AND WE ARE IN THE COMMISSIONER'S COURT MEETING ROOM IN THE COURTHOUSE ANNEX.

UH, WE'LL START OFF OUR MEETING THIS MORNING WITH AN INVOCATION OFFERED BY COMMISSIONER BARBER.

AND, UH, COMMISSIONER PHILLIPS IS GOING TO LEAD US IN THE PLEDGE IS PLEASE STAND OKAY.

RIGHT WHERE THEY PLACE HEAVENLY FATHER.

WE WANT TO COME TO YOU THIS MORNING AND ASKING YOU TO BE WITH US AS WE DELIBERATE THE BUSINESS OF COFFIN COUNTY, ASKING YOU TO HELP US TO MAKE THE BEST DECISIONS POSSIBLE FOR OUR EMPLOYEES AND OUR CITIZENS.

AS YOU SEE ABOUT MIDDLE WAYS UNDER USES THE FULL 38,950,000 A PROJECT COST OR PROCEEDS FOR THOSE THAT WAS ANTICIPATED ON THE NEXT PAGE, PAGE FOUR AS THE ACTUAL DEBT SERVICE.

AND YOU'LL SEE DOWN AT THE BOTTOM, UH, ARE WHERE IT SAYS TRUE INTEREST COST.

THAT'S THE EFFECTIVE RIGHT ON THE ISSUE.

AND WE DON'T KNOW WHAT TO ANTICIPATE KIND OF GOING FORWARD EITHER.

BUT AS OF FRIDAY RATES THAT WE'D SEEN, IT LOOKED LIKE THE EFFECTIVE RATE WOULD BE AROUND 3.56 OR WHATEVER.

UH, AND THEN YESTERDAY MORNING, THE UNDERWRITERS FOR THEY WENT OUT, SAID THEY WERE GOING TO HAVE TO INCREASE THE YIELDS.

UH, IT LOOKED LIKE AROUND SEVEN BASIS POINTS AND OUR UNDERWRITER ACTUALLY KIND OF RIDES HERD ON THIS WHOLE PROCESS AND, AND SAYS, YES, THAT WHATEVER IS, OR ISN'T REASONABLE GIVEN WHERE HE SEES MARKET CONDITIONS.

AND I TALKED TO HIM ABOUT THREE TIMES DURING THE SALE PROCESS YESTERDAY.

UH, AND, AND THEN THEY RUN IN, RAN INTO SOME ROUGH SPOTS ON THE LONGER MATURITY AND ACTUALLY HAD TO MAKE ADJUSTMENTS AND RAISE IN ORDER TO GET THAT.

AND HE TOLD ME, HE SAID, IT'S JUST THAT KIND OF MARKET THAT WITH THE FEDERAL RESERVE, TALKING ABOUT A SERIES OF 50 BASIS POINT INCREASES IN THE DISCOUNT RATE, LONGER TERM BUYERS ARE LIKE TRYING TO EXTRACT YIELD, UH, THAT IF THIS IS GOING TO BE HAPPENING, THEN, YOU KNOW, UH, AND SO THAT'S WHAT WE RAN INTO.

AND SO, WHEREAS LIKE I SAID, WEEK AGO, UH, WE, WE WERE LOOKING AROUND 3 55, 3 58 OR SOMETHING LIKE THAT.

UH, IT'S ABOUT 20 BASIS POINTS ABOVE THAT.

UH, BUT I STILL THINK IT'S A GOOD VERSUS, YOU KNOW, VERSUS A MONTH, THREE OR FOUR MONTHS FROM NOW, AGAIN, I DON'T KNOW WHAT RIGHTS MIGHT DO.

SO, UH, HOPEFULLY IT'S A GOOD THING THAT THE COUNTY IS IN A POSITION TO LOCK THIS IN.

AND AS YOU'LL SEE, THE ANNUAL DEBT SERVICE WILL BE, UH, AFTER THE FIRST COUPLE OF YEARS, UH, CAUSE WE'VE GOT A YEAR OF INTEREST ONLY, AND THEN A YEAR FOR TAX RATE KIND OF, UH, VALUES TO CATCH UP.

BUT AROUND 2.505, UH, PER YEAR, THAT'S A LITTLE HIGHER, UH, THAN WHAT WE HAD, LIKE I SAID, UH, PROJECTED AROUND 2 MILLION, FOUR 50 OR FOUR 60, UH, UH, AS OF LAST WEEK, BUT ON PAGE FIVE SHOWS AND THIS IS KIND OF LOCATED AND TECHNICAL, BUT THE ACTUAL COUPON RATES AND YIELDS, UH, UH, AND WHERE THE PREMIUM, THE 3.4 WAS GENERATED.

AND I'LL PROBABLY WHAT'S MOST INTEREST TO YOU IS ON PAGE SIX.

THIS IS WHAT YOU'VE SEEN BEFORE.

KIND OF THAT SPREADSHEET THAT SHOWS LAST YEAR'S ISSUE IN THE MIDDLE ON COLUMN E AND THEN COLUMN F IS ACTUAL FINAL DEBT SERVICE THAT I SHOWED YOU A MINUTE AGO FOR THIS ISSUE PLAN.

AND THEN THE TOTAL COUNTY DEBT SERVICE, INCLUDING THE NON TRANSPORTATION, UH, RELATED, UH, UH, PORTIONS AS WELL.

AND OVER ON THE FAR RIGHT-HAND SIDE, YOU CAN SEE WE'RE STILL STRUCTURING AND WE'RE ABLE TO, UH, FOR 23 AND LAW, DEPENDING ON WHAT THE ACTUAL VALUES, IF THEY COME IN A LITTLE HIGHER THAN 10% INCREASE, WELL, THAT'S GOING TO HELP PULL THAT DOWN.

BUT THE INITIAL IMPACT, UH, PROJECTED AT AROUND 7.80 CENTS TOTAL REQUIRED OR LESS, AND YOU'LL SEE IT DROPS, UH, OVER TIME CONSISTENTLY.

UH, BUT THAT'S, UH, JUST LIKE MORE OR LESS WHAT WE HAD PREPARED, EVEN WHEN WE WERE TALKING ABOUT MULTIPLE ISSUES AND STRETCHING IT OUT.

AND SO ON.

I DO WANT TO POINT OUT ON PAGE SEVEN AND EIGHT.

THIS IS WHAT I WAS TALKING ABOUT, INTEREST RATES, WHAT THEY WERE DOING.

THIS IS THE BOND BUYER INDEX, UH, AND THAT'S A WEEKLY, UH, INDEX, RIGHT? THAT'S PUT OUT BASED ON ISSUES THAT WERE DONE.

YOU GOT US BACK IN THIS CASE 20 YEARS TO OH TWO, AND YOU CAN SEE KIND OF WHERE INTEREST RATES WERE.

AND THEN ALL OF A SUDDEN, A PRETTY SIGNIFICANT DROP, UH, IN 2000, STARTING IN 17, BUT 18.

SO WE'VE BEEN IN THIS THREE OR FOUR YEAR KIND OF UNREAL PERIOD OF, UH, ABNORMALLY, LOW INTEREST RATES.

AND YOU CAN SEE THAT HUGE SPIKE.

NOW THEY HAD BEEN GOING UP SINCE FEBRUARY TO SOME EXTENT, BUT THEN WE SAW A SIGNIFICANT JUMP MARCH, BUT THEN THAT BIG SPIKE, AND YOU CAN SEE ON THE NEXT PAGE, THAT'S A 70 BASIS POINT JOB FOR 75 ACTUALLY IN THE INDEX, RIGHT.

ONE WEEK FROM THE WEEK BEFORE LAST.

SO THAT'S KIND OF WHAT WE ENCOUNTERED AND WHAT WE MAY BE SEEING A RETURN TO KIND OF THAT LINE GOING BACK TO OH, TO NORMAL INTEREST RATES, WHAT WE USED TO CONSIDER.

BUT, BUT THAT I'D BE GLAD TO IN ANSWERING QUESTIONS, UH, FEEL LIKE THE UNDERWRITERS DID A GOOD JOB, UH, IN THE MARKET AND GETTING IT DONE AND WRAPPED UP, UH, SO THAT, UH, UH, TAKE THE UNCERTAINTY AND

LOCK EVERYTHING IN.

UH, AND IN THIS CASE, IF THE COURT, UH, PROVES ISSUANCE AND SO ON THE CLOSING SCHEDULE, THE 12TH, AND THAT WOULD BE WHEN THE PROCEEDS WOULD ACTUALLY BE, UH, RECEIVED BY THE COUNTY.

I THINK THE THING THAT IF ANYBODY'S FOLLOWING THIS, THIS ORIGINALLY, OR FROM, FOR A LONG, LONG TIME MONTHS, THEY WERE TALKING ABOUT RAISING THE FED WAS TALKING ABOUT RAISING INTEREST RATES, 25 POINTS.

AND THAT'S KIND OF GONE TO RAISING INTEREST RATES, UH, 50 POINTS ON WHEN THEY'RE TALKING TO DOING THAT THREE OR FOUR QUARTERS IN A ROW, SO THAT IF THEY DO THAT, THE INTEREST RATES ARE GOING TO GO SIGNIFICANTLY HIGHER.

YEAH.

I GUESS I SUGGESTED THAT SIX TIMES BEFORE THE END OF THE YEAR.

YEAH.

AND I MEAN, THAT'S, THAT'S, THAT'S NOT GOOD.

NO, NO.

I JUST HOPE THEY DON'T GO BACK TO WHEN SOME OF US WERE YOUNG AND PAYING 11 OR 14 FOR DENTAL MORTGAGES AND THEN THE VARIABLE RATES AND WE'RE PAYING 18.

I MEAN, HOPEFULLY YOU WON'T GO BACK THERE.

OH, NOT BECAUSE PEOPLE DON'T UNDERSTAND THAT.

OF COURSE YOUR MONEY DOESN'T MAKE ANYTHING EITHER THOUGH.

ITEM FOUR AND FOUR IS A CARRIE SHARP'S GONNA REPORT GIVE HER QUARTERLY REPORT FOR THE COUNTY EXTENSION OFFICE.

AND, UH, HER BOSS, TOMMY PHILLIPS IS RIGHT BEHIND HER TO MAKE SURE SHE DOES A GREAT JOB.

GOOD MORNING COMMISSIONERS.

UM, JUST WANTED TO BRING IN, I KNOW THAT WE'VE ALREADY EMAILED THIS TO YOU HAVE A COPY, BUT THIS WOULD LIKE TO HIGHLIGHT A FEW THINGS IN THE FOREST PROGRAM.

UM, EVERY JANUARY, FEBRUARY AND MARCH IS THE BUSY TIME WHERE WE'RE ON THE ROAD TILL THE STOCK SHOWS.

AND THIS YEAR THAT DID NOT, UH, DISPLEASE.

THEY ACTUALLY DID A LOT OF WORK.

UM, KATIE JEWITT, WHICH IS ONE OF OUR TEEN AMBASSADORS, GETTING READY TO HEAD INTO, UM, UH, THE LIVESTOCK AMBASSADOR PROGRAM.

UH, SHE'S ONE OF OUR TEAM LEADERS THAT ACTUALLY LEADS A LOT OF OUR LIVESTOCK PROJECTS AND ALSO IS ON OUR, UH, FORAGE COUNCIL.

AND SO SHE DOES A LOT OF WORK WITH THE YOUNG LEADERS AND I WAS VERY HAPPY TO SEE THAT HER HARD WORK ACTUALLY PAID OFF FOR HER MAKING BOTH OF THOSE SALES.

UM, IN ADDITION TO THAT, OUR ROBOTICS TEAM WENT TO FORT WORTH AND THEY PLACED THIRD AT FORT WORTH.

AND THEN AT SAN ANTONIO, THEY CAME WITH, THEY WERE CHAMPION ROBOTICS TEAMS. UM, I WISH THAT THEY WERE HERE RIGHT NOW BECAUSE I CAN TELL YOU THAT WE HAVE A REALLY GOOD ROBOTICS TEAM.

I JUST DON'T REALLY KNOW WHAT THEY DO.

THEY ASK ME FOR SUPPLIES, I GET IT FOR THEM.

AND THEN THEY MAKE IT WORK.

SO, BUT A TOURIST IN DRAYER IS ONE OF OUR LEADERS TEAM LEADERS ON THAT.

HE'S ACTUALLY A STEM AMBASSADOR WITH THE STATE FOUR H PROGRAM.

AND THAT HAS BEEN WORKING REALLY GOOD.

OUR FOOD CHALLENGE TEAMS. WE HAVE ONE NOW THAT HAS SURVIVED THROUGH COVID.

UH, THEY ACTUALLY WENT TO A DISTRICT PLACED THIRD, AND THEY WENT ON TO, UH, ST.

ANGELO ON A VERY, VERY COLD DAY WHERE THERE WAS ICE AND EVERYTHING.

AND THEY WERE CHAMPIONED, UH, FOOD CHALLENGE TEAM IN SAN ANGELO.

SO WE ARE VERY HAPPY WITH THEM ON THAT PROCESS.

UM, OUR SHOOTING SPORTS TEAM IS STARTING TO ROUND UP.

THEY'RE STARTING TO TRY TO GET READY FOR THE DISTRICT COMPETITIONS.

UM, WE ARE VERY GRACIOUS WITH THE SHERIFF'S DEPARTMENT SUPPORT AND THUS USING THEIR RIFLE RANGE, UM, WHERE THEY HAVE STARTED A NEW, UH, COMMUNITY SERVICE TO TRY TO PAY BACK THEIR THANKS TO THE SHERIFF'S DEPARTMENT.

SO IF ANYBODY KNOWS OF ANY RAILROAD TIES, THEY ARE WANTING TO REPLACE THE BACKDROP FOR THE, UH, SHERIFF'S DEPARTMENT.

AND, UM, IT SEEMS THOSE THINGS ARE GOLD NOW FOR SOME REASON.

UM, BUT THEY'RE TRYING TO DO THAT FOR THE SHERIFF'S DEPARTMENT TO SAY, THANK YOU FOR THEIR USE OF THAT.

UM, WITH THAT BEING SAID, THOUGH, WE MOVE ON INTO THE CURRICULUM ENRICHMENT.

WE DO HAVE TWO PROGRAM ASSISTANTS.

THEY'RE WORKING VERY HARD IN THEIR, UH, SCHOOLS.

WE HAVE FOUR SCHOOL DISTRICTS AND 15 ELEMENTARY CAMPUSES WITH 82 TEACHERS CONDUCTING SEVEN AG IN THE CLASSROOM PROGRAMS THAT REACHED UP TO 3,320 STUDENTS FROM JANUARY THROUGH MARCH.

SO I'M VERY PROUD OF THOSE TWO YOUNG PEOPLE.

SOME OF THOSE PROGRAMS ARE ACTUALLY WHAT WE CALL HYBRID CLASSES, WHERE SHE ACTUALLY HAD PEOPLE IN THE CLASSROOM PLUS ALSO DOING THEM BY AS A ZOOM IN COOPERATION WITH SOME OTHER COUNTIES.

SO THOSE ARE STILL WORKING VERY WELL FOR HER.

AND SHE'S DOING A LOT OF, UH, THOSE UNIQUE PROGRAMS. THAT'S HELPING OUT THE PEOPLE OF KAUFMAN COUNTY AND ALSO OTHERS AROUND THE STATE.

AND, AND THE REASON THAT WE WOULD LIKE, UM, SOME TYPE OF POLICY THAT EVERYBODY WOULD AGREE ON, AS FAR AS, AS HIGHLY RECOMMENDED TRAINING, WE CERTAINLY CAN'T TELL AN ELECTED OFFICIAL WHAT TO DO OR AN ELECTED OFFICIAL, WHAT TO DO WITH HIS EMPLOYEES THAT WORK UNDER HIM.

AND THIS MAY BE SOMETHING THAT THE COMMISSIONERS WOULD LIKE TO WORK.

SHOP, VISIT POLICY HAS A LOT OF IMPLICATIONS.

AND, YOU KNOW, WE, IF IT'S A POLICY THAT THE COUNTY ADOPTS, IT NEEDS TO BE OBVIOUSLY WITH THE BLESSING OF THE COMMISSIONERS AND WHERE THEY FEEL LIKE IT'S SOMETHING THAT, UM, THE COUNTY WOULD WANT TO IMPLEMENT AND THAT, UM, IT WOULD BE SOMETHING THAT'S WORKABLE, YOU KNOW, FOR THE COUNTY.

WELL, TWO THINGS.

NUMBER ONE, I LIKED THE IDEA.

MIKE BROUGHT UP ABOUT MAKING THIS PART OF A, YOU KNOW, A NEW EMPLOYEE WHEN THEY COME ON BOARD.

I MEAN, THEY HAVE TO DO THIS AND MAYBE EVEN WE HAVE SOME REALLY SIGN OFF THAT THEY COMPLETED AND WHATEVER TO SHOW THAT'S IN THEIR FILE.

AND YOU SAY, YOU UNDERSTAND THIS, UH, YOU KNOW, CAUSE, UM, I DON'T KNOW.
