LET ME CHANGE MY CURSOR SIZE SO THAT I CAN POINT SO EVERYBODY CAN SEE, AS I'M TALKING ABOUT IT, CAN YOU JUST ONE MOMENT NOT IMPLYING ANYTHING OR, YOU KNOW, OKAY.

I'M NOT, BUT I KNOW THAT IT DEFINITELY HELPS IF THE BIG YELLOW ARROW A LOT BETTER.

YOU CAN, I, I JUST FIGURED OUT HOW TO DO THIS A COUPLE OF DAYS AGO, AND IT'S APPARENTLY A NEW FEATURE THAT MICROSOFT HAS.

AND SO WHEN GIVING PRESENTATIONS IT IS MAKING THESE IMPROVEMENTS, DON'T THINK THEY DO.

SO NOW IT SEEMS REALLY OBNOXIOUS, BUT DOING THIS IT'S REALLY HELPFUL.

YEAH.

SO, OKAY.

WELL, I DON'T KNOW WHY I'M NOT.

THERE WE GO.

HELLO EVERYBODY.

UM, SO WE WE'RE, I'M HILARY JONES AND I'M WITH HOK AND WE WERE TASKED WITH, UM, COMING UP WITH THE, SORT OF THE MASTER PLAN, WHICH IS THE GUIDANCE FOR THE COUNTY TO, UM, LOOK AT ALL OF THE COUNTY FACILITIES AND, UH, REALLY TAKE A GOOD LOOK AND ASSESS EACH FACILITY, UH, INDIVIDUALLY.

AND AS PART OF THAT, UH, MASTER PLANNING PROCESS, WE LOOKED AT ALL OF THE JP COURTS.

UM, WE LOOKED AT, UM, THE, UH, TAX OFFICES.

WE LOOKED AT, UM, YOU KNOW, WHERE THE ELECTIONS, WHERE WE LOOKED AT, UM, YOU KNOW, OUR HISTORIC COURTHOUSE THAT WE HAVE HERE, OUR ANNEX BUILDING.

I MEAN, WE REALLY TOOK THE ENTIRE PORTFOLIO, THE BREADTH OF THE PORTFOLIO INTO ACCOUNT HERE.

SO THIS PARTICULAR MOMENT HERE IS ONLY PART OF THAT OVERALL STRATEGY THAT WE HAVE PRESENTED TO THE COURT FOR THE MASTER PLAN IN THIS STUDY IS IN PARTICULAR FOR THE HISTORIC COURTHOUSE AND FOR THE ANNEX.

SO WE FIRST CAME TO THE COURT AND WE PRESENTED IN 2021, THE FIRST BEGINNING PART OF OUR STUDY, WHICH WAS FOR THE HISTORIC COURTHOUSE AND THE ANNEX BUILDING.

WE WENT IN AND TOOK A LOOK AT THE OVERALL FACILITY OF THE COURTHOUSE AND ITS FUNCTION WHO WAS IN THERE.

UH, AND THEN WE DID THE SAME FOR THE ANNEX BUILDING.

AND PART OF THE ASSESSMENT THAT WE DID WAS ACTUALLY TALKING TO EACH AND EVERY, UH, GROUP THAT WAS HOUSED WITHIN EACH OF THE BUILDINGS.

AND WE DID SOME PROGRAMMING SESSIONS, SOME INTERVIEWS, AND WE UNDERSTOOD WHAT THE FUTURE REQUIREMENTS OF EACH OF THESE PARTICULAR GROUPS IS AND WHAT IT SHOULD BE OVER THE NEXT FUTURE YEARS, WHICH ARE, THINK OUR PERSPECTIVES WAS LOOKING AT 20 YEARS.

SO IN TAKING INTO ACCOUNT WHAT THOSE, WHAT THE GROWTH IS GOING TO BE FOR THOSE PARTICULAR COUNTY FUNCTIONS, UH, AND UNDERSTANDING WHAT KIND OF BUILDING PROJECTS THE COUNTY WAS, UM, LOOKING AT SORT OF MOVING FORWARD, WE WERE ASKED TO TAKE A LOOK AT HOW WE COULD ACTUALLY ADDRESS THE COURTHOUSE AND THE ANNEX BUILDING MOVING FORWARD.

SO THE FIRST PART OF OUR STUDY, WHICH IS WHAT WE LIKE TO CALL OPTION ONE THAT WE PRESENTED WAS THE MIGRATION OF SOME OF THE COUNTY SERVICES OUT OF THE ANNEX AND INTO THE HISTORIC COURTHOUSE.

THIS OF COURSE WOULD BE MADE POSSIBLE BY THE ADDITION OF THE, UH, NEW JUSTICE CENTER COMPLEX THAT WAS BEING BUILT.

AND SO WHAT THAT MEANT WAS THAT THE HISTORIC COURTHOUSE WOULD THEN BE LEFT EMPTY FOR THE MOST PART.

UH, WE WOULD STILL HAVE A FUNCTION THAT WOULD GO ON IN THE ANNEX BUILDING, BUT WE DON'T WANT TO HAVE A BUILDING THAT'S UNDER UTILIZED IN THE DOWNTOWN AREA.

WE DEFINITELY WANT TO MAINTAIN THE USE OF THE BUILDING.

IT'S GOOD FOR THE BUILDING TO DO THAT.

IT'S GOOD FOR THE DOWNTOWN AREA.

SO WE WANT TO MAKE SURE THAT WE'RE REALLY ABLE TO USE IT IN THE BEST WAY POSSIBLE.

AND THAT THAT EXTRA SPACE PROVIDES US WITH THE OPPORTUNITY TO ALLOW FOR THOSE COUNTY FUNCTIONS TO GROW OVER THE YEARS.

SO THE OTHER THING THAT IT DOES IS IT ALLOWS FOR US TO SORT OF SHUFFLE THINGS AROUND IN THAT ANNEX BUILDING AND GET US, UH, SOMETHING THAT'S GOING TO WORK A LITTLE BIT BETTER, UH, IN TERMS OF, UH, SPACE LAYOUT AND, UH, AGAIN, GROWTH FOR THOSE PARTICULAR FUNCTIONS IN THAT ANNEX BUILDING.

SO WHAT THIS CALLS FOR, AND LET

ME POINT OUT HERE IS WE'VE PROVIDED A, UH, A MATRIX DOWN HERE THAT TALKS ABOUT, YOU KNOW, WHAT THE, WHAT THE REAL VALUE IS HERE.

WE CALL IT OUR VALUE MATRIX, AND IT TALKS ABOUT, YOU KNOW, WHAT, WHEN WE LOOK AT THIS OPTION, WHAT THE SNAPSHOT OF THIS IS.

SO IN TERMS OF ACCESSIBILITY AND, UM, YOUR ROI, YOU KNOW, YOUR ADDED VALUE TO THE COMMUNITY, THIS IS A REALLY QUICK AND EASY WAY TO ASSESS WHAT THIS PARTICULAR OPTION LOOKS LIKE IN THIS OPTION.

ONE, WHAT WE TALK ABOUT IS ACTUALLY WORKING THROUGH THE RENOVATION OF THE COURTHOUSE AND RENOVATING BOTH THE INTERIOR AND EXTERIOR OF THE ANNEX, BUILDING REPAVING THE EXISTING PARKING LOT AND CONNECTING IT.

THERE'S MY OBNOXIOUS POINTER.

SO WE WOULD, OOPS, SORRY.

WE WOULD CONNECT, UH, THE PARKING LOT HERE.

WE WOULD HAVE JOIN EVERYTHING.

SO IT WOULD BE A NICE, NICELY RESURFACED AREA.

ADDITIONALLY, ON THE NORTH SIDE OF THE HISTORIC COURTHOUSE, YOU'LL NOTICE IN ALL OPTIONS, THE ABILITY TO RESTRIPE ALONG THE NORTH SIDE OF THE COURTHOUSE IS SOMETHING THAT WE ALSO ADDED INTO OUR STUDY BECAUSE WE WON'T NEED THAT, UH, PARALLEL PARKING THAT'S ALONG THE NORTH SIDE CURRENTLY, BECAUSE THOSE, UH, FUNCTIONS THAT REQUIRE, UH, THOSE PARKING SPACES WILL BE GONE.

SO THIS, THIS PARTICULAR OPTION IS PHASED IN TWO DISTINCT PHASES.

THE FIRST PHASE, UH, REQUIRES THE, UH, COURTHOUSE RENOVATION TO HAPPEN.

AND SO WITH THAT, WE PLAN FOR ALL OF THE FUNCTIONS TO MOVE INTO THE COURTHOUSE, UH, USING ALL OF THE INFORMATION THAT WE GATHERED FROM ALL OF THE PROGRAMMING SESSIONS.

SO WE HAVE OUR FUTURE GROWTH PLANS AND WE, THE, THE NUMBER ONE, UH, ISSUE THAT WE HAVE HERE IN DOING THIS IS THAT WE HAVE AN INTERIM PHASE.

SO OUR LEVEL ONE WOULD TEMPORARILY IN PHASE ONE HOUSE, OUR TAX OFFICE, WE WOULD BE ABLE TO GET ALL OF OUR BACK OF HOUSE COUNTY FUNCTIONS INTO LEVEL TWO AND MANY OF THEM INTO LEVEL ONE.

UH, BUT OUR TAX OFFICE WOULD HAVE AN INTERIM PLACE.

ONE THING I DO WANT TO POINT OUT ABOUT THIS PARTICULAR OPTION IS THAT THE ELECTIONS BUILDING BLESS YOU, THE ELECTIONS BUILDING, OR I'M SORRY, THE ELECTIONS IS ACTUALLY HOUSED HERE IN THIS COURTHOUSE.

SO WE WOULD HAVE TO SPLIT ELECTIONS UP INTO TWO AREAS, ONE BEING THE ENTIRE BASEMENT AREA.

AND THEN THE SECOND WOULD BE IN LEVEL ONE AND WE WOULD USE WHAT IS NOW THE EXISTING COURTROOM HERE FOR ELECTION SPACE.

SO THAT'S SOMETHING OF NOTE AND YOU'LL SEE WHY.

SO THE SECOND PART OF THIS IS THAT WHILE ALL OF THIS IS GOING ON, WE WOULD THEN ADDRESS THE ANNEX BUILDING AND WE WOULD HAVE TO RENOVATE THE ANNEX BUILDING.

SO ONCE WE BEGIN TO RENOVATE THE ANNEX BUILDING, THIS MEANS A COMPLETE REWORK OF THIS BUILDING ON THE INTERIOR ON THE FIRST FLOOR AND LEVEL TWO WOULD HAVE SOME TEA, SOME RENOVATION, BUT WE WOULD WORK TO MAINTAIN AS MUCH OF IT AS POSSIBLE, BUT BE ABLE TO STILL FIT THE FUNCTIONS IN AND ALLOW FOR GROWTH, UH, SOMETHING TO KNOW HERE.

HOWEVER, IS THAT IN ORDER TO RENOVATE THE INTERIOR OF THIS EXISTING BUILDING FOR THE ANNEX REQUIRES SOME SUBSTANTIAL WORK IN TERMS OF ARCHITECTURE.

SO IT CAN BE DONE, BUT IT WILL TAKE QUITE SOME TIME AND SOME, SOME REAL BRAIN POWER TO BE ABLE TO DO THE KIND OF RENOVATION THAT IT WILL REQUIRE TO GET THIS OPTION GOING.

RIGHT.

JUST EXPAND ON THAT JUST A LITTLE BIT, HILLARY, WHAT KIND OF, UM, LIKE WHAT W W WHAT SORT OF, IT SOUNDS LIKE THAT MIGHT BE CHALLENGING? WHAT SORT OF THINGS ARE YOU TALKING ABOUT THAT WE'D HAVE TO DO IN THIS BUILDING IS PRIMARILY TALKING ABOUT THE STRUCTURE, BECAUSE WE'RE DEALING WITH SEVERAL MASSES OF STARS GETTING TOGETHER.

SO WHAT WE WANT TO DO A OPEN SPACE IN THAT CENTER, WE WILL REQUIRE TO REALLY MAYBE OUTSET SOME OF THAT STRUCTURE IN TO MAKE THAT HAPPEN.

I MEAN, IT CAN BE DONE EXCEPT THAT IS GOING TO REQUIRE SOME METICULOUS SPANS AND STUFF LIKE THAT YOU'RE TALKING ABOUT.

OKAY.

YEP.

SO THIS IS IN FACT THE WAY TO DO IT.

IF, YOU KNOW, WHEN IT'S DONE WOULD BE PRETTY WELL EXECUTED SO THAT YOU WOULD HAVE, UH, AN ENLARGED LOBBY SPACE AND WE COULD GET THE TAX OFFICE SORT OF REARRANGED.

SO IT WOULD RUN A BIT MORE EFFICIENTLY.

WE WOULD GET OUR DEPARTMENT OF DEVELOPMENT IN HERE.

UM, YOU KNOW, AND OUR LEVEL TWO WOULD HAVE OUR FIRE MARSHALL AND, AND MORE OF THE COUNTY ENGINEERING DEPARTMENT OF FILAMENT.

UM, BUT THIS SECOND PHASE ALSO THEN, BECAUSE WE'RE ABLE TO MOVE OUR TAX OFFICE INTO, BACK INTO THE ANNEX, WE WOULD THEN BE ABLE TO GIVE THIS, UH, WING BACK TO THE ELECTIONS DEPARTMENT.

SO THEY WOULD BE ABLE TO USE THIS.

SO WE WOULD IN FACT, BE GIVING, UH, THE LION'S SHARE OF LEVEL ONE IN

THE EXISTING COURTHOUSE OVER TO THE ELECTIONS DEPARTMENT.

SO THE OTHER PART OF DOING THE ANNEX IS THAT WE WOULD RE SKIN, RIGHT? SO I SAID, WE DO THE INTERIOR AND EXTERIOR RENOVATION OF THE BUILDING.

AND SO THIS IS, UH, JUST, UH, A RENDERING TO SORT OF CONSIDER WHAT IT COULD LOOK LIKE.

AND SO WE WOULD, UH, BASICALLY WHEN WE CALL IT RE-SKIN, WE WOULD RENOVATE THE EXTERIOR OF THE BUILDING AND BRING IT UP.

SO IT WOULD LOOK A BIT MORE MODERN, UH, AND SPEAK A BIT MORE ARCHITECTURALLY FROM BOTH THE COURTHOUSE INTO THE ANNEX.

SO THEY HAD SORT OF A MATCHED FEEL IN SOME REGARD, UH, BUT IT WOULD STILL BE A BIT MORE MODERN.

SO THIS IS JUST, AGAIN, JUST A RENDERING SO THAT YOU CAN KIND OF IMAGINE WHAT THAT WOULD BE LIKE.

THIS CONCEPT ALSO KIND OF ADDRESSES THE PARKING AS PEOPLE ARE GOING TO BE COMING MORE FROM THAT PARKING AREA TO ANSWERS THE TAX OFFICE.

IT REALLY, REALLY MAKES THAT ENTRANCE, THE PLACE TO COME IN TO THE BUILDING.

AND SO THAT THE PRIMARY ENTRANCE FOR THE BUILDING WOULD BE ON THE BACKSIDE OF THE BUILDING, WHICH ACTUALLY IS PRETTY MUCH WHERE PEOPLE ARE COMING IN NOW, SO THAT THERE WOULDN'T BE, ALTHOUGH A SIGNIFICANT CHANGE TO THAT, BECAUSE THAT'S REALLY SORT OF HOW PEOPLE ARE GETTING IN AND OUT OF THE BUILDING.

THE MORE OFFICIAL LOOK OF THE ENTRANCE OF THE BUILDING WOULD BE ON THE BACKSIDE OF THE, I SEE PEOPLE OUT IN THE PARKING LOT, ALL THE TIME THAT ARE TRYING TO FIGURE OUT HOW TO GET INTO THE BRAIN, RIGHT? SO THIS WOULD BE THE COMPLETION OF THE TWO PROJECTS, RIGHT? SO YOU WOULD HAVE YOUR HISTORIC COURTHOUSE.

UH, AND SO WE DO WHAT WE CALL A SNAPSHOT VIEW HERE.

SO THIS IS WHAT WE, THE STACK WOULD LOOK LIKE AT COMPLETION.

AND THE RENOVATION FOR THE ANNEX IS ON THE BOTTOM HERE.

AND THIS IS WHAT IT WOULD LOOK LIKE AT COMPLETION.

AND THIS IS THE OVERALL BREAKDOWN TO BE ABLE TO DO THE RENOVATION REQUIRED THAT WE'RE USING AS AN ESTIMATE FOR BOTH THE COURTHOUSE AND FOR THE ANNEX BUILDING.

OPTION TWO WAS PRESENTED NOT TOO LONG AGO THIS YEAR.

AND OPTION TWO, WE WERE ASKED TO DO A STUDY AND UNDERSTAND THAT IT WAS POSSIBLE TO GET RID OF THE ANNEX BUILDING.

IS THERE A WAY TO DIVEST THIS AND FIT EVERYBODY INTO ONE SINGULAR LOCATION? CAN WE FIT THEM INTO THE HISTORIC COURTHOUSE? SO OPTION TWO IS THE DIVESTING OF THE ANNEX BUILDING.

AND THEN WE WOULD MAINTAIN THE EXISTING PARKING LOT.

SO WOULD WE WOULD RESURFACE IT AND WE WOULD RESTRIPE IT.

AND WE WOULD GAIN SOME PARKING OVER HERE BECAUSE IT WOULD CERTAINLY WORK MORE EFFICIENTLY.

UH, AND THEN WE WOULD DO OUR BEST TO RESTACK EVERYBODY INTO THE EXISTING HISTORIC COURTHOUSE.

UH, THE PROBLEM WITH THAT IS WE CAN'T ACTUALLY FIT EVERYBODY INTO THE HISTORIC COURTHOUSE IN THAT WAY.

WE DO NEED TO USE ALTERNATE LOCATIONS, UH, TO BEST SERVE, UH, SO THAT WE CAN GET EVERYBODY IN AND THROUGH OUR PROGRAMMING SESSIONS AND OUR CONVERSATIONS WITH, UH, ALL OF THE DEPARTMENT HEADS.

WE DO KNOW THAT THERE ARE SOME BENEFITS TO HAVING PEOPLE LOCATED IN OTHER AREAS THAT AREN'T NECESSARILY JUST WITHIN THE DOWNTOWN AREA.

SO OUR STUDY BEGAN TO TAKE THAT INTO ACCOUNT.

SO THE FIRST, UH, THING THAT WE LOOKED AT WAS HOW DO WE FIT THE MOST OF THE COUNTY FUNCTIONS INTO THIS HISTORIC COURTHOUSE AND HOW DO WE DO IT EFFICIENTLY? AND IN A WAY THAT MAKES SENSE FOR THE DOWNTOWN AREA.

SO YOU'LL NOTICE THAT LEVEL ONE NOW HOUSES THE TAX OFFICE OF THE COURTHOUSE, AND THERE IS THE COMMISSIONER'S COURT STILL REMAINS ON THE WEST SIDE OF THE BUILDING, BUT ON THE EAST SIDE OF THE BUILDING, WE NOW SEE A CHANGE.

THIS IS WHERE WE SEE THAT WE CAN PLAN THE DEPARTMENT OF DEVELOPMENT, AND WE CAN HAVE COUNTY ENGINEER IN ONE WING HERE.

SO IT WOULD BE CO-LOCATED WITH THE TAX OFFICE, WHICH WOULD BE PRETTY CONVENIENT.

UH, BUT THEN WE HAVE TO LOCATE OUR FIRE MARSHAL IN THE BASEMENT AREA.

THE NICE PART ABOUT THIS, ALTHOUGH WE CAN STILL MAKE SORT OF A ONE-STOP SHOP IS THERE IS IN FACT, A SET OF COMMUNICATING STAIRS FOR BOTH THE BASEMENT LEVEL AND FOR LEVEL ONE.

SO THEY COULD IN FACT WORK TOGETHER AND GO BACK AND FORTH VIA THESE INTERIOR STAIRS, THE STAIRS THAT ARE IN THE COMMON CORRIDOR OR THROUGH THE, UH, ELEVATOR.

THE OTHER PART OF THIS, LIKE I MENTIONED, WAS THAT IN ORDER TO DO THIS, WE CAN'T ACTUALLY

FIT EVERYBODY INTO THE HISTORIC COURTHOUSE.

THERE ARE SOME FUNCTIONS THAT WON'T FIT.

AND ONE OF THE THINGS THAT I WAS POINTING OUT IN OUR OPTION, ONE IS THAT ELECTIONS, IF WE PUT HIM INTO THE HISTORIC COURTHOUSE, THEY THEN WOULD BE SEPARATED ON TWO FLOORS.

IF YOU KNOW ANYTHING ABOUT ELECTIONS, THAT IS A TOUGH JOB.

THEY'VE GOT A LOT OF, OF EQUIPMENT TO MOVE AROUND.

THERE'S A TREMENDOUS PROCESS THAT GOES INTO, UH, UH, GETTING THE ELECTIONS UP AND RUNNING.

AND IT ESSENTIALLY RUNS IN MANY WAYS, LIKE AN ASSEMBLY LINE.

AND IT HAPPENS AGAIN AND AGAIN AND AGAIN THROUGHOUT THE YEAR.

SO IT BECOMES CHALLENGING FOR OUR ELECTIONS GROUP TO, TO HAVE TO MOVE IN BETWEEN TWO FLOORS, TO BE ABLE TO HAVE THE KIND OF SPACE THEY NEED.

AND THE OTHER THING THAT WE DO KNOW FROM OUR ELECTIONS GROUP, WHETHER IT BE THIS COUNTY OR ANY OTHER COUNTY IS NO MATTER WHAT COUNTY WE'RE TALKING ABOUT.

THE ELECTIONS, UH, DEPARTMENT IS GROWING AT A PRETTY RAPID RATE EVERY SINGLE YEAR BECAUSE OF THE GROWTH RATES IN ALL OF THE SURROUNDING DFW COUNTIES.

SO THERE WILL ALWAYS BE A NEED FOR MORE STAFF, WHETHER IT BE TEMPORARY OR PERMANENT FOR THAT ELECTIONS DEPARTMENT.

WHEREAS SOME OF THE OTHER FUNCTIONS THAT ARE IN THE COUNTY, WE UNDERSTAND CAN WORK IN A MORE AUTOMATED WAY MOVING INTO THE FUTURE.

SO YOU MAY NOT HAVE THE SAME KIND OF GROWTH OR NEED FOR THOSE PARTICULAR COUNTY FUNCTIONS.

SO WITH THAT BEING SAID, WE DO KNOW THAT THE BEST OPTION IN OPTION TWO IS TO LOCATE THE ELECTIONS, BUILDING OUT TWO IT'S A SITE UNTO ITSELF.

AND WE THINK THAT THE INDIGENT HEALTH AND THE VETERAN SERVICES, WE COULD RELOCATE INTO A PLAN THAT WE HAD ALREADY WORKED FOR IN PART OF OUR MASTER PLANNING PROCESS, WHICH IS OUT TO THE POOR FARM.

OUR MASTER PLAN FOR THE POOR FARM COVERS ALL KINDS OF AREAS WITHIN, UH, THE POOR FARM, WHICH HAS THINGS LIKE HISTORIC STRUCTURES AND THERE'S THE GREENHOUSE AND SO ON AND SO FORTH.

BUT ONE OF THE THINGS THAT WAS REALLY IMPORTANT, UH, THAT WE ADDED IN OUR STUDY WAS BEING ABLE TO MAKE A BETTER, THE VETERANS AREA THAT WAS ALREADY INCLUDED IN THIS SITE.

UH, INITIALLY WE HAD ADDED IN AN OFFICE FOR OUR VETERANS SERVICES OFFICER TO BE OUT THERE SO THAT HE COULD BEST SERVE PEOPLE IN THE COUNTY.

AND IT MADE SENSE BECAUSE THERE WERE IN FACT, UH, THINGS THAT GO ON OUT HERE TO SERVICE THE VETERANS.

AND THERE WERE, UM, YOU KNOW, UH, GATHERINGS AND CEREMONY THAT ALREADY HAPPENS OUT HERE.

SO IT SEEMED TO MAKE THE MOST SENSE TO ACTUALLY LOCATE OUR VETERAN SERVICES GUY OUT INTO THIS AREA.

SO THIS IN FACT IS ALREADY ROLLED UP INTO OUR OVERALL STRATEGY FOR THE MASTER PLAN FOR THIS POOR FARM SITE SITE.

AND THE OTHER OPTION, UH, HERE IS THAT WE WOULD, CO-LOCATE THE INDIGENT HEALTH AND THE HISTORIC COMMISSION OUT AT THE LIBRARY EXPANSION.

AND ONE OF THE THINGS THAT WE'RE REALLY, REALLY EXCITED ABOUT WITH THIS MASTER PLAN IS IN FACT, THIS LIBRARY EXPANSION, THIS WOULD BE A TREMENDOUS ADDITION TO THE COUNTY.

UM, AND, YOU KNOW, WE HAVE THOUGHT THROUGH, UH, ALONG WITH THE LIBRARIAN, HOW TO BEST SERVICE THE NEEDS OF THE COUNTY AND THE WAYS IN WHICH PEOPLE ARE, ARE UTILIZING THE LIBRARY AND HOW IT CAN BEST SERVE PEOPLE.

AND ONE OF THE THINGS THAT WE KNOW IS THROUGH AN INTERNET AND SORT OF SERVICE CAFE AREA, UM, WE KNOW THAT WE CAN CERTAINLY ADD MORE BOOKS IN ANY, ANY DIRECTION, BUT WE DO KNOW THAT THERE IS IN FACT, UH, GOING TO BE A GENEALOGICAL, UH, EDITION OUT HERE, WHICH WOULD BE, UH, A NICE ADDITION FOR THE COUNTY IN CO-LOCATING THE HISTORIC COMMISSION OUT AT THE, I BELIEVE AS, AS I WAS TOLD THE OLDEST AND STILL FUNCTIONING, ONLY FUNCTIONING POOR FARM IN THE WHOLE STATE, IT'S A TREMENDOUS ADD TO HAVE THE HISTORIC COMMISSION BE A PART ON THIS PROPERTY, AS WELL AS, UH, BE PART OF A LIBRARY EXPANSION, WHICH WOULD THEN HELP ALSO SERVE SOME OF THAT, UH, GENEALOGY, UM, ADDITION THAT WE HAVE THERE.

THE OTHER THING THAT WE KNOW FROM INDIGENT HEALTH IS THEY'RE GENERALLY THE AGED POPULATION AND MOSTLY READERS.

UM, AND SO IT WOULD BE A REALLY NICE WAY TO CO LOCATE, UM, YOU KNOW, THE, THAT POPULATION AND BE ABLE TO GET THEM, YOU KNOW, LIBRARY, UH, ACCESS, IF THEY WANTED, THEY WOULD BE CERTAINLY A MORE QUIET SPACE THAN COMING IN AND OUT OF THE TAX OFFICE, WHICH WOULD BE NICE FOR THEM.

AND WE WOULD BE ABLE TO PROVIDE THEM WITH, UH, ADEQUATE PARKING AND THE APPROPRIATE, UH, ENTRANCE AND EXIT THAT THEY NEEDED.

SO THIS REALLY SPEAKS TO HOW WE WORKED

AND WE KNOW THAT THE COUNTY DOES IN FACT OWN A LARGE PIECE OF PROPERTY.

IT IS, UH, OUR EMERGENCY OPERATIONS CENTER.

THE EOC IS LOCATED JUST OFF OF WASHINGTON STREET AND HOUSTON STREET.

AND THERE IS A VERY LARGE AREA OF UNUSED LAND OUT HERE, UH, BECAUSE THE COUNTY OWNS THIS, UH, IT'S IDEAL BECAUSE WE DON'T HAVE TO PURCHASE ANYTHING TO UTILIZE THIS LAND.

UH, AND WE THINK THAT THIS WOULD BE A FANTASTIC LOCATION FOR A STANDALONE ELECTIONS BUILDING.

AND IT WOULD GIVE OUR ELECTIONS DEPARTMENT THE SPACE THAT THEY NEEDED TO HAVE TO HOUSE AND TO WAREHOUSE EXACTLY ALL OF THE EQUIPMENT.

THEY NEED TO STAGE THINGS AND TO GET THINGS IN AND OUT OF THIS BUILDING, LIKE THEY NEED TO, AS IT WOULD WORK AS SORT OF THE HUB FOR A HUB AND SPOKE MODEL THROUGHOUT THE COUNTY, WE HAVE NOT, UH, SHOWN, UH, ANY OF THE ENTRANCE HERE AS THIS IS JUST, UH, IT'S JUST A SCHEMATIC HERE JUST TO TEST THIS.

UM, AND SO WE CAN IN FACT, UH, RUN, UH, ANY KIND OF, UH, EGRESS THROUGH HERE BY DOING A CURB CUT AND STILL MAINTAINING SOME, UH, ALL OF THE SECURITY FOR THE EOC.

WE ALSO KNOW THAT THE COUNTY IS, UH, LEASING THIS LAND SPACE HERE.

AND IF WE NEEDED TO, WE COULD ACTUALLY ROUTE AN ENTRANCE FOR THE ELECTIONS BUILDING HERE.

BUT SOMETHING TO REMEMBER IS BY AND LARGE, THAT THE ELECTIONS IS NOT A SORT OF A PUBLIC FUNCTION, RIGHT? THIS IS MORE OF A BACK OF HOUSE COUNTY FUNCTION.

AND SO WE DON'T REALLY BELIEVE THAT THERE WOULD BE A LOT OF PUBLIC COMING IN HERE.

SO IT WOULD MAINTAIN THE SECURITY OF OUR EOC.

THIS IS THE OVERALL STRATEGY FOR OUR DEPARTMENT STACKS.

SO YOU CAN SEE WE'VE GOT FOLKS LOCATED OUT OF THE POOR FARM AND ALSO AT THE HISTORIC COURTHOUSE.

AND THEN AT THE EOC SITE, WE HAVE OUR ELECTIONS.

OPTION THREE, A OPTION THREE IS BROKEN OUT IN FOUR DISTINCT PARTS.

THE REASON BEING IS THAT WE HAVE, UH, THE, THE HISTORIC COURTHOUSE REMAINS THE SAME IN TERMS OF HOW WE STACK THE FUNCTION IN THE BUILDING, BUT THE ANNEX BUILDING IS WHAT WILL CHANGE LOCATION.

SO THERE WILL BE OPTIONS FOR HOW AND WHERE THAT ANNEX BUILDING WOULD BE PLACED.

AND SO WE DIDN'T FEEL LIKE WE NEEDED EXTRA NUMBERS.

WE FELT LIKE LETTERS WOULD DO IT.

UM, THE OPTIONS ARE RELATIVELY SIMILAR.

UH, SO IT'S JUST A MATTER FOR, UH, EVERYBODY TO FIGURE OUT WHAT'S THE BEST FIT OPTION THREE A TAKES US INTO, AGAIN, RENOVATING THE HISTORIC COURTHOUSE, BUT THEN DEMOLISHING THE EXISTING ANNEX BUILDING AND THEN REBUILDING A BRAND NEW BUILDING ON THE EXISTING SITE.

WE WOULD THEN OF COURSE, MAINTAIN THIS PARKING LOT HERE.

AND SO WE COULD REALLY SORT OF REIMAGINE WHAT THIS BUILDING WOULD BE AND HOW IT WOULD COMMUNICATE HERE WITH OUR HISTORIC COURTHOUSE BUILDING HERE ON, UH, ON OUR CONCEPT.

WE'VE TESTED A BUILDING THAT ALTHOUGH IS A DIFFERENT SHAPE IS ACTUALLY ABOUT THE SAME SIZE IN TERMS OF SQUARE FOOTAGE.

AND IN DOING THAT, WE KNOW THAT WE COULD DEFINITELY MAKE THE BUILDING CERTAINLY MUCH MORE EFFICIENT.

SO WE WOULDN'T ACTUALLY NEED MORE SPACE.

UH, AND IN FOR OUR VALUE MATRIX, YOU CAN SEE THAT WE'RE HITTING GOOD ALONG MOST OF THE MARKS HERE FOR THE OVERALL SCALE, THIS OPTION STILL REQUIRES THAT THE ELECTIONS BECAUSE OF HOW WE STACK PEOPLE AND GET THE, THE HISTORIC COURTHOUSE REALLY MOVING, UH, AND ENERGIZED AND ORGANIZED IN A WAY THAT WORKS BEST FOR THE COUNTY.

IT STILL REQUIRES THAT THE ELECTIONS OFFICE GET ITS OWN STANDALONE BUILDING BECAUSE WE HADN'T PRESENTED THIS TO THE COURT BEFORE WE PUT IN SOME LARGE, UH, PLANS SO THAT PEOPLE COULD SEE BECAUSE IT WOULD BE THE FIRST LOOK HERE THAT PEOPLE COULD SEE.

SO WE DON'T HAVE OUR LITTLE SNAPSHOTS IN AT FIRST, BUT WHAT THE BENEFIT OF THREE A AND THREE, B, C AND D IS, IS THAT WE WOULD MAINTAIN THE COURTROOM ON THE LEVEL ONE.

IS THERE A, IS THERE A NEED, OR IS THERE A RATIONALE WHY UNDER THIS PLAN THAT THESE TWO STRUCTURES, THESE TWO NEW STRUCTURES BE SEPARATE? IS THERE A FUNCTIONALITY FOR ELECTIONS THAT REQUIRES THEM TO BE AN INDEPENDENT BUILDING? UM, YES AND NO.

SO I THINK IN TERMS OF, UM, UH, WE COULD IN FACT PUT THEM TOGETHER, YOU CAN, UH, BUT ELECTIONS HAS, UH, A LOT OF, SORT OF, THEY'VE GOT A LOT OF VEHICLES.

THEY'VE GOT A LOT OF SHUFFLING OF EQUIPMENT AND THOSE KINDS OF THINGS, AND IT TENDS TO WORK BETTER FROM OUR EXPERIENCE IN WORKING WITH THESE PARTICULAR, UH, DEPARTMENTS, UH, THAT THEY HAVE THEIR OWN SPACE TO BE ABLE TO DO THAT THEIR OWN ENTRANCE AND, YOU KNOW, GET, GET EVERYTHING SHUFFLED IN AND OUT OF THAT BUILDING THE WAY THEY NEED TO, UM, YOU KNOW, THEY DEALING WITH THE PUBLIC COMING IN AND OUT OF THE, UH, THE, UH, TAX OFFICE AND ALL THAT KIND OF STUFF.

AND AS YOU CAN SEE, WE STILL HAVE THE SAME FUNCTIONS THAT WE'VE BEEN TALKING ABOUT IN BOTH THE HISTORIC COURTHOUSE AND THE ANNEX.

BUT IN THIS PARTICULAR ITERATION, WE DO HAVE THE EOC SITE THAT HAS THE ELECTIONS AND THE ANNEX BUILDING OUT THERE.

AND AGAIN, WE CAN CONTINUE TO IMAGINE WE CAN ROLL THE INDIGENT HEALTH AND THE VETERAN SERVICES OVER INTO THAT POOR FARM COLUMN IF WE WANT TO, BECAUSE IT'S PART OF THAT PROPOSED MASTER PLAN THAT WE PUT IN FRONT OF THE COUNTY.

SO HERE'S THE COST SHEET FOR THREE B AND WE'VE GIVEN A NICE GREEN NUMBER BECAUSE WE WOULD BE ABLE TO DIVEST THE ANNEX.

SO IT'S, WHERE ARE WE STEPPING THIS TIME? SO IN THIS OPTION, UH, NOTHING CHANGES FROM THE FIRST TWO, UH, MOMENTS THAT WE'VE TALKED ABOUT FOR THE HISTORIC COURTHOUSE, BUT WHAT CHANGES HERE IS THE PLACEMENT OF THE ANNEX BUILDING.

SO WE STILL HAVE THE OPTION TO DIVEST THIS, AND WE COULD THEN RESURFACE AND RESTRIPE THE PARKING LOT HERE, BUT WE DO ACTUALLY HAVE SPACE IN THIS LOT TO BUILD THE BUILDING.

SO IT'S SORT OF THE BEST OF BOTH WORLDS, RIGHT? SO WE COULD GET RID OF A BUILDING, BUT WE COULD STILL BUILD A NEW BUILDING, BUT WE COULD MAINTAIN PRESENCE DOWNTOWN AND HAVE A WHOLE NEW BUILDING.

AND SO YOU CAN SEE ON OUR MATRIX HERE, WE START REALLY RUNNING INTO THE GREENS HERE.

WE KNOW THAT THIS IS A REALLY GOOD OPTION IN TERMS OF ACCESSIBILITY AND IN TERMS OF LONG-TERM PERFORMANCE, BECAUSE WE WOULD REALLY BE GETTING A BUILDING BUILT GROUND UP.

UH, WE DEFINITELY KNOW THAT, UH, IN TERMS OF VALUE, ADD FOR THE COMMUNITY AND FOR THE DEPARTMENTS THAT WORKS REALLY WELL.

UM, SO THERE ARE DEFINITELY SOME BENEFITS TO THIS.

SO THIS IS THE SAME SNAPSHOT THAT YOU'VE SEEN IN A N B.

SO WE HAVE THE SAME COMMUNITY ROOM, OUR CEREMONIAL COURTROOM, OUR BACK OF HOUSE FUNCTIONS THAT ARE UP ON LEVEL TWO, OUR, UH, OUR STORAGE THAT'S ON THE BASEMENT LEVEL AND THEN OUR NEW BUILDING.

AND AGAIN, WE HAVE TO PROPOSE THAT WE STILL HAVE A STANDALONE ELECTIONS BUILDING.

SO WE CAN STILL LOOK AT THAT OUT AT THE EOC SITE.

SO IF WE KEEP RENOVATING THINGS THAT DON'T HAVE GOOD FUNCTION NOW, EVEN IF IT'S UNDER RENOVATION, IT DOESN'T MEAN THAT WE GET MORE LONGEVITY NECESSARILY OUT OF A BUILDING.

IT MEANS THAT WE'VE MADE IT LOOK PRETTY FOR A SHORT AMOUNT OF TIME AGAIN, BUT WE'RE GOING TO HAVE TO END UP PAYING FOR IT IN THE LONG RUN.

SO IT'S, THIS IS EVERY SINGLE OPTION THAT WE'RE PUTTING IN FRONT OF YOU AGAIN, HAS A DRAWBACK AND AN ADVANTAGE TO IT.

OUR LAST ITERATION IS WHERE WE REALLY SHOT FOR THE STARS HERE.

IT'S SOMETHING THAT PEOPLE COULD COME TO AND THE CITY AND THE COUNTY COULD IN FACT, POSSIBLY PARTNER IN HAVING,

UH, SORT OF A PUBLIC, UH, PARK AREA OR SOME TYPE OF GREEN SPACE DOWN HERE THAT WOULD, UH, HELP, UH, MAKE BUSINESSES, UH, YOU KNOW, HAVE A LITTLE MORE SUCCESS AND BE MORE ROBUST IN MANY WAYS AROUND THIS SQUARE.

SO THE OTHER THING IS WE'RE STILL MAINTAINING SOME REALLY GOOD PARKING HERE, AND WE, UH, REALLY HAVE SOME ADVANTAGES.

HOWEVER, THERE IS, YOU KNOW, CERTAINLY THE COST TO IT.

AND THERE'S THE PARTNERSHIP THAT WOULD HAVE TO BE STRUCK WITH BOTH THE CITY AND THE COUNTY IN ORDER TO BE ABLE TO DO THIS.

SO WHAT WE SHOW HERE IS THE SAME STACK.

THERE'S NOTHING CHANGED FROM THE LAST ITERATION TO THIS ONE.

IT'S JUST THE RE-IMAGINING OF THAT GREEN SPACE, THE DIFFERENCES IN ORDER TO BE ABLE TO DO THAT, WE WOULDN'T BE DIVESTING THE BUILDING.

UH, SO IN TERMS OF VALUE, UM, BUT EACH AND EVERY SINGLE OPTION HAS BEEN THOUGHTFULLY PLANNED BECAUSE WE WANT TO MAKE SURE THAT WHEN WE'RE LOOKING AT THE OVERALL MASTER PLAN FOR THE COUNTY, FOR ALL THESE COUNTY SERVICE BUILDINGS, THAT WE'RE GETTING PEOPLE REALLY WHAT THEY NEED.

AND WE PROMISED THAT WHEN WE DID OUR STUDIES, INITIALLY THAT WE WERE GOING TO START LOOKING AT PURPOSE-BUILT BUILDINGS AND THINGS THAT HAD SOME LONGEVITY AND THINGS THAT REALLY COULD LAST AND GROW THE WAY THE COUNTY AND THOSE PARTICULAR DEPARTMENTS NEEDED TO GROW IN THE COMING YEARS.

SO, UH, WE DID OUR BEST TO BE GOOD STEWARDS FOR THE COUNTY AND LOOK AT ALL OF THESE PARTICULAR OPTIONS.

UM, BUT WE, THEY WILL GENERATE A KIND OF LIST OF DIFFERENT ACTION ITEMS AND THINGS THAT THEY NOTICED TO BE ABLE TO INTEGRATE IN WITH, UM, FUTURE PLANNING FOR DOWNTOWN, AND MAYBE USE THAT AS KIND OF A LAUNCHING PAD FOR US TO BE ABLE TO CREATE A MORE, UM, KIND OF FUTURE LAND USE PLAN AND FUTURE DEVELOPMENT PLAN FOR THE DOWNTOWN SQUARE AREA.

UM, WE ALSO JUST CREATED AT THE EDC COUNCIL, JUST APPROVED IT IN THEIR BUDGET LAST MONTH, A, UM, WHAT WE'RE CALLING THE DOWNTOWN DESTINATION MATCHING GRANT PROGRAM.

UH, WE ALREADY HAVE AN EXISTING GRANT PROGRAM SPECIFICALLY FOR UPGRADING FACADES, AWNINGS, THAT SORT OF THING.

THIS ONE IS REALLY GEARED TOWARDS, UM, TARGETING SPECIFIC TYPES OF BUSINESSES THAT WE'RE WANTING TO SEE JOIN OUR SQUARE AREA SO THAT WE CAN, AS I LIKE TO SAY, IMPORT THOSE DOLLARS FROM OTHER COMMUNITIES AROUND US, THAT KIND OF LIKE WHAT WALKS AHEAD.

SHE ALSO HAS ALREADY DONE.

MCKINNEY HAS ALREADY DONE WITH THEIR DOWNTOWN AND BE ABLE TO KIND OF RECRUIT MORE OF THOSE TYPES OF BUSINESSES HERE.

SO IT WOULD BE UP TO $25,000 IN MATCHING FUNDS FROM THE EDC THROUGH AN APPLICATION PROCESS TO BE ABLE TO ASSIST WITH FIXED PROPERTY IMPROVEMENTS.

SO YOU'RE OBVIOUSLY GONNA HAVE A LOT MORE, UM, ENCUMBRANCES FINANCIALLY AS A BUSINESS OWNER.

IF YOU'RE GOING TO TAKE AN OLD BUILDING THAT MAY HAVE THAT MAY HAVE, UM, A NEED FOR A GREASE TRAP OR A NEED FOR A, UM, FIRE SUPPRESSION SYSTEM OR ANY OF THOSE DIFFERENT KINDS OF THINGS.

UM, AND THE EDC HAS CREATED THAT PROGRAM TO ASSIST WITH THAT.

SO WE ARE EXCITED ABOUT THE FUTURE OF DOWNTOWN KAUFMAN, UM, AND WE'RE JUST VERY GRATEFUL FOR Y'ALL AS A COUNTY, UM, BECAUSE WE KNOW THAT Y'ALL PROVIDE A LOT OF THAT FOOT TRAFFIC TO OUR, UH, LOCAL RETAILERS, OUR RESTAURANTS.

SO I KNOW THEY APPRECIATE, UH, THE BUSINESS THAT THE COUNTY EMPLOYEES PROVIDE.

AND IF I, IF I MAY, I WAS ABLE TO LOOK AT SOME OF THESE ITEMS AHEAD OF TIME.

SO THERE WERE JUST A FEW LITTLE THINGS THAT I NOTICED AS I WAS GOING THROUGH THIS.

AND JUST SOME THINGS JUST FROM THE ECONOMIC DEVELOPMENT SIDE OF THE TABLE, AND THE MAYOR MAY HAVE SOME ADDITIONAL THOUGHTS THAT HE LIKED TO INCLUDE LATER AS WELL, BUT, UH, KINDA STARTING WITH THE ANNEX.

UM, ONE OF THE THINGS THAT Y'ALL MIGHT TAKE INTO CONSIDERATION IS, UM, UH, THAT ENTRANCE POINT, MAYBE MAKING IT BACK ON THE SQUARE SIDE, SINCE IT WOULD KIND OF ALIGN MORE WITH THE, UM, FACADES OF THOSE BUILDINGS.

UM, WE DO HAVE CENTRAL BUSINESS DISTRICT DESIGN STANDARDS TO KIND OF KEEP THAT HISTORIC APPEAL.

SO WE ARE MORE THAN HELPFUL AND WILLING TO WORK WITH Y'ALL AS FAR AS, UH, WHAT THAT PROCESS IS GOING TO LOOK LIKE AND WHAT THAT LOOK IS GOING TO BE, IF Y'ALL CHOOSE TO GO THAT ROUTE WITH THE ANNEX.

UM, I KNOW THERE WERE SOME COMMENTS MADE ABOUT POSSIBLY DIVESTING OF THE ANNEX.

UM, THERE WAS ALSO AN IDEA I HAD TO, AS I WAS LOOKING THROUGH WHERE MAYBE THERE'S AN OPPORTUNITY WHERE THE UPSTAIRS OF THAT ANNEX BUILDING COULD RETAIN IT, BE RETAINED AS COUNTY OFFICES, AND MAYBE THE DOWNSTAIRS OF IT IS LEASED OUT BY THE COUNTY TO SOME RETAIL BUSINESSES, UH, THAT WAY IT KIND OF GENERATES MORE FOOT TRAFFIC.

YOU ALREADY HAVE THAT EXISTING ELEVATOR THERE WITHIN THE BUILDING THAT PROVIDES THE ADA ACCESS TO GO UPSTAIRS.

UM, AND THERE'S KIND OF THAT MIDDLE GROUND BETWEEN BEING ABLE TO HOLD ONTO THE REAL ESTATE, BUT ALSO KIND OF GET, UM, GET SOME MONEY ON THE SIDELINES, UM, FOR MAYBE SOME TENANTS THAT COULD TAKE THAT BUILDING.

UM, AND I KNOW THAT I THINK THE CITY WOULD BE MORE THAN HAPPY TO HAVE CONVERSATIONS ON MAKING SURE THAT WE RETAIN SOME OF THAT MAYBE FOR FUTURE PUBLIC PARKING AND WORK WITH Y'ALL IN, IN ANY SORT OF WAY THAT WE CAN TO MAKE SURE THAT THERE'S ADDITIONAL PARKING, UM, FOR THE SQUARE AND FOR FUTURE BUSINESSES THAT SHOW UP ON THE SQUARE AS WELL.

YOU KNOW, IT'S NOT A BIG DOWNTOWN AREA UP THERE, BUT IT CREATED THAT FOOT TRAFFIC.

SO I THINK WITH SOME OF THE COURTS POSSIBLY MOVING OUT, GOING OUT TO 1 75 THAT HAVING, UM, HAVING SOME ADDITIONAL KIND OF USES LIKE THAT, THAT WILL CONTINUE TO DRIVE FOOT TRAFFIC AND CUSTOMERS TO THE SQUARE, UH, WILL BE HELPFUL AS WELL.

I CAN'T IMAGINE THERE COULD POSSIBLY BE ANOTHER OPTION.
