CALLED TO ORDER TODAY IS TUESDAY, JUNE 7TH, IT'S 9:00 AM.

AND THE COMMISSIONER'S COURT MEETING ROOM LOCATED IN THE COURTHOUSE, ANNEX AND KAUFMAN.

WE STARTED OUR MEETING TODAY WITH THE INVOCATION IN PLEDGES TO OUR FLAGS.

UH, I'LL LEAD THE INVOCATION.

IF YOU PLEASE STAND LORD, WE THANK YOU FOR ALL THE BLESSINGS OF THIS LIFE.

AND WE ASK THAT YOU GUIDE THOSE OF US WHO MAKE DECISIONS ON ALL OF US IN COUNTY GOVERNMENT THAT MAKE DECISIONS ON BEHALF OF OUR, OF OUR RESIDENTS AND TAXPAYERS.

UH, WE CONTINUE TO PRAY FOR THE FAMILIES AND THE LOVED ONES OF THE, UH, OF THOSE WHO ARE SO CLOSELY EFFECTED BY THE VALLEY INCIDENT AND GIVE LEADERS IN AMERICA WISDOM TO FIGURE OUT, UH, HOW WE CAN, UH, FIND WAYS TO PREVENT THOSE THINGS.

WE HAVE BEEN, UM, TASKED WITH WORKING ON SOME STUDIES FOR THE HISTORIC COURTHOUSE AND THE ANNEX BUILDING TO DO SOME RESTACKING AND SOME OVERALL PLANNING FOR, UH, THE COUNTY MOVING FORWARD BECAUSE WE KNOW THAT THERE'S GROWTH.

AND WE KNOW THAT THERE'S CHANGE OF FOOT BECAUSE WE HAVE A LOT OF, UH, FOLKS WHO ARE LEAVING THE HISTORIC COURTHOUSE, UH, ONCE THE, YOU KNOW, WHEN WE GET THE JUSTICE CENTER UP AND RUNNING.

AND SO WE DEFINITELY DON'T WANT TO HAVE OUR HISTORIC COURTHOUSE JUST SITTING VACANT.

UH, AND THE JUDGE, UH, WOULD BE LONELY ALL BY HIMSELF OVER THERE.

SO WE WANT TO MAKE SURE THAT WE ACTUALLY HAVE FOLKS IN THERE.

SO WE'VE BEEN TASKED FOR, UH, A YEAR ESSENTIALLY TO STUDY THIS BUILDING.

WE'VE HAD CONVERSATIONS WITH, UM, ALL OF THE COMMISSIONERS.

UM, WE'VE COME IN AND OUT OF COURT A COUPLE OF TIMES.

AND WE, UH, HAVE BEEN, UH, ASKED TO CONTINUE TO REVISIT OUR STUDY UNTIL WE HONE IN, UH, SOME IDEAS THAT TAKE INTO ACCOUNT

A VARIETY OF THINGS.

SO I'M HERE TODAY TO SHOW YOU THAT WE NOT ONLY HAVE LISTENED TO YOU, BUT WE HAVE APPLIED ALL OF THE REQUESTS INTO SIX OPTIONS FOR THE HISTORIC COURTHOUSE AND THE DOWNTOWN ANNEX.

UH, YOU KNOW, IT'S SORT OF LIKE BUYING A USED CAR.

IF THIS ONES, THIS ONE DOESN'T WORK, MAYBE SOMETHING ELSE WILL, I'VE GOT ALL KINDS OF THINGS ON MY LOT FOR YOU.

I THINK THAT THERE IS HONESTLY, UH, UH, PROBABLY A COMBINATION HERE OF, OF SOMETHING THAT WE HAVE IN FACT BEEN ABLE TO STUDY AND PUT TOGETHER FOR YOU.

SO, YOU KNOW, THESE ARE AGAIN JUST STUDIES THEY'RE CONCEPTS AND THEY'RE THINGS THAT WE FEEL LIKE WOULD BE A GOOD FIT.

ALL OF THEM HAVE THEIR OWN ADVANTAGES AND DISADVANTAGES.

SO AGAIN, THIS IS SOMETHING THAT THE COURT WILL HAVE TO SORT OF MULL OVER.

SO THAT BEING SAID AS A REVIEW FIRST PRESENTED IN OCTOBER OF 2021 WAS OUR FIRST PASS AT THE STUDY.

THIS IS WHERE WE LOOKED AT THE HISTORIC COURTHOUSE IN THE ANNEX BUILDING IN TOTALITY.

AND WE, WE WERE ASKED TO FIGURE OUT WHAT THE OPPORTUNITY FOR RESTACKING TO GET INTO THE HISTORIC COURTHOUSE WOULD LOOK LIKE.

UH, AND THEN WHAT WOULD THE OPPORTUNITY FOR THE ANNEX BE IF WE HAD TO DO ANY TYPE OF RENOVATION IN THERE AND SHOULD BOTH BE RENOVATED AT THE SAME TIME, THERE WERE A VARIETY OF QUESTIONS THAT HAD TO BE ANSWERED FOR THIS STUDY.

SO TO REVIEW OPTION, ONE THAT WE HAD THAT WE PUT IN FRONT OF THE COURT WAS THE MIGRATION OF SOME OF THE COUNTY SERVICES INTO THE ANNEX BUILDING INTO THE HISTORIC COURTHOUSE SO THAT THE COURTHOUSE COULD CONTINUE TO BE PART OF THE DOWNTOWN AREA.

AND THE ANNEX WOULD CONTINUE TO HAVE ITS FULL FUNCTION, EXCEPT IT WOULD DEFINITELY HAVE A DIFFERENT LOOK AND FEEL BECAUSE IT WOULD BE REWORKED, UH, COMPLETELY, BOTH INSIDE AND OUT.

SO WE WOULD, RESCAN IS WHAT WE CALL IT, WHERE WE GIVE THE EXTERIOR REALLY SIGNIFICANT FACELIFT.

AND THEN WE WOULD ALSO DO A PRETTY EXTENSIVE RENOVATION ON THE INSIDE OF THE ANNEX.

THE OTHER PART OF THIS OPTION WAS GOING OVER, UH, THE PARKING LOT AND RE UH, SURFACING THE PARKING LOT, RE STRIPING THE PARKING LOT AND UNIFYING THE PARKING LOT INTO THE LOT THAT IS, UH, CONNECTED TO THE ACTUAL ANNEX BUILDINGS.

SO YOU WOULD HAVE A NICE BIG AREA FOR PARKING.

SO WE HAVE ADDED SINCE WE'VE LAST SPOKEN WITH ALL OF THE COMMISSIONERS AND BEEN IN COURT, WE'VE ADDED WHAT WE CALL, UH, OUR, OUR VALUE MATRIX TO OUR SLIDES.

SO YOU CAN ACTUALLY SEE, UH, IN WAYS IN WHICH WE'RE EVALUATING SORT OF WHAT THIS LOOKS LIKE IN TERMS OF OVERALL ACCESSIBILITY COST, ADD VALUE YOUR ROI ON THIS PARTICULAR OPTION.

SO WE FELT LIKE THIS MIGHT BE A GOOD WAY TO ACTUALLY TAKE SORT OF A SNAPSHOT OF WHAT THIS REALLY LOOKS LIKE.

SO IN THIS PHASE, UH, TO REVIEW, AND THIS IS JUST A SMALLER VIEW, IF ANY OF YOU WANT TO SEE A LARGER VIEW OF THIS PLAN, I'VE GOT THEM FURTHER BACK IN THE PRESENTATION, BUT WHAT THIS DOES IS IT MOVES THIS FORWARD IN TWO DISTINCT PHASES.

SO THE FIRST PHASE REQUIRES THAT EVERYBODY MOVE OUT OF THE ANNEX BUILDING, UH, AND THE ANNEX BUILDING BE RENOVATED ALL AT ONE TIME.

AND THE, WE ALSO WOULD BE RENOVATING EVERYTHING IN THE COURTHOUSE.

SO WE WOULD NEED TO RENOVATE THE COURTHOUSE FIRST SO THAT WE COULD GET EVERYBODY SITUATED INTO THE COURTHOUSE.

WE WOULD HAVE AN, AN INTERIM SPACE FOR THE TAX OFFICE TO BE.

AND WHILE THAT WAS HAPPENING, WE WOULD THEN RENOVATE THE ANNEX.

AND ONCE THE ANNEX WAS DONE, WE WOULD THEN RESTACK FOLKS BACK INTO THE ANNEX BECAUSE THAT SPACE WOULD BE DONE.

SO THAT WOULD BE PHASE TWO, RIGHT? SO THE DEAL WITH THIS PARTICULAR OPTION FOR PHASE, FOR PHASE ONE AND TWO WITH OPTION ONE IS THAT THE ELECTIONS IS IN THE HISTORIC COURTHOUSE.

NOW THIS HAS ITS ADVANTAGES AND DISADVANTAGES.

AND I JUST WANT TO REVIEW THAT BECAUSE ELECTIONS HAS A LOT OF MOVING PARTS TO WHAT THEY DO.

THEY HAVE A LOT OF STORAGE REQUIREMENTS AND IN PARTICULAR OPTION, ALTHOUGH WE CAN FIT THEM IN THE BUILDING, THE DEAL IS, IS THAT IT'S NOT EFFICIENT AND IT DOESN'T ALLOW FOR THEM FOR LONG-TERM GROWTH.

AND WE KNOW THAT WITH ALL OF THE LEGISLATION AROUND VOTING, UH, AND WE DO KNOW THAT THERE IS ONE CONSTANT IN THE, IN ANY COUNTY, NO MATTER WHAT IS THAT THE ELECTIONS DEPARTMENTS GROW.

WHEREAS MOST OTHER COUNTY DEPARTMENTS EITHER SHRINK OR STAY VERY SIMILAR IN SIZE OF PROJECTION OVER THE NEXT 15 TO 20 YEARS, ELECTIONS IS NOT THAT WAY.

SO THIS WOULD BE A SHOE HORN.

WE COULD FIT THEM IN, BUT IT'S NOT THE BEST OPTION FOR THE ELECTIONS BUILDING, BUT WE CAN DO IT.

SO ONCE PHASE ONE AND TWO ARE DONE, WE WOULD MOVE.

LIKE I SAID, WE WOULD MOVE OUR TAX OFFICE AND EVERYBODY BACK OVER INTO THE ANNEX.

AND THIS WOULD BE OUR COMPLETED STACK OF THE HISTORIC COURTHOUSE AND THE ANNEX.

SO WE WOULD HAVE A NEW COMMISSIONERS COURT, WE WOULD HAVE HR, WE WOULD HAVE ELECTIONS.

WE WOULD S THE COUNTY JUDGE WOULD REMAIN IN THE SAME PLACE, SO ON AND SO FORTH.

SO THIS IS YOUR LIST.

SO IN THE HISTORIC COURTHOUSE, THESE WOULD BE YOUR FUNCTIONS AND IN THE ANNEX, THIS WOULD BE YOUR FUNCTION.

OKAY.

AND THIS WOULD BE THE OVERALL COST SHEET FOR OPTION ONE.

SO AGAIN, WHAT THIS DOES IS IT UTILIZES THE HISTORIC COURTHOUSE AND THE ANNEX, BUT UNDER SIGNIFICANT RENOVATION TO THE EXISTING BUILDINGS, IS IT AN IDEAL FIT? NO, BUT DOES IT WORK? YES.

THE LAST TIME I WAS IN COMMISSIONER'S COURT, THIS WAS THE PRESENTATION THAT I PUT IN FRONT OF ALL OF YOU.

SO THIS IS WHERE WE STUDIED THE HISTORIC COURTHOUSE AND THE ANNEX BUILDING AGAIN, WHERE WE WERE LOOKING AT WAYS TO WORK WITH WHAT WE HAD AND SEE IF THERE WAS A BETTER OPTION OR A BETTER FIT.

SO OPTION TWO STUDIES DIVESTING THE ANNEX BUILDING AND MAINTAINING THE PARKING LOT ONLY.

AND THEN WE ALSO CONSOLIDATE AS MANY FUNCTIONS AS WE CAN INTO THE HISTORIC COURTHOUSE.

AND THEN WE LEVERAGE OTHER AREAS WITHIN THE COUNTY, OTHER BUILDINGS OR OTHER PROPERTIES, SO THAT WE CAN MOVE THOSE FUNCTIONS THAT WOULD BEST SERVE IN OTHER PARTS OF THE COUNTY, OUT OF THE HISTORIC COURTHOUSE.

SO, AS YOU CAN SEE OUR VALUE MATRIX HERE SHOWS THAT THIS ACTUALLY ADDS A LOT OF VALUE TO THE COMMUNITY AND DEPARTMENTAL VALUE TO SIMPLY BECAUSE OF ITS LOCATION, THE CO-LOCATION AND THE ADJACENCY REQUIREMENTS THAT SOME OF THESE DEPARTMENTS HAVE.

IT ALLOWS FOR SOME FOLKS TO GROW.

AND YOUR ROI ON THIS IS REALLY, REALLY GOOD.

SO WHAT I PRESENTED TO THE COURT LOOKS LIKE THIS.

WE HAVE THE TAX OFFICE THAT HAS PERMANENT LOCATION INSIDE THE HISTORIC COURTHOUSE.

WE ALSO HAVE THE DEPARTMENT OF DEVELOPMENT AND THE COUNTY ENGINEER IN THIS WING, IN THE COURTHOUSE, THERE IS A COMMUNICATING STAIR.

YOU LIKE MY GIANT POINTER.

THERE IS A COMMUNICATING STAIR THAT, UH, FUNCTIONS HERE FOR BOTH THE BASEMENT AND THE LEVEL ONE, BUT THIS PLACE IS YOUR FIRE MARSHAL, YOUR DEPARTMENT OF DEVELOPMENT, YOUR COUNTY ENGINEER IN A CO-LOCATED SPOT.

IT GIVES YOU YOUR COMMISSIONER'S COURT, AND IT GIVES YOU YOUR TAX OFFICE.

AND THEN ALL OF THE BACK OF THE HOUSE COUNTY FUNCTIONS, AGAIN, REMAIN ON LEVEL TWO, SIMILAR TO WHAT OUR FIRST OPTION SHOWED YOU.

THE MAIN DIFFERENCE HERE IS THAT THE ELECTIONS INDIGENT HEALTH AND VETERAN SERVICES ARE RELOCATED.

VETERANS SERVICES IS ALREADY SLATED TO GO INTO THE MASTER PLAN THAT WE HAVE FOR THE HISTORIC POUR FARM.

AND THE LIBRARY EXPANSION HAS SPACE FOR THE INDIGENT HEALTH AND THE HISTORIC COMMISSION.

THESE ARE IDEAL LOCATIONS FOR THESE, UH, FUNCTIONS FOR A COUPLE OF REASONS.

THE FIRST IS VETERAN SERVICES, AS I SAID, IS ALREADY PLANNED TO BE OUT THERE BECAUSE WE DO HAVE THE MEMORIAL WALL.

WE ALREADY HAVE A PAVILION PLANNED OUT THERE.

WE'VE GOT THE PARK.

AND SO THE, UH, REQUEST FROM VETERANS SERVICES, UH, LAST YEAR WAS THAT I WOULD REALLY LIKE TO BE THE STEWARD OF ALL OF THIS AREA.

THIS WOULD BE WHERE ALL OF OUR FOLKS WOULD LIKE TO COME.

THIS IS WHERE I SEE A LOT OF PEOPLE WHEN I'M NOT IN MY OFFICE.

AND IT WOULD MAKE THE MOST SENSE IF I WERE PERMANENTLY LOCATED OUT IN THE VETERANS SERVICES PARK.

SO WE HAVE PLANNED FOR THAT ALREADY.

SO IF WE COULD PUT OUR VETERAN SERVICES GUY OUT THERE, HE WOULD BE REALLY, REALLY HAPPY.

THE SECOND PART OF THIS IS INDIGENT HEALTH AND THE HISTORIC COMMISSION PART OF THE LIBRARY EXPANSION PROCESS THAT WE PROPOSED FOR THE MASTER PLAN WAS TO HAVE A GENEALOGY DEPARTMENT, UH, OR SECTION, UH, AS PART OF THE LIBRARY EXPANSION.

UH, WE BELIEVE THAT THE HISTORIC COMMISSION BEING LOCATED OUT AT THE HISTORIC, UH, POOR FARM AND BEING CO-LOCATED WITH THE GENEALOGY, UH, UH, ADDITION AT THE LIBRARY WOULD BE A REALLY NICE CO-LOCATION.

IT WOULD COMMUNICATE WELL WITH ONE ANOTHER, AND PEOPLE COULD REALLY UTILIZE SERVICES FROM BOTH DEPARTMENTS.

UM, OUR THOUGHT HERE ALSO WITH INDIGENT HEALTH IS BECAUSE IT GENERALLY IS THE AGED COMMUNITY THAT COMES IN FOR THE INDIGENT HEALTH.

MOST OF THOSE PEOPLE ARE LIBRARY USERS FROM OUR UNDERSTANDING, AND THEY WOULD BENEFIT FROM NOT ONLY HAVING A MORE QUIET AREA TO VISIT THE INDIGENT HEALTH OFFICE, BUT THEY WOULD ALSO BE A PART OF OUR, OR BENEFIT FROM OUR LIBRARY EXPANSION HERE.

SO THEY WOULD BE GOING TO THE LIBRARY.

SO WE ALREADY HAVE PARKING PLANNED FOR ALL OF THIS.

WE CAN PLAN A SEPARATE ENTRANCE FOR THEM.

SO THERE ARE SOME REAL BENEFITS

TO THIS OPTION.

ALSO, AN OPTION TWO TAKES INTO ACCOUNT THAT THERE IS A VERY LARGE PIECE OF PROPERTY THAT THE COUNTY OWNS IT'S OUT AT THE EOC SITES.

AND THERE IS A LARGE AREA THAT IS UNDEVELOPED.

WE COULD IN FACT PLAN TO HAVE AN ELECTION'S BUILDING BUILT THAT WOULD SERVICE THE ELECTIONS FUNCTION AS IT NEEDS TO BE SO THAT WE COULD HAVE GROWTH PLANNED.

AND WE COULD SERVICE, UH, THE VEHICLE, THE NEED FOR VEHICLES TO COME IN AND OUT, UH, THE MOVING OF ALL OF THE EQUIPMENT AND OVERALL JUST THE GROWING NEEDS OF WHAT THIS ELECTIONS DEPARTMENT IS GOING TO BE EXPERIENCING OVER THE NEXT 15 TO 20 YEARS.

SO THERE IS ENOUGH SPACE TO ACTUALLY PROVIDE THEM WITH ONE SINGULAR BUILDING THAT'S ON ONE FLOOR THAT DOESN'T REQUIRE ANY KIND OF ELEVATOR SYSTEM OR TRAVELING UP AND DOWN STAIRS.

UH, AND WE CAN KEEP THEM SEPARATE FROM THE EOC.

WE CAN STILL PROVIDE THE EOC WITH ITS SECURED PARKING AREA AND ACCESS TO WHAT THEY NEED.

UM, BUT IT DOES GIVE YOUR ELECTIONS DEPARTMENT EXACTLY WHAT IT NEEDS.

IT'S A NICE CENTRAL LOCATION SO THAT THEY CAN HAVE SORT OF A HUB AND SPOKE MODEL FOR ALL OF THE THINGS THAT THEY'RE DOING.

AND HONESTLY, YOU'RE GOING TO END UP HAVING TO BUILD, UH, AN ELECTION'S BUILDING AT SOME POINT OR ACCOMMODATE THEM DIFFERENTLY IF YOU PUT THEM IN THE HISTORIC COURTHOUSE WITHIN THE NEXT 10 YEARS.

SO THE QUESTION IS, DO YOU WANT TO SPEND THE MONEY AND DO THE CONSTRUCTION NOW, OR DO YOU WANT TO SPEND THE MONEY AND ACCOMMODATE THEM TO THE BEST OF YOUR ABILITY AND THEN END UP SPENDING THE MONEY IN 10 YEARS? SO THAT'S REALLY THE QUESTION THAT WE'RE LOOKING AT HERE WHEN WE TALK ABOUT THE SELECTIONS BUILDING.

SO IN OPTION TWO, THIS WOULD BE WHAT YOUR DEPARTMENTS, UH, WOULD LOOK LIKE AND WHERE THEY WOULD BE LOCATED.

AND THIS WOULD BE YOUR COST SHEET.

AND YOU'LL SEE THAT IN THE POOR FARM I HAVE, WE ALREADY HAVE, UH, PLANNED FOR OUR INDIGENT HEALTH TO GO OUT INTO, OR I'M SORRY, THE, THE LIBRARY EXPANSION ALREADY HAPPENED.

SO WE WOULD PLAN TO MORE OFFICES FOR INDIGENT HEALTH AND THEN VETERAN SERVICES.

WE ALREADY HAVE AN OFFICE PLANNED OUT THERE IN THE PAVILION ANYWAY.

SO AS YOU CAN SEE, WE STILL WANT TO, WE STILL NEED A PLACE TO PUT OUR ELECTIONS OFFICE.

SO WE STILL HAVE TO HAVE AN ALTERNATE PLACE BECAUSE WE CANNOT FIT THE ELECTIONS INTO OUR CURRENT ANNEX BUILDING NOR INTO THE HISTORIC COURTHOUSE, WITH THE SAME PLANNING MODEL.

AND SO THIS IS A COMMUNITY SPACE THAT WE FEEL WOULD BE BENEFICIAL TO THE COUNTY, WHERE YOU COULD HAVE BOOK FAIRS, QUILT SHOWS, UM, YOU KNOW, ANY OF THOSE KINDS OF THINGS THAT ARE SORT OF GOOD FOR THE COMMUNITY.

AND IT'S A WAY OF, OF PROVIDING THE COMMUNITY WITH SPACE THAT THEY NEED TO DO CERTAIN THINGS THAT BENEFIT THOSE ALL OF YOUR CONSTITUENTS WITHIN THE COUNTY.

AND THEN LEVEL TWO LOOKS VERY SIMILAR BECAUSE YOU'VE SEEN IT BEFORE.

WE DON'T CHANGE ANYTHING FOR LEVEL TWO.

THESE, THIS PARTICULAR FLOOR DOES NOT CHANGE BECAUSE THESE ARE THE BACK OF HOUSE FUNCTIONS FOR THE COUNTY.
