AND IT'S 9:00 AM.

AND WE'RE IN THE COMMISSIONER'S COURT MEETING ROOM IN THE COURTHOUSE ANNEX.

UH, WE'RE GOING TO START OFF, UH, TODAY WITH OUR NORMAL THING, UH, INVOCATION PLEDGE OF ALLEGIANCE TO OUR FLAGS.

UH, I'LL LEAVE THE INVOCATION AND COMMISSIONER PHILLIPS IS GOING TO DO THE PLEDGE.

SO WOULD YOU PLEASE STAND LORD? WE'RE THANKFUL FOR ALL THE BLESSINGS OF THIS LIFE.

THIS IS ACTUALLY ADDRESSED TO THE COUNTY IN GENERAL.

UM, A LITTLE BIT OF A STORY ON NEW YEAR'S DAY.

I BEGAN THINKING ABOUT MY PLANS FOR THE FUTURE AND WHETHER OR NOT I WAS WANTING TO COMMIT TO ANOTHER FOUR YEARS IN ELECTED OFFICE.

UH, AT THE END OF MY TERM NEXT YEAR, I WILL HAVE BEEN HONORED TO SERVE FOR 15 YEARS IN ELECTED OFFICE IN THIS COUNTY, OVER THESE MONTHS, SINCE JANUARY, I'VE COME TO THE DECISION TO LEAVE OFFICE AT THE END OF MY TERM.

AND I LOOK FORWARD TO THE FREEDOM TO PURSUE SOME OF MY PERSONAL INTERESTS.

THE OFFICE OF COFFIN COUNTY JUDGE IS A FULL-TIME FULL SPEED JOB.

I SOLD OUR BUSINESS WHEN I STARTED AND I HAVE DEDICATED MY FULL ATTENTION TO THE WORK.

I'M PROUD OF THE MANY GOOD THINGS WE HAVE ALL ACCOMPLISHED, AND I'M SO GRATEFUL FOR THE FRIENDSHIP AND SUPPORT OF MANY PEOPLE.

WE ARE TO RECEIVE AND CONSIDER FACILITY'S NEEDS ASSESSMENT UPDATES AND RECOMMENDATIONS FROM HOK ARCHITECTS, KURT AND HILLARY.

SO AS PROMISED, WHAT WE HAVE TODAY IS THE CONCEPT KIND OF THE FOOTPRINT CONCEPT DESIGN FOR THE NEXT PHASE OF OUR FACILITY PROJECTS, WHICH WOULD BE THE KSS SUBSTATION, THE COURT HOUSE, AS WELL AS THE COURTHOUSE ANNEX.

AND SO WHAT YOU'LL GET TO VIEW TODAY IS THE PROGRAMMING THAT WENT INTO KIND OF PUTTING THESE OFFICES TOGETHER, SHARE FEVERS.

LUCKILY HAD AN IDEA OF WHAT HE NEEDED IN HIS BUILDINGS.

SO WE WERE ABLE TO TURN THAT ONE AROUND PRETTY QUICKLY, BUT WE WANTED TO SHOW YOU THE FOOTPRINT OF OFFICE SPACE.

I AM ALSO, IT'S SORT OF A NAIL BITER BECAUSE EVERYBODY'S GOT AN OPINION ABOUT WHERE EVERYBODY WANTS TO BE AND WHERE THEY WANT TO SIT AND WHAT THEY THINK THE BUILDING SHOULD LOOK LIKE, ALL OF THOSE GOOD THINGS.

UM, SO WE WILL, LET ME SEE IF I CAN GET US, THERE WE GO.

SO WE'RE GOING TO START WITH THE TOP OF THE LIST, WHICH IS THE COURTHOUSE.

AND SO WHEN STARTED WORKING THROUGH OUR MASTER PLAN, ONE OF THE THINGS THAT WE WERE ASKED TO DO WAS NOT ONLY TAKE INTO CONSIDERATION THE, UH, PREVIOUS ASSESSMENT THAT HAD BEEN DONE FOR THE MASTER PLAN INITIALLY THAT HAD BEEN DONE FOR THE COURTHOUSE, BUT THEN TO TAKE INTO CONSIDERATION ALL OF THE THINGS THAT WE HAD HEARD DOING ALL OF THE PROGRAMMING SESSIONS AND EVERYTHING THAT WE NEEDED TO, UM, HERE, MOVING FORWARD FOR PLANNING FOR THE FUTURE, BECAUSE THE ORIGINAL MASTER PLAN DIDN'T NECESSARILY DO THAT.

SO WHAT WE'VE DONE IS WE'VE GONE BACK IN AND WE'VE TAKEN A LOOK AT THE PLANS WE'VE GONE THROUGH AND REALLY LISTENED.

WE'VE LOOKED AT OUR PROGRAMMING AND WE HAVE COME UP WITH HOW WE THINK THIS COURTHOUSE WOULD BEST BE RENOVATED.

SO I HAVE TWO VERSIONS OF EACH FLOOR.

SO THIS IS WHAT WE CALL THE DIRTY PLAN.

SO WE'VE GOT A DIRTY PLAN AND A CLEAN, AND THE DIRTY PLAN IS AN OVERLAY OF THE EXISTING FLOOR PLAN, SO THAT YOU CAN UNDERSTAND WHERE THINGS ARE GOING IN THE EXISTING BUILDING.

OKAY.

AND THE KEY ELEMENTS TO THIS YOU'LL FIND IS THAT ELECTIONS TAKES UP A LOT OF SPACE ON THE FIRST FLOOR.

WE HAVE, WE UNDERSTAND NOT ONLY FROM YOUR ELECTIONS DEPARTMENT, BUT FROM OTHER ELECTIONS, UH, DEPARTMENTS, THAT THERE IS A NEED FOR A TREMENDOUS AMOUNT OF SPACE.

THERE'S A LOT OF, UM, MANEUVERING WITH THE EQUIPMENT.

THERE'S A LOT OF STORING OF EQUIPMENT.

THERE'S A LOT OF ARCHIVAL THINGS THAT HAVE TO BE DONE.

UM, THERE'S EQUIPMENT TESTING, THERE'S ALL A LOT, A LOT OF STUFF RIGHT NOW, AS YOU KNOW, THEY'RE JUST ACROSS THE HALL AND THEY HAVE THINGS SPREAD OUT THROUGHOUT THE COUNTY.

SO IN AN EFFORT TO NOT BUILD ANOTHER BUILDING, WE WANT TO UTILIZE WHAT WE HAVE.

SO THE BEST WAY THAT WE CAN DO THAT IS TO USE A LOT OF THE FIRST FLOOR OF THE EXISTING COURTHOUSE.

THE REASON THAT THIS IS A GOOD CONFIGURATION IS THIS ALSO DOUBLES.

YOU'LL NOTICE AS SOME MULTIPURPOSE SPACE, SOME STORAGE SPACE.

SO IN THE TIMES THAT YOU ACTUALLY ARE ABLE TO GET THINGS QUEUED UP AND MOVED OUT, YOU CAN THEN USE THIS AS A POLLING STATION AS WELL, WHICH IS REALLY NICE BECAUSE YOU'RE RIGHT IN THE COUNTY SEAT.

YOU'VE GOT PEOPLE COMING IN TO THE DOWNTOWN AREA AND WE'RE REALLY ABLE TO UTILIZE THAT SPACE MOVING ON FROM THE ELECTIONS.

WE ALSO HAVE THE AUDITOR, WE'VE BEEN ABLE TO BRING THE AUDITOR OVER, UM, AND GET THE AUDITOR ENOUGH SPACE TO NOT ONLY GROW, BUT BE DIRECTLY, UH, WHERE THEY NEED TO BE, WHICH IS NEAR THE COUNTY JUDGE.

UH, AND AS WELL AS THE TREASURER AND THE TREASURER, NOT ONLY HAS THE SPACE THAT THEY NEED, BUT SOME FUTURE GROWTH AREA.

SO WE HAVE EVERYBODY SEATED WHERE THEY NEED TO BE, SO THAT THE ADJACENCY, WHICH WE KNOW FOR WORKFLOW, FOR EFFICIENCY AND FOR ALL THOSE, THOSE SIGNATURES THAT WE NEED ARE ALL GOING TO BE HERE ON THE FIRST FLOOR OF THE COURTHOUSE.

THE THING THAT WE HAVE PROPOSED HERE IS THAT WE EXPAND THE EXISTING RESTROOMS ON BOTH THE EAST AND THE WEST SIDE.

SO AS YOU KNOW, WHEN YOU GO INTO THAT COURTHOUSE, THOSE RESTROOMS ARE PRETTY SMALL AND THEY'RE NOT ADA COMPLIANT.

SO IF WE, IF WE RENOVATE THEM AND WE CAN CLEAN THEM UP, WE CAN GET THEM ADA COMPLIANT.

WE CAN GET BOTH THE MEN'S AND A WOMEN'S RESTROOM DONE ON EITHER SIDE OF THE FLOOR.

SO EVERYBODY'S GOT WHAT THEY NEED, WE'RE COMPLIANT, AND WE'VE GOT PLENTY OF SPACE.

OKAY.

THE OTHER THING THAT WE'VE DONE HERE IS WE'VE PLACED A COMMISSIONER OFFICE INTO THE FIRST FLOOR OF THIS BUILDING.

SO COMMISSIONER OFFICE, AS WE KNOW, NEEDS AN OFFICE SPACE FOR AN ADMIN, SORT OF A WAITING AREA.

THE OTHER THING THAT WE'VE ALSO PROVIDED HERE ARE SOME CONFERENCE ROOMS, AND WE KNOW ONE THING IS FOR SURE, IT'S HARD TO FIND A CONFERENCE ROOM WHEN YOU NEED ONE HERE.

RIGHT? SO WE KNOW THAT EVERYBODY WOULD REALLY APPRECIATE BEING ABLE TO JUST COME OVER AND UTILIZE A CONFERENCE ROOM.

THIS ALSO PROVIDES THE COMMISSIONER THEIR OWN, UH, THE ABILITY TO USE A CONFERENCE ROOM WHEN THEY NEED ONE, SO

THEY CAN ACTUALLY HOLD MEETINGS THERE.

SO WE FELT THAT THAT'S A PRETTY GOOD ALTERNATIVE TO SITTING INTO A LITTLE SMALL SPOT.

UH, THE OTHER THING THAT WE HAVE HERE IS THE COUNTY ADMIN.

AND SO WE'VE GOT THEM, UH, DOWN AT THE, AT THE SOUTH END HERE.

AND SO THERE'S THE DEPARTMENT HEAD OFFICE, THERE'S, UH, AN ADMIN SPACE.

UM, YOU KNOW, THERE'S, UH, SORT OF, UH, A LOBBY LITTLE SORT OF LOBBY AREA FOR THEM.

AND THEY'RE ON THE FIRST FLOOR, WHICH IS RIGHT WHERE WE FEEL LIKE THAT WOULD BE THE BEST PLACE FOR THE COUNTY ADMIN.

UM, AND WE'VE ALSO GOT THE MAIL AREA AND A LITTLE COFFEE SPACE TOO.

SO THE PLAN HERE ON THIS FIRST FLOOR AND JUDGE YOU'LL NOTICE THE JUDGES AREAS COMPLETELY UNTOUCHED.

SO WE DON'T WANT TO TOUCH THE JUDGE'S OFFICE.

WE DON'T WANT TO TOUCH THAT AREA.

THE PLAN IS THAT WE WOULD BE ABLE TO MAINTAIN ALL OF THE ORIGINAL CORRIDORS IN THE BUILDING, MAINTAINING THE ORIGINAL LOOK AND FEEL OF THE BUILDING.

SO IT STILL HAS THE PRESENCE AND THE FEEL OF THAT COURTHOUSE.

IT'S ONCE YOU OPEN THE DOOR, THAT'S WHERE THE CHANGE REALLY HAPPENS.

OKAY.

SO YOU WOULD BE UTILIZING IT IN A DIFFERENT WAY.

SO WE'RE STILL ENSURING THAT IT HAS THE SAME, UM, HISTORIC FEEL.

AND SO WE'RE, WE KNOW THAT THE, THE THOUGHT WAS THAT WE WEREN'T GOING TO COMPLETELY FOLLOW EVERYTHING THAT THE HISTORIC COMMISSION WANTED BECAUSE THAT'S A PRETTY STEEP ASK FOR A LOT OF THINGS, RIGHT.

IT GETS A LITTLE TRICKY TO DO THAT NEXT, BUT WE DO DEFINITELY WANT TO MAKE SURE THAT WE'RE NOT CHANGING THIS BUILDING INTO SOMETHING ENTIRELY THAT IT'S NOT.

OKAY.

SO THE OTHER THING THAT WE KNOW IS THAT YOU'VE ASKED US, UH, ABOUT THE VESTIBULE AND REMOVING THE VESTIBULE, BECAUSE WE WANT TO GET RID OF THAT SECURITY CHECKPOINT ON THE FRONT OF THE BUILDING.

SO WE ARE PLANNING ON ALSO DOING THAT WE'VE WE HAVE PLANNED FOR THAT.

SO LET ME SHOW YOU, THIS IS OUR CLEAN SLIDE.

ELECTIONS REQUIRES LOTS OF SPACE.

AND I THINK MOST PEOPLE DON'T REALIZE EXACTLY HOW MUCH SPACE WE KNOW THAT IDEALLY ELECTIONS BEING ON TWO FLOORS, ISN'T LIKE THEIR FAVORITE THING, BUT WE DO KNOW THAT WE CAN GET THEM, UH, THREE TIMES THE SPACE THAT THEY HAVE NOW, AND THEN IT'S EASIER TO MANAGE ACTUALLY BUILDING SOMETHING IN THE FUTURE.

SHOULD YOU NEED IT? BUT IT ALSO HELPS AGAIN, UTILIZE THIS BUILDING, GIVE THEM THE SPACE THEY NEED AND BE ABLE TO COORDINATE THE WAY THEY NEED TO AND GIVE THEM THE OFFICE SPACE.

THEY NEED ALL IN ONE AREA, RIGHT? SO YOU CAN ACTUALLY GET THINGS MOVED THROUGH THE BUILDING.

YOU CAN GET THINGS UP AND DOWN THAT ELEVATOR, BUT PRIMARILY THE HEAVY STUFF THAT THEY HAVE WOULD STAY UP ON THE FIRST FLOOR.

SO YOU'D HAVE THEM OFFICE AND THEY REALLY WANT TO BE ABLE TO HAVE A WINDOW WHERE PEOPLE CAN COME AND TALK TO THEM SIMILARLY TO HOW THEY DO NOW, MAINTAINING THAT WINDOW SPACE, THAT'S DOWN, UH, DOWNSTAIRS, THAT SERVICE COUNTER.

WE DON'T HAVE TO DO ANYTHING THERE.

SO AGAIN, WE'RE MAINTAINING THAT, THAT EXTERIOR CORRIDOR AND WE'RE JUST TAKING OUT WHAT'S ON THE INSIDE AND WE'RE REALLY JUST OPENING IT UP SO THAT THEY HAVE ALL OF THAT SPACE.

THEY NEED TO MOVE ALL THEIR EQUIPMENT.

SO HERE'S THE CLEAN VERSION.

SO YOU CAN SEE WITHOUT INTERRUPTION OF ANY OF THE WALLS, THE EXISTING WALLS THAT ARE THERE.

AND THIS IS THE EXCITING FLOOR LEVEL TOO.

THIS IS WHERE WE GET THE COMMISSIONER'S COURT, THE COURTHOUSE, OR THE COURTROOM THAT'S UPSTAIRS ON THAT LEVEL TOO.

IN MY OPINION IS REALLY, REALLY BEAUTIFUL.

IT'S SPACIOUS, IT'S AIRY.

IT'S GOT REALLY NICE WINDOWS.

UH, IT'S GOT A NICE VIEW.

UM, AND IT'S REALLY A GOOD SIZE FOR THE COMMISSIONER'S COURT.

HAVING IT OVER THERE IN THAT, UH, HISTORIC COURTHOUSE UP WHERE YOU CAN HAVE A VIEW OF EVERYTHING, UM, TO, IN OUR OPINION WORKS THE BEST IT GETS YOU OUT OF THIS SPACE.

IT GETS YOU WHAT YOU NEED, UH, IN TERMS OF CIRCULATION.

UH, THE OTHER THING THAT IT DOES IS IT PROVIDES ANOTHER COMMISSIONER'S OFFICE DIRECTLY OFF THE COMMISSIONER'S COURT.

SO, UM, YOU, AGAIN, YOU GET A COMMISSIONER'S OFFICE, YOU GET THE ADMIN SPACE, THERE'S A SMALL WAITING SPACE.

AND THEN OF COURSE, THAT LAW LIBRARY THAT'S THERE NOW WOULD THEN BE THE CONFERENCE ROOM THAT WOULD BE AVAILABLE TO THE COMMISSIONER DIRECTLY OUTSIDE THE OFFICE AND TO ANYONE ACTUALLY THAT WANTS TO COME AND USE A CONFERENCE ROOM.

WE'RE REALLY TRYING HARD TO GET YOU GUYS SOME FUNCTIONAL SPACES THAT EVERYBODY CAN USE.

UM, YOU'LL NOTICE AS WE SORT OF CIRCULATE DOWN, UM, WE'VE GOT THE BREAK ROOM.

NOW THAT FUNCTIONS THE WAY IT, YOU KNOW, EVERYBODY NEEDS.

THEY WANT TO BE ABLE TO EAT, NOT SIT AT THEIR DESK AND YOU SHOULDN'T BE FORCED TO LEAVE THE BUILDING AND GO EAT IF YOU WANT TO, UM, AND TAKE A BREAK IF YOU WANT TO.

SO WE FEEL LIKE ACTUALLY GIVING SOME SPACE DEDICATING SPACE TO THE BREAK AREA, UH, WOULD BE BENEFICIAL TO EVERYONE IN THE BUILDING.

UH, THE OTHER THING IS WE CAN DO IT ALONG IN THAT SECTION.

IT GIVES EVERYBODY SOME WINDOWS.

SO YOU REALLY CAN TAKE A BREAK AND GET SOME FRESH LIGHTS, UH, AND HAVE A SEAT.

UM, THE OTHER THING THAT WE SHOW HERE IS THAT WE WOULD AGAIN, HAVE TO REWORK THE RESTROOMS. SO THERE ARE SOME RESTROOMS THAT ARE THERE NOW.

SO IF WE PROVIDE A REWORK ON BOTH THE MEN'S AND THE WOMEN'S, AND THEN WE PUT IN A UNISEX RESTROOM THAT SHOULD GET YOU EVERYTHING THAT YOU NEED FOR THE PUBLIC COMING IN FOR THE COMMISSIONER'S COURT, AS WELL AS EVERYBODY ELSE THAT'S ON THE FLOOR.

SO WE ALSO HAVE THE HISTORIC COMMISSION.

WE'VE GIVEN THEM A SPACE.

THE STORE COMMISSION HAS FLAT FILES, LOTS OF ROLE MAPS.

THEY'VE GOT ALL KINDS OF REALLY GREAT HISTORIC DOCUMENTS.

ONE OF OUR FAVORITE THINGS ABOUT HAVING A PRESENCE OF THE HISTORIC COMMISSION.

THEY DON'T HAVE TO NECESSARILY OFFICE HERE, BUT WE CAN PROVIDE A SPACE FOR THAT IS THAT WE CAN IN FACT GIVE THEM THE SPACE THAT THEY NEED FOR THE STORAGE, FOR THOSE HISTORIC DOCUMENTS.

SO WHEN PEOPLE WANT TO COME IN AND THEY WANT TO RESEARCH THINGS, THEY CAN COME TO THE HISTORIC COURTHOUSE, THEY CAN DO THAT.

AND IT CAN BE PART OF THE EXPERIENCE OF BEING IN THE COURTHOUSE.

UH, WE'VE GOT OUR SERVER ROOM SHOWN HERE AND AGAIN, JUST LIKE DOWNSTAIRS, WE'RE MAINTAINING THE CORRIDOR.

SO THERE IS NOT ANY CHANGE TO THE, TO THE CORRIDOR, MOVING THROUGH THE BUILDING.

SO THIS IS JUST THE OFFICE FOR THE FACILITIES GROUP.

AND THE PURCHASING, WE DO KNOW RAYLAN'S GROUP WILL GROW.

THEY CAN WORK REMOTELY.

THEY CAN WORK IN THE OFFICE BECAUSE THEY'RE ACTUALLY ON THE PHONE A LOT AND THEY'RE DOING LOTS OF EMAILS.

SO THEY CAN ACTUALLY WORK IN SORT OF A, A DUAL WAY.

AND SO THEY DON'T NEED AS MUCH SPACE TO GROW, MOVING INTO THE FUTURE.

THE HR DEPARTMENT GETS EVERYTHING THAT THEY NEED THAT THEY'VE ASKED FOR.

THEY GET THE SPACE TO GROW, THEY GET THE SPACE FOR THE WAITING AND THE LEARNING DEVELOPMENT THAT THEY WANT.

THERE IS IN FACT, THE OLD VAULT THAT STILL REMAINS, AND WE WOULD LEAVE THE VAULT AND WE'D LIKE TO OPEN IT UP SO THAT PEOPLE COULD GO IN AND SEE IT.

SO, UM, WE WANTED TO MAKE SURE THAT AGAIN, WE WERE REALLY TAKING INTO ACCOUNT NOT ONLY THE GROWTH NEEDS FOR ALL THE DEPARTMENTS COMING IN, BECAUSE AS YOU KNOW, THIS MIGRATION PLAN IS PART OF THE MASTER PLAN, BUT ALSO BE ABLE TO MAKE SURE THAT WE WERE, UM, BEING CONSIDERATE TO THE BUILDING ITSELF AND TO THE HISTORY OF THE BUILDING, INTO THE HISTORY OF THE COUNTY.

AND SO WE REALLY WANTED TO MAKE SURE THAT WE WERE GIVING FOLKS WHAT THEY NEEDED.

SO THIS IS IN FACT SORT OF THE, ALTHOUGH THERE IS SOME PUBLIC PARTS TO IT, THERE ARE DEFINITELY STILL SOME SORT OF INTERNAL ADMINISTRATION COMPONENTS TO IT.

AND SO WE FEEL LIKE WE'VE WORKED PRETTY HARD AT MAKING SURE THAT THERE'S SOME GOOD DIFFERENTIATION BETWEEN THE SPACES AND GIVING PEOPLE EXACTLY WHAT THEY NEED.

SO THE TRULY THE PUBLIC PARTS ARE REALLY EASILY ACCESSIBLE AND THE FOLKS THAT NEED THE SPACE AND CAN GROW, CAN DO THAT.

AND SO WE'VE ACTUALLY BEEN ABLE TO OPEN THIS UP, WIDEN THE PRIMARY, UH, CIRCULATION AREAS IN THE LOBBY SPACE AND GIVE EVERYBODY MORE SPACE TO QUEUE.

AND I'VE PUT SOME LITTLE ARROWS IN HERE TO SORT OF OFFER SOME DIRECTION OF HOW YOU COULD ACTUALLY FLOW PEOPLE THROUGH HERE, BUT YOU WOULD COME IN AND YOU COULD KIND OF HAVE THIS SNAKE AREA AROUND UNTIL YOU WENT TO THE TELLER.

THEY'VE ASKED FOR PLACES FOR PEOPLE TO STAND AND ACTUALLY BE ABLE TO FILL OUT FORMS OR HAVE PINS, THAT KIND OF THING, SORT OF AN OLD FASHIONED BANK FEEL TO IT, WHICH MAKES SENSE.

SO IF WE PROVIDE PEOPLE WITH ENOUGH SPACE TO DO THOSE THINGS, THEY FEEL PRETTY CONFIDENT THAT THEY WOULD BE ABLE TO GET PEOPLE IN AND OUT PRETTY QUICKLY.

THE FLOW WOULD BE A LOT BETTER GIVING PEOPLE MORE A LOBBY SPACE.

AND IF WE COULD GET PEOPLE TO ENTER DIRECTLY INTO THE LOBBY FROM THE BACK OF THE BUILDING OFF OF THAT, UM, THE NEW PARKING LOT, THAT WOULD DEFINITELY BE HELPFUL, RIGHT? SO IF YOU MOVE ALONG HERE, WE SHOW THAT WE WOULD, UH, WE'RE PROPOSING TO, UH, RENOVATE THE RESTROOMS SO THAT THEY WOULD BECOME ADA COMPLIANT.

AND EVERYBODY WOULD AGREE THAT THE RESTROOMS COULD USE A LITTLE WORK IN THIS BUILDING.

UM, AND THEN THE OTHER FEATURE HERE IS THAT THE TAX ASSESSOR WOULD ACTUALLY KEEP HER OFFICE.

SO WE WOULDN'T DO ANY WORK TO THE TAX ASSESSOR OFFICE.

IT WOULD MAINTAIN, UH, ITS ITS CURRENT SPACE.

UH, AND THEN YOU'LL SEE THAT WE HAVE THE DEVELOPMENT SERVICES FOLKS, WHICH IS BOTH THE COUNTY ENGINEER AND THE DEVELOPMENT SERVICES PEOPLE WE'VE GOT THE GIS PEOPLE AND, YOU KNOW, EVERYBODY THAT MAKES UP THIS A PRETTY ROBUST TEAM, UH, WE'VE BEEN ABLE TO GIVE THEM, UH, THE APPROPRIATE SPACE THAT THEY'VE REQUESTED.

THE NUMBER ONE THING THEY WANT IS A CONFERENCE ROOM DIRECTLY OFF OF THEIR SORT OF LOBBY SPACE SO THAT THEY DON'T HAVE TO WALK PEOPLE ALL THE WAY THROUGH THEIR, THEIR WORK AREA.

UM, AND SO WE GIVE EVERYBODY THAT NICE BIG, UH, OPEN WORKPLACE, UH, THE BULLPEN WORKING ALL THEIR WORKSTATIONS, WE GET EVERYBODY THE OFFICES THAT THEY NEED, INCLUDING GROWTH OFFICES.

UM, WE REPURPOSE THE VAULTS THAT ARE BACK THERE FOR SOME STORAGE AND COPY PRINT AREA.

UM, AND THEN WE ALSO GIVE THEM THE SPACE, UH, ACROSS THIS HALL.

AND THIS REALLY SERVES AS SORT OF TWO PURPOSES, RIGHT? THIS ALLOWS FOR THEM TO HAVE ANOTHER SORT OF WORKSTATION BULLPEN, WHICH WOULD BE FUTURE GROWTH.

UM, AND IT GIVES THEM A PLACE FOR OPEN COLLABORATION.

AND WE KNOW THAT DEVELOPMENT SERVICES, SOMETIMES THEY WANT TO GET WITH THE FIRE MARSHALL AND THEY WANT TO RULE SOME PLANS OUT ON TABLES AND THEY NEED TO GATHER AROUND AND THEY NEED TO HAVE THAT KIND OF CONVERSATION.

THEY HAVE SOME MATERIALS THAT THEY LIKE TO STORE FOR, FOR LIBRARY, REFERENCE LIBRARY, THAT KIND OF THING.

UM, THE RESTROOMS ACTUALLY WOULD BE MAINTAINED AS THEY ARE.

WE COULD DO A LITTLE UPDATING IF WE NEED TO, BUT THEY ARE IN FACT ADA COMPLIANT.

WE ACTUALLY ARE ABLE TO PROVIDE ELECTIONS THE SPACE.

UH, AND THIS IS WHAT WE CAME UP WITH.

WE FLOATED THIS IN FRONT OF THE SHERIFF AND SHERIFF, ARE YOU STILL HAPPY WITH THIS? OKAY.

SO, UM, WHAT YOU SEE HERE IS WE HAVE IN FACT BEEN ABLE TO GET OUR TRAINING ROOM IN A, WITH A NICE WIDE OPEN LOBBY SPACE, UM, WITH A GOOD VESTIBULE THAT OPENS UP SO THAT WE'VE GOT A RECEPTION AREA WITH A WINDOW.

UM, SO WE'VE GOT A BREAK ROOM IMMEDIATELY, UH, OFF OF THE LOBBY SPACE.

THAT'S AVAILABLE FOR BOTH THE FOLKS, UH, WHO WERE COMING IN FOR TRAINING, AND THEN ALSO SUPPORTS THE PEOPLE WHO ARE IN THE OFFICE SPACE AND THE TRAINING IN THE SHERIFF'S OFFICE.

SO WE'RE NOT ABLE TO TAKE THAT GRANT MONEY AND PAY FOR PAYROLL AND SUCH AS THINGS LIKE THAT.

SO THOSE ARE THE THINGS THAT AS WE STARTED APPLYING FOR MORE GRANTS, WE WERE RESTRICTED SOME OF THE FUNDRAISERS, FOR EXAMPLE, WE HAVE AN OLD VAN AT THE SHELTER THAT WE'VE HAD FOR MANY YEARS, AND WE HAVE, UM, A LADY WHO IS TRYING TO HELP US RAISE MONEY TO GET A NEW VAN.

AND, UH, SHE'S ACTUALLY, UH, PRESENTING US WITH SOME MONEY LATER THIS WEEK.

UH, AND WE CAN'T TAKE THAT MONEY THAT SHE'S PRESENTING TO US TO PAY FOR PAYROLL AND THINGS LIKE THAT.

SO, UH, WE, WE FEEL FORTUNATE THAT WE HAVE SUPPORT IN THE COMMUNITY AND THE THINGS THAT WE'RE DOING, BUT WE ALSO NEED OPERATING EXPENSE SUPPORT.

SO, UH, WITH THAT, UM, WE LOOKED AT ALSO, UH, WHERE OUR EXPENSES HAVE INCREASED.

AND I THINK WE, I THINK MOST OF US THOUGHT WE WERE GOING TO GET OUT OF THIS WITH INCREASED COST AND, UH, MAYBE THE PAYROLL, UH, THE WAGES WOULD SETTLE DOWN FOR A LITTLE BIT, BUT WE ONLY PAY OUR EMPLOYEES EIGHT 50 AN HOUR.

AND AS THINGS IN THE LAST FEW MONTHS, WE SEE THAT ACROSS THE STREET, YOU'VE GOT A 14, $15 AN HOUR BEING PAID.

SO FOR A TECH KENNEL PERSON, UH, IT'S BEEN VERY DIFFICULT TO ONE RETAIN THAT PERSON ATTRACT NEW PEOPLE.

SO, UH, THAT'S OUR BIG ISSUE.

OUR BIG COST HAS BEEN OVER IN LABOR BECAUSE OF THE OVERTIME WE'VE HAD TO PAY.

ALSO A MEDICAL EXPENSES HAVE REALLY INCREASED OVER THE LAST A FEW MONTHS, JUST AN EXAMPLE WHERE WE WERE USING OUR, UM, SPAY NEUTER SERVICE, UH, FROM ONE OF OUR VETERINARIANS, THEY WERE GIVING US A DISCOUNT OF 60, $65 BAY NOW OR TELLING US $142.

AND SO WE'RE LIKE, OH MY GOSH, THERE'S JUST NO WAY WE CAN DO THAT.

UM, AND WE'RE SEEING THAT ALL OVER.

UM, WE'RE AGAIN, INCREASED COSTS.

UH, WE, UM, HAVE AN ADOPTION FEE OF $125.

SO THERE IS NO WAY WE CAN PAY $142 JUST FOR THE SPAY NEUTERING OF THAT.

WHEN YOU LOOK AT THE ADDITIONAL MEDICAL COSTS THAT WE HAVE.

SO WE ALSO SAW A DECREASE IN ADOPTION REVENUE, MANY PEOPLE GOING BACK TO WORK.

UH, SO THAT WAS SOME OF OUR, UH, OUR, OUR ISSUES THERE IN REGARDS TO REVENUE.

UM, AND I'M GOING TO GIVE A LITTLE HISTORY AS I DON'T WANT TO ASSUME THAT EVERYBODY KNOWS, UH, BUT THE A FOR NORMAL CHILDREN'S SHELTER WAS BUILT IN THE EARLY TO MID EIGHTIES, AND IT WAS MAINTAINED VERY WELL, BUT IT'S BEEN ALMOST 40 YEARS AGO.

AND SO WE NEEDED TO DO SOME UPDATES AND REMODEL JUST TO, YOU KNOW, GET BACK IN THE STEP OF THINGS.

AND, UM, SO WE WERE ABLE TO, UM, WORK ON AND, AND DUE TO OUR, UH, FUNDRAISER WE HAD IN APRIL AND EVERY ONE WHO SUPPORTED US THROUGH THE CASINO ROYALE FUNDRAISER, UH, WE WERE ABLE TO, UH, DO THE REMODEL AND UPDATES.

UH, AND LET'S SAY IT TOOK A LITTLE LONGER THAN MOST PROJECTS BECAUSE WE HAVE KIDS AND FACILITY AND SCHOOL WAS OUT IN THE SUMMER.

AND SO THE CONSTRUCTION PEOPLE WERE VERY KIND AND WE DID LITTLE SECTIONS AT A TIME.

THEY'RE GETTING TO KEEP THE KIDS SAFE AND EVERYTHING, BUT THAT, UH, WAS COMPLETED IN SEPTEMBER.

AND THERE AGAIN, I JUST WANT TO RE STATE THAT, UH, THE FACILITY WAS KEPT UP VERY WELL, BUT THERE AGAIN, JUST WITH AGE AND WHAT MOST PEOPLE DON'T REALLY THINK ABOUT, YOU KNOW, WE'RE THERE 24, 7, 365 W YOU KNOW, WE'RE THERE ALL THE TIME WORKING WITH KIDS.

AND SO, YEAH, WEAR AND TEAR JUST HAD AFFECTED THE BUILDING.

UM, BUT ANYWAY, ALL THOSE IMPROVEMENTS HAVE BEEN MADE AND, UM, IT'S GOT A VERY WARM AND INVITING LOOK TO IT.

AND IF YOU EVER HAVE A MOMENT AND YOU'RE COMING BY A POLICE STOP BY, I'D LOVE TO SHOW YOU, UH, THOSE IMPROVEMENTS THAT HAVE BEEN MADE.

UM, WE AVERAGE ABOUT 14 KIDS A DAY.

UH, THE LAST TWO WEEKS WE'VE HAD 19 KIDS AND, UM, WE'RE ABLE TO PROVIDE THEM WITH, UH, SAFETY AND SECURITY AND FOOD AND EVERYTHING.

UM, LIKE I SAY, OVER THE SUMMER NOW BECAUSE OF THE REMODEL AND RECONSTRUCTION, AND WE DID THE BEDROOMS TO SAY, CUT OUR NUMBERS DOWN, LIKE, SAY GOING THROUGH THAT.

SO I JUST WANT TO STATE THAT CAUSE YOU'LL SEE OUR NUMBERS ARE DOWN.

AND IF I'M NOT REALLY GOING TO TOUCH ON THE NUMBERS, CAUSE PRETTY SIMPLE.

BUT ONE THING I WILL STATE IS THAT WE HAVE NOTICED AN UPTICK IN A LOT OF THE COVERT APPLICATIONS AND I BELIEVE THAT'S REFLECTIVE OF THE GROWTH OF THE COUNTY.

SO, UM, NOTHING REALLY BIG.

THEY'RE JUST KIND OF STANDARD OPERATING.

UM, MY DEPARTMENT'S BEEN PART OF THE, UH, PDQ PROCESS OR PRE-DEVELOPMENT QUESTIONNAIRE.

UM, AND A LOT OF THOSE HAVE TO DEAL WITH DEVELOPERS.

THEY'RE WANTING TO BUILD THESE SUBDIVISIONS IN OUR COUNTY AND THEY WANT TO KNOW EXACTLY WHAT THEY NEED TO DO TO, UH, MOVE FORWARD WITH THEIR PLANS.

AND I'VE BEEN ATTENDING A LOT OF THOSE AND MY, UH, BIGGEST CONTRIBUTION TO THAT IS MAINLY MAKING SURE THAT THEY UNDERSTAND THE RULES AND REGULATIONS THAT GUARD THE FLOODPLAINS OF OUR COUNTY.

AND I'VE HAD A LOT OF REALLY POSITIVE INTERACTIONS WITH, UH, THE DEVELOPERS HERE, UH, ESPECIALLY RECENTLY, UM, A LOT OF THEM DIDN'T KNOW THAT ANY KIND OF, UH, STRUCTURE, FENCE POSTS, UM, THE SHEDS, ANYTHING LIKE THAT, THAT GETS BUILT IN A FLOOD PLAIN AREA HAS TO HAVE A PERMIT FOR THAT.

AND SO WE HAD A NUMBER OF DEVELOPERS WHO WERE UNAWARE THAT THEY'VE HAVE NOW BEEN UPDATED ON THOSE RULES AND REGULATIONS.

AND IT'S BEEN A VERY POSITIVE EXPERIENCE.

UM, I'VE ALSO BEEN HOLDING MULTIPLE MEETINGS WITH A LOT OF OUR CONSULTING ENGINEERS, TNP AND, UM, FREESE AND NICHOLS ON F I F GRANT.

LIKE I BROUGHT UP LAST WEEK, UM, THOROUGHFARE PROJECT AND THE, UM, UH, THERE'S A COUPLE OF BRIDGES AND STUFF THAT WE WERE WORKING ON IN A PRECINCT FOR, UH, FOR COMMISSIONER CATES.

AND, UM, I'VE ALWAYS EMPHASIZED THAT WE NEED QUALITY SOLUTIONS THAT ARE GONNA LAST AND NOT JUST GOING TO BE SOMETHING THAT FALLS APART IN FIVE YEARS.

UM, AND WE'VE HAD VERY GOOD EXPERIENCES WITH ALL OF THEM, UH, REALLY APPRECIATE THEIR HELP AND THEY'VE BEEN

SO WHEN YOU, WHEN YOU MERGED THE TWO OFFICES, I THINK YOU'RE TAKING A RISK OF BLURRING THAT LINE WITH THE INVESTIGATION.

AND I THINK ALSO, UM, THERE'S A REQUIREMENT THAT IF THE FIRE MARSHALL IS REQUESTED BY ANY MUNICIPALITY, THEY HAVE TO DO THE INVESTIGATION FOR THAT MUNICIPALITY.

WHEN YOU MERGE THE TWO DEPARTMENTS IN SOME WAY OF KEEPING THOSE LINES KIND OF BRIGHT LINES, BUT THOSE ARE THE THREE KIND OF KEY ISSUES THAT I HONED IN ON IN MY RESEARCH.

THAT THOUGHT JUST TO BE CLEAR, MY SUGGESTION HAS BEEN TO NOT FORMALLY MERGE THOSE DEPARTMENTS, BUT I WOULD BE FOR THE COURT IN SOME WAY TO AGREE OR TO, UM, I HATE TO WORD INSTRUCT OR REQUEST THAT THE SHERIFF ASSUME SUPERVISORY DUTIES OVER THE FARM MARSHALL'S OFFICE.

SO IT IS NOT ON OUR EMPLOYEES OR THE EMPLOYEES OF THE COUNTY TO REVIEW THINGS THAT MIGHT NOT BE UNDER THEIR WHEELHOUSE OF SKILL.
