AND TODAY IS AUGUST THE NINTH AND WE'RE IN THE COMMISSIONER'S COURT MEETING ROOM AND THE COURTHOUSE ANNEX, AS WE ALWAYS DO, WE'LL START OFF OUR I'LL I'LL I'LL, UH, OFFER AN INVOCATION AND, UH, COMMISSIONER HUNT IS GOING TO LEAD US IN PLEDGES.

IF YOU WOULD PLEASE STAND LORD, WE, WE THANK YOU FOR ALL THE BLESSINGS OF THIS LIFE.

THE LEAGUE OF WOMEN VOTERS EVALUATED 254 COUNTIES IN TEXAS AND OF THOSE 254 COUNTIES, ONLY 57 WERE RECOGNIZED.

SO THAT IS A HUGE COMPLIMENT TO WHAT WE DO AND MAINTAIN.

AND THEY DID SEND US THIS CUTE LITTLE CERTIFICATE.

WE'RE GOING TO TAKE ABOUT 10 MINUTES OF YOUR TIME AND SPEND A LITTLE BIT OF, UM, GO OVER A NUMBER OF THINGS THAT ARE IMPORTANT FOR THE IMPLEMENTATION OF THE TOWER TECHNOLOGIES ENTERPRISE RESOURCE PROGRAM PACKAGE THAT HAS RECENTLY BEEN CONTRACTED WITH THE COUNTIES.

ULTIMATELY SPEAKING THE COUNTY IS LOOKING TO STREAMLINE A NUMBER OF PROCESSES, PROTOCOLS, AND ESSENTIALLY LOOKING TO TRANSFER OVER TO THE MUNIS APPLICATION.

SO WE'RE GOING TO BE, UH, TAKING THE OPPORTUNITY TO SPEND HOPEFULLY A BIT OF TIME AND, UH, WORKING ON OUR BUDGET AND OUR PROJECTIONS.

THAT'S A VERY BIG TOPIC THAT WE KNOW IN IS VERY IMPORTANT.

WE'RE GOING TO INCREASE EFFICIENCIES.

IT MIGHT TAKE A COUPLE OF CLICKS HERE AND THERE.

UM, THAT MAY TAKE A MINUTE LONGER, UH, AND BE ESTABLISHED IN THE PROCESS.

BUT I PROMISE YOU THAT, THAT CLICK HERE AND THERE, THOSE TWO OR THREE ADDITIONAL ARE GOING TO TAKE THE OPPORTUNITY FOR THE STAFF TO BE RELINQUISHED, MAYBE 20, 30 MINUTES OF A TASK THAT THEY WOULD BE DOING MANUALLY.

SO WE'RE LOOKING FOR THOSE EFFICIENCY OPPORTUNITIES FOR THE COUNTY, UM, ACCESSIBILITY AND RESPONSIVENESS.

UM, WE'RE LOOKING FOR, UM, DATA TO BE ACCESSIBLE FOR EACH OF YOU, UH, FOR COUNTY REPRESENTATIVES, FOR, UH, DEPARTMENT DIRECTORS AND STAFF, UH, AS WELL AS FOR OUR, OUR LOCAL GOVERNMENT AND OUR, OUR COUNTY PERSONNEL AS A WHOLE, UM, OVERCOMING ANY CHALLENGES.

WE KNOW THAT CHANGE CAN BE A BARRIER AT TIMES, BUT WE'RE GOING TO MANAGE THAT AS WELL AS WE POSSIBLY CAN STREAMLINE OUR BUSINESS PROCESSES AND PROVIDING A GOOD INTEGRATION SOLUTION FOR SOFTWARE THAT WE'RE GOING TO BE ABLE TO ULTIMATELY GIVE YOU A SINGLE PACKAGE FOR, UM, AND ELIMINATING DATA ENTRY.

WE HAVE OPPORTUNITIES TO BE ABLE TO QUICKLY ADD THE DATA.

AND SO THESE ARE SOME OF THE CORE GOALS AND OBJECTIVES THAT THE COUNTY HAS ESTABLISHED AND THAT WE AS TYLER HAVE ESTABLISHED A PROCESS AND PROTOCOL TO BE ABLE TO IMPLEMENT SUCCESSFULLY DURING THIS PHASE.

ALL RIGHT.

SO THE QUESTION THAT YOU MAY HAVE IN YOUR MIND IS HOW, HOW DO WE DO THIS AND WHO IS GOING TO BE INVOLVED IN IT? IT'S A VERY BIG AND IMPORTANT QUESTION.

SO WHEN WE TAKE A LOOK AT OUR PROJECT COMMUNITY, WE TAKE A LOOK AT THE WHO, AND THIS SLIDE DEMONSTRATES THAT ALTHOUGH THERE ARE MANY PERSONNEL THAT ARE GOING TO BE INVOLVED IN THE COUNTY, UM, THAT YOU SEE ON THE LEFT-HAND SIDE, SUCH AS YOURSELVES AS THE EXECUTIVE STEERING COMMITTEE, UH, OUR PROJECT SPONSORSHIP, UM, OUR PROJECT, UH, LIAISONS THAT ARE GOING TO BE OUR SUBJECT MATTER EXPERTS AND REALLY BE DOING A LOT OF THE HEAVY LIFTING.

AND THEN ALSO OUR END USERS.

WE ALSO PROVIDE THAT OPPORTUNITY AND THE SAME TYPE OF PERSONNEL THAT MANY OF YOU WILL NOT MEET.

EVEN OUR TEAM THAT WE'LL BE ENGAGING WITH PROBABLY WILL NOT CA UM, CORRELATE OR CORRESPOND WITH MANY OF THEM AT ONE GIVEN TIME.

UM, BUT WE DO HAVE A VERY STRONG TEAM BEHIND THE SCENES WITHIN THE TYLER COMPANY AND WITHIN THE ORGANIZATION THAT WE ARE TO REALLY SUPPORT THE IMPLEMENTATION.

SO WE LIKE TO DISPLAY THAT FOR YOU ALL THIS OUTLINES, UH, SPECIFICALLY THE COMMUNITY, UH, THE PROJECT COMMUNITY ON THE COUNTY SIDE, MR. RICHARDS HERE, OUR EXECUTIVE SPONSOR, AND THEN EACH OF YOU AS OUR STEERING COMMITTEE.

SO AS OUR STEERING COMMITTEE, WE'LL BE PROVIDING YOU ALL WITH REGULAR UPDATES OF THE OVERALL STATUS OF THE PROJECT AND THE IMPLEMENTATION, HOW EVERYTHING IS GOING.

WE TAKE A REALLY GOOD LOOK AT WHAT WE CALL OUR TRIPLE CONSTRAINTS.

SO HOW ARE WE DOING ON THE TIMELINE? ARE WE WITHIN OUR TIMELINE WITHIN OUR REALM OF SUCCEEDING AND BEING SUCCESSFUL WITH THE IMPLEMENTATION? HOW DO WE DO, OR HOW ARE WE DOING WITH OUR EXPENSES, OUR MONEY OR BUDGET? UM, ARE WE STAYING WITHIN OUR PARAMETERS THAT WE HAVE IDENTIFIED, UH, BASED UPON THE CONTRACT IN ORDER TO DELIVER THE SERVICES THAT WE HAVE.

UM, AND THEN ALSO FROM A PERSONNEL PERSPECTIVE, HOW IS THE PERSONNEL, UM, ABSORBING THE KNOWLEDGE BASE? DO WE NEED TO TAKE A LOOK AT INCREASING THAT OR POSSIBLY SPENDING A LITTLE BIT MORE TIME? SO THOSE ARE SOME VERY KEY AND IMPORTANT, UM, FACTORS THAT WE CONSIDER FROM A PROJECT MANAGEMENT PERSPECTIVE ON THE RIGHT SIDE OF THE SCREEN, YOU'LL SEE OUR EXECUTIVE TEAM, UM, FOR THE PROJECT AND THE PROJECT MANAGEMENT.

UM, WE'LL START WITH CARRIE GEASEY.

HE IS MY DIRECT REPORT AND HE AND I, AS BOBBY DAVIS WILL BE, UH, DEALING WITH A LOT OF, UM, ENSURING THAT THOSE TRIPLE CONSTRAINTS REMAIN INTACT IN THAT WE'LL, WE'LL BE OBTAINING SOME VERY REGULAR UPDATES FROM VANESSA WHO SITS AT THE BACK OF THE ROOM, BUT NESSA WILL BE WORKING VERY CLOSELY WITH KAREN AND BRANDY OVER HERE TO MY RIGHT.

AND, UM, THEY THREE TOGETHER AS THE PROJECT MANAGEMENT TEAM WILL ENSURE THAT WE ARE STAYING, UM, THAT WE'RE STAYING, UH, IN ACCORDANCE WITH OUR CONTRACT AND WITH CONSIDERING EACH OF THOSE CONSTRAINTS.

ALL RIGHT, SO GOVERNANCE, HOW ARE WE GOING TO DO THIS? UM, NOT ONLY DO WE IDENTIFY THE WHO, BUT WE ALSO IDENTIFY HOW, UM, THE, WHO IS VERY IMPORTANT.

UM, WE HAVE VERY DEFINED TASKS FOR EACH ONE OF THE STAGES THAT WE'LL GO THROUGH, UM, OF THE SOFTWARES THAT WE'LL BE IMPLEMENTING, WE'LL DISCUSS, CHANGE HOW THE CHANGE IS GOING TO IMPACT.

UM, AND ALSO HOW DO WE ADDRESS RESOLUTIONS FOR ANY ESCALATION POINTS THAT NEED TO BE ADDRESSED? UM, SO WE'RE ABLE TO REALLY ACT UPON THE, UH, THE BETTERMENT OF THE COUNTY AND CONSIDERING ALL OF THESE FACETS.

ALL RIGHT.

SO FROM A PROJECT GOVERNMENT GOVERNANCE, UM, AND SUPPORT, UH, WE TAKE A TOP DOWN APPROACH.

SO YOU'LL SEE AT THE TOP, WE LEAN ON THE PROJECT SPONSORS IN THE EXECUTIVE MANAGEMENT, AND THEN WE, FROM THAT POINT FORWARD DRILL DOWN TO THE PROJECT COMMUNITY, WHICH IS GOING TO BE OUR IMPLEMENTATION TEAM AND OUR COMMUNITY.

AND WE CONSIDER ALL THE IMPACTS.

AND THAT IS HOW WE GOVERN OUR PROJECTS.

WE CONSIDER IT A HIKER HIERARCHIAL, UM, DELEGATION AND FROM THE GOALS AND ASPIRATIONS THAT YOU ALL HAVE AS THE EXECUTIVE SPONSORS.

UM, AND AS THE STEERING COMMITTEE, WE ENFORCE THOSE THROUGH THE COURSE OF THE PROJECT TEAM, SAME WITH THE TYLER SIDE, WE TAKE THE DIRECTIVE OF OUR EXECUTIVE MANAGEMENT AND WE ENFORCED THOSE IN WORKING WITH YOU ALL.

SO THAT'S A VERY GREAT APPROACH ON, FROM A DIFFERENT PERSPECTIVE.

SO CONTROVERSIALLY SPEAKING, THE ESCALATION PATH IS VERY IMPORTANT TO NOTE THE ESCALATIONS ARE USUALLY THE NEED FOR ESCALATION IS USUALLY IDENTIFIED FROM THE IMPLEMENTATION TEAM, AS WELL AS THOSE THAT ARE ENGAGING WITH THE PROJECT, UM, ON A DAY-TO-DAY BASIS AS WE GO FORWARD FORWARD WITH THE IMPLEMENTATION.

AND THEN FROM THERE, WE TAKE A BOTTOM UP APPROACH SO THAT WE ADDRESS ANY ISSUES AND IDENTIFY ANY RESOLUTIONS AND CAN ACCOMPLISH THE SUCCESS A RESOLUTION SUCCESSFULLY.

SO THAT IS OUR APPROACH, ALL RIGHT, FROM A PROJECT COMMUNITY PERSPECTIVE, BOTH KAREN AND BRANDY, AS WELL AS VANESSA ARE GOING TO BE MANAGING EACH OF THESE CONSTRAINTS THAT YOU SEE HERE.

SO RISK AND RESOURCES, WE'LL BE SURE THAT WE REMAIN IN CON IN SCOPE OF THE CONTRACT AND THE COMMUNICATION GOT WAIT.

THAT IS SO KEY.

UM, ENSURING THAT WE HAVE A TWO-WAY COMMUNICATION, BOTH FROM THE TYLER SIDE, AS WELL AS, UM, FROM THE COUNTY SIDE AS WELL, REPORTING, WE LIKE TO GIVE A NUMBER OF REPORTS.

WE KNOW THAT REPORTS ARE A VERY LARGE FACET OF, UM, THE COUNTY, AND WE KNOW THAT SEEING A VISUAL OF THE SUCCESSES AND THE PROGRESSES THAT WE'LL MAKE DURING EACH ONE OF OUR IMPLEMENTATIONS IS GOING TO BE, UH, EASILY RE UH, REPORTABLE FROM, UM, MORE OF A GRAPHICAL VIEW.

SO WE PROVIDE THAT, AND THEN WE ALSO MANAGE, UH, ESCALATIONS, SO THAT FROM A GOVERNANCE PERSPECTIVE AND FROM A RESPONSIBILITIES PERSPECTIVE, WHAT WE WILL MANAGE AND HOW, UM, AND THAT ULTIMATELY IS VANESSA AND KAREN AND BRANDY WORKING TOGETHER VERY CLOSELY.

SO WE'RE GOING TO TALK ABOUT THE IMPLEMENTATION ITSELF, WHAT OUR TIMELINE IS, UM, AND WHO IS INVOLVED.

SO FIRST AND FOREMOST, WE'RE GOING TO BE STARTING WITH OUR PHASE ONE.

IT'S ACTIVELY IN THE WORKS.

WE HAVE KICKED IT OFF.

WE HAVE MET WITH THE TEAM.

WE HAVE BECOME ENGAGED AND SCHEDULED A FEW SESSIONS, AND THAT STARTED IN JULY.

SO JUST LAST MONTH, AND CURRENTLY OUR GO LIVE FOR THE FINANCIALS SUITE

IS GOING TO BE APRIL OF 2023.

YOU'LL SEE THAT JUST IN A SHORT COUPLE OF WEEKS FROM NOW THAT OUR COMMUNITY DEVELOPMENT TEAM IS GOING TO GET STARTED WITH THE COMMUNITY DEVELOPMENT IMPLEMENTATION.

SO THAT STARTING IN SEPTEMBER AND GOING JULY OF 20 GOING LIVE JULY OF 2023.

SO I WANT TO PAUSE FOR JUST A SECOND AND LET YOU KNOW THAT THERE IS A BIT OF OVERLAP.

YOU SEE JULY AND SEPTEMBER, THAT'S A BIT OF OVERLAP.

I WANT TO CLEARLY COMMUNICATE THAT WE HAVE DEDICATED TEAMS FOR THESE OVERLAPPED PHASES.

SO ALTHOUGH VANESSA WILL BE MANAGING THE FINANCIAL PHASE, WE WILL HAVE A DEDICATED PROJECT MANAGER REPRESENTATIVE THAT WILL WORK WITH THE COMMUNITY DEVELOPMENT TEAM TO MANAGE BOTH OF THESE PHASES.

SO WE ARE ABLE TO LIGHTEN THE LOAD A LITTLE BIT, NOT ONLY FROM THE COUNTY PERSONNEL SIDE, BUT ALSO FROM THE TYLER PERSONNEL SIDE AS WELL.

ON THE TYLER SIDE, THE PROJECT MANAGERS WILL STAY VERY CLOSELY ENGAGED WITH EACH OTHER.

UH, THEY'LL COMMUNICATE REGULARLY ENSURING THAT WE'RE NOT OVERLAPPING AND BOMBARDING THE COUNTY WITH TOO MUCH.

UM, AND SO WE WORK, UM, AS A TEAM AND BE, AND ENSURE THAT, YOU KNOW, THE COUNTY CAN DELIVER BASED UPON, UM, WHAT OUR REQUIREMENTS ARE FOR A SUCCESSFUL IMPLEMENTATION.

SO I WANT TO TAKE SPECIAL NOTE OF THAT.

THE THIRD PHASE IS OUR HUMAN RESOURCES.

THIS IS GOING TO CAPTURE EVERYTHING, UH, WITH REGARDS TO HR, AS WELL AS PAYROLL.

OUR SUITE IS TOGETHER WITHIN MUNIS.

THAT'S GOING TO GET STARTED IN FEBRUARY OF NEXT YEAR AND GO LIVE JANUARY OF 2024.

SO WE'RE OUT A LITTLE WAYS FROM NOW, BUT THIS GIVES YOU THE EXAMPLE OF HOW WE DON'T OVERLAP TOO MANY OF OUR PHASES, BECAUSE WE KNOW THAT THE WORKLOAD IS A BIT HIGH.

AND THEN OUR FINAL PHASE IS GOING TO BE OUR ENTERPRISE ASSET MANAGEMENT STARTING IN JULY OF 2023 AND GOING LIVE APRIL OF 2024.

SO WE'VE GOT A GREAT PLAN ESTABLISHED AS FAR AS A TIMELINE, WHICH IF YOU RECALL, ONE OF OUR TRIPLE CONSTRAINTS IS THAT WE PAY VERY CLOSE ATTENTION TO IS OUR TIMELINE.

SO THE FINANCIAL SPACE, I'M GOING TO HIGHLIGHT THAT BECAUSE THAT IS WHAT WE ARE ACTIVELY AMIDST AT THIS POINT IN TIME.

IT'S A VERY KEY DRIVER OF THE COUNTY.

UM, THE APPLICATIONS THAT ARE INCLUDED IN THE FINANCIAL SUITE ARE LISTED HERE.

WE'VE GOT AN INTERVIEW SPACE THAT CAN DOUBLE AS A SMALL CONFERENCE SPACE WHEN THEY'RE NOT USING IT FOR INTERVIEWS.

THEY ACTUALLY HAVE QUITE A BIT OF SPACE DOWN HERE, AND WE ALSO HAVE ACCOUNTED FOR A STORAGE ROOM AS WELL AS THEIR EVIDENCE SORT OF LOCKER AREA DOWN HERE.

SO, UH, IN A NUTSHELL, THEY'VE GOT PLENTY OF SPACE, ALBEIT THEY ARE THE ONLY DEPARTMENT THAT IS IN FACT, IN THE BASEMENT, THEY HAVE AMPLE SPACE FOR WHAT IT IS THAT THEY NEED.

WE DO PLAN ON MAINTAINING THESE COMMUNICATING STAIRS THAT, UH, WILL WORK BETWEEN THE BASEMENT AND LEVEL ONE.

SO THAT'S THE DEPARTMENT OF DEVELOPMENT, AND WE KNOW THAT THERE IS IN FACT A PARTNERSHIP THERE, AND WE DO LIKE FOR EVERYBODY TO STILL BE ABLE TO WORK COLLECTIVELY.

UM, SO AGAIN, THIS IS WHY WE'VE ARRANGED THEM AND PLANNED THEM IN THIS PARTICULAR SPACE.

THESE WINGS THAT ARE ON BOTH THE EAST AND WEST SIDE OF THE BUILDING HAVE WINDOWS.

THIS IS THE ONLY AREAS HERE THAT ACTUALLY HAVE WINDOWS.

SO THESE ARE THE EXTERIOR WALLS HERE.

SO, YOU KNOW, TYPICAL TO MOST HISTORIC COURTHOUSES, WHERE THEY'RE VERY DARK AND THEY'RE OLD, AND THE WINDOWS ARE VERY SMALL.

THAT'S NOT WHAT WE HAVE HERE.

SO OUR DESIRE REALLY IS TO BRING IN AS MUCH LIGHT AS POSSIBLE IN BOTH WINGS ON BOTH FLOORS, WHERE WE HAVE THESE WINDOWS.

AND SO THIS IS SORT OF AN OLD FASHIONED WAY OF OFFICING, WHERE WE HAVE LOTS OF PEOPLE WHO HAVE OFFICES WHO MAY NOT NECESSARILY NEED OFFICES.

UH, ONE OF THE THINGS THAT WE DISCOVERED THROUGH THE YEARS IS THAT, UM, IT IS A LOT, UM, COST-EFFECTIVE TO TEAR OUT MOST OF THE WALLS AND RELATE THEM OUT, EVEN THOUGH SOME WALLS MAY BE PLACED IN THE SAME LOCATION, THEN TRYING TO PROTECT THOSE WALLS AND TRY TO PATCH IN AND TRY TO MATCH IT.

SO SOME OF THE THINGS THAT WE GOT FROM GALA, AND I THINK THEY WERE, WERE VERY GOOD, UH, POINTERS THAT WE TRY TO IMPLEMENT HERE TOO, AT THE SAME TIME, UH, WHEN WE LOOK AT THE HBC SYSTEM, UH, THE FACT IS THAT WE HAVE A NICE 120 TON CHILLER ON THE ROOF AND IS THOSE THINGS ARE EXPENSIVE.

UH, AND IT HASN'T BEEN USED.

IT HASN'T GONE HIS LIFE.

SO WE'RE REUSING THAT UNIT TO SAY COST, AND WHICH IS WHAT WE'RE GOING TO DO.

WE STILL GOING TO DO, UM, ALL THE DUCT WORK, AND THAT IS UNDERNEATH AS WE ARE TEARING EVERYTHING OUT NOW, IT'S GOING TO GO AWAY, BUT WE'LL BE ABLE TO USE THE MAIN UNIT.

THERE'S PROBABLY A BOILER, UH, ON THE BASEMENT THAT WE STILL USE THAT FOR WATER HEATER, FOR DOMESTIC WATER.

UM, AND IT MAY BE A PUMP OR TWO, UH, THE ONES THAT WERE ACTUALLY THAT'S STILL USABLE.

SO THOSE ARE THE KINDS OF THINGS THAT WE TRY TO PEAK IN AND BE ABLE TO USE THEM.

SO WE DON'T SPEND MONEY ON THOSE KINDS OF EQUIPMENTS.

AS FAR AS DUCT WORK IS GOING TO BE NEEDED, WOULD TURN EVERYTHING OUT IS AS MUCH WORTH HAVING A NICER SET OF DUCT WORK, EVEN FOR PIPING, EVEN FOR THE, UM, THE ROOFTOP, UH, I'M SORRY, FOR THE ROOF, A ROOF DRAINS.

THE OTHER THING IS, UH, THAT, UH, HERE DIMENSION IS THAT WE ARE RE ROOFING.

UH, THE BUILDING, UH, IS DEFINITELY MENTIONED THE NEED IT, UH, THE ROOTS THAT IT HAS BEEN, UH, BUBBLING AND STUFF.

AND THE INSTALLATION THAT WAS ON THE ORIGINAL IS VERY SMALL.

SO WE WERE ABLE TO, UM, UPGRADE THAT TO CODE COMPLIANT.

UM, ONE LAST THING IS THAT, UM, AND WE MAKE TALK TO THAT AS AN ALTERNATE.

UM, I REALLY, UH, REALLY AIMING TO REALLY CONSIDER THE REPLACEMENT OF THE WINDOWS.

UM, HOWEVER, THE SYSTEM THAT WE HAVE PRICED ON IS INCLUDED TO SUPPORT EVEN THE LACK OF, UH, INSTALLATION THAT WE'RE GETTING FROM THE EXISTING WINDOWS.

HOWEVER, THE SYSTEM DOES NOT HAVE ANY REDUNDANCY, UH, BY BEING ABLE TO REPLACE THIS WINDOWS, UH, THROUGHOUT, UH, IT CAN SAVE UP TO 30 TONS OF, UM, HPAC SYSTEM.

UH, NOW, IF WE EVER WILL DO THAT, NOT NUMBER ONE, WE'LL BE ABLE TO HAVE A BETTER CONDITION PERFORMANCE BUILDING, BUT ALSO THAT WE CAN STILL MAINTAIN THAT SAME SYSTEM AND THAT WILL BECOME MORE REDUNDANCY, UM, FOR THE BUILDING.
