[1. ROUTINE CORRESPONDENCE. ]
UH, ANY ROUTINE CORRESPONDENCE.I THINK COMMISSIONER HUNT HAS SOMETHING.
I'D LIKE TO LET EVERYBODY KNOW THAT UH, WE HAVE, UH, FREE COUNTY CLEANUP SATURDAY HERE IN KAUFMAN AT THE CONVENIENCE STATION.
BE JANUARY 7TH FROM EIGHT TO FOUR.
I KNOW THE OTHER DAY I GOT A CALL AND HAD TO PICK UP A MATTRESS AND BED FRAME OFF THE ROAD TO TAKE TO THE DUMP.
BUT YOU KNOW, ALL THAT STUFF CAN BE TAKEN ONCE A MONTH.
WE DO IT AT EVERY PRECINCT 12 TIMES A YEAR, AND IT'S FREE.
SO I JUST WANNA LET EVERYBODY KNOW.
BUT IT'S ONLY AT ONE PRECINCT DURING THE MONTH.
YEAH, WE ROTATE AROUND THE COUNTY.
BUT THIS IS PRECINCT ONE FOR JANUARY 17TH.
[2. CONSENT AGENDA ]
ON TO THE CONSENT AGENDA.THERE ARE TWO ITEMS ON HERE AS DISCUSSED.
CONSIDERED ACCEPTED COMMISSIONERS PORTION MINUTES DECEMBER, 2022 AND DECEMBER 27TH, 2022.
AND THEN DISCUSSED EXCEPTING 2023 ROAD REPORT FROM PRECINCT FOUR.
ANY DISCUSSION, JUDGE? UH, I'D LIKE, I'D ASK THAT WE PASS ON I B I HADN'T HAD THE CHANCE TO REVIEW THAT AND OKAY.
AND THAT'S FIRST DAY AND I HADN'T EVEN LOOKED AT LET'S, YEP.
WE NEED, LET'S GO AHEAD AND VOTE THEN.
MOTION TO PASS ON PASS A AND B EXCEPT B.
YEAH, I MAKE A MOTION TO PASS A ON THE CONTENT AGENDA AND TO PASS ON B.
OKAY, SO I HAVE A MOTION FOR COMMISSIONER.
CAN WE JUST, INSTEAD OF PASS TABLE, WE CAN TABLE ACCEPT A TABLE.
THAT OKAY? DO I HAVE A SECOND? SECOND, SECOND FOR MR. PHILLIPS.
NUMBER THREE IS, JUDGE, YOU KNOW, IF, IF, UH, JUDGE GIBBS IS GONNA BE HERE, YOU KNOW, I AM UNAWARE.
I, UH, YOU WANT US TO WAIT? IT'S UP TO YOU.
IT'S JUST, UH, IF HE'S ON THE WAY, WE'LL WAIT.
UH, ANNABEL, CAN YOU CHECK AND SEE PLEASE? THANK YOU.
OKAY, WE'LL SKIP DOWN AND DO A COUPLE MORE THEN.
[4. Jack Sebastian; Discuss and consider advertising an auction to sell county surplus vehicles.]
FOUR.JACK SEBASTIAN, DISCUSS AND CONSIDER ADVERTISING TO SELL AUCTION TO, UH, COUNTY SURPLUS VEHICLES.
JIM, I BELIEVE YOU HAVE A LIST OF EQUIPMENT THERE THAT HAS BEEN TAKEN TO, UH, TIGHTER AUCTION AND, UH, UH, WE NEED TO GET THAT ADVERTISED.
WE'RE REQUESTING THAT PERMISSION.
SO YOU DON'T HOW MANY VEHICLES WE HAVE? WE'RE SELLING JACK, I BELIEVE THERE IS ABOUT 12 OF THEM.
MOST OF THEM JUST SHERIFF'S PICKUPS.
I JUST GET PICKUPS AND PICKUPS AND STUFF.
TAHOES AND EXPLORER AND, AND SOME PICKUPS? MM-HMM.
DO I HAVE A MOTION FOR THAT? I'LL MAKE A MOTION TO APPROVE THAT.
MR. BARBER MAKES A MOTION TO APPROVE THESE.
COMMISSIONER, HUNT ANY DISCUSSION? IF NOT ALL IN FAVOR, SAY AYE.
[5. Jack Sebastian; Discuss and consider purchasing in car and body cam video equipment for Pet. 2 Constable utilizing BuyBoard contract 648-21. ]
FIVE, DISCUSSED AND CONSIDER PURCHASING IN CAR BODY CAM VIDEO EQUIPMENT FOR PRECINCT TWO CONSTABLE USING BY BOARD CONTRACT 6 48 DASH 21.JUDGE, THIS IS JUST A CLEAN UP IF YOU WOULD.
UH, SHORTLY AFTER I GOT HERE, THIS PURCHASE WAS MADE AND I THOUGHT IT HAD BEEN BROUGHT TO THE COURT, UH, TO APPROVE.
UH, 6 48 DASH 21, UH, MEETS ALL REQUIREMENTS.
IT JUST WAS NOT BROUGHT TO COURT OKAY.
SO, DO I HAVE A MOTION TO ACCEPT THAT FOR JACK? I'LL MAKE THAT MOTION.
[00:05:01]
PHILLIPS.[6. Jack Sebastian; Discuss/Consider awarding Bid #23.03 Annual Contract for HVAC Services]
JACK AGAIN, DISCUSS.CONSIDER WARNING BID 23.03 ANNUAL CONTRACTOR, H V A C SERVICES.
JIM, I THINK YOU HAVE A COPY OF THAT SPREADSHEET BEFORE YOU, UH, RECOMMEND, UH, TO PRECISION ERROR, UH, THAT, THAT HAS THE, UH, EMERGENCY RATE AND, AND REGULAR HOURS.
IT ALSO HAS PREVENTIVE MAINTENANCE CONTRACT THAT'S GOOD FOR THE YEAR.
AND WE, WE, UH, HAD FOUR PEOPLE ATTEND.
FOUR VENDORS ATTEND THE PRE-BID.
UH, TWO HAD THEIR BIDS IN ON TIME.
SO THAT'S THE TWO BIDS WE HAVE.
AND, UH, UH, I HAVE VISITED WITH MAINTENANCE AND I AGREE THAT, UH, PRECISION ERROR WOULD BE THE RECOMMENDED VENDOR.
DO I HAVE A MOTION? I'LL MAKE A MOTION.
MOTION TO ACCEPT BY COMMISSIONER PHILLIPS SECOND.
[7. Bobby Bridges; Present updates on Animal Shelter, Justice Center, and all new construction projects in Kaufman County. ]
BOBBY BRIDGES.BOBBY'S GOING TO GIVE US AN UPDATE ON ANIMAL SHELTER, JUSTICE CENTER, AND ALL NEW CONSTRUCTION PROJECTS IN THE COUNTY.
WE'LL START WITH THE ANIMAL SHELTER.
UM, GALLAGHER IS ACTUALLY WORKING WITH THE ARCHITECT RIGHT NOW.
THEY THINK THEY'VE KIND OF COME UP WITH A CONCLUSION OF WHAT COULD HAVE CAUSED THE ISSUES.
UM, HE ASKED ME NOT TO TALK ABOUT IT TODAY.
HE WANTS TO COME IN AND PRESENT, UH, TO YOU GUYS THEIR FINDINGS AND WHAT THEY'RE THINKING WAS THE PROBLEM.
UM, IT KIND OF FALLS IN LINE WITH KIND OF WHAT WE WERE THINKING ORIGINALLY WITH THE, UH, THE WATER HOLDING AND STUFF.
BUT THEY'VE GOT, THEY'VE GOT A SOLUTION TO FIX IT, I THINK.
AND, UH, BASED ON THE, BASED ON THE INFORMATION AND THE, THE ARCHITECT, I THINK THEY'VE GOT A WAY TO FIX IT.
SO HE WANTS TO COME IN AND PRESENT THAT TO YOU GUYS.
SO WE WILL, WE'LL GET HIM ON THE AGENDA FOR, UH, WHENEVER HE'S READY.
THEY'RE DONE WITH THE ARCHITECT AND THIS IS SOMETHING THAT THEY'RE GOING TO ABSORB.
IT'S NOT, IT'S NOT A COST TO KAUFFMAN COUNTY.
UM, THAT IS FOR THE WATER SHEDDING AND, YOU KNOW, FOR THE, THE SWELLING IN THE GROUND RIGHT UNDERNEATH THE, UH, THE FOUNDATION.
UM, THERE'S, THERE'S BEEN QUITE A FEW ISSUES OVER THERE AT THE PET ADOPTION CENTER.
AND, AND ONE THING THAT WE PROBABLY NEED TO ADDRESS IS, IS THE WAY THAT THE BUILDING IS BEING MAINTAINED FROM THE PEOPLE THAT ARE USING IT.
UM, WE'VE HAD SOME ISSUES WITH DOGS CHEWING ON PIPES AND STUFF LIKE THAT.
UM, AND I KNOW THEY'RE ALL, THEY'RE, THEY'RE FULL, YOU KNOW, THEY'VE GOT DOGS EVERYWHERE AND THEY'RE TRYING TO PUT 'EM WHEREVER THEY CAN, BUT YOU KNOW, WHEN YOU PUT 'EM IN THE PLACES THEY'RE NOT SUPPOSED TO GO AND THEY'RE NOT MADE TO GO TO STUFF ENDS UP GETTING TORE UP, YOU KNOW, AND THAT'S NOT A WARRANTY ITEM.
THAT'S SOMETHING THAT WE'RE GOING TO HAVE TO PAY TO FIX.
SO THAT'S SOMETHING THE COUNTY WOULD HAVE TO YES, SIR.
LIKE THE PIPES BEING CHEWED ON AND BROKE AND DOOR TRIM AND STUFF BEING CHEWED UP AND STUFF.
SO, BUT HOW WOULD WE, HOW WOULD WE KNOW WHEN THEY'RE DOING THIS? I MEAN, IS SOMEBODY GONNA START INSPECTING BILLING EVERY DAY? I MEAN, IS THAT WHAT WE'RE GONNA HAVE TO DO? WELL, UM, YOU KNOW, THE VENTILATION SYSTEM IS SET UP, LET'S JUST USE THIS FOR AN EXAMPLE.
YOU KNOW, THE VENTILATION SYSTEM IS SET UP TO RUN FOR THE KENNEL AREA, RIGHT? RIGHT.
UM, SO WHEN YOU HAVE DOGS AND KENNELS, UM, AND HALLWAYS AND STUFF, THAT VENTILATION SYSTEM'S NOT MADE FOR THE HALLWAYS TYPE, YOU KNOW, THAT'S CONDITIONED AIR.
UM, SO I MEAN, YOU GO IN THERE, YOU'LL SEE IT.
IT'S, IT'S, IT'S MALES PRETTY BAD IN THERE.
UM, AND THAT'S BECAUSE WE GOT DOGS IN HALLWAYS AND STUFF.
I MEAN, THEY DON'T HAVE NOWHERE ELSE TO PUT THESE DOGS.
UM, SO THEY'RE, THEY GOT 'EM IN HALLWAYS, THEY GOT 'EM.
HECK, THEY'VE STORED SOME IN BATHROOMS AND STUFF.
SO, I MEAN, THAT'S THE, THE ISSUE IS, IS IF WE'RE PUTTING THEM IN PLACES THEY DON'T BELONG, THAT IT WASN'T BUILT FOR THEM, THEN STUFF IS GOING TO END UP GETTING TORE UP.
THAT'S THEN WE NEED TO HAVE A MEETING WITH THEM, UH, AS SOON AS POSSIBLE.
I BELIEVE THAT'S SOMETHING WE SHOULD PROBABLY DO, BUT DON'T BANK IT FOR NEXT WEEK, CUZ THE JUDGE AND UH, COMMISSION TOMMY, AND I'LL BE GOING TO SCHOOL NEXT WEEK, SO WE NEED TO MEET WITH THEM THIS WEEK.
IF YOU CAN SET UP A TIME YOU GOT IT.
I MEAN, IT PROBABLY WOULDN'T HURT.
JUST WALK THROUGH THERE AND YOU CAN KIND OF SEE WHAT WE'RE TALKING ABOUT.
UM, IF THERE'S SOMETHING, KAREN, EXCUSE ME, BOBBY, IS THERE SOMETHING WE NEED TO PUT IN THE CONTRACT ABOUT THAT? UM, WE MAY NEED TO AMEND THE CONTRACT AND AS YOU ARE ALL ARE TALKING HERE, I'M, MY HEAD IS GOING, WHAT DOES THE CONTRACT SAY? AND SO I WILL PULL THAT DOCUMENT OKAY.
AND, AND BE READY TO TALK ABOUT THAT.
UM, MOVING ON TO THE JUSTICE CENTER.
WE DID GET EVERYBODY MOVED IN.
THEY'RE, THEY'RE IN THEIR AREAS.
UM, WE WORKED THROUGH SOME ISSUES LAST WEEK.
UM, BUT THIS IS NOT, THIS IS NOT GONNA BE PERFECT.
UM, I MEAN, I KIND OF WALKED YOU THROUGH THURSDAY JAKEY AND SHOWED YOU WHAT SOME OF THE ISSUES WERE.
[00:10:01]
YOU KNOW, THE FURNITURE, SOME OF THE FURNITURE THAT WE HAVE DOESN'T HAVE HOLES IN IT FOR THE CABLES TO COME THROUGH.SO WE'RE GONNA HAVE TO DRILL HOLES FOR CABLES TO GO THROUGH.
RIGHT NOW THEY'RE COMING OFF THE FRONT OF THE DESK AND GOING UNDERNEATH, GOING BACK AROUND, UM, UM, QUITE A FEW THINGS THAT ARE THE DESKS THAT ARE THERE.
NOW FOR SOME OF THE PEOPLE, THEY'RE NOT POSITIONED THE WAY THEY WOULD LOCK 'EM TO BE POSITIONED.
UM, THEY'RE, THEY'RE FACING THE WALL, YOU KNOW, THEIR DESK IS, IS ON THIS WALL, THEIR FACING THE WALL, THEIR BACK IS TO THE DOOR.
THEIR SCREENS ARE MA WHERE EVERYBODY CAN SEE THAT COMES BY.
UM, SO THERE'S GONNA BE A LOT OF WORK ON THAT ASPECT OF REARRANGING FURNITURE.
BUT, YOU KNOW, THE PROBLEM IS, IS THERE'S ONLY LIKE ONE NETWORK DROP FOR THAT DESK WHERE IT'S LOCATED.
SO WHEN WE GO TO MOVE THESE DESKS, IT'S GONNA END UP CAUSING ISSUES BECAUSE THERE'S NOT GONNA BE A NETWORK DROP WHERE THEY NEED THE DESK.
I KNOW THURSDAY WE MET WITH THEM ABOUT THAT.
DO THEY HAVE A TIME SCHEDULE WHEN THEY CAN START PUTTING IN MORE DROPS? I HAVE NOT HEARD, UM, MIKE WITH IT IS, IS ACTUALLY WORKING ON THAT.
SO I CAN GET THAT ANSWER FOR YOU.
AND THAT'S GONNA BE ON OUR TICKET.
THAT WILL BE ON OUR TICKET BECAUSE THAT'S, YOU KNOW, NOBODY WAS REALLY ASKED WHERE THEY WANTED THEIR DESK OR HOW THEY NEEDED THEIR DESK SET UP.
UM, WHEN YOU'RE, WHEN YOU'RE A PROSECUTOR AND, AND YOU HAVE, UH, SOME VIOLENT CRIME STUFF, VIDEOS AND STUFF THAT YOU HAVE TO WATCH FOR COURT, I MEAN, THAT'S ONE THING YOU DON'T WANT EVERYBODY SEEING WHEN YOU WALK BY.
SO AT THE END OF THE DAY, THOSE HAVE TO BE CHANGED.
UM, ESPECIALLY WITH, UH, WITH CHILDREN STUFF AS WELL, YOU KNOW.
SO, UM, THERE'S GONNA BE, THERE'S STILL, THERE'S STILL GONNA BE A LOT OF WORK LEFT OVER THERE FOR US REARRANGING FURNITURE.
UM, CASEY, YOU KNOW, I GOTTA GIVE CASEY PROPS.
I MEAN, HE WORKED ALL WEEKEND.
UM, I MEAN EVERY DAY THIS PAST WEEKEND THEY, UH, GALLAGHER HANDED OVER ABOUT 1500 KEYS.
UH, SO IT WAS JUST, JUST KEYS AND LITTLE PACKS AND, UH, CASEY WENT THROUGH THERE AND LABELED EVERYTHING AND IT'S GOT EVERYTHING MOUNTED ON THE, ON THE WALL AND THE KEY BOX.
AND HE WILL BE PASSING OUT KEYS TODAY TO EVERYBODY OVER THERE.
UM, IN MY OPINION, THAT SHOULD HAVE BEEN DONE WHEN IT WAS HANDED OVER TO US.
ALL THAT STUFF SHOULD HAVE BEEN HANGING UP AND READY TO GO.
IT WASN'T, WE HAD TO GO THROUGH THERE AND, AND ORGANIZE ALL THAT.
HE WORKED HIS TAIL OFF ALL WEEK AND HIM AND HIS WIFE AMANDA CAME UP HERE AND PUT ALL THAT TOGETHER SO THAT TODAY WE CAN ACTUALLY PASS OUT KEYS TO EVERYBODY THAT NEEDS 'EM.
AND UH, AND UM, I DID TALK TO YOU ABOUT GETTING A KEY MACHINE MA SO WE COULD ACTUALLY MAKE THOSE KEYS IN HOUSE, PASS THIS CHEAPER FOR US.
WE CAN KNOW WHEN WE NEED IT INSTEAD OF RUNNING UP TO ACE OR SOMEWHERE.
BOBBY, MAY I MAKE A COMMENT? YES, MA'AM.
UM, I KNOW Y'ALL HAVE WORKED REAL HARD AND I APPRECIATE IT.
I KNOW OUR OLD IT DEPARTMENT WHEN JACK WAS OVER BUILDING OUR SECOND FLOOR, I HAVE JACKS ON ALL FOUR WALLS.
AND THAT'S SOMETHING YOU PROBABLY NEED TO KEEP IN MIND WHEN YOU'RE WORKING WITH IT, THAT THAT NEEDS TO BE DONE WELL, YEAH.
WE DID UPFRONT, WE DID DISCUSS THAT.
IN FACT, UH, MR. JACK BROUGHT THAT UP IN OUR CONSTRUCTION MEETING LAST THURSDAY IS, YOU KNOW, IS THERE A REASON WHY WE, WE DIDN'T PUT, I MEAN, IT'S A LOT CHEAPER TO DO IT WHEN THERE'S NO SHEET ROCK ON THE WALLS.
ITS TO COME BACK AND DO IT LATER, YOU KNOW? YEAH, I KNOW SOME OF THE T CLOSE LAWS AND STUFF, YOU HAVE TO HAVE YOUR SCREEN HIDDEN BECAUSE YOU'RE BREAKING THE LAW AND YOU CAN USE YOUR LOSE OUR CERT FIFTH CERTIFICATES AND LICENSE FOR THAT.
IF THEY'RE GONNA TURN IT AWAY FROM AWAY FROM THE WALL, AREN'T THEY GONNA BE OUT IN THE MIDDLE OR AREN'T THEY GONNA DROP FROM THE CEILING? OR ARE THEY GOING TO FIGURE OUT? NO, SIR, IT'D BE JUST ON A DIFFERENT WALL.
SO LIKE DIFFERENT WALL, THEY'LL PUT IT ON THE BACK WALL.
SO IF THIS IS THE OFFICE AND THE DESK IS FACING HERE AND THE DOOR IS HERE, WE WOULD TAKE THAT DESK AND WE WOULD MOVE IT OVER TO THIS SIDE OF THE WALL.
WHERE YOU COME IN AND GO AROUND THE BACK OF THE DESK, UM, THAT WAY.
SO INSTEAD OF IT BEING ON THE BACK WALL, IT NEEDS TO BE ON THIS WALL, YOU KNOW, SOMETHING LIKE THAT.
SO, UH, NOBODY IN THE DA'S OFFICE WAS BROUGHT IN TO DISCUSS ANY OF THIS OR TO GO OVER IT BEFORE THEY DID THAT? TO MY KNOWLEDGE, NO.
UM, WE WEREN'T OBVIOUSLY, YOU KNOW, FACILITIES WAS NOT INVOLVED IN IT.
UM, YOU KNOW, I THINK, UH, EARLY, EARLY, EARLY, EARLY ON, I MEAN, WAY EARLY ON THEY, THEY DID TALK TO PEOPLE AND ASK 'EM, HEY, YOU KNOW, WHAT DO YOU NEED? WHAT IS THIS? WHATEVER.
BUT YOU KNOW, OBVIOUSLY PLANS HAVE CHANGED, FURNITURE CHANGED, ALL THIS STUFF'S CHANGED AND, AND NOBODY WAS ACTUALLY BROUGHT IN ON THE CONVERSATION.
WELL, THAT'S SOMETHING THAT CAN BE FIXED AND WE'LL SHORTLY.
IT HAS TO BE, IT CAN BE FIXED AND WE WILL, WE WILL GET IT FIXED.
AND EVEN IN THE MEETING THURSDAY ABOUT THE NEW CONSTRUCTION FOR PRECINCTS ONE AND FOUR OVER THERE, THE MAN, WHENEVER THE DRYWALL SUPERINTENDENT WAS THERE, PUT ALL THE DROPS IN BEFORE WE PUT ANY DRYWALLS UP.
SAVED US A LOT OF TIME AND EFFORT AND MONEY.
BUT THAT'S, THAT'S IN ADDITION FOR US.
BUT STILL THE DROPS BE IN THE RIGHT PLACE.
AND YOU KNOW, UM, THE, THE SHERIFF'S DEPARTMENT WAS THERE, UH, THEIR IT PEOPLE, UH, GEORGE YORK AND BRUCE JANUARY.
[00:15:01]
A DRAWING OF WHAT THEY THINK THEY NEED FOR SECURITY AND STUFF LIKE THAT.UM, SO I, I HIGHLY SUPPORT THEM WHEN IT COMES TO THE SECURITIES PART OF IT AND NEED A NETWORK DROP.
SO I, YOU KNOW, I KNOW GREG WITH, UH, GALLAGHER'S TRYING TO REDUCE AS MANY AS WE GET, BUT AT THE SAME TIME, I MEAN, YOU ONLY GET ONE SHOT AT SECURITY.
I MEAN, I MEAN YOU, YOU HAVE MULTIPLE I GUESS, BUT IT'S GONNA COST YOU WAY MORE DOWN THE ROAD IF YOU DON'T DO IT NOW.
YOU KNOW? SO I I, I SUPPORT BRUCE AND, AND UH, GEORGE'S IT DROPS THAT THEY'RE ASKING FOR BECAUSE EVERYTHING THEY'RE ASKING FOR IS SECURITY RELATED AND UH, I THINK WE SHOULD DO IT NOW RATHER THAN LATER BECAUSE IT'S GONNA COST YOU TWICE AS MUCH DOWN THE ROAD.
THE COURT THAT, UH, GOING FORWARD WITH THE TWO NEW BUILDINGS PROBABLY NEED TO BE A PROJECT MANAGER THAT CAMPS OUT OVER THERE.
WELL, YEAH, BOBBY'S GONNA BE INVOLVED IN IT.
HE WILL FROM THE GET THERE ALL THE TIME.
WELL, I MEAN, AND AND YOU'LL BE INVOLVED WITH THE PEOPLE THAT'S GONNA BE IN THE OFFICE.
SO I THINK WE'LL ACTUALLY HAVE THAT PROBLEM THIS TIME.
AND I, YOU KNOW, I KNOW GALLAGHER, GALLAGHER TRIES TO KEEP A SMALL GROUP OF PEOPLE THAT COMES TO THEIR CONSTRUCTION MEETINGS AND STUFF LIKE THAT.
UM, AND I DON'T DISAGREE WITH THAT TO A POINT, BUT, YOU KNOW, WHEN SO MANY PEOPLE'S BEEN LEFT OUT, ALL THESE PEOPLE WANT TO VOICE, THEY WANNA SHOW UP AND THEY WANNA BE ABLE TO VOICE THEIR OPINION, YOU KNOW, BUT, YOU KNOW, MAYBE WE CAN DO THAT AS A SIDE, WE CAN DO THAT HERE.
THEN ONE OR TWO REPRESENTATIVES THEN APPROACH GALLAGHER WHAT YES, SIR.
SO THE JUSTICE CENTER IS, UH, IS UNDERWAY.
UM, THEY'RE ACTUALLY LOOKING REALLY GOOD ON THAT.
I MEAN, I THINK THE, THEY'RE GONNA ACTUALLY GONNA BE WAITING ON, I MEAN, I THINK THEY'LL HAVE THE BUILDING DONE PRETTY MUCH ALMOST JUST WAITING ON THE H V A C EQUIPMENT TO SHOW UP.
UM, IF YOU REMEMBER, THAT WAS A LONG LEAD ITEM.
I THINK IT WAS, UH, I THINK IT WAS 30 SOMETHING WEEKS OR 42 WEEKS OR SOMETHING LIKE THAT.
IT WAS A PRETTY LONG LEAD TIME ON THAT EQUIPMENT, BUT THEY'RE, THEY'RE MOVING PRETTY FAST.
YOU HEARD JUDGE JUST SAY, UH, THEY'RE READY TO START SHEET ROCKING PRETTY QUICK.
SO, YOU KNOW, THESE NETWORK DROPS ARE SOMETHING THAT WE'RE GONNA HAVE TO MOVE PRETTY QUICK ON AND MIKE'S ALREADY ON TOP OF THAT, SO, BUT YEAH, SO THAT'S THE, THE EXPANSION.
I'M SORRY, WAS I TALKING ABOUT THE JUSTICES? YEAH, YOU MEANT, YEAH, BUT WE KNOW WHAT YOU'RE TALKING ABOUT.
SO YEAH, SO THE EXPANSION'S MOVING ALONG REALLY FAST SO Y'ALL KNOW WHAT THAT IS.
AND THEN THE, UH, THE, UH, SUBSTATION IS, IS MOVING RIGHT ALONG.
UM, THEY HAD A FEW ITEMS THAT THEY WERE WAITING ON THAT WERE ON BACK ORDER, AND I THINK THOSE ALL CAME IN, SO NOW THEY'RE FULL STEAM AHEAD.
SO, UM, OUTSIDE OF THAT, THE OLD COURTHOUSE OVER HERE, UM, IT LOOKS A LITTLE ROUGH RIGHT NOW BECAUSE OF THE MOVE.
WE'LL GET OUR JANITORIAL STAFF IN THERE AND WE'LL GET IT CLEANED BACK UP.
CUZ YOU KNOW, WHEN YOU MOVE, IT'S KIND OF A MESSY DEAL.
AND I, I KNOW MR. JACK AND PURCHASING DEPARTMENT IS GOING THROUGH THERE AND, UH, IDENTIFYING ALL THE COUNTY OWNED MATERIAL AND STUFF LIKE THAT.
AND, AND CUZ YOU KNOW, ALL THIS STUFF'S ON EVERYBODY'S INVENTORY THAT'S NO LONGER THERE.
PURCHASING'S GOING THROUGH THERE AND JACK'S TAKING CARE OF THAT.
SO I THINK EVERYTHING'S LOOKING GOOD.
I MEAN, WE'RE, WE'RE ON THE RIGHT TRACK.
IT'S JUST, UH, WE'RE A LITTLE BEHIND, UH, THE EIGHT BALL ON THE JUSTICE CENTER, BUT I UNDERSTAND WE'LL GET THERE.
SPEAKING OF THE OLD COURTHOUSE, TAKING OFF THE FRONT.
AND WE NEED TO GET A HOLD OF THE HISTORIC SOCIETY AND GIVE THEM A TIMELINE, JUST WHEN THAT CAN COME DOWN.
SO IF YOU'LL GET TOGETHER WITH WHOEVER YOU NEED TO ABOUT GETTING THAT REMOVED, THEN WE CAN GET IN CONTACT WITH THEM, LET THEM KNOW.
ANY YOU WANNA HAVE ANY QUESTIONS? UH, WE CAN GO AHEAD AND GET OUTSIDE BIDS FOR REMOVING THAT FRONT, RIGHT? YES, SIR.
UM, JACK CAN TAKE CARE OF THAT.
[8. Commissioner Barber; Discuss/Consider granting permission to the City of Terrell and TNP to access property Brushy Creek Water Line- Parcel: 10a W R Spencer, for the purpose of performing boundary and topographic surveys.]
BARBER.I'M GONNA ASK, UH, MONIQUE IF, UH, SHE WOULD COME UP AND GIVE US INFORMATION ON THIS.
WE'RE GONNA DISCUSS GRANTING PERMISSION TO THE CITY OF TERRELL AND TMP TO ACCESS PROPERTY ON BRUSHY CREEK, WATERLINE PARCEL, T N A W R SPENCER, FOR THE PURPOSE OF PERFORMING BOUNDARY AND TOPOGRAPHIC SURVEYS.
SO WE RECEIVED A REQUEST TO ENTER.
SO, UM, WE NEED TO GIVE THEM PERMISSION TO BE ABLE TO DO THE WORK ON THESE, ON THIS PARCEL.
UM, IT SHOWS THAT THE COUNTY OWNS THAT PARCEL IN THE RIGHT OF WAY.
[00:20:01]
GONNA BE EITHER EXTENDING OR, UM, IMPROVING THEIR WATER LINE.SO, UM, THEY HAD TO SEND THAT REQUEST FOR ENTRY.
ALL I'M GONNA ASK IS WHEN THEY GET READY TO DO THE WORK, THEY NEED TO DO YOU A USE OF COUNTY LAND PERMIT, WHICH IS SOMETHING THAT WE HAVE NOW THAT ALLOWS US TO KNOW WHEN THEY'RE GONNA START DIGGING, AS WELL AS NOTIFIES THE COMMISSIONER AS WELL AS WE GO OUT AND CHECK IT TO MAKE SURE THEY BURIED IT DEEP ENOUGH SO IT DOESN'T INTERFERE WITH THE MAINTENANCE OF THAT RIGHT AWAY.
IS THAT SOMETHING THAT WE NEED TO NOTIFY THEM THROUGH MY OFFICE OR THROUGH THE DA'S OFFICE TO, WE WANNA DO THAT, OR WHAT I'D LIKE TO RECOMMEND IS ALONG WITH THE SIGNED COPY OF THE RIGHT TO ENTER, WE COULD LAY OUT THE STIPULATIONS AND WE CAN DRAFT THAT.
THAT WAY IT KIND OF LAYS OUT WHAT WE'RE GONNA EXPECT AND YOU KNOW, WE CAN KIND OF ADD IN THERE THAT WE'D LIKE TO HAVE COPIES OF THE TOPOGRAPHIC IF WE COULD.
BECAUSE THAT'S REALLY GOOD INFORMATION FOR US TO HAVE.
AS YOU MENTIONED, HOW DID WE END UP OWNERSHIP OF AN EASEMENT? DON'T KNOW.
I MEAN,
SO I DON'T KNOW IF IN THE PAST OR SOME TIME IT WAS A COUNTY OWNED AND A PIECE WAS KEPT IN A RESERVE.
YOU KNOW, WHO KNOWS WHAT THEY DID BACK THEN? BUT THAT'S TRUE.
SAY, HEY
BUT YEAH, I THOUGHT IT WAS STRANGE TOO WHEN I SAW IT BECAUSE THEY'RE BOTH RIGHT OF WAYS.
HOW ABOUT THEY'RE IN THE FRONT.
HOW ABOUT WE SELL IT TO THE CITY OF TER
I'M GONNA LEAVE THAT UP TO Y'ALL.
THAT REALLY USED THE WHOLE ROAD THOUGH.
AND THAT WOULD BE FOR THE 180 2, 117 FOR NUMBER EIGHT, I BELIEVE.
WE GO AHEAD AND APPROVE THAT ONE.
CAN WE DO EIGHT AND NINE TOGETHER? IT JUST THE SAME THING OR SO SEPARATE? DO 'EM SEPARATE.
I MEAN, THEY'RE THE SAME, THEY'RE THE SAME BASICALLY ITEM.
IT'S JUST DIFFERENT ROADWAYS I THINK.
LET'S, LET'S JUST GO AHEAD AND DO 'EM SEPARATE.
SO I HAVE A DIFFERENT PARCEL LINES THAT'S PARCEL ID.
SO IT'S DONE SEPARATE THEN THAT'S THE RIGHT THING TO DO.
I'LL MAKE MOTION ON NUMBER EIGHT THERE TO APPROVE.
MR. BARBER MADE A MOTION TO APPROVE COMMISSIONER MOORE.
ALL, ANY DISCUSSION? ALL IN FAVOR SAY AYE.
[9. Commissioner Barber; Discuss/Consider granting permission to the City of Terrell and TNP to access property Brushy Creek Water Line- Parcel: 16B WM Quinn, for the purpose of performing boundary and topographic surveys. ]
PRETTY MUCH THE SAME THING, BUT DISCUSS AND CONSIDER GRANTING PERMISSION, CITY TERRELL AND TMP TO ACCESS PROPERTY BRUSHY CREEK WATERLINE PARTIAL 16 B W M QUINN FOR THE PURPOSE OF PERFORMING BOUNDARY AND TOPOGRAPHICAL SURVEYS.I'LL MAKE A MOTION ON THAT ONE AS WELL.
THAT'LL SEE MR. BARBER AND COMMISSIONER MOORE.
NEED A VOTE? ALL IN FAVOR SAY AYE.
UH, HE'S ON, HE'S ON HIS WAY, SO AS SOON AS HE GETS YOU, WE'LL GET YOU UP.
[10. Auditor; Discuss/Consider line-item and budget transfers/corrections. ]
AUDITOR DISCUSS CONSIDERED LINE ITEM AND BUDGET TRANSFERS AND CORRECTIONS.DO YOU HAVE ANY QUESTIONS ABOUT THE TRANSFERS OR THE BUDGET AMENDMENTS? NO, I REALLY DON'T.
MR. PHILLIPS MAKES THE MOTION.
AND I HAVE A QUESTION FOR KAREN IF I GOOD.
UM, THERE WAS SOME QUESTION BROUGHT UP ABOUT LAST WEEK'S MEETING.
WAS THAT CORRECT OR NOT? BILLS WERE NOT PAID.
I CAN'T PAY ANYTHING BUT PAYROLL, DEBT AND UTILITIES.
AND THEY WERE GETTING TAKEN CARE OF TODAY THOUGH.
THEY'RE ON THE LIST TO BE PAID.
YOU NEED A MOTION? GOT A MOTION AND SECOND.
[11. Auditor; Discuss/Consider claims for payment and/or Financial Information as provided by the County Auditor.]
DISCUSS CLAIMS FOR PAYMENT AND FINANCIAL INFORMATION AS PROVIDED BY THE COUNTY AUDITOR.UH, YOUR CLAIMS FOR PAYMENT ARE $3,148,973 AND 51 CENTS.
TWO PAYROLLS OF 1,000,750 9,646 AND 79 CENTS.
TOTAL PAYOUT $4,908,620 AND 30 CENTS.
NEED TO SIGN AND PASS ON, PLEASE.
MOTION, UH, MR. COMMISSIONER HUNT.
I KNOW THE VENDORS WILL BE HAPPY.
WE JUST TAKE A SMALL BREAK HERE.
I MEAN, WE CAN DO NUMBER 12 AND THEN WE'LL, UH, WE'RE WAITING ON SHELTON TO GET HERE.
[00:25:02]
AND WE'RE GOING TO COME BACK TO NUMBER 12 AFTER OUR EXECUTIVE SESSION.AND WE'LL PAUSE HERE FOR A MOMENT.
I THINK PAM HAS TEXTED HIM AND SAYS HE'S CLOSE.
YOU HAVE ANY ENTERTAINMENT WHILE WE WAIT, PAM SAYING, OKAY,
YOU'RE NOT, YOU'RE NOT SINGING A LICK.
UH, IT'S GONNA TAKE A LITTLE TIME.
IT'S A LOT OF, A LOT OF INFORMATION.
YOU SHOULD HAVE A RADIO OR SOMETHING.
YOU KNOW, WHEN WE HAVE INTERMISSION, YOU KNOW, LIKE, YES.
IT'S NOT LIKES WALKING ACROSS THE STREET NO MORE.
YOU GUARDHOUSE RIGHT? YOU WAY COME
I GOT, I DON'T, I DON'T, DON'T YOU PLAY SNOOP OR DRE? DRE.
OH, REALLY? QUITE CHARLIE RAY.
[3. Judge Gibbs; To present State Seal from Kaufman County Courthouse 422ND District Court, to Judge Chitty. ]
TO NUMBER THREE.IF JUDGE CHITTY WOULD COME UP, PLEASE.
AND I'M NOT SURE WHICH WAY TO STAND, BUT, UH, THE FOUR 22ND DISTRICT COURT WAS CREATED IN 2004 AND JUDGE CHITTY WAS APPOINTED BY RICK PERRY AND HE HAS SERVED, UH, FROM THEN.
I'M SORRY, I HAD TO CARRY THIS THING.
AND, UH, IT'S JUST A PRIVILEGE TO BE ABLE TO PRESENT THIS TO YOU.
YOU HAVE BEEN A FRIEND, YOU HAVE BEEN A MENTOR, UH, YOU HAVE BEEN AN EXAMPLE OF WHAT A JUDGE SHOULD BE.
AND SO IT IS MY HONOR, AND IT IS MY PRIVILEGE TO PRESENT THE SEAL THAT YOU HELPED CREATED
AND GOOD LUCK AND GOD'S BLESSINGS IN THE FUTURE.
UH, JUDGE, IF YOU HOLD, THAT'LL
LET'S MAKE SURE IT'S UP RIGHT.
IF IT WASN'T, IT WAS HANGING CROOKED ON THE WALL.
YOU SHOULD TRY LOOK THIS WAY ONCE.
I FEEL LIKE I'M DOING MOST OF THE LIST
WELL, LET ME JUST SAY, UH, THANK YOU SO MUCH.
I APPRECIATE THE COMMISSIONERS AND JUDGE GIBBS, UH, MAKING THIS PRESENTATION.
UH, WHEN I WAS APPOINTED BY GOVERNOR PERRY BACK IN JANUARY OF OH FOUR, UH, WE WERE OFFERING AND HOLDING COURT IN WHAT USED TO BE THE OLD GRAND JURY ROOM.
AND THAT LATER BECOME, WE BECAME ONE OF THE COUNTY COURT AT LAW THANK COURTROOM, AND THEY CONVERTED THE OLD TAX OFFICE INTO
[00:30:01]
THE FOUR 22ND COURTROOM.AND I THOUGHT I NEEDED SOMETHING TO DRESS UP THE TAX OFFICE A LITTLE BIT.
SO
AND, UH, I DESIGNED IT AND HAD THEM MAKE IT AND HUNG BEHIND THE BENCH WHILE I SERVED.
AND WHILE JUDGE GIBBS, UH, SERVED THE LAST COUPLE OF YEARS, SO VERY NICE, MY MENTOR FOR ME, AND I VERY MUCH APPRECIATE THE COURT AND WE THANK YOU FOR YOUR SERVICE.
THANK, I'LL HELP YOU CARRY OUT
[12. Commissioner Phillips; Discuss/Consider accepting a report from the auditor on the balance of funds and expenditures of funds from the building bonds, sell of properties and ARP funds. ]
ON BACK NOW TO NUMBER 12.UH, COMMISSIONER PHELP ON ERIC, DISCUSS, CONSIDER ACCEPTING THE REPORT FROM THE AUDITOR ON THE BALANCE OF FUNDS AND EXPENDITURES OF FUNDS FROM THE BUILDING BONDS, SELL PROPERTIES AND ARP FUNDS.
A LITTLE BIT MORE INFORMATION THAN YOU ASKED FOR.
COULD YOU TAKE ONE AND PASS IT DOWN PLEASE? I ASKED KAREN TO DO THIS SO THAT EVERYONE WE NEED ONE MORE, KAREN, WE'LL KNOW EXACTLY WHERE WE ARE FINANCIALLY.
THIS, THIS PRINTOUT IS THE RENT OF OFFICE SPACE.
WHO? CAN WE HAVE A COPY OF THE DA I WILL HAVE IT FOR YOU IN JUST A SECOND.
THIS IS THE RENTAL PROPERTY THAT WE HAD TO RENT AFTER WE SOLD THE BUILDINGS.
PASS THAT DOWN TO THAT WAY EVERYBODY HAS A COPY SO YOU KNOW WHO'S HOUSED WHERE AND WHAT WE'RE PAYING ON A MONTHLY BASIS.
PAYING OUT $18,719 A MONTH FOR THE FOUR RENTAL PLACES.
UM, THE AG EXTENSION AND THEN THE PRECINCT FOUR ROAD AND BOND WHERE THERE'S SOME, UH, PROPERTY ON 34 THAT'S RENTED ANNUALLY.
THOSE WE'VE BEEN PAYING, THE TOP THREE ARE THE NEW THINGS THAT WE'VE BEEN PAYING SINCE WE'VE MOVED AND SOLD BUILDINGS.
IF YOU'RE QUESTIONING 'EM, THAT'S THE TITLE WORK THAT WE WERE GIVEN.
DID YOU TAKE ONE OF THESE AND PASS IT DOWN? THE, THE LAST ONE, THE LAST ONE ON IN S CURRY.
WHAT'S THAT? THE ONE ACRE IN S CURRY.
WHAT'S THAT? IS THAT WHERE THEY STORM MATERIAL OR SOMETHING? HE, YES, THERE'S WHERE THERE WAS SOME ROAD MATERIAL AND STUFF STORED.
AND WE PAID, WE HAD A LEASE WITH SOMEONE ELSE AND THEY WANTED OUT OF THAT LEASE.
AND, UH, COMMISSIONER OF PRECINCT FOUR PRIOR TO A COMMISSIONER MOORE HAD MADE THAT ARRANGEMENT AND WE JUST PAID THEM AN ANNUAL FEE OF THE 1800 OR WHATEVER IT IS.
IT'S AN ANNUAL FEE, NOT MONTHLY.
THAT'S AN AWFUL EXPENSIVE MONTHLY FEE.
BUT IS THAT BEING PAID OUT ROAD AND BRIDGE? YES.
FUND 24, IF YOU LOOK AT IT, IT SHOWS YOU THERE.
YOUR NEXT, YOUR NEXT LONG SHEETS YOU GOT KAREN, DID YOU GET ONE OF THESE? YES MA'AM.
THIS IS THE REAL ESTATE THAT WAS SOLD.
WE SOLD $4,053,076 AND 54 CENTS WORTH OF PROPERTY.
THEN THE COMMISSIONERS WANTED TO GIVE A ONE AND A HALF PERCENT SALARY INCREASE.
WE PURCHASED PROPERTY ON 1 75 AND THE OFFICE RENT FOR DEVELOPMENT SERVICES AND STUFF.
WE PAID OUT 764,969 AND I TRANSFERRED TO CONTINGENCY 3.2 MILLION.
THEN YOU GO DOWN AND THAT'S THE PROPERTY THAT WE REALLY PURCHASED AND PAID FOR AND, UM, DIDN'T LEAVE MUCH LEFT IN CONTINGENCY AFTER WE BOUGHT THAT.
DOES THAT HELP GIVE YOU SOME INFORMATION? YES, MA'AM.
[00:35:01]
THE FUNDS.BEFORE WE GET THERE, DOES ANYONE HAVE ANY QUESTIONS? OKAY.
I GUESS HELP ME REMEMBER THE 1 75.
I KNOW THAT'S WHAT WE BOUGHT, THE LAND WE BOUGHT THERE.
IT SAYS PURCHASE PRICE NORTH NASH.
IS THAT WHERE YOUR BARN IS? NO.
MAN, THAT'S SAD, ISN'T IT? WHENEVER MM-HMM.
BUT YES, WE DID, WE BOUGHT THE TO EXTEND THE LOT, LOT.
AND THEN 2 0 5 SOUTH HOUSTON WE PURCHASED.
THAT WAS THE, UM, THE CHILDREN'S ADVOCACY CHILDREN'S THING.
TAKE ONE AND PASS IT DOWN PLEASE, SIR.
THIS SHOWS YOU THE FIRST ISSUANCE WAS 13,000,220 3001 59.
THE SECOND ISSUANCE WAS FOR THE SAME AMOUNT, WHICH GAVE US $26,446,318.
WE HAVE SPENT 6.588 MILLION AS OF RIGHT NOW.
AND IF YOU LOOK, THIS GIVES YOU EVERYTHING THAT WE BUDGETED AT THE ORIGINAL BUDGET.
WHEN I GOT THE FIRST 13 MILLION.
THAT WAS THE BUDGET THAT Y'ALL APPROVED.
THEN WE DID TRANSFERS IF YOU PROVED DIFFERENT PROJECTS.
SO THEN WE AMENDED THE BUDGET WHEN I GOT THE OTHER 13 MILLION.
SO IT GAVE US THE 26 MILLION 446, 319 IN THE BLUE COLUMN.
DO YOU SEE THAT? YOU FOLLOWED ME? YES MA'AM.
AND THOSE ARE ALL BROKEN DOWN ON CONSULTING FEES.
JUSTICE CENTER EXPANSION, OUTDOOR RESISTANT MASTER PLAN COURTHOUSE, RENOVATION COURTHOUSE, ANNEX RENOVATION.
THAT'S WHAT MADE UP THE 4.7 2023.
WE HAVE SPENT ON THE JUSTICE EXPANSION.
THE LAST COLUMN TELLS YOU WHAT'S LEFT.
ANY QUESTIONS ON THE JUSTICE CENTER EXPANSION? THE BUDGETED AMOUNT, WE HAVE NO IDEA WHERE WE ARE ON THAT AS FAR AS WHAT WE THINK IS GOING TO END UP BEING.
THAT'S WHAT WE WERE GIVEN BY THE PRIOR PURCHASING AGENT.
THIS DOES NOT INCLUDE THE, UH, SHERIFF'S OFFICE IN FORNEY.
ANY QUESTIONS ON ARPA MONEY THEN? NOT YET.
ASSISTANT, CAN YOU TAKE ONE PASS? YES, MA'AM.
THIS NEXT ONE IS YOUR FACILITIES BOND.
WE DID TWO ISSUANCES ISSUANCES.
ONE FIRST ONE WAS 20, THE SECOND WAS 30 MILLION.
THIS TELLS YOU THE ORIGINAL BUDGET OF 50 MILLION.
IT WAS ALL PUT IN A CONSTRUCTION COST LINE ITEM PER MY INSTRUCTION SO I COULD MOVE IT.
AS WE DID EACH PROJECT, WE HAD H O K PROFESSIONAL SERVICES AT 2.9 MILLION.
H O K WAS 225 ON THE THREE DIFFERENT PROJECTS.
SO THEN WE DID AN ACTUAL TRANSFER.
I TOOK 43 MILLION FROM THAT CONSTRUCTION COST AND I DISTRIBUTED IT TO THE COST OF THE JUSTICE CENTER AND PET ADOPTION PROFESSIONAL.
WE PAY, WE TRANSFERRED SOME MONEY THERE TO HAVE ENOUGH.
THEN THE CONSTRUCTION MANAGER WAS 3 MILLION.
CONSTRUCTION MANAGER FOR OTHER
[00:40:01]
PROJECTS WAS 517.THAT KS O SUBSTATION WAS 4 MILLION AND THE JUVENILE DETENTION WAS 650,000.
SO YOU SEE THE AMENDED BUDGET IS THE TOTAL 50 MILLION 2020.
THERE'S 7.5 MILLION LEFT OUT OF THE 50 MILLION.
THIS IS WHAT YOU WANTED TO KNOW, RIGHT? YES.
WE NEED TO KNOW, YOU KNOW, SINCE I'M OUTDATED AND OLD, I WANTED TO MAKE SURE THAT WE HAVE EVERYTHING ACCOUNTED FOR.
MAY I HAVE A SPECIAL ONE FOR EACH PRECINCT? THIS WAS UNDER THE COUNTY JUDGE CALL COUNTYWIDE, PRECINCT ONE.
ON THE BIG PACK OF ROAD BOND IS THE TOTAL 104 MILLION WORTH OF BONDS.
FIRST, SECOND, AND THIRD ISSUANCE.
BUT IT'S ALL SPLIT UP BETWEEN THE FOUR PRECINCTS AND COUNTYWIDE.
SO IT'S NOT ALL, JUST ONE PERSON CAN SPEND THAT MONEY.
NOW WHAT I NEED YOU TO DO IS YOU NEED TO GET WITH JOHN POLLSTER, I T S YOU NEED TO GO OVER EVERY ROAD YOU'VE GOT.
AND IF YOU'RE FINISHED WITH THAT ROAD, I NEED TO KNOW WHAT'S LEFT IN CONTINGENCY BECAUSE THEN I CAN MOVE THAT MONEY TO YOUR DISCRETIONARY IF HE WILL SUBMIT A FUNDING MEMO.
AND THIS WILL GIVE YOU MORE MONEY TO DO MORE ROADS.
THERE'S ONE ON HERE PARTICULAR, YOU'RE GONNA SEE ONLY 600, $6,600 THAT PROJECT IS THROUGH, BUT THAT'S WHAT'S LEFT IN THE CONTINGENCY THAT I HAVE TO LEAVE.
SOME OF YOU HAVE SEVERAL HUNDRED THOUSAND LEFT IN A LINE ITEM.
AND I DON'T KNOW IF YOU'RE THROUGH WITH THAT PROJECT, UNLESS I GET ANOTHER INVOICE OR I GET A FUNDING MEMO SAYING THIS IS DONE.
WE CAN MOVE IT AND DO SOMETHING DIFFERENT.
DO Y'ALL UNDERSTAND WHAT I'M ASKING YOU TO FIND OUT? AND THAT WILL HELP CLARIFY WHEN WE'RE TALKING ABOUT THIS WITH TALKING TO POSTER.
I'LL TELL YOU TO SAVE YOUR HAIR.
OH, UH, UM, SO, BUT, BUT WE HAVE TWO DIFFERENT TYPES OF, UH, FUNDING.
YOU HAVE THE OWN OWN SYSTEM PROJECTS THAT POSTER IS MANAGING YES.
AND CARRYING ALL THE INVOICES.
AND WE HAVE TO HAVE A FUNDING MEMO WHENEVER THE PROJECT IS CLOSED.
AND THEN THAT COMES TO OUR DISCRETIONARY FUNDS.
THE OFF SYSTEM ROSE THAT WE HAVE MONEY FOR.
WE TAKE CARE OF THE INVOICES IN HOUSE.
AND WE, WE JUST NEED TO LET YOU KNOW WE'RE THE FUNDING MEMO THAT WE'VE CLOSED THAT PROJECT.
AND WE DON'T NEED A, A FUNDING, WE DON'T NEED A, UH, A FUNDING MEMO FROM POSTER TO MOVE THOSE FUNDS CUZ WE'RE ALREADY MANAGING THOSE FUNDS.
IF IT'S DISCRETIONARY, IT'S UNDER YOUR RULE.
WELL, BUT WE HAVE THE, WE HAVE THE OWN SYSTEM AND OFF SYSTEM.
BUT IF IT'S DISCRETIONARY, YOU CAN DO THAT.
BUT THAT'S WHAT I NEED YOUR HELP FROM BECAUSE JUST LIKE ON ONE OF THE PROJECTS, ROAD,
[00:45:01]
ROAD AND BRIDGE HAS ONLY GOT 2.2 500 LEFT IN THAT LINE ITEM CUZ HE'S USED JUST A LOT OF, BUT HE MIGHT HAVE SOME OTHER DISCRETIONARY MATERIALS HE NEEDS TO BUY, BUT PROJECTS THAT HE'S FINISHED, I DON'T KNOW IT.SO I KEEP THE MONEY WHERE IT WAS ORIGINALLY BUDGETED AND I CAN'T MOVE IT TO Y'ALL.
AND WE, AND WE ALSO, JACK AND I AND COMMISSIONER PRECINCT ONE FOUND THAT A LOT OF TIMES WHEN POLLSTER SUBMITS A, UM, TRANSFER THE FUNDING MEMO, NOBODY'S FOLLOWING THROUGH WITH IT.
JACK DEPARTMENT AND I ARE GONNA WORK TOGETHER.
AND THE COMMISSIONER OF EACH PRECINCT OR YOUR ADMINISTRATIVE ASSISTANT NEEDS TO BE INVOLVED.
BECAUSE WHAT'S HAPPENING IS Y'ALL ARE PROVING THESE, THESE PROJECTS FOR THESE ROADS AND PURCHASES ORDERS ARE NOT BEING DONE.
AND WE GONNA STOP THAT BECAUSE THEN WE KNOW WE'RE GONNA ENCUMBER 1.9 MILLION FOR THIS ROAD.
AND IF YOU'VE GOT 2.1 THAT LEAVES YOU 200,000 POSSIBLY FOR CONTINGENCY OR TO MOVE SOMEWHERE ELSE.
SO WE NEED YOUR COOPERATION TO DO A PO GET YOUR ADMIN TO DO A A PO FOR US.
I KNOW ONE THING, UH, MAYBE WE SHOULD HAVE HAD JOHN HERE BE TALKING ABOUT THIS BECAUSE I GOT IN NINE KINDS OF TROUBLE WITH HIM ABOUT MY MY CONTINGENCY.
AND YOU KNOW THAT, AND THEY SHOWED UP MY OFFICE IN FULL FORCE BECAUSE I WAS SPENDING IT AND THEY WERE SPENDING IT.
SO, UH, I WOULD ADVISE EVERYBODY TO KEEP HIM IN THE LOOP IF YOU SPEND MONEY ANYWHERE JUST TO MAKE SURE THAT EVERYBODY'S ON THE SAME PAGE IN CASING.
BECAUSE IF HE NEEDS EXTRA MONEY FOR ENGINEERING, IF ENGINEERING COSTS MORE THAN WHAT THEY LINE AT HIM.
AND THAT'S THE CASE THAT HE HAD WITH ME WAS THAT ALL THE FARM TO MARKET ROADS, MOST OF MINE ARE FARM TO MARKET ROADS THAT I'M USING ALL THE MONEY ON.
AND THEY WERE MORE EXPENSIVE THAN WHAT WAS LINED OUT ORIGINALLY, I GUESS.
AND SO THEY GOT IN A LITTLE PANIC WHEN I WANTED TO SPEND $2 MILLION ON THE COUNTY ROAD.
WELL, UM, THERE'S A, THERE'S A SUBJECT THAT MR. JACK AND I TALKED ABOUT.
UM, PRIOR TO MR. JACK THERE WAS SOME REQUESTS THAT ALL INVOICES PASSED THROUGH PURCHASING AND THE PURCHASING AGENT DOESN'T APPROVE INVOICES YOUR COUNTY AUDITOR DOES.
THAT NEEDS TO STOP CUZ HE GET BOMBARDED WITH MY BILLS.
IF I NEED A PO OR MY AP CLERKS NEED A PO THEY KNOW WHERE TO GO.
THEY NEED TO LEARN THOSE INVOICES COME TO THIS AUDITOR'S OFFICE.
I WASN'T THE ONE SPENDING THE MONEY.
WHEN I, WHEN I DECIDED THAT I WANTED, YOU GOTTA PURCHASE AN AGENT THAT'S TRYING TO, ALL OF A SUDDEN I DIDN'T HAVE IT STAY AND I DIDN'T EVEN A PART OF ALL OF THIS AND MAKE SURE THAT EVERYBODY'S TAKEN CARE OF.
HE DOESN'T NEED TO BE WORRYING ABOUT MY INVOICES.
I'VE BEEN HERE 11 YEARS AND I'VE PAID ALL THE INVOICES, YOU KNOW, AND I GET CLEAN AUDIT REPORTS.
WHEN I CAME HERE, YOU HAD 16 FINDINGS, YOU COULDN'T GET CREDIT.
AND NOW WE GOT DOUBLE A PLUS CREDITS AND WE'RE DOING BOND ISSUES AND GETTING GOOD INTEREST RATES.
IF I WAS DOING SOME MISAPPROPRIATION OR SOMETHING WRONG, IT WOULD'VE DONE, BEEN FOUND OUT.
I'LL, I'LL JUST SAY THAT, UH, SOMEHOW EVERYTHING CHANGED.
UH, AND, AND I DON'T, I DON'T THINK CHANGED SOMETIMES FOR BETTER, SOMETIMES NOT.
BUT UH, CURRENTLY WHAT, WHAT THE COUNTY'S DOING IS MY OFFICE IS ISSUING PILLS WHEN THE INVOICE COMES IN, WE'RE NOT EVEN INVOLVED IN A PURCHASE AND WE'RE TRYING TO ELIMINATE THAT.
THERE'LL BE SOMETHING COME OUT AND, AND EMAIL TO COUNTYWIDE.
BUT WE NEED TO GET BACK TO THE WAY PERSONALLY SUPPOSED TO BE DONE, UH, WHERE WE CREATE A PO AND BUY THE STUFF BEFORE THE INVOICE COMES IN AND THAT, THAT'LL CLEAR UP A LOT OF THIS.
WE CAN, WE CAN FIX THAT SWITCH IN STW WHERE WE CAN DO THAT.
IT WAS LATE FRIDAY AND I HAVEN'T GOT YOU THE NEW FORM, BUT THE IRS PROVED A NEW MILEAGE RATE OF 65.50 CENTS FOR REIMBURSEMENT WHEN YOU'RE GOING OUTTA COUNTY FOR TRAVEL.
SO I WILL BE SENDING THOSE FILLABLE FORMS AND WE'RE PROBABLY GONNA TRY TO CATCH EVERYBODY THAT'S TRAVELING THIS MONTH AND MAKE SURE WE ADJUST IT SO THEY GET REIMBURSED.
[00:50:01]
REQUEST FOR 11 YEARS, YOU'VE PAID $26 FOR HALF A DAY AND WHAT IS IT? 23 AND THEN 46 FOR FULL DAY.I THINK YOU NEED TO ADJUST THAT BECAUSE OF THE COST OF FOOD NOWADAYS WHEN PEOPLE GO OUT OF TOWN.
BUT THAT'S JUST MY REQUEST FOR YOU TO THINK ABOUT IT.
YOU WANNA HAVE ANY QUESTIONS, ANYTHING CLEAR? WELL WAIT, I DON'T, I DON'T KNOW ABOUT YOU WOULD CLEAR BUT
BUT I MEAN, YOU KNOW, AND IT, IT IS, IT'S A LOT OF INFORMATION.
IT IS INFORMATION AND IT'S GOOD INFORMATION AND I APPRECIATE THE HARD WORK YOU'RE PUTTING INTO IT.
THEY MAKE ME LOOK GOOD CUZ I'M OLD AND I'M FORGIVING.
ALRIGHT,
HAVE A MOTION FROM COMMISSIONER PHILLIPS.
ANY DISCUSSION? MOTION APPROVED.
[Executive Session]

WE WILL, WE'RE GONNA STEP NEXT DOOR HERE FOR A LITTLE BIT.
WELL MAYBE LONGER A LITTLE BIT, BUT THERE'S, WE'LL BE BACK.
THERE'S MUCH STUFF ON OUR TABLE.
THEN WE'LL HAVE TO ASK Y'ALL TO LEAVE AND WE'RE GONNA STAY IN HERE.
I NEED A MOTION, UH, TO COME OUTTA THE EXECUTIVE SESSION AND GO BACK INTO REGULAR MEETING.
COMMISSIONER HUNT MADE THE SECOND.
SECOND IN THE MOTION, THE REGULAR MEETING, UH, NUMBER 16.
