WE'LL START OUR MEETING TODAY WITH AN INVOCATION OFFERED BY, UH, COMMISSIONER KATES AND COMMISSIONER BARBARA IS GOING TO LEAD US IN THE PLEDGES.

AND IF YOU'LL PRAY WITH DEAR LORD, WE THANK YOU FOR THE MANY BLESSINGS THAT WE ENJOY HERE IN THIS COUNTY AND IN THIS COUNTRY.

DISCUSSING CONSIDER APPROVAL OF THE PROPOSED WEBSITE DESIGN IMPLEMENTATION, AND ANNUAL SERVICES FOR CIVIC, FOR CIVIC ENGAGED FOR AN AMOUNT NOT TO EXCEED A ONE-YEAR INVESTMENT OF 34,500.

UM, THE CURRENT WEBSITE PROVIDER ANNOUNCED TO US IN JANUARY THAT THEY WILL NOT BE RENEWING THE CONTRACT WITH THE COUNTY, WHICH EXPIRES IN MAY, 2022.

THIS DECISION CAME FROM A MUTUAL UNDERSTANDING THAT THE GOOGLE FORMAT THAT THEY USE IS NOT COMPATIBLE WITH OUR DOCUMENT MANAGEMENT FORMAT OF MICROSOFT 365.

ANYTHING THAT GOES ONTO THE WEBSITE FIRST MUST BE TAKEN FROM OUR MICROSOFT FOLDERS AND PLACED INTO THE GOOGLE DOCS FOLDERS, AND THEN PUT ON THE WEBSITE.

SO UNLESS WE WERE GOING TO SWITCH TO THE GOOGLE DOC PLATFORM, THIS LONG-TERM RELATIONSHIP WAS NOT GOING TO BE COMPATIBLE.

SO WE AGREED TO MOVE FORWARD TO GET, UH, A SEPARATE PROVIDER FOR THE WEBSITE BECAUSE THE COUNTY HAS NO PLANS TO MOVE TO A GOOGLE DRIVE FORMAT.

WE BEGAN THE PROCESS OF SEARCHING FOR A NEW WEBSITE PROVIDER WHO CAN TAKE OVER HOSTING AND SUPPORT RESPONSIBILITIES ON OR BEFORE THE EXPIRATION DATE.

WELL, THAT'S NOT GOING TO HAPPEN.

SO CAVE CONSULTING.

OUR CURRENT PROVIDER HAS AGREED TO GO MONTH TO MONTH UNTIL WE GET THAT PROCESS DONE.

WE FORMED A WEBSITE REVIEW COMMITTEE TEAM, WHICH INCLUDED ELECTED OFFICIALS AND DEPARTMENT HEADS WHO WERE FIRST SURVEYED TO DETERMINE THEIR WEBSITE NEEDS BOTH FOR THEIR STAFF AND FOR THEIR CUSTOMERS.

THE PUBLIC SIMULTANEOUSLY PURCHASING SENT REQUESTS FOR PROPOSALS TO POTENTIAL WEB PROVIDERS.

THE FIELD OF POTENTIAL PROVIDERS WAS NARROWED TO TWO BASED ON THE FEEDBACK FROM THE REVIEW TEAM.

THE TWO FINALISTS THEN GAVE PRESENTATIONS TO THE REVIEW TEAM AND PROVIDED LIST OF OTHER CLIENTS WHO UTILIZE THEIR SERVICES.

AFTER TWO MONTHS OF GATHERING INPUT FROM THE RE REVIEW TEAM, IT WAS DETERMINED THAT THE PREFERABLE SELECTION WAS CIVIC.

PLUS YOU'LL SEE, ON THE PROPOSAL, IT IS A CONTRACT WITH CIVIC ENGAGED, BUT THEY ARE THE PARENT COMPANY OF CIVIC.

PLUS IN YOUR PACKET, YOU WILL FIND THE PROPOSAL FROM CIVIC PLUS WITH ALL THE FEATURES THAT THE REVIEW TEAM REQUESTED DURING SELECTION PROCESS, THE COST OF THIS PROPOSAL IS $34,500 FOR IMPLEMENTATION.

AND THE FIRST YEAR OF SERVICE, THE YEAR TWO ANNUAL RECURRING SERVICES WILL BE $7,800, WHICH INCLUDES

A 5% TECHNOLOGY UPLIFT.

AND AS YOU KNOW, TECHNOLOGY MOVES SO QUICKLY, WE NEED THAT, WHICH IS INEVITABLE AT THE RATE OF CHANGES IN TECHNOLOGY BECAUSE THIS CHANGE IN A WEBSITE PROVIDES BECAUSE OF THE CHANGE IN THE WEBSITE PROVIDER WAS UNEXPECTED.

IT WAS NOT BUDGETED IN THE, IN THE 20 21 22 BUDGET.

SO FUNDING FOR THIS NEW WEBSITE IS PROPOSED TO COME FROM THE COUNTY JUDGES BUDGET LINE ITEM FOR AN ASSISTANT COURT COORDINATOR PLANS TO FILL THIS POSITION AT $36,000 PER YEAR OR TO OCCUR AFTER JANUARY 1ST, IF NEEDED.

UM, IT HAS BEEN DETERMINED THAT THE POSITION WILL NOT BE NEEDED UNTIL AFTER THE NEW BUDGET IS APPROVED FOR 2223, THE COUNTY AUDITOR KINDLY WORKED WITH ME AND SAID A LINE ITEM TRANSFER WITHIN THE COUNTIES, JUDGES BUDGET WOULD, UH, COVER THE COST OF THE CONTRACT WITH CIVIC.

PLUS ADDITIONALLY, THE COUNTY LIBRARY WILL BE DISCONTINUING THEIR SERVICES AS WELL.

THEY ARE A SUB PAGE OF THE REGULAR WEBSITE.

NOW, UM, THEY WILL HAVE A THOUSAND DOLLARS A YEAR SAVINGS AS A RESULT.

THE LIBRARY'S WEBPAGES WILL FALL UNDER THE SERVICES OF THE NEW PROVIDER AT NO ADDITIONAL CHARGE.

MOST SIGNIFICANTLY THE SAVINGS FROM INFORMATION TECHNOLOGY DEPARTMENT.

I DON'T KNOW IF NATHAN'S WITH US YET, UH, WHERE THE GOOGLE DOCS SERVICES LIVES RIGHT NOW, UH, THAT WERE PAID TO THE WEB PROVIDER FROM THE I T BUDGET WILL NO LONGER BE NEEDED THUS LEADING TO AN ADDITIONAL $16,000 A YEAR SAVINGS.

AND A, AN IMPORTANT NOTE IS THAT THE NEW SHERIFF'S DEPARTMENT'S WEBSITE, WHICH IS ALSO PROVIDED WITH OUR CURRENT WEBSITE PER RIDER, WILL BE UNAFFECTED BY THIS CHANGE.

UM, THE SHERIFF'S WEBSITE IS INDEPENDENT FROM, BUT CONNECTED TO THE COUNTY WEBSITE TO THE PUBLIC IT'S SEAMLESS.

THEY WON'T KNOW THE DIFFERENCE.

THE TRANSLATION WILL TAKE APPROXIMATELY 32 WEEKS.

AND THE CURRENT WEBSITE PROVIDER HAS AGREED TO CONTINUE THE MONTHLY, RIGHT UNTIL THE TRANSITION IS COMPLETED.

THE TOTAL COST FOR THE TEMPORARY SERVICE WILL BE UNDER $2,000.

WE REALLY APPRECIATE THEM WORKING WITH US ON THAT.

WE PLAN TO DO AN INTENSE MARKETING PLAN FOR THE LAUNCH OF THE NEW WEBSITE, JUST BEFORE THANKSGIVING.

I'M GONNA PREFACE THAT BY SAYING, UM, THE PROVIDER SAID TO RAYLAND AND ME AND NATHAN AND THE JUDGE THAT THEY UNDERSTAND OUR URGENCY TO GET THIS DONE, AND THEY WOULD DO EVERYTHING THEY CAN TO EXPEDITE IT.

SO WE'RE GOING TO SAY CONSERVATIVELY THANKSGIVING, BUT POSSIBLY WILL BE SOONER.

UM, ONE THING WE WILL DO IS CONTINUE TO INCLUDE THE REVIEW COMMITTEE, WHICH HAS ALL THE DEPARTMENT HEADS AND ALL OF YOU, THE ELECTED OFFICIALS TO MAKE SURE WE GET EXACTLY WHAT WE WANT.

SO AS THE COURT'S AWARE, OUR FIRM REPRESENTS THE COUNTY IN DELINQUENT TAX COLLECTIONS, WHICH INCLUDES, UH, THE FILING OF LAWSUITS, THE SECURING OF A FORECLOSURE JUDGMENT FOR DONE FOR AN UNPAID TAXES AND THEN CONDUCTING THE COURTHOUSE SALES IN COOPERATION WITH SHERIFF'S OFFICE.

UM, W BEFORE YOU, AS A PROPOSAL THAT THE LEGISLATURE HAS AUTHORIZED COUNTIES TO, UH, CONDUCT TAX SALES BY ONLINE MEANS,

UH, THIS WOULD SUBSTITUTE FOR THE TRADITIONAL SALE PROCEDURE OF THE COURTHOUSE STEPS.

IT WOULD BE CONDUCTED IN THE SAME TIMEFRAME.

THE TAME SAME NOTICE REQUIREMENTS WOULD APPLY, AND THE SHERIFF WOULD STILL OVERSEE ALL THE SALES.

WHAT THIS IS, IS AUTHORITY TO CONDUCT THOSE SALES ONLINE, WHICH A RESOLUTION LIKE THE ONE THAT'S BEEN PRESENTED AS REQUIRED BY THE GOVERNING AUTHORITY TO AUTHORIZE THAT SORT OF THING.

THERE'S NO CONTRACT.

THIS IS A SERVICE THAT OUR FIRM WILL COORDINATE THROUGH A THIRD-PARTY CONTRACTOR.

THE FEES ARE NEUTRAL TO THE COUNTY.

THERE'S NO ADDED COSTS FOR THE SERVICE.

THE FEES ARE ASSESSED AND CHARGED ON A PER PARCEL BASIS AT THE TIME OF THE SALE BY THE THIRD-PARTY VENDOR, AND WILL BE PAID BY THE PURCHASER OF THE TAX SALE PROPERTY.

ALL THIS IS, IS AUTHORIZING THE SHERIFF TO CONDUCT THOSE SALES THROUGH ONLINE MEANS RATHER THAN BEING PHYSICALLY AT THE COURTHOUSE STEPS AND CONDUCTING THOSE SALES.

SO, UM, THERE'S KIND OF A TWO-PRONG, UH, PORTION TO THE RESOLUTION.

THE FIRST IS THE AUTHORITY UNDER 34, SECTION 34 0 1 AND 34 0 5 OF THE PROPERTY TAX CODE.

AND THEN THE CODE REQUIRES YOU TO LAY OUT RULES AND PROCEDURES FOR CONDUCTING THOSE SALES.

THAT'S THE SECOND PART OF THE RESOLUTION.

SO I'M HERE TO ANSWER ANY QUESTIONS WE'RE ASKING THE COURT TO GO AHEAD AND APPROVE THAT ALL THAT NEEDS TO BE DONE IS THE RESOLUTION, UH, NO CONTRACT.

I'VE HAD MULTIPLE MEETINGS WITH THE SHERIFF AND THE TAX COLLECTOR.

AND IT'S MY UNDERSTANDING THAT EVERYBODY'S ON BOARD WITH DOING THIS AND MOVING FORWARD IN THAT DIRECTION.

SURE.

IF YOU GOT ANYTHING TO ADD TO THAT CONVERSATION, OH, I WOULDN'T SAY THAT BRENDAN KNOWS HOW TO MEET, AND WE UNDERSTAND THE SOFTWARE AND SEEN THAT OTHER COUNTIES ARE DOING THIS, I THINK IS GOING TO OPEN IT UP A LOT EASIER THAN EVERYBODY MEETING THE SQUARE.

AND A LOT OF PEOPLE CAN GET TOGETHER AND WE'LL PROBABLY DO A LITTLE BIT BETTER ON OUR AUCTIONS.

I WOULD BELIEVE IN PLUS, UH, TALKING WITH, UH, BRENDA, I THINK SOME OF THE ISSUES WE'RE HAVING TO, SOME OF THE PEOPLE PAYING AND ALL THAT, ALL THAT'S PUT UP FRONT.

SO I THINK THE COUNTY'S IN BETTER ISSUES WITH THAT.

IF THEY'VE GOT THE MONEY UP FRONT AND THEY HAVE, WE CAN GET OUR MONEY BESIDES TRYING TO CHASE IT DOWN SOMETIMES.

CAUSE APPARENTLY SHE HAS IT ISSUE.

I MEAN, YOU KNOW, THE TWO MAIN BENEFITS OF MOVING IN THIS DIRECTION ARE THE, UH, THE, THE STREAMLINING OF THE PAYMENT PROCESS, WHICH ELIMINATES THE, THE THIRD-PARTY VENDOR, BASICALLY SCREENS ALL THE, THE, UH, POTENTIAL BUYERS MAKE SURE THAT THEY AREN'T DISQUALIFIED FROM BIDDING UNDER THE CODE, AND THEN WOULD HELP PROCESS THE ACTUAL PAYMENTS.

THE PAYMENTS WOULD BE ASSURED OR GUARANTEED ESSENTIALLY THROUGH THE PROCESS PRIOR TO THE BITTERS BEING AUTHORIZED TO BID, THEY'VE REQUIRED TO PUT UP A DEPOSIT IN ORDER TO BID.

UH, AND SO YOU WOULD ELIMINATE THE PEOPLE THAT, UM, IT'S NOT A HUGE PROBLEM, BUT IT DOES HAPPEN WHERE THE PEOPLE BID, THEY WIN A PROPERTY, THEN THEY REALIZE, WELL, THIS ISN'T EXACTLY AS GOOD AS I THOUGHT IT WAS, AND I'M JUST NOT GOING TO PAY FOR IT.

SO THIS HAPPENS SOMETIMES ALL OF THAT SHOULD BE ELIMINATED OR AT LEAST GREATLY REDUCED BY THESE PROCEDURES.

UM, THE SECOND AND PROBABLY MOST IMPORTANT BENEFIT OF THIS PROCESS IS YOU'RE TAPPING THE RESOURCE OF A WORLDWIDE COLLECTION OF POTENTIAL BIDDERS AS OPPOSED TO THE 10 OR 12 PEOPLE THAT SHOW UP EVERY MONTH AT THE COURTHOUSE.

SO, UH, THE, THE AUCTIONS ARE CONDUCTED AT THE SAME TIME AS THEY WOULD BE IN PERSON THEY'RE, UH, ADMINISTERED BY THE, THE VENDOR.

THE REAL AUCTION IS THE NAME OF THE VENDOR THAT, UH, THAT WE'VE SELECTED TO USE.

UM, AND THEY, THEY CONDUCT THE ENTIRE SALE, DO EVERYTHING ONLINE.

WE PROVIDE THE NOTICE AS WE ALWAYS HAVE, BUT INSTEAD OF LIMITING IT TO THE, YOU KNOW, THE DOZEN PEOPLE THAT SHOW UP AT THEIR PRECISE TIME, YOU HAVE, UH, THE TIMING IT'S ACTUALLY QUITE FASCINATING, THE WAY THAT THEY'VE ADAPTED THE SOFTWARE TO DO AN AUCTION.

ONCE THE HIGHEST BID IS, IS RECEIVED.

THE TIMEFRAME RUNS OUT THAT SALES CONSIDERED CLOSE AND YOU GO ONTO THE NEXT PROPERTY.

SO IT'S CONDUCTED IN A VERY SIMILAR WAY AS IT WOULD BE HERE ON THE COURTHOUSE STEPS.

UH, IT'S JUST DONE ELECTRONICALLY WITH THE RESOURCES OF, I MEAN, LITERALLY GAZILLIONS OF, UH, POTENTIAL BUYERS QUESTIONS FOR WEIGHT, AND DEFINITELY LOOKED LIKE IT'D BE A, BE A GREAT ENHANCEMENT FOR IT.

THEY'LL BRING IT UP.

SOME PEOPLE IN SAN ANTONIO WITH BUYING PROPERTY HERE TOO, JUST LIKE, RIGHT.

AND YOU ALSO HAVE, UH, A LOT OF TIMES THE BUYERS THAT SHOW UP HERE ARE THE SAME ONES THAT TRY TO BUY PROPERTY.

IN OTHER COUNTIES.

THIS ALLOWS THEM TO CONDUCT THE SALES OR THE BID AT MULTIPLE SALES AT THE SAME TIME.

DALLAS COUNTY HAS ALREADY IMPLEMENTED THIS AS WELL AS SEVERAL OTHER COUNTIES THROUGHOUT STATE TO, TO GREAT SUCCESS.

UH, THERE ARE, UM, A HANDFUL OF OTHERS WHO HAVEN'T ACTUALLY IMPLEMENTED THE PROCEDURES YET, BUT ARE TAKING MEASURES JUST LIKE WE ARE TODAY TO

GO AND MOVE FORWARD IN THAT DIRECTION.

WHAT'S THE, WHEN WOULD THIS LAUNCH? SO THE, UH, IF THE COURT PASSES THE RESOLUTION TODAY, THERE'S A STATUTORY REQUIREMENT THAT THE RULES OF ONLINE GOVERNING ONLINE AUCTIONS IN KAUFMAN COUNTY WOULD BE RECORDED IN THE DEED RECORDS.

AND THEN, UH, 90 DAYS HAS TO PASS BEFORE WE CAN ACTUALLY START THE SALE PROCESS.

UH, WE PROBABLY SHOULD.

UH, AND YOU COULD WORK WITH DONNA ON THAT.

I DON'T KNOW IF THE SHERIFF'S, UH, COMMUNICATIONS PEOPLE PROBABLY NEED TO MAKE SURE THAT WE COMMUNICATE THAT AS BEST WE CAN.

SO EVERYBODY WOULD THE PEOPLE THAT MIGHT HAVE BEEN COMING TO THE, AND I, AND THAT'S WHAT WE WANT TO DO OFF SUNDAY.

THE SHERIFF WILL HAVE PUT ALL THAT IN THERE, BUT ALL THE RULES AND STUFF WE'LL BE SHARING THAT YEAH, THE POSTING WOULD HAPPEN JUST LIKE IT ALWAYS HAS.

AND THEN WE'LL PROVIDE A DIRECT LINK THROUGH THE COUNTY'S WEBSITE THROUGH THE SHERIFF'S WEBSITE, SO THAT PEOPLE WHO ARE INTERESTED IN THE, IN THE AUCTIONS ARE ABLE TO CLICK ON IT AND BE TAKEN DIRECTLY TO THE VENDOR'S WEBSITE.
