO COME TO US DIRECTLY.

SO WE WOULD RECORD THAT SEPARATELY, THEN IT THEN A COUNTY, UM, TRANSFER IN.

SO THAT'S WHAT I WOULD ASSUME I CAN LOOK AND SEE IF THEY'RE SPECIAL PROCESSES YOU HAVE NOW, BUT THAT THE PET TRACKING SYSTEM THAT WE USE, IT'S CALLED PET HEALTH PET POINT.

IT'S NATIONAL, IT'S THE LARGEST ONE THAT'S OUT THERE.

AND, UM, WE'D BE ABLE TO THEN, LIKE I SAID, TRACK ALL THE OUTCOMES OF THE ANIMALS THAT CAME IN FROM THE COUNTY.

WE DO HAVE A RANCH IN JOSHUA, TEXAS WHERE WE'VE TAKEN IN CATTLE BEFORE AND HORSES AND PIGS AND BABY GOATS, THINGS WE NEED.

UM, ONE OF THE EXCITING THINGS THAT HAPPENED IN FIRST IS THE UNIVERSITY SYSTEM OPENED UP FOR US TO COME BACK TO THE OFFICE AND BE, UM, FRONT AND CENTER AND BE ABLE TO HELP HOLD, UM, CLASSES AND THINGS.

SO THAT'S REALLY EXCITING FOR US BECAUSE NOW

WE'VE ALL GOTTEN REALLY TECHNOLOGY SAVVY.

SO, UM, THEY MET IN ON ZOOM IN APRIL, BUT IN MAY, I BELIEVE WAS THEIR FIRST TIME TO MEET FACE TO FACE.

AND THEY'VE BEEN REALLY BUSY.

UH, THEY HAD A BOOTH AT THE TERRELL JUBILEE AND APPARENTLY 164 PEOPLE RECEIVED EDUCATION, UM, EDUCATIONAL MATERIALS AT THE TERRELL JUBILEE, AND THEY HAD A PLANT SALE AT THE END OF MAY AND THEY'VE PLANTED THE DEMONSTRATION GARDEN.

SO THEY'RE CONTINUING THEIR WORK, HOPEFULLY IT'S NOT, UM, WASHED AWAY WITH ALL THE RAIN.

SO, UM, MY PROGRAMS I'M REALLY EXCITED.

I'VE JUMPED INTO TWO, UM, VERY IN-DEPTH PROGRAMS. ONE OF THEM IS, UH, RURAL TEXAS WELLNESS PROJECT.

WE'VE CREATED A COLLABORATION BETWEEN TEXAS HEALTH RESOURCES AND TEXAS A AND M AGRILIFE EXTENSION IN THREE DIFFERENT COUNTIES.

AND THE COUNTIES, UM, ARE NOT IN OUR AREA.

SO IT'S KAUFMAN COUNTY, MYSELF, UH, JOHNSON COUNTY AND ERF COUNTY.

SO WE'RE GOING TO BE DOING THIS VIA ZOOM, UM, AND TRYING TO TEACH FOLKS IN OUR AREAS, UM, SELF CARE AND SELF, UM, HEALTH MANAGEMENT THROUGH, UM, DIABETES EDUCATION.

SO WE'RE REALLY EXCITED ABOUT THAT COHORT WITH, UM, ABOUT 30 PEOPLE.

HOPEFULLY WE CAN GET 10 IN EACH COUNTY TO COME IN.

AND WHAT THIS IS DOING IS IT'S SETTING UP AS A PILOT SO THAT WE CAN SEE LEARN BEST PRACTICES SO WE CAN TAKE THIS STATEWIDE.

SO IT'S A GOOD PROJECT FOR THAT.

WE'LL BE TEACHING, DO WELL, BE WELL COOKING WELL WITH DIABETES AND WALK ACROSS TEXAS WITH THAT PROGRAM.

AND I DID APPLY FOR AND RECEIVE A GRANT FOR $2,000 FROM SUPERIOR HEALTH PLAN TO HELP PAY FOR THE EXPENSES.

SO THERE WON'T BE MANY EXPENSES FROM THE COUNTIES FOR THAT.

ANOTHER PROJECT THAT I HOPE TO GET OFF THE GROUND HERE IN KAUFMAN IS CALDWELL CHURCH AND COMMUNITY CONFERENCE PROJECT.

AND I'LL BE WORKING DIRECTLY WITH CHURCHES.

IT'S A TWO YEAR PROGRAM.

AND, UM, THROUGH COVID, WE'VE LEARNED THAT A LOT OF THE CHURCHES ARE GOOD NETWORKS TO GET TO PEOPLE, TO, UM, LEARN AND TAKE CARE, LEARN HOW TO TAKE CARE OF THEMSELVES.

SOME OF THE PROJECTS THAT'LL BE, UM, ON PROGRAMS AND HEALTH EDUCATION WILL BE ON THE PREVENTION OF OPIOID AND USE, UM, SAR, CV SCIO V2, WHICH IS COVID AND ANY CHRONIC DISEASES.

WE WANT TO HAVE SOME WIDESPREAD ADOPTION AS SUSTAINABILITY IN RURAL COUNTIES FOR, UH, EDUCATION AND LEARNING HOW TO HELPING PEOPLE LEARN HOW TO TAKE CARE OF THEMSELVES.

SO I DID VOLUNTEER FOR THIS PROJECT.

IT'S VERY NEW.

IT IS A GRANT THROUGH TEXAS A AND M UNIVERSITY WITH USDA.

SO HOPEFULLY A LOT OF THE EXPENSES WILL BE COVERED THROUGH USDA.

HOWEVER, FROM 2005 TO TODAY, THERE WAS A LOT OF DISCUSSION OF WHAT WE'RE GOING TO TOUCH ON IN THESE SLIDES.

THE CAR RANCH PROJECT IS GOING TO BE ABOUT 3,975 LOTS.

WE'LL HAVE FORTIES, FIFTIES, AND SIXTIES.

WHEN WE SAY FORTIES, FIFTIES, AND SIXTIES, THAT MEANS IT'S A 40 FOOT FRIED OR A 50 FOOT FRIED OR A 60 FOOT FRONT.

THOSE ARE A LOT TYPES.

THEY'LL BE IN THE FIRST PHASE, THERE'LL BE 600 TO 64 LOTS.

THAT IS A VERY LARGE PHASE IN DEVELOPMENT.

AND EVEN NORTH OF THAT ALL THE WAY NEAR GUNTER,

SO DEVELOPERS THAT COME IN AND WITH THESE KINDS OF THINGS, YOU'RE GOING TO SEE SOME BIG NUMBERS IN BEDS.

I'M KIND OF PREPARING YOU FOR THE BIG NUMBERS.

AND WHEN YOU LOOK AT THESE KINDS OF NUMBERS, YOU HAVE TO THINK OF WHEN THE DEVELOPERS PUTTING IN THESE LARGE SUBDIVISIONS WITH THESE AMENITIES, THEY MAY NOT MAKE MONEY UNTIL THEY SELL 2000 OF THE 4,000 LOTS.

SO A LOT OF TIMES WHEN YOU LOOK AT THESE PERFORMANCE FOR DEVELOPERS, THEY'RE IN THE, YOU KNOW, IN THE RED UNTIL A LOT LATER IN THE PROJECT, THIS PROJECT IS GOING TO INCLUDE LARGE OPEN SPACES, PARKS, AMENITIES, CENTERS, AND TRAILS.

CARTWRIGHT'S GOING TO PROVIDE APPROXIMATELY 30 ACRES OF FUTURE COMMERCIAL LAND ADJACENT TO HIGHWAY ONE 75.

AND WHEN YOU SEE THE COMMERCIAL SPOTS HERE, I THINK WHEN YOU GO THROUGH CRANDALL, YOU'RE GOING TO HAVE ONE, PROBABLY MAJOR COMMERCIAL EXIT.

AND THAT'S PROBABLY NOT GOING TO BE HERE.

THAT'S PROBABLY GOING TO BE A LITTLE BIT FURTHER DOWN WITH GEORGE SCHULER'S PROJECT AND JIM MIRA, THAT, THAT AREA, YOU'RE GOING TO SEE MORE OF A COMMERCIAL SPOTS.

SO ALTHOUGH WE DO HAVE SOME COMMERCIAL HERE, THIS IS PROBABLY NOT THE MAJOR COMMERCIAL, UH, CORNER FOR CRANDALL, UH, THE COMMUNITY IMPACT ON THE PROJECT.

WE'RE GOING TO HAVE A NEW SCHOOL SITE FOR CRANDALL ISD.

WE'RE GOING TO HAVE PARKS AND AMENITIES CENTER.

THE RETAIL PROPERTY THAT WE DISCUSSED A MOMENT AGO, THE MAJOR INFRASTRUCTURE IMPROVEMENTS WOULD BE FUTURE EXPANSION OF FM ONE 48, AS WELL AS OTHER MAJOR THOROUGHFARES AND ROADS.

THE EXPANSION OF THE UTILITIES THAT ARE SUFFICIENT FOR FUTURE DEVELOPMENT, MANUFACTURING, COMMERCIAL, AND DEVELOPMENT, SEWER ENHANCEMENTS FOR THE CITY AND THE COMMUNITY AND THE ELIMINATION OF THE MUD TAXING DISTRICT.

THE PROPERTY RIGHT NOW HAS A TAXING DISTRICT.

AND THAT TAXING DISTRICT COULD ALLOW THE PROPERTY TO DEVELOP IN THE ETJ AND THE DIFFERENCE BETWEEN THE TYPE OF DISTRICT THAT IS IN PLACE NOW.

AND THE ONE THAT WE ARE CREATING WITH THE CITY IS KEY IN ONE SPECIFIC AREA.

AND THAT'S TRANSPARENCY.

WHEN A HOME PURCHASER GOES IN TO PURCHASE A PROPERTY IN A MUD THEY'RE HANDED, I NOTICED A PURCHASER AND THAT NOTICE BASICALLY STATES THE HIGH AMOUNT THAT THE DISTRICT HAS AUTHORIZED AND BONDS.

PERHAPS IF THIS PROJECT WAS IN THE MUD, IT WOULD SAY THEY'VE AHPRA AUTHORIZED $200 MILLION IN BONDS AND THE TAX RATES CURRENTLY A DOLLAR THAT'S, ALL THE PURCHASER WOULD SEE.

AND THE PAYMENT SCHEDULE IS, IS THIS 30 YEAR PAYMENT SCHEDULE.

SO THE PURCHASER KNOWS EXACTLY HOW MUCH THEIR DAD IS WHEN THEY BUY THE HOME AND HOW MUCH THEIR PAYMENTS ARE EVERY YEAR WITH THIS TYPE OF DISTRICT, YOU COULD ACTUALLY PAY OFF THE ASSESSMENT AT ANY TIME AND ELIMINATE THE PAYMENT PEOPLE.

SO WITH THIS APPROACH, WHAT WE ARE DOING IS CREATING A PUBLIC IMPROVEMENT DISTRICT WITH ASSESSMENTS, EVERYONE, ALL THE 4,000 LOTS THAT WE SELL.

EVERYONE WILL KNOW HOW MUCH THEIR OBLIGATION IS FROM THE DAY THEY START.

SO THE TAXING DISTRICT IS ELIMINATED IN THE AREA OF SEWER PHASE.

THAT'S APPROXIMATELY 20,000 LINEAR FEET FROM OUR PROPERTY.

THE PROPOSED LINE WILL SERVE THE CURRENT DEVELOPMENT.

THAT'S READY TO BEGIN CONSTRUCTION, WHICH IS THE 664 LOTS.

THE SEWER LINE ALLOWS FOR FUTURE GROWTH AND ADDITIONAL DEVELOPMENT TO THE CITY OF CRANDALL AND KAUFMAN COUNTY KEEPING DEVELOPMENT, MOVING IN A POSITIVE DIRECTION ON WATER.

WE HAVE A MASTER WATER INFRASTRUCTURE PLAN PORTION OF THE PROPOSED LINES WILL BE BUILT IN PHASE ONE, OTHERS WITH FUTURE PHASES, CARTWRIGHT PLANS TO CONSTRUCT A WATER LINE CONNECTING THE MOSQUITO LINE WEST.

AND THAT LINE IS 24,700 LINEAR FEET.

THE PROPOSED LINE WILL ALLOW FOR CURRENT CONSTRUCTION AND A FUTURE DEVELOPMENT FOR THE CITY AND COUNTY AND THE AVAILABLE ACCESS AND CONNECTIONS FOR FUTURE GROWTH.

THIS LINE HAS BEEN TALKED ABOUT FOR A NUMBER OF YEARS AND THE CITY HAS WORKED WITH MESQUITE AND THE OTHER PROVIDERS IN THE AREA.

AND THIS IS A MAJOR BREAKTHROUGH BECAUSE IT'S BEEN TALKED ABOUT FOR YEARS AND IT'S FINALLY COMING TO REALITY UNDER THIS PLAN WITH ROADS, UM, CAR RIDES LOCATED ALONG HIGHWAY ONE 75 NEAR FM ONE 48.

THE CURRENT PLAN WILL PROVIDE DEVELOPMENT OF LOCAL STREETS THROUGHOUT CARTWRIGHT, BUT ALSO CREATE MAJOR THOROUGHFARES FOR THE CITY AND THE COMMUNITY, THE ENHANCED DEVELOPMENT AND RELOCATION OF FM ONE 48 THROUGH THE CARTWRIGHT COMMUNITY NEIGHBORHOOD.

IT'S SHOWN ON THE MAP THAT YOU GUYS HAVE AND FUTURE MAJOR THOROUGHFARES AS THE CITY OF CRANDALL CONTINUES TO GROW AND DEVELOP.

THE NEXT SLIDE IS A DESCRIPTION OF THE CITY AND COUNTY TERS AGREEMENT PER THE DEVELOPMENT AGREEMENT WITH THE CITY.

WE'VE THE CITY HAS COMMITTED 55% TO THE TOUR'S AGREEMENT WITH THE PLAN MAJOR IMPROVEMENTS THAT ARE BENEFICIAL KAUFMAN COUNTY AND THE COMMUNITY.

THE DEVELOPER SEEKS 25% PARTICIPATION FROM THE COUNTY.

AND WHAT THIS MEANS IS, AS YOU KNOW, UTTERS IS AN AREA CREATED IN THIS CASE, IT'S ONLY ON OUR DEVELOPMENT PIECE AND THE BASELINE WOULD BE ESTABLISHED AS OF JANUARY ONE OF THIS YEAR.

IF THE COUNTY DECIDES TO PARTICIPATE 25% OF THE INCREMENT OVER TIME, THE GROWTH WILL BE DEDICATED TO THE PUBLIC INFRASTRUCTURE WITHIN THE PROJECT.

AND WHAT THAT MEANS IS THE COUNTY WILL ALWAYS GET WHAT THEY GET RIGHT NOW IN THE BASELINE.

BUT AS THE VALUES GROW THE UNDER THIS PLAN, IF THE COUNTY APPROVES IT, 25% OF THAT INCREMENT WILL BE PUT INTO THE PROJECT.

THE CITY WE PUT IN 55% OF THE INCREMENT AND IT'S FOR 31 YEARS BY PHASE.

SO PHASE ONE, THE 664 LOTS THAT WILL RUN A DURATION OF 31 YEARS.

IF WE DO ANOTHER PHASE OF 600, MAYBE THAT'S THREE YEARS FROM NOW THAT RUN 31 YEARS ON THAT CALENDAR.

AND THEN THE FINAL PHASE, PERHAPS HAVING LOST THAT LEAVES THAT WOULD RUN A 31 YEAR PHASE AS WELL UNDER THIS PLAN.

NOW THE NUMBERS YOU SEE BELOW THE MAXIMUM GRANT ON 3,975 LOTS WE'VE ESTIMATED, AND THIS IS A CAP.
