WE HAVE WITH US TODAY, OUR EXECUTIVE DIRECTOR, GLENN GREEN AND COLEEN COLBY.

UH, THE RMA WAS STARTED IN 2004 WITH SMITH IN GREGG COUNTY.

AND WE'VE GROWN SINCE THEN.

UH, IT'S ALWAYS GOOD TO COME BEFORE THE COMMISSIONERS AND SAY REALLY NICE THINGS.

BUT WHEN I SAY THIS, I REALLY DO MEAN IT.

UH, THE ADDITION OF KAUFMAN COUNTY WAS VERY STRATEGIC FOR THE RMA FOR SEVERAL DIFFERENT REASONS, PRIMARILY BECAUSE IT PUTS OUR TERRITORY, UH, BUDDING, UH, THE DALLAS DISTRICT.

AND, UH, SO THAT PUTS US IN THE POSITION WE FELT LIKE BACK THEN IT PUT THAT PUT US IN A BETTER POSITION TO BE ABLE TO WORK ON TRANSPORTATION PROJECTS OUTSIDE OF JUST THAT ORIGINAL CORE AREA OF, UH, SMITH AND GREGG COUNTY.

AND THAT'S PROVEN TRUE ON SOME OF THE THINGS THAT WE'RE IN DISCUSSIONS ON LITERALLY TODAY, UH, ABOUT SOME, UH, UH, SURFACE TRANSPORTATION PROJECTS, UH, HERE IN Y'ALL'S AREA, UH, ROBERT MESHER, UH, WHO I'M ASSUMING, UH, Y'ALL KNOWS A GREAT BOARD MEMBER, VERY ENGAGED, UH, HELPS US WITH OUR FINANCES.

SO ACTUALLY THIS IS A GOOD NEWS, UH, SITUATION, OUR ORIGINAL, UH, SCOPE AND FEE WITH OATH ON ASSUMED THAT WE'D BE DOING THE INTERSECTION IMPROVEMENTS AT 2 0 5, 1 48 AND 80 BUILDING THAT INTERSECTION OUT.

AND THEN SOME POINT IN FUTURE, THE ULTIMATE 2 0 5 WOULD COME IN AND TIE INTO WHAT WE'RE DOING AT THE SOUTH.

BUT TEXTILE HAS TOLD US THEY BELIEVE THAT THE 2 0 5 ULTIMATE IMPROVEMENTS FROM WILEY AND COLIN COUNTY, WHICH THEY'RE BUILDING INTO ROCKWALL, THEY'VE GOTTEN NOW ROCKWALL FUNDED BETWEEN JOHN KING AND JOHN KING WAS JUST LEADS THE SOUTH SECTION FROM JOHN KING TWO 80.

SO THEY'VE ASKED US TO MODIFY THE DESIGN TO INCLUDE A TRANSITION INTO THE ULTIMATE CONFIGURATION OF 2 0 5 SOUTH, AS OPPOSED TO THE CURRENT CONDITIONS.

SO THIS IS A SUPPLEMENTAL TO PICK UP THAT ADDITIONAL DESIGN SERVICES TO PICK UP THE DESIGN FOR THE FUTURE OF 2 0 5 WILL NEEDED IMPROVEMENTS.

BACK TO JOHN AGAIN, DISCUSS, CONSIDER APPROVAL OF THE RIGHT OF WAY ADVANCED FUNDING AGREEMENT FOR THE AFM 1641 PROJECT BETWEEN COFFIN COUNTY AND TEXTILE IN THE AMOUNT OF $629,835 AND 40 CENTS.

SO THIS IS A RIGHT-AWAY AGREEMENT THAT WHEN YOU ALL WERE EXECUTED IN THE PAST WITH TXDOT ON THE, ON YOUR FM PROJECTS, IT'S A 10% LOCAL MATCH, WHICH MEANS THE STATE'S IN FOR 6.8 OR SOME CHANGE, AND IT'S A FIXED, UH, FIXED CONTRACT.

SO WHEN WE COMMIT TO THAT DOLLAR AMOUNT, THEY ESTIMATED WE EXECUTE THE AGREEMENT.

WE PAY OUR 10%, IF IT ENDS UP BEING MORE THAN THAT, TEXTILE COVERS THE DIFFERENCE.

THE REASON WE ARGUED FOR THAT FOR A LONG TIME IS BACK IN THE DAY, TXDOT HAS A NOTORIOUS TENDENCY TO TAKE ABOUT FIVE TO SIX YEARS TO CLOSE OUT A PROJECT AFTER IT'S DONE.

AND THEN THEY WOULD SEND THESE COUNTIES BILLS FOR TWO OR $3,000 FOR A PROJECT THAT'S ALREADY OPENED TO TRAFFIC.

AND OBVIOUSLY THEY WOULDN'T HAVE ANY REVENUE STREAM FOR THAT.

SO WE NEGOTIATED FIXED FEE CONTRACT.

SO ALL YOUR RATTLING AND AGREEMENTS ARE ESTIMATE, BUT FIXED AT WHATEVER THE 10% IS.

WE PROPOSE AT THE FRONT OF THE PROJECT.

DID THEIR ESTIMATES VARY A LOT TYPICALLY? YES.

UH, NO, THERE, THESE GUYS ARE PRETTY GOOD AT WHAT THEY DO.

I MEAN, SOMETIMES YOU RUN INTO A, UH, A PARCEL OR AN ISSUE THAT YOU DIDN'T SEE OR A LANDOWNER THAT'S HIRES A PARTICULARLY NASTY ATTORNEY.

I JUST WANT TO POINT OUT THAT AT THE LAST MINUTE WE WORKED WITH SOME OF THE COMMUNITIES ALONG THE CORRIDOR, THERE WAS A SECTION OF THE ROAD THAT IMPACTED A SIGNIFICANT NUMBER OF HOMES ACROSS THE STREET WAS A VACANT PROPERTY WITH A UTILITY, A SIGNIFICANT LARGE UTILITY LINE ON IT.

WE WORKED WITH THAT.

THEY AGREED TO READ THAT THE ALIGNMENT OF THE ROAD TO TAKE IT OFF THE RESIDENTS PUT IT ON THE OTHER PROPERTY WAS AN INCREASE IN THE IMPACT ON THE UTILITY, BUT IT DECREASED THE NUMBER OF RESIDENTS IMPACTED AND SKEET BROUGHT THAT TO OUR ATTENTION AND WE WERE ABLE TO MAKE THAT WORK.
