AND THE COMMISSIONER'S COURT MEETING ROOM LOCATED IN THE COURTHOUSE, ANNEX AND COFFIN.

WE'LL START OUR MEETING TODAY.

COMMISSIONER CATES IS GOING TO OFFER AN INVOCATION AND COMMISSIONER PHILLIPS WILL LEAD US IN THE PLEDGE IS IF YOU WOULD PLEASE STAND, FEEL FREE WITH DEAR LORD.

UH, NO ONE CAN SAY KAUFMAN COUNTY EMPLOYEES ARE UNINSPIRED AND JUST SIT AROUND ALL DAY, UH, A DEDICATED TEAM OF 133 EMPLOYEES LACED UP THEIR WALKING SHOES AND MET THE CHALLENGES OF THE TEXAS A AND M AGRILIFE EXTENSIONS, WALK ACROSS TEXAS CHALLENGE AND PUT THEM ON ALMOST 24,000 MILES IN THE BOOKS, UM, TO HELP EMPLOYEES ESTABLISH A HABIT OF REGULAR PHYSICAL ACTIVITY WHILE USING A FUN AND MOTIVATING TEAM APPROACH.

KAUFMAN COUNTY COLLABORATED WITH ROCKWALL AND HUNT COUNTIES TO CREATE A COUNTY TO COUNTY COMPETITION, WALK ACROSS TEXAS AS THE NAME OF THE COMPETITION.

THIS EIGHT WEEK CHALLENGE, WHICH BEGAN ON APRIL 1ST, 2022 AND CONTINUED THROUGH MAY 26, UH, WAS COMPLETED.

AND, UH, COFFIN COUNTY CAME OUT ON TOP.

UH, THEY AVERAGED, UH, 233.3 MILES.

EACH THAT THEY WALKED, UH, FOR THIS PROGRAM.

I THINK THAT'S A VERY COMMENDABLE AND I WANTED TO RECOGNIZE THEM FOR IN, FOR, UM, PARTICIPATING IN THAT AND, UH, GETTING RECOGNIZED FOR IT.

JOHN POLLSTER DISCUSS CONSIDER APPROVAL OF PROFESSIONAL SERVICES AGREEMENT FOR THE U S 1 75 SOUTHBOUND FRONT TO DRUG PROJECTS BETWEEN KAUFMAN COUNTY AND JONES AND CARTER IN THE AMOUNT OF $599,944.

JOHN POLLSTER, INNOVATIVE TRANSPORTATION SOLUTIONS.

UH, AND EVERY TIME I'M HERE, I'M WANTING YOU TO PAY SOME BILLS FOR ME.

SO YES, THE, UH, THIS CONTRACT WITH JOHNSON CARTER IS FOR ONE OF THE BOB PROGRAM PROJECTS THAT, UH, WE SELECTED FIRMS FOR FEW MONTHS BACK, THE, A MOVING TARGET ON THIS ONE WAS WE HAD SOME, UH, ISSUES WE HAD TO ADDRESS WITH BOTH SOME OF THE OFF SITE IMPROVEMENTS ALONG THE BACKPAGE ROAD AND THE TIE-INS AND THEN HOW TO DEAL WITH THE, SOME OF THE ENTRANCE ISSUES INTO THE NEW FACILITY.

AND SO WE FINALLY GOT THAT WORKED OUT.

UH, WE'RE GOING TO DO HAVE A PART OF THIS PROJECT PHASE INITIALLY WILL BE SOME FEASIBILITY IN ON HOW TO ADDRESS THAT, UH, ENTRANCE IN THE EARLY PART OF THE PROJECT.

BUT WITH THAT SAID, WE'VE COME TO AN, UH, SCOPE

AGREEMENT WITH TXDOT ON WHAT NEEDS TO BE DONE THERE, AND A FEE AGREEMENT WITH JONES CARTER, AND THE AMOUNT THAT YOU SEE BEFORE YOU.

SO ITS RECOMMENDATION IS THAT THE COURT EXECUTE DISAGREEMENT QUESTIONS FOR MR. POLLSTER.

THESE THINGS DO TAKE TIME.

NUMBER FOUR FOR FTM 1 48 BYPASS PROJECT BETWEEN COFFIN COUNTY AND HALF ASSOCIATES IN THE AMOUNT OF $28,499.

I THINK THAT'S THE SMALLEST NUMBER I'VE EVER SEEN COMING.

WELL, YES.

AND HOPEFULLY IT'S THE LAST ONE ON THIS.

UH, TEXTILE HAD MADE SOME CHANGES TO SOME OF THE WAY THEY DO SOME OF THE, THE DESIGN EXCEPTIONS.

AND SO THERE ARE SOME THINGS WE HAD TO CHANGE AT THE END.

THEY WERE MINOR, BUT WE FELT LIKE TO COMPORT WITH THE SOP THAT THEY'D ESTABLISHED THROUGHOUT THE OTHER PROJECTS THAT WE NEEDED TO GO AHEAD AND MAKE THESE CHANGES.

AND THEN THERE WAS A LITTLE BIT OF A DESIGN CHANGE ON SOME OF THE, UH, HYDRAULICS.

SO SUPPLEMENTAL FOR, HOPEFULLY IT WON'T BE A SUPPLEMENTAL FIVE.

THIS PROJECT IS ESSENTIALLY DONE ON THE SHELF AND WE ARE NOW IN THE, UH, IT'S READY, SO READY TO LET, AND SO NOW I GOTTA DO THE MAGIC OF FINDING THE MONEY TO GET IT BUILT.

OH, MONITOR, MONITOR THING.

WE KNOW YOU CAN DO IT, JOHN, UM, QUESTIONS FOR MR. POLLSTER AT THAT PROJECT.

WELL, I'D JUST LIKE TO SAY, JOHN, THANK YOU VERY MUCH.

THIS IS A BADLY NEEDED UP THERE IN THE CRANDALL AREA AND, AND, UH, UH, NOT ONLY DOES IT SUPPORT OBVIOUSLY THE CITY IN THAT COMMUNITY, BUT ALSO ALL THE COMMERCIAL TRAFFIC WILL, WILL BE A MUCH IMPROVED THERE.

NOW WE'RE BACK TO THE MAYOR BACK TO THE POLLSTER, WHICH I CAN EXPLAIN.

SO WHEN IT SAYS A, AN AMENDMENT, WHAT WE DO ON THESE CONTRACTS IS WHEN WE HIRE THESE FIRMS, JUST LIKE WE DID JONES GARNER A MOMENT AGO, THAT CONTRACT WAS THE INITIAL PHASE, WHICH IS THE ENVIRONMENTAL CLEARANCE AND THE CONTROLLED SCHEMATIC.

UH, ONCE WE GET PAST THAT, THEN WE GO TO THE NEXT PHASE, WHICH IS THE DESIGN PHASE.

UH, THAT'S WHAT WE'RE DOING HERE WITH 1641 LTRS HAS DONE THE ENVIRONMENTAL CLEARANCE, DONE THE SCHEMATIC AND MODIFY THE SCHEMATIC TO MISS THAT, UH, NEIGHBORHOOD THAT, UH, FOR WHATEVER REASON GOT HIT FIRST TIME.

YEAH.

SO WE HAD TO MOVE IT OVER TO, I THINK, THE EAST TO COME OFF THE, THE NEIGHBORHOOD ON THE WEST.

AND SO THIS, UH, ADDITIONAL CONTRACT IS THE NEXT PHASE, WHICH IS THE DESIGN PHASE.

SO, UH, DESIGN ALWAYS A LITTLE BIT MORE EXPENSIVE THAN THE ENVIRONMENTAL CLEARANCE.

AND SO THE MAJORITY OF THAT DOLLAR AMOUNT IS THE DESIGN.

AND THEN THE PART OF IT WAS THE MODIFICATION OF THE SCHEMATIC FOR THE ENVIRONMENTAL DOCUMENT.

SO WE'RE ASKING THAT WE MATCH THAT, USE THAT MONEY TO MATCH THAT 250, UM, DOLLARS THAT IS REQUIRED BY THE GRANT.

SO I'M ASKING THE COURT JUST TO APPROVE THE GRANT JUDGE AND THE AUDITOR'S OFFICE HAS DONE DUE DILIGENCE AND GETTING ALL THE PAPERWORK AND EVERYTHING FOR THIS GRANT.

UM, THERE WERE DIFFERENT DEDICATIONS FOR THAT, FOR THAT, UM, HOW TO GO ABOUT PROVIDING THE PROPER, UM, BUILDING FOR THOSE DEPARTMENTS.

AND, UM, AS THE BEGINNING OF LAST YEAR, UH, WE, WE FIRST STARTED OUT BY REMODELING.

UH, THE OPTION WAS TO REMODEL THE COURTHOUSE AS WELL AS DNX, UH, FOR THE NEW FUNCTIONS THAT WAS GOING TO HAVE A HOUSEHOLD, THE COUNTY DEPARTMENT, UM, WITH THAT IN MIND, UM, UH, WE HAD TO REALLY LOOK HARD AND, AND SEE, UH, WILD TENTATIVES WAS THERE TOO BEFORE THE COMMISSIONER SCORED, IS MEGAN ABLE TO MAKE A DECISION? THE, UH, FROM THERE WE CAME UP WITH THAT SECOND OPTION, UM, THAT WAS CONSIDERING, UH, PERHAPS PUTTING IN ALL THE DEPARTMENTS ON THE COURTHOUSE AND THAT WAY IT CAN BASED ALL THE MONEY AND REALLY DO, UH, WHAT WAS PROPER PUTTING ALL THE DEPARTMENTS IN THE COURTHOUSE AND, AND HOW THE ANNEX B UH, DIVESTED, UH, AS, AS AN ALTERNATIVE.

UM, BUT WITH THAT, WE WERE ABLE TO WHAT WE WILL DO GOING TO DO TO MAKE THAT HAPPEN, UM, BECAUSE IT'S A LOT OF MOVING PARTS SO THAT IT EAT AFFECTS, UH, ON ALL THE DEPARTMENTS AS WELL.

AND IT ALSO AFFECTS MAYBE MOVING SOME OF THE COMPONENTS OUT TO OTHER LOCATIONS, JUST LIKE THE BARN AND HAVING A PROPER BUILDING FOR THE ELECTIONS, WHICH WAS ONE OF THE DRAWBACKS OR THE OPTION.

ONE, WE WERE PRIMARILY ASKED TO, UM, BE ABLE TO USE MOST OF THE SPACE OF THE COURTHOUSE, WHICH I THINK WAS ABLE TO GIVE US THE SPACE ENOUGH FOR THE ELECTIONS, HOWEVER, IS NOT THE BEST LOCATION FOR THE ELECTIONS.

SO THAT'S WHEN WE STARTED LOOKING AT THE DIFFERENT OPTIONS.

UM, SO JUST GOING VERY BRIEFLY ON, UM, MAYBE GOING THROUGH THE DIFFERENT OPTIONS IN, IN, IN THAT FIGURE AMOUNT, UH, IT GOES LIKE THIS, UH, FOR FIRST OF ALL, OPTION ONE COURTHOUSE RENOVATION.

UH, WE WERE LOOKING AT, UH, 7 MILLION, 337,500 AND THE ANNEX RENOVATION ARE 4 MILLION, 515,425.

SO WHAT A TOTAL OF 11,858,950, UH, 25 OPTION TWO, WHICH WAS CONSOLIDATING THE, UH, ALL THE FUNCTIONS IN THE COURTHOUSE.

PRETTY MUCH BY THE TIME YOU ARE ACTUALLY TOUCHING THE COURTHOUSE IN TRYING TO RENOVATE IT, IT'S, UH, YOU PRETTY MUCH DOING THE WHOLE THING, JUST DO A HOW TO DO ALL THE SYSTEMS, EVERYTHING.

SO IT, BY THAT POINT, THE FINGER NUMBER IS, IS RELATIVELY THE SAME.

SO WE ARE LOOKING STILL AT THE 7,337,500.

NOW AT THAT POINT, UM, WE DON'T HAVE TO DO THE ANNEX RENOVATION BECAUSE WE WILL

HAVE, UH, CONSOLIDATE THOSE ON THE COURTHOUSE.

HOWEVER, IT WAS TO HAVE THAT NUMBER FOR THE RENOVATION OF THE PARKING LOT.

UM, WE WILL BE DIVESTING THE, UH, THE ANNEX, BUT WE WILL BE STILL RENOVATING THE PORTION FOR THE PARKING.

AND NOW IN ORDER FOR THAT TO HAPPEN, THERE WERE A COUPLE OF COMPONENTS THAT, UM, FOR THE, UH, CONDITION HEALTH AND, AND THE BETTER END OFFICE, UM, THAT COULD BE CO LOCATED ELSEWHERE.

AND AT THIS POINT WE WERE LOOKING AT THE, UM, THE, AT THE LIBRARY SEEMS WE WERE STILL GONNA DO SOME RENOVATION OUT THERE DURING THE PAVILION.

UH, BY THAT CONSTRUCTION, IT WAS, IT WAS VERY, UH, EASY TO, UM, ABSORB THE COST OF THOSE, THOSE TWO FUNCTIONS.

AND THAT WILL ALLOW US TO NOT UTILIZE THAT SPACE IN THE COURTHOUSE.

SO WITH THAT IN MIND, WE ALREADY HAD A NUMBER TO DO THE, UM, THE, UH, LIBRARY EXPANSION ALONG WITH THE, UH, VETERAN, UH, PAVILION.

AND THAT NUMBER HAD ALREADY BEEN, UH, UH, PUT DOWN AS A 3 MILLION, 500,000 NOW, UM, BEING ABLE TO, AGAIN, TO PUT ALL THOSE COMPONENTS IN THE COURTHOUSE, UH, HE WAS UTILIZING ALL THE SPACE THAT WAS TAKEN BY THE ELECTIONS.

THE ELECTIONS WAS TAKING A LOT OF SPACE IN THE COURTHOUSE, SO THAT'S HOW WE'RE ABLE TO ACCOMMODATE ALL THESE DIFFERENT DEPARTMENTS ON THE ANNEX.

HOWEVER, WE NEEDED TO ACCOMMODATE A SPACE FOR THE ELECTIONS.

AND THAT'S WHAT WE LOOK AT THE USC SITE AND THE USC SITE, UH, WAS, UH, A PERFECTLY LOCATION TO, UM, SITUATE THE, UH, THE NEW ELECTIONS FACILITY GROUND UP PURPOSELY BUILT.

AND, UH, WE LOOK AT A NUMBER FOR A, UH, 3,745,800.

SO I TOTAL FOR OPTION TWO, THIS CASE IS, IS RUNNING OUT TO A 15 MINUTE, 383,300.

NOW FROM THERE, UH, WE WERE, WE HAD THE, UH, SEVERAL, UH, MEETINGS, TWO ARE GOING TO THOSE TWO OPTIONS AND WE WERE REQUESTED TO BRING UP A DIFFERENT OPTION WHERE, UM, WE CONSIDER BUILDING ON THE ANNEX AREA.

IT'S JUST A GROUND UP BUILDING, NO WORSE TEAR DOWN, BUILDING A NEW BUILDING.

AND THE REASON BEHIND THAT IS BECAUSE, UH, AS WE'RE LOOKING AT THIS BUILDINGS, THEY, UH, THEY ARE, THEY ALREADY HAVE RUN THEIR LIFE.

AND, UM, IT, IT'S, IT'S A LOT OF MONEY TO BE INVESTED ON, ON TRYING TO RENOVATE IT.

NOW IT CAN BE DONE.

UM, IT'S JUST, IT'S JUST LIKE, UH, AS WE HAD TELL BEFORE, I MEAN, WE CAN JUST PUT MORE MONEY ON IT AND MAKE IT, YOU KNOW, STILL USABLE MORE, BUT IT'S, IS THAT THE BEST MONEY INVESTED OR THAT'S ONE OF THE REASONS WHY WE COME UP WITH DIFFERENT OPTION AND OPTION THREE, OPTION THREE A IS REALLY CONSIDERING BUILDING ON THE SAME SITE OF THE ANNEX, BUT TURNING IT DOWN AND BUILDING A BRAND NEW BUILDING, WHICH IS GOING TO BE BETTER, BEST BUILT, UH, PURPOSE, PURPOSE STABILITY WILL PROVIDE A BETTER PERFORMANCE.

UM, AND HE'S GOING TO BE ON THE SAME SIDE.

SO THERE'S, THERE'S NO, UM, THERE'S NO SITE TO ACQUIRE FOR IT.

UH, BUT OF COURSE, UH, IT DOES, IT DOES COST MORE MONEY.

HOWEVER, UM, THE BUILDING WILL LAST MUCH LONGER AND IT'S GOING TO BE BUILT TO THE, FOR THE PROPER PURPOSE.

SO AT THIS LOCATION, WE'RE STILL LOOKING AT THE COURTHOUSE RENOVATION TO BE THE SAME NUMBER 7 MILLION, 337,500.

AND THE NEW ANNEX BUILDING ON THE EXISTING SITE, UH, WOULD BE, UM, 7 MILLION, 840,460 NOW.

AND THIS OPTION WAS TO HAVE THE ELECTIONS BEING DOING AT THE REMOTE SITE AT THE EOC SITE, UH, AT THE SAME FIGURE NUMBER 3,745,800 FOR A TOTAL OF 18,923,760.

NOW FROM THERE, UH, KNOWING THE, THE SITE ON THE EOC, WE, UH, REALLY LOOK INTO ANOTHER POSSIBILITY OF DOING THE, UH, ANNEX ALSO AT THE EOC SITE, WHICH BASICALLY IT WAS SINCE WE'RE GOING TO DO A NEW BUILDING ANYWAY, UH, H HAS TO LOOK IN A MATTER OF IF THEY, IF THE COUNTY HAS PROPERTY, THAT WE CAN PUT IT IN, WE CAN STILL DIVEST THE ANNEX BUILDING AND JUST BUILD THE NEW ANNEX ELSEWHERE.

UH, WE'LL SERVE HERE IN THE DOWNTOWN.

NOW THE, UM, NEW ANNEX BUILDING AT THE EOC, THE EOC LOCATION, WE'RE LOOKING AT 6 MILLION, 706,680.

AND ALSO, UM, WE WILL HAVE THE ELECTIONS FACILITY AT 3,745,800.

AND WE WILL HAVE THE OPPORTUNITY TO DIVEST THE ANNEX, WHICH IS THE $800,000 THAT WE WERE GIVEN AS A POSSIBLE VALUE.

SO WITH ALL THOSE IN MIND, UH, WE HAVE A TOTAL OF 17,789,800, 980 NOW, UM, TO STRIVE TO KEEP ALL THE DIFFERENT OPTIONS, UH, IN, IN PUT THOSE ON THE TABLE, WE CAME UP WITH TWO ADDITIONAL OPTIONS, WHICH ARE VERY SIMILAR.

HOWEVER, THE NEXT OPTION IS LOOKING AT THE ACTUAL PARKING AS A CIPHER, THE ANNEX, WHICH KEEPS IT IN DOWNTOWN AREAS STILL KEEPS IT ON COUNTY PROPERTY.

AND THE FACT IS THAT, UH, IT STILL REMAINS SOME PARKING TO BE USED BY THE COUNTY, UH, ON IN THE COURTHOUSE AND THE, AND THE ANNEX, BECAUSE IT DOESN'T TAKE IT ALL.

AND THE FACT IS THAT, UM, A LOT OF THE LOAD OF THE PARKING IS GOING TO BE OUT OF THE JUSTICE CENTER.

SO IT STILL IS A VERY VIABLE OPTION AND STILL DOES IT ON THE END.

IT'S STILL, YOU KEEP THE, UH, THE, UH, THE ANNEX IS STILL ABLE TO BE DIVESTED SO ON THIS OPTION.

UM, AGAIN, THE COURTHOUSE IS A 700, 330 7,500.

THE RENOVATION OF THE PARKING LOT IS WE'LL KEEP IT AT THE A HUNDRED THOUSAND.

NOW, THE NEW ANNEX BUILDING BUILT IN THIS LOCATION, WE HAVE IT AT 6 MILLION, 834,680.

WE'RE STILL DIVEST THE ANNEX BUILDING THIS EXISTING BUILDING, UH, THROUGH, UH, AT 800,000 AND THE NEW, UH, ELECTIONS FACILITY STILL AT THE EOC LOCATION, THREE MILLION SEVEN HUNDRED FORTY FIVE THOUSAND EIGHT HUNDRED SEVENTEEN MILLION NINE HUNDRED AND SEVENTEEN THOUSAND NINE HUNDRED AND EIGHTY HERE'S.

THE LAST OPTION IS SO SIMILAR TO OPTION THREE C WITH THE EXCEPTION THAT INSTEAD OF DIVESTING THE ANNEX, UM, WE TEAR IT DOWN AND WE CREATE A GREEN SPACE THAT WILL ALLOW US TO MAKE A, UH, DOWNTOWN AREA, MORE BIBLE, UH, DIFFERENT, UH, OPTIONS CAN BE DONE.

UM, BUT IN ESSENCE PLANNING WISE, IT KEEPS THE CONNECTION BETWEEN THE NEW ANNEX BUILDING THAT IS BUILT ON THE EXISTING PARKING AND CONNECTION WITH THE GREEN AREA TOWARDS THE COURTHOUSE ALSO CREATES A MORE GREEN SPACE FOR MORE FOR GATHERING THINGS, EVENTS, UM, MORE GREEN SPACE IN THE AREA, UM, MORE OPPORTUNITIES AND ACTUALLY ENHANCES THE DOWNTOWN AREA FOR THE NEW BUSINESSES THAT ARE COMING IN.

SO THEY PROBABLY, THE MAIN DIFFERENCE IS THE FACT THAT YOU DON'T DO, YOU DON'T DIVEST THE ANNEX, BUT INSTEAD YOU STILL HAVE TO TEAR IT DOWN AND MAYBE PARTNER UP WITH THE CITY BECAUSE IT ACTUALLY REALLY HELPS THE CITY AS WELL.

SO THAT COULD BE A PARTNERING TO GET SOME MONEY TO, UM, IMPROVE AND MAKE A NICE PARK GREEN AREA THERE.

SO THERE'S A, TO BE DETERMINED NUMBER.

UH, IT CAN ROUND FROM 600,000 TO 800,000 TO DO, DEPENDING ON WHAT IS DONE FOR THAT GREEN AREA.

UM, THE CITY JUST WANTED TO EXPRESS, UM, HOW WE FEEL ABOUT THE DIFFERENT OPTIONS, AND WE THANK YOU FOR MAKING THOSE AVAILABLE TO US TO REVIEW.

UM, AND I WOULD JUST LIKE TO EXPOUND UPON THE MAYOR'S COMMENTS FROM YOUR JUNE 7TH PUBLIC MEETING.

UH, THE MAYOR COULDN'T BE HERE THIS MORNING.

HE WOULD LOVE TO HAVE BEEN HERE, BUT HE'S SPEAKING AT ANOTHER COMMISSIONER'S COURT IN SMITH COUNTY THIS MORNING.

UH, SO YOU, YOU GOT THE THIRD TEAM.

MIKE IS ILL, SO, BUT I'M HAPPY TO BE HERE.

UH, THE MAIN THING IS, UH, WE UNDERSTAND THAT Y'ALL HAVE SPENT A LOT OF TIME AND WORK, UH, AND PUT IN A LOT OF EFFORT WITH YOUR CONSULTANTS TO LOOK AT THESE VARIED OPTIONS.

IT'S OBVIOUS THAT HOK HAS PUT A LOT OF WORK INTO THIS.

UM, AS FAR AS THE CITY GOES AND, AND OUR MAYOR, UM, WE PREFER, UH, THE RECOMMENDATION OPTION THREE C, UH, THAT WOULD DIVEST THE ANNEX AND BUILD A NEW FACILITY BEHIND IT.

UH, AND SOME OF THE REASONS THAT WE FEEL LIKE THAT'S A GOOD OPTION, NOT ONLY FOR THE CITY, BUT FOR THE COUNTY, UH, IS ONE, IT WOULD PLACE A VERY, WHAT WE THINK HIGHLY MARKETABLE PROPERTY, UM, BACK ON THE MARKET.

AND WE WOULD HOPE TO, UM, UH, WE BELIEVE THAT THIS BUILDING WOULD HAVE THE POTENTIAL TO, UH, ATTRACT A DESTINATION TENANT, WHICH IS CERTAINLY WHAT WE ARE TRYING TO DO, UH, WITH OUR DOWNTOWN.

UM, I THINK ALL OF YOU KNOW, THAT THE CITY IS INVESTED MILLIONS OF DOLLARS IN TRYING TO UPGRADE DOWNTOWN WITH THE UTILITIES AND SIDEWALK PROJECT THAT WE, UH, DID.

WE DID AN INITIAL LANDSCAPE PHASE.

UM, WE ARE FIXING TO INVEST MORE MONEY AND UPDATING THAT LANDSCAPING TO MAKE IT LOOK MORE APPEALING.

UM, AND WHILE I'M THERE, I'LL JUST SPEAK TO THE GREEN SPACE OPTION.

SURE.

THAT WOULD BE PRETTY, BUT I WOULD ASK YOU TO LOOK AT THE COUNTY, UH, LANDSCAPING AROUND THE COURTHOUSE AND OUR LANDSCAPING MAINTENANCE ON THOSE IS, IS AN ISSUE.

UH, SO THAT, THAT WOULD BE NOT ONLY AN ONGOING COST, BUT, UH, LIKELY ONGOING HEADACHE.

AND WE HAVEN'T SHOWN THAT WE CAN DO A VERY GOOD JOB MAINTAINING WHAT WE'VE GOT NOW.

UM, AND WHEN I WENT AROUND AND THIS MORNING, I THINK WHAT HAPPENED TO THAT, WHERE WE HAVE METAL TRIM ALL THE WAY AT RANDOM.

YEAH.

WE'VE, WE'VE GOT TO DO A BETTER JOB WITH THAT, BOTH FROM THE CITY STANDPOINT.

AND I WOULD HOPE THE COUNTY STANDPOINT AS WELL, BUT SO WE THINK THAT THAT HAVING THIS PROPERTY ON THE MARKET IS A GOOD THING.

I KNOW OUR EDC WOULD BE EXCITED ABOUT HELPING MARKET THIS PROPERTY.

UM, ALONG WITH THAT, IT, UM, BECOMES BACK ON THE TAX ROLLS.

YOU KNOW, THIS BUILDING WAS A, UH, TAX GENERATING BUILDING FOR MANY, MANY YEARS UNTIL THE COUNTY TOOK IT OVER AND TOOK IT OFF THE TAX ROLLS.

SO THAT WOULD OBVIOUSLY BE NOT ONLY A BENEFIT TO THE CITY, UH, BUT A BENEFIT TO THE COUNTY AS WELL.

A NEW COUNTY BUILDING THAT WE HOPE WOULD FIT THE CHARACTER OF OUR HISTORIC DOWNTOWN, UM, WOULD ALSO EXPAND OUR DOWNTOWN FOOTPRINT AREA.

AND WHILE ALL, WHILE ALSO CONTINUING TO DRIVE FOOT TRAFFIC, NOT ONLY FROM WHAT YOU WILL HAVE IN THAT BUILDING, BUT FROM NOW HOPEFULLY A NEW

COMMERCIAL BUILDING HERE, UM, IN THE CURRENT ANNEX.

SO, UH, BOTH OF THOSE ARE BIG WINS, UM, IMPROVEMENT TO THE PARKING LOT, BOTH AESTHETICALLY.

I THINK WE ALL AGREE THAT AESTHETICALLY THE CURRENT SITUATION OF THE PARKING LOT IS NOT GOOD.

UH, AS WELL AS THE FUNCTIONALITY WOULD CERTAINLY BE VERY WELCOME TO THE CITY.

UM, AND YOU KNOW, YOUR OWN CONSULTANTS ASSESSMENT THAT SHOWS THAT THIS IS THE BEST OPTION AND THE VAST MAJORITY OF CARE, UH, CATEGORIES.

WE CERTAINLY AGREE WITH THAT.

UM, AND YOU KNOW, THE, THE COST WISE JUST TRYING TO MAINTAIN AN OLD BUILDING, UH, THE COST JUST NEVER GOES AWAY.

AND SO WHILE WE, YOU KNOW, THE CITY HAS DONE THIS TO RETROFITTED BUILDINGS, UM, IT JUST OFTEN DOESN'T THE INVESTMENT, UM, DOES NOT EQUAL THE BENEFIT.

SO THAT'S SOMETHING THAT WE THINK THE CONTINUED MAINTENANCE AND UPKEEP ON A BUILDING THIS OLD, UM, WOULD BE A DETRIMENT TO, TO THE COUNTY, UM, YOU KNOW, COSTS AREN'T GETTING ANY CHEAPER.

I KNOW THAT Y'ALL HAVE PUT A LOT OF TIME AND WORK INTO GETTING HERE.

UH, WE ARE SEEING, YOU KNOW, HUGE INCREASES ON EVERY PROJECT THAT WE'RE LOOKING AT NOW, SOMETIMES AS MUCH AS TRIPLE A, WHAT THEY WERE WHEN WE STARTED DESIGN 24 MONTHS AGO.

UH, SO THAT, I THINK THAT'S SOMETHING THAT, YOU KNOW, WHATEVER DECISION YOU MAKE, IT'S NEVER GOING TO BE CHEAPER THAN IT IS TODAY, AT LEAST NOT IN THE NEAR FUTURE.

UM, BUT I THINK THE BIGGEST THING IS, YOU KNOW, THESE KINDS OF ECONOMIC OPPORTUNITIES, UH, FOR US AS A CITY AND THEY JUST DON'T COME ALONG VERY OFTEN, THE OPPORTUNITY TO EXPAND THE FOOTPRINT OF DOWNTOWN, UH, IS NOT SOMETHING THAT'S GOING TO PRESENT ITSELF VERY OFTEN TO THE CITY.

AND SO BEING ABLE TO HAVE THIS BUILDING BE A COMMERCIAL PROPERTY, EXPAND THE FOOTPRINT OF DOWNTOWN THAT MIGHT, UH, GENERATE EVEN MORE ACTIVITY AROUND OUR DOWNTOWN WOULD CERTAINLY BE A HUGE PLUS TO THE CITY.

AND IF THE CITY'S DOING WELL, OBVIOUSLY THE COUNTY IS TOO.

AND, UM, SO WE WOULD JUST LIKE FOR YOU TO CONSIDER, UM, THOSE POINTS, UM, WE DO BELIEVE THAT THIS IS THE BEST OPTION FOR THE CITY.

UM, WE BELIEVE THAT WE HAVE GREAT PARTNERSHIP WITH YOU AND AS A COUNTY AND WANT TO CONTINUE THAT.

AND, UM, YOU KNOW, WE WILL, WE WILL DO WHATEVER WE CAN TO HELP, UM, MOVE THE PROCESS ALONG.

UM, I, I SERVE ON SOME OF THE QUITE A FEW COMMITTEES AROUND TOWN IS, AND AS A BUSINESS OWNER, AND I CAN SPEAK FOR TWO OF OUR OTHER, UH, BUSINESS OWNERS HERE KELLY'S TO LESCHI AND, UM, PAM GRANT, THEY OWN THE TEA ROOM AND RIGHT NEXT DOOR, THE, UM, MARK AND TAIL ON GROVE, THE LITTLE, UH, ANTIQUE MALL, RIGHT NEXT DOOR.

A LOT OF TIMES THE MERCHANTS, UM, HERE ARE THE, UH, ABSORPTION OF, OF THE VOICE OF THE COMMUNITY.

THEY DON'T ALWAYS COME TO THE COUNTY JUDGE AND WALK IN YOUR OFFICE AND SAY, THIS IS WHAT, WHAT WE FEEL IS A PROBLEM, UM, OR THAT MAYBE THE CITY MANAGER'S OFFICE, BUT WE, WE, A LOT OF TIMES WE'LL TAKE NOTE AND TRY TO, TO BE THE LIAISON BETWEEN THE, THE GOVERNMENT.

SO THIS IS, THIS IS WHERE WE, WE FEEL LIKE COMING UP HERE TO SPEAK FOR, FOR THE CITIZENS AS WELL.

UM, THERE ARE THREE BIG PROBLEMS THAT WE, WE SEE A LOT OF TIMES.

UM, AND WE, WE TRY TO SEE VOICE, UM, WHAT, WHAT KIND OF SOLUTIONS THAT WE CAN KIND OF HELP WITH.

UM, THOSE THREE ISSUES ARE WE NEED MORE PLACES TO WORK IN THIS COUNTY AND IN THIS CITY, AND WE NEED, UH, PLACES TO LODGE AND WE NEED PLACES TO PARK.

AND THOSE ARE, UH,

THE BIGGEST THREE PROBLEMS THAT WE HAVE.

WE FACE EVERY SINGLE DAY.

UM, AS FAR AS SPACES AND PLACES TO WORK, WE'RE VERY MUCH LANDLOCKED.

AND I COULDN'T AGREE MORE WITH MR. HOLDER WHERE, UM, WE NEED TO EXPAND OUR, OUR FOOTPRINT.

UM, WHEN I CAME INTO BUSINESS, WE HAD 23 VACANCIES AROUND THE SQUARE.

NOW THERE ARE SEVEN AND THEY ARE CLOSING RAPIDLY AND IT'S VERY COMPETITIVE RIGHT NOW.

UM, WE, AS MERCHANTS DO BELIEVE THAT DIVESTING THE ANNEX WOULD BE OUR NUMBER ONE HOPE BECAUSE OUT OF TWO BUILDINGS ON THE SQUARE, THIS IS THE ONLY ONE THAT WOULD BE BIG ENOUGH TO HOST HOLD A HOTEL.

SO IF WE COULD GET ANY, UH, HOTEL ON THIS SQUARE, THAT WOULD BE A GAME CHANGER.

WE NEED A PLACE FOR, FOR CITIZENS AND TRAVELERS AND VISITORS TO STAY.

THERE IS NOWHERE FOR THEM TO STAY ON THE SQUARE.

AND THAT IS THE BIGGEST REQUEST.

WE HAVE ONE LOFT AIRBNB, AND IT IT'S IT'S RIGHT ABOVE MAPLES HALL, IT STAYS BOOKED AND THERE IS JUST, THERE'S NOWHERE FOR THEM TO STAY.

IF, IF THE, THIS BECAME VACANT AND ANOTHER FLOOR OR TWO WERE ADDED BY PRIVATE OWNER, IT WOULD, IT WOULD ABSOLUTELY CHANGE AFTER FIVE, NOT LIFE, UM, WITH, WITH THE BACK DOOR ENTRANCE AND A PARKING LOT RIGHT HERE, IT WOULD ABSOLUTELY MAKE US A DESTINATION.

IT WOULD, IT WOULD HELP THE BUSINESSES THRIVE.

IT WOULD PROVIDE TONS OF EMPLOYMENT AND NOT JUST THE PROFESSIONAL EMPLOYMENT THAT'S BEEN GOING AROUND THE SQUARE, BUT ALSO, UH, HOSPITALITY AND WHITE STAFF.

AND YOU NAME IT.

UM, JESSE'S FAJITAS AND RITA'S ARE, IT'S OPENING UP, I THINK, IN DECEMBER ACROSS THE WAY.

AND I BELIEVE HE'S BRINGING 25 PEOPLE.

UM, IT JOBS JUST, JUST IN THAT ONE LOCATION, I CAN, I WISH I COULD, I COULD TELL A LOT OF OTHER VISIONS THAT ARE, THAT ARE COMING IN, BUT IT'S IT, IT'S PRETTY MOVING OF HOW, HOW MUCH THE SQUARE IS CHANGING.

UM, IF I COULD BEG YOU TO, TO DIVEST THIS, I WOULD, I DID IT RIGHT HERE, BUT WE REALLY, WE REALLY HOPE THAT YOU DO SELECT ONE THAT DOES, DOES DIVEST.

I THINK THE, THE OPTION THAT MR. HOLDER, UM, PRESENTED WOULD BE, WOULD BE VERY GOOD, HOWEVER, IT'S, IT'S WAY ABOVE MY PAY GRADE TO, UM, TRY TO FIGURE OUT THE PARKING ISSUE.

THAT THE ONLY THING THAT I SEE AS AN ISSUE WITH PUTTING, UH, A BUILDING RIGHT IN THE MIDDLE OF OUR VERY, UM, LIMITED PARKING IS, IS IT JUST TAKES AWAY FROM THE PARK PARKING THAT'S THAT'S ALREADY THERE.

SO IF YOU COULD FIGURE OUT A WAY TO MAYBE STACK PARKING, PUT A GARAGE IN BOTH OF THE LIGHTS, HOWEVER, YOU, YOU MIGHT CAN MAYBE GO BACK TO THE DRAWING BOARD ON THAT, THAT MIGHT, THAT MIGHT HELP.

UM, I DON'T KNOW, BUT IF, IF THERE'S, THAT'S THE ONLY WAY THAT THAT'S THE ONLY BIG X ON THAT ONE IS THE PARKING.

UM, THE ONLY OTHER OPTION THAT WE AS MERCHANTS FEEL LIKE, UM, IT WOULD, IT WOULD BE BENEFICIAL TO THE COMMUNITY WOULD BE TO PUT ALL OF THE, THE EMPLOYEES OVER AT THE COURTHOUSE AND MAYBE GO UP, I DON'T KNOW WHAT, WHAT THE COST OR THE, THE LOGISTICS OF THAT WOULD, HOW THAT WOULD HELP, BUT, UM, WE WERE KIND OF YOUR NAVIGATORS WHENEVER PEOPLE COME FROM OUT OF TOWN AND THEY DON'T KNOW WHERE TO GO.

AND I CAN TELL YOU, IT IS A WHIPPING TO TELL THEM WHERE TO GO AROUND TOWN.

SO IT, UM, I'M SURE THERE'S A BETTER TERM, BUT TO TRY TO NAVIGATE FOLKS TO ALL OF THE LITTLE LOCATIONS WHERE WE'RE COUNTY OFFICES ARE, IT'S SO MUCH EASIER JUST TO POINT AND TELL THEM TO GO UP TO THE THIRD FLOOR OR EIGHTH FLOOR FOR ALL WE CARE IT TO, IT WOULD BE GREAT TO JUST SEND THEM ON IT.

I'M ONE OF THE POINTS I WOULD LIKE FOR YOU GUYS TO CONSIDER, UM, AS FAR AS THE POOR FORM GOES, I THINK IT WOULD BE SMART FOR THE HISTORICAL COMMISSION AND VETERANS, UH, DEPARTMENTS TO, TO GO OUT TO THE POOR FARM BECAUSE IN, IN THE LIBRARY EXPANSIONS AND ALL OF THAT, JUST BECAUSE OF THE HISTORICAL NATURE AND ALL OF THE WORK THAT IS BEING DONE OUT THERE, AND MR. I DON'T THINK SENDING, UH, INDIGENT HEALTHCARE TO THE POOR FARM WOULD BE, WOULD BE WISE.

I THINK MAYBE KEEP THAT DEPARTMENT, UM, WITH THE REST OF THE COUNTY OFFICIALS, OFFICES WOULD BE, WOULD BE SOMETHING TO CONSIDER AS WELL.

UM, SO BUILD UP, NOT OUT IS MY, MY FIRST THOUGHT.

AND IF YOU COULD FIGURE OUT A WAY TO RESOLVE THE PARKING ISSUE THEN, UM, AND WE COULD EXPAND THAT FOOTPRINT THEN WE'RE, UH, WE'RE OKAY WITH THAT.

BUT WE DO AS MERCHANTS HOPE THAT YOU CAN, DEVIS THIS ANNEX, THANK YOU FOR YOUR TIME.

AND SO THAT'S, IF YOU GO WITH THAT 1% A MONTH TO 2% A MONTH, THAT MEANS WE'RE BLEEDING ABOUT 120,000 TO $200,000 OF SPENDING MORE MONEY EVERY MONTH.

I DON'T KNOW THAT A MONTH FROM NOW, WE'RE GOING TO KNOW ANYMORE THAN WE KNOW RIGHT NOW.

I MEAN, I THINK HOK HAS BEEN, WE'VE BEEN WORKING ON THIS SINCE 2020, UM, AND I JUST THINK WE'VE COME TO THE POINT THAT WE NEED TO MAKE A DECISION AND GIVE THEM SOME DIRECTION AND GET STARTED, UH, GET STARTED WITH MOVING FORWARD.

SO, UH, I HOPE WE CAN MAKE A DECISION TODAY SO THAT THEY'LL HAVE SOME INSTRUCTIONS.

SO WHO WANTS TO ANYBODY WANNA ADVOCATE FOR ONE PARTICULAR OPTION OR NOT? WELL, I'LL START JUDGING.

UM, AND, UH, I KNOW THAT THE SHIP, UH, HAS BEEN UNTIED FROM THE DOCK, BUT WE HAVEN'T REALLY PULLED AWAY YET.

SO, UM, UH, I ACTUALLY THINK THAT THE LAST SPEAKER'S COMMENTS RESONATE, THEY I'VE HAD SOME INFORMAL DISCUSSIONS WITH YOU AND, AND WITH HOK AS WELL.

UM, AND, AND, UH, ULTIMATELY I RECOGNIZE THAT THIS IS ALL GONNA COME DOWN TO FUNDING, UH, YOU KNOW, IN THE END, UH, ALL OF THESE HAVE MERITS, BUT IN TRUTH, SOMEHOW WE HAVE TO PAY FOR IT.

UH, AND, AND, UM, INFLATION AND, AND WHAT HAVE YOU ARE ALL FACTORS? UM, I THINK THAT THE ONE OPTION THAT REALLY HAS NEVER BEEN DISCUSSED, WHICH IS NOT ON ANY OF THESE, UH, IS TO CONSIDER SOME SORT OF A CONSOLIDATION, UH, WHICH WAS KIND OF TOUCHED ON DURING THE PRESENTATION THAT WE CENTRALIZE ALL OF THESE FUNCTIONS IN THE COURTHOUSE LOCATION, UH, IN TRUTH THAT BUILDING ACROSS THE STREET, JUST LIKE THIS ONE, THERE'S ABOUT AN 80 YEAR OLD BUILDING OR SO.

AND, UH, AND IT OCCURS TO ME THAT, THAT, UH, ALL OF THESE OPTIONS INVOLVED BUILDING, OR AT LEAST THE, THE, THE, IT SEEMS THE VIABLE OPTIONS ALL INVOLVE BUILDING AT LEAST ONE OR TWO OTHER BUILDINGS, UH, SCATTERED AROUND THE CITY HERE SOMEWHERE.

SO, ANYWAY, BOTTOM LINE, I THINK WE OUGHT TO TAKE AT LEAST A MOMENT TO LOOK AT, IS IT VIABLE TO DEMOLISH THE OLD COURTHOUSE? I KNOW THERE'S A HISTORICAL AND, AND, UH, EMOTIONAL CONNECTION TO IT, BUT IS IT VIABLE TO DEMOLISH THE OLD COURTHOUSE AND BUILD A MODERN PURPOSE-BUILT BUILT BUILDING THAT PERHAPS WOULD BE MORE AESTHETICALLY

I MEAN, TAKE A LOOK AT THE JUSTICE CENTER THAT IS AESTHETICALLY PLEASING, UH, IS AESTHETICALLY PLEASING, BUT MIGHT BE ABLE TO HAVE SOME SORT OF AN ENTRY FACADE THAT WOULD, UM, BE A, IF YOU WILL, UH, A NOD TO OUR OLD HISTORIC COURTHOUSE.

UM, AND AGAIN, UH, I RECOGNIZE IT ALL COMES DOWN TO COST AND THE ABILITY TO PAY FOR IT, BUT IT JUST SEEMS TO ME THAT ONE THING WE HAVEN'T REALLY EVER DISCUSSED IS, IS IT VIABLE TO PUT A THREE-STORY STRUCTURE OVER THERE THAT IS MODERN? SO THE SPREADSHEET, SOME OF THE NUMBERS THAT I'VE SHARED WITH Y'ALL WAS SHERWIN THAT WE WERE GOING TO GO OVER ON OUR, UM, BOND MONEY.

UM, YOU KNOW, WE'VE HAD VERY DETAILED CONVERSATIONS IN THE PAST THREE OR FOUR DAYS.

I MEAN, DOWN TO CHANGING THE BRAND OF THE CARPET THAT'S GOING IN.

I MEAN, THERE THERE'S A LOT OF TIME SPENT TRYING TO GET THESE FACILITIES DOWN TO, UM, ORIGINAL CONSTRUCTION COSTS.

I WOULD SAY THAT THE BEST RECOMMENDATION WOULD BE TO DECIDE WHAT IT IS THAT YOU WOULD LIKE TO SEE DONE.

BUT HONESTLY YOU WILL NOT KNOW YOUR BUDGET UNTIL THE BIDS COME IN.

AND AT THAT POINT, YOU KNOW, HEY, UH, HOK AND GALLAGHER HAD BEEN GREAT AT, IN THE BID PACKETS, MAKING SURE THAT WE HAVE PLENTY OF ALTERNATE BIDS, AND THAT'S WHY WE'RE ABLE TO SAVE SO MUCH, SO MUCH MONEY CAUSE WE CAN GO IN AND IMMEDIATELY CHOOSE THE ALTERNATE.

I THINK THAT YOU COULD POSSIBLY LOOK AT GOING AHEAD AND MOVING MORE OFFICES INTO THE COURTHOUSE RATHER THAN HAVING ALL OF THE OPEN SPACE.

BECAUSE IF WHAT YOU LOOK AT THE COURTHOUSE RENOVATION IS GOING TO COST YOU 7 MILLION, WHETHER YOU HAVE THREE DEPARTMENTS IN THERE OR ALL 17, AND BECAUSE MAINLY IT'S THE HPAC SYSTEMS, ALL OF THAT.

AND SO IS THERE A WAY TO KIND OF ELIMINATE THE NUMBER OF DEPARTMENTS THAT YOU PUT INTO A NEW ANNEX BUILDING? DO YOU NECESSARILY NEED 13,000 EXTRA SQUARE FEET, YOU KNOW, AND JUST REALLY MAKE IT MAYBE A DRIVE-THRU, YOU KNOW, TAX BUILDING, IF THAT'S REALLY, YOU KNOW, YOUR CUSTOMER BASE THAT YOU'RE CONCERNED ABOUT GOING OVER TO THE COURTHOUSE.

I JUST, THERE WAS QUESTIONS THAT I HAD ABOUT THE ANNEX BUILDING ITSELF, ESPECIALLY WHEN YOU LOOKED AT THE AMOUNT OF SQUARE FOOTAGE THAT WAS UNUSED IN THE COURTHOUSE.

I MEAN, THAT'S A, THAT'S A GOOD POINT, UH, DOING A NEW, NEW, NEXT BUILDING HERE IN THE PARKING LOT.

UM, THE INDIGENT HEALTH AND VETERAN SERVICES, UH, WE, WE NEEDED TO MAKE AN APPLES TO APPLES COMPARISON IN THE AREA, THE AREA THAT WE'RE, WE HAVE IT ON THE ANNEX HERE, THE SX SYSTEM BUILDING AND BUILDING A BRAND NEW ONE.

NOW, IF WE GO WITH THAT ROUTE, MAYBE THIS WE START CONSIDERING, OKAY, DO WE DO THE EXACT SAME AMOUNT OF SQUARE FOOTAGE? OR DO WE STILL TAKE ADVANTAGE OF THE FACT THAT WE MAY BE ABLE TO MOVE SOMETHING AT THE, UH, LIBRARY EXPANSION OR WHAT THE FARM FOR THOSE, THOSE TWO COMPONENTS THAT WILL REDUCE THE SQUARE FOOTAGE FOR THE NEW BUILDING?
