ALL RIGHTY.

[Call to Order]

WELL, THANK EVERYBODY FOR COMING THIS MORNING.

WE HAVE A FEW VISITORS OUT HERE THIS MORNING, AND, UH, WE'RE HERE FOR A REGULAR, REGULAR MEETING OF THE COUNTY COMMISSIONER'S COURT MEETING ON TUESDAYS.

IT'S JANUARY THE 10TH, AND, UH, I BELIEVE COMMISSIONER TERRY IS GOING TO, I'M, UH, GOING TO GIVE US OUR, I KNOW YOU'RE STILL COMMISSIONER TERRY , BUT, UH, ALRIGHT.

I'LL SAY BARBARA.

THAT'LL MAKE HIM HAPPY.

I DON'T KNOW.

I'M SO USED TO CALLING HIM TERRY, YOU KNOW.

SO ANYWAY, COMMISSIONER BARBER AND, UH, COMMISSIONER HUNT WILL DO THE PLEDGES.

AND SO ANYWAY, IF EVERYBODY ARRIVES AND WE'LL TAKE CARE OF THIS.

YOU PRAY WITH ME, PLEASE.

HEAVENLY FATHER, WE WANNA THANK YOU FOR THIS DAY, THIS BEAUTIFUL WEATHER THAT WE'RE HAVING.

UH, WANNA ASK YOU TO BE WITH US ALL, UH, TODAY AND THROUGHOUT THE REST OF THE WEEK.

UM, BE WITH US THIS MORNING AS WE MAKE DECISIONS, UH, FOR THE COUNTY, AND, UH, GIVE US THE WISDOM AND KNOWLEDGE WE NEED TO DO THE RIGHT THINGS.

UH, BE WITH US ALL AND KEEP US SAFE.

IN YOUR SON'S NAME WE PRAY, AMEN.

AMEN.

AMEN.

I PRAY WITH JESUS TO THE FLAG OF UNITED STATES OF AMERICA IN THE REPUBLIC FOR WHICH HANDS? ONE NATION UNDER GOD, INVISIBLE LIBERTY AND JUSTICE FOR THE TEXAS FLAG, TEXAS, ONE STATE UNDER GOD, ONE AND INVISIBLE.

THANK Y'ALL VERY MUCH.

LET'S SEE, LIKE I SAID EARLIER, WE'RE GATHERED HERE THIS MORNING IN THE ANNEX, IN THE COMMISSIONER'S COURTROOM IN KAUFFMAN, UH, FOR OUR REGULAR TUESDAY MEETING HELD HERE ON JANUARY 10TH, 2023 AT 9:00 AM.

UH, ANYWAY, WE'RE GONNA MOVE

[1. ROUTINE CORRESPONDENCE.]

ON TO, UH, THE ROUTINE CORRESPONDENCE.

UM, I DON'T KNOW IF ANYBODY HAS ANY ROUTINE CORRESPONDENCE IN ANY PLACE OTHER THAN IT WAS PRETTY FOGGY THIS MORNING.

, UH, MR. HUNT, DO YOU HAVE ANYTHING? NOTHING.

NO, SIR.

NO, SIR.

OKAY.

ALRIGHTY, THEN WE'LL

[2. CONSENT AGENDA]

MOVE ON TO THE CONSENT AGENDA.

AND THE CONSENT AGENDA, UH, IS, IS PRETTY BIG HERE.

DOES ANYBODY WISH TO TAKE ANYTHING OFF OF IT OR DISCUSS ANY ITEM THAT'S ON IT? NO, NO, NO.

I'LL MAKE A MOTION.

WE ACCEPT CONSENT.

ALRIGHTY.

THEN I HAVE A MOTION FROM COMMISSIONER HUNT.

DO I HAVE MY SECOND? NO, SECOND THEN I HAVE A SECOND FROM COMMISSIONER BARBER.

ALL IN FAVOR, PLEASE SAY AYE.

AYE.

AYE.

ALL RIGHTY.

THANK YOU VERY MUCH.

[3. Teressa Floyd; Discuss/Consider the updated contract for the collection of taxes for all taxing entities.]

ALL RIGHT.

WE'LL MOVE ON TO ITEM THREE.

AND THAT'LL BE THERESA FLOYD, OUR TAX, THE UPDATE, THE CONTRACT FOR COLLECTION ON TAXES FOR ALL TAXING ENTITIES, ALL OF 'EM IN THE MORNING, ALL OF 'EM.

AND THAT'S A LOT.

HOW MANY DO WE HAVE TO SEE? NOW? THAT'S A TRICK QUESTION RIGHT HERE.

ALL RIGHT.

OFF.

I DO NOT REMEMBER, BUT IT'S A BUNCH.

YEAH.

UM, SO BASICALLY WE DON'T HAVE CURRENT CONTRACTS UNDER FOR MY NAME OR THE NEW COUNTY JUDGES THERE.

AND, UH, SO I THOUGHT THIS WAS A GOOD TIME FOR US TO UPDATE OUR CONTRACTS FOR EVERYBODY, CUZ THERE ARE SOME DIFFERENT WORDING OF THAT NEEDED TO BE PUT ON THE, THE CONTRACTS AS WELL.

SO THERE ARE THREE CHANGES THAT WE MADE AND, UM, SO I JUST, IF YOU GUYS WOULD APPROVE IT, I'D LIKE TO GET THESE SENT OUT TO ALL OF THE ENTITIES FOR THEM TO SIGN SO THAT FOR NEXT YEAR'S COLLECTIONS MM-HMM.

, AND I ALREADY ASK YOU, BUT I'LL ASK YOU FOR THE RECORD, BUT YOU PASSED IT THROUGH THE, OUR ADAS AND I DID AND THEY SAID YES.

THEY PUT THEIR BLESSING ON IT.

YES, SIR.

MM-HMM.

MM-HMM.

.

IT'S BASICALLY A NAME CHAIN FROM OUR PREVIOUS TAX ASSESSORS.

RIGHT.

YOU OKAY? THANK YOU.

ANYBODY HAVE ANY QUESTIONS ON THE MATTER? NO.

NOPE.

THEN I'LL TAKE A MOTION.

I'LL MAKE A MOTION TO APPROVE.

UH, WE HAVE A MOTION FROM COMMISSIONER BARBARA.

DO I HEAR A SECOND? I'LL SECOND.

AND I HAVE A SECOND FROM COMMISSIONER HUNT.

ALL IN FAVOR, PLEASE SAY AYE.

AYE.

AYE.

AYE.

OKAY.

THANK YOU.

MOTION CARRIES ALREADY.

OUR NEXT UP

[4. Sheriff Beavers; Discuss/consider the retirement of K9 Officers Zek and Rocket to their handlers pursuant to Section 614 of the Texas Government Code and approve Canine Retirement Agreements for the respective canine.]

IS OUR, UH, NUMBER ONE SHERIFF, UH, BRIAN BIEBER.

UH, SHERIFF BURNS, LIKE I SAID, USED TO SAY, UH, THE SHERIFF, THE ONE AND ONLY.

YEAH.

UH, NOW WE'RE HERE TO DISCUSS ABOUT THE, THE CANINE ZEKE AND ROCKET THAT WE

[00:05:01]

HAD AT THE SHERIFF'S OFFICE.

WE WERE RETIRING THEM TOO.

THEY'VE MET THE, THE, THEIR LIFE EXPECTANCY WITH SOME OF THE HIP STUFF AND ISSUES THAT COME ON WITH THESE PATROL ANIMALS.

SO, RETIRE THEM.

UH, WE WENT THROUGH THE, UH, DA'S LEGAL UNDER 1641, THE TEXAS GOVERNMENT CODE THAT GIVES US OUR PROCESS FOR TAKING THAT AND MAKING THE HANDLERS WHO WANT THEM BACK, AND THEY'LL FINISH OUT THE CARE, CUSTODY CONTROL OF THEM ANIMALS UNTIL THE END OF THEIR LIFE.

SO WE WANT TO SEE IF THE COURT WILL PROVE THAT OR WE CAN HAND THEM OFF TO THE, UH, HANDLERS.

AND THEN WE'VE GOT TWO OTHER DOGS IN PROCESS AS WE SPEAK NOW.

MM-HMM.

.

SO THE, THE HANDLER GETS A NEW DOG AND, AND KEEPS THEM WELL, ONE, ONE HANDLER IS NO LONGER A HANDLER.

HE'S, HE'S MOVED TO ANOTHER POSITION.

OKAY.

UH, THAT'S GETTING, UH, ZE.

AND THEN, UH, THE OTHER ONE IS A HANDLER.

STILL A HANDLER, BUT HE WANTS TO RE RETAIN THAT DOG UNTIL THE END OF HIS LIFE.

SO YEAH, WE DID HAVE A, A REQUEST FROM THE YOUNG LADY IN THE OFFICE IN THE, IN THE AUDIENCE AND ASKED IF THEY WERE BRINGING THE DOGS THIS MORNING SO SHE COULD SEE 'EM.

AND I SAID, NO, I DON'T THINK SO.

YEAH, THEM TWO.

THEY'RE THE, ONE OF THE HANDLERS IS IN SCHOOL AND THE OTHER ONE'S OFF ON ASSIGNMENT.

BUT ANYWAY.

ALL RIGHT.

SO HAVE A MOTION.

I'LL MAKE A MOTION.

NO, WE HAVE A MOTION FROM YOU BEAT ME ON.

I'LL SECOND SECOND FROM COMMISSIONER MAR.

WE'LL SWITCH IT AROUND FOR A WHILE.

ALL ALRIGHT.

ALL IN FAVOR, PLEASE SAY AYE.

AYE.

AYE.

THANK YOU VERY MUCH.

AND SO

[5. Sheriff Beavers; Discuss/Consider changing the Courthouse Sergeant position to a Lieutenant position.]

WE'RE GONNA MOVE AGAIN TO THE ONE AND ONLY SHERIFF BRIAN BS WELL, WHAT, WHAT I'M COMING TO YOU.

WE TRIED THIS, UH, BEFORE AND I WON'T GET INTO ANYTHING, BUT WITH EVERYTHING THAT'S GOING ON, NEW JUSTICE CENTER AND TRYING TO KEEP EVERYTHING HERE AT THE ANNEX, UH, THIS IS ONLY DIVISION I HAVE THAT THE PERSON IS NOT A LIEUTENANT THAT HANDLES ALL THIS.

HE IS GETTING MORE PERSONNEL AND HANDLING A LOT MORE WITH ALL THE JAIL STUFF OVER THERE.

SO I'M ASKING THAT WE, I CAN MOVE THAT SERGEANT POSITION TO A LIEUTENANT POSITION.

AND I HAVE THE MONEY IN MY BUDGET, SO THERE'S NO LINE OUT CHANGES OR ANYTHING, IT'S JUST, IT'S FAIRLY EASY TO DO.

SO I'M ASKING YOUR PERMISSION TO BE ABLE TO DO THAT AND PROMOTE HIM WHERE HE NEEDS TO BE.

OH, I'LL MAKE THAT MOTION TO DO THAT.

ALL RIGHT.

COMMISSIONER BARBARA MAKES A MOTION.

DO I HEAR A SECOND? SECOND.

COMMISSIONER HUNT? I'LL SECOND.

ALL RIGHT.

ALL IN FAVOR, PLEASE SAY AYE.

AYE.

AYE.

THANK YOU.

AND THEN WE'RE GONNA MOVE

[6. Sheriff Beavers; Discuss the Justice Center parking.]

ON TO, WELL LET'S CHAIR BEAVERS ONE MORE TIME.

WELL, LET'S TALK ABOUT THE, THE PARKING.

I WAS ASKED BY THE COUNTY JUDGE TO COME TO Y'ALL AND TALK ABOUT THE, THE PARKING.

I HAVE BEEN, UH, HAVING MY STAFF AND US MANAGING, AND I'LL TELL YOU, YESTERDAY WAS, UH, A PRETTY BUSY DAY.

WE HAD ONE JURY COME IN, WELL FRIDAY WAS PRETTY BUSY.

THEY HAD THE GRAND JURY COME IN, UH, SUPPOSED TO HAVE ABOUT 125, I THINK 70 SOMETHING PEOPLE SHOWED UP.

I THINK MAYBE WE HAD 10 SPOTS LEFT OPEN.

UH, YESTERDAY WAS PRETTY BUSY.

UH, THEY HAD, THEY HAD 300 PEOPLE PUT OUT FOR JURY.

ONLY ABOUT A HUNDRED SHOWED UP.

AND AT ONE POINT WE ONLY HAD ABOUT TWO SPOTS AND THAT WAS IN AND OUT BETWEEN EVERYTHING ELSE.

ONE TIME WE DIDN'T HAVE ANY IN, UH, QUITE A FEW OF 'EM ARE COMING OVER THERE AND PARKING IN OUR LOT.

UH, AT ONE TIME I'VE SEEN PEOPLE DRIVING THROUGH THE PARKING LOT AND THEN LEAVING CUZ THERE WAS NOT A SPOT.

SO WE STILL HAVE A MAJOR ISSUE WITH PARKING.

UH, LUCKILY TODAY THE GRAND OR THE JURY, UH, WAS CANCELED BECAUSE THEY GOT A PLEA IN A CRIMINAL CASE.

SO THERE'S TURNING IN PEOPLE OUT.

BUT WE, WE HAVE A MAJOR ISSUE OUT THERE WITH PARKING.

WE'VE GOT ALL THE EMPLOYEES.

UM, I THINK Y'ALL SEEN SOMETHING, THERE WAS LIKE 400 SPOTS THERE.

IT'S NOT, I'VE SENT YOU A DEAL.

THERE'S 206 SPOTS AND WE BROUGHT A HUNDRED EMPLOYEES OVER A LITTLE MORE THAN A HUNDRED EMPLOYEES.

SO WE DON'T HAVE MANY SPOTS OVER THERE.

PLUS WE'VE GOT 85 OVER THERE.

BUT THE CONSTRUCTION PEOPLE ARE USING IT.

AND WHEN THAT FREES UP, THAT'S GONNA GIVE US A LITTLE BIT.

BUT THAT BACKLOG THAT WAS CANCELED, I'M NOT BILLING OF 87 SPOTS.

I DON'T KNOW WHAT WE'RE GONNA DO, BUT WE'RE GONNA HAVE TO DO SOMETHING, YOU KNOW, TO GET THAT APPROVED TO TRY TO EITHER DO ASPHALT LIKE Y'ALL SAID Y'ALL COULD DO QUICKLY OR I DON'T KNOW IF IN THE LONG TERM, IF WE LOOKING AT SOMETHING, I THINK A GOOD IDEA.

THIS IS JUST ME LOOKING AT EVALUATING WHAT IT IS.

IF THERE'S, CUZ THERE'S NOT MUCH ROOM TO GO OUT, WE DON'T HAVE ENOUGH LAND TO GO OUT AND BUILD IT.

SO I'LL THINK IN DOWN THE ROAD THEY'RE GONNA HAVE TO BE A PARKING GARAGE.

AND I THINK IF YOU LOOK AT A PARKING GARAGE, I WOULD SAY I'D DO IT FOR THE EMPLOYEES AND GET THE EMPLOYEES OUT OF THE LOT AND MOVE IT BACK BEHIND THE BUILDING.

THAT'S WHERE WE PROBABLY GOT THE BEST GROUND TO DO THAT.

AND THEN THEY CAN ACCESS THE BACK OF THE BUILDING.

WE CAN GIVE 'EM SECURE PARKING FOR OUR EMPLOYEES.

BUT WHATEVER Y'ALL WANNA DO, THAT'S JUST THE OPTION WHAT I'VE JUST BEEN EVALUATING AND LOOKING AT.

BUT THAT'S WHERE WE'RE STAYING.

IT IT IS THE PARKING LOT HAS GOT TO BE ADDRESSED.

AND THEN I WON'T EVEN GET INTO THE, UH, EXIT IN THE BUILDING.

WE HAVE, I KNOW, UH, DIFFERENT ELECTED OFFICIALS

[00:10:01]

HAVE CHANGED SOME, UH, HOURLY DEALS MOVING SOME PEOPLE AROUND TRY TO HELP WHERE EVERYBODY'S NOT LEAVING AT FIVE BUT EVERYBODY'S STILL GETTING THEIR IRS IN AND DOING THE JOB.

UH, I'VE DONE THE SAME THING IN MY BUILDING WHERE WE CAN MOVE SOME PEOPLE AROUND WHERE WE'RE NOT JUST ALL LEAVING AT FIVE O'CLOCK.

SO THAT'S HELPED A LITTLE BIT BUT, UH, I'VE SEEN AS MU AS LONG AS 15 TO 20 MINUTES TO GET OUTTA THE PARKING LOT AND I'M REALLY SCARED WE'RE GONNA WIND UP GETTING A JURY OR SOMEBODY COMING TO THAT BUILDING, OUR EMPLOYEE KILLED AT THAT INTERSECTION.

IT IS A BAD INTERSECTION.

PEOPLE SPEED DOWN 1 75 AND TRYING TO CROSS IT.

OF COURSE THE INTERSECTION IS, IS BEING DEALT WITH.

BUT ANY TIME YOU DEAL WITH TDOT OR ANY TYPE OF ROAD WORK, IT TAKES TIME.

YES.

AND IT'S KIND OF WHAT WE'RE WORKING ON IS KIND OF A TEMPORARY DEAL UNTIL THEY DO SOMETHING WITH EVERYTHING ELSE THERE ON 1 75 IN THAT AREA.

SO IT IS JUST GONNA TAKE TIME AND CORRECT.

IT'S GONNA BE AN INCONVENIENCE FOR A LONG TIME, YOU KNOW, UNTIL WE GET EVERYTHING MOVING.

SO, BUT I THINK OUR BIG CONCERN IS WE GOTTA GET SOMETHING FOR PARKING.

CAUSE WE'RE GONNA, I MEAN WE MOVED INTO A BUILDING WHERE WE COULD HAVE SEVERAL JURORS COME IN AND UH, THEY'RE HAVING TO OFFSET.

RIGHT NOW THE JUDGES ARE HAVING TO WORK TOGETHER LIKE WE DID OVER HERE, OFFSET WHERE WE CAN HAVE PARKING.

CUZ YOU CAN'T HAVE TWO JURY POOLS COME IN RIGHT NOW.

THERE'S NO WAY.

NO.

AND ORIGINALLY WHEN WE HAD THAT BACK PARKING LOT SCHEDULE, THAT'S ONE OF THE REASONS WE WE'RE DOING THAT IS SO YOU COULDN'T HAVE TWO BOOT UH, JURY POOLS AT THE SAME TIME.

CUZ YOU KNOW, WE'RE, WE'RE RIGHT ON THE EDGE OF THAT OTHER DISTRICT JUDGE AND WE DO THAT THEN ALL OF A SUDDEN WE'LL HAVE THREE MAJOR COURTS AND YOU COULD HAVE AS MANY AS THREE GEORGE, I MEAN POOLS AT EXACTLY ON THE SAME DAY AND BE IN REAL TROUBLE THEN.

YEAH.

AND DOES THAT, I DON'T EVEN REMEMBER, REMEMBER, YOU KNOW, I GOING AND OUT OF IT, YOU'D THINK I COULD NOTICE IT, BUT I, IS THERE EVEN FLASH, THERE'S NOT EVEN FLASHING LIGHTS LIKE DOWN ON 1 75 AND STUFF THERE.

THERE'S NO FLASHING LIGHTS OUT THAT WAY.

NONE AT ALL GIVING THAT SEEMS LIKE AT LEAST WE COULD GET TEXT OUT TO GET DOWN THERE AND GET FLASHING LIGHTS OR SOMETHING BECAUSE AT LEAST MAYBE BRING UH, CAUTION TO THE INTERSECTION LIKE THEY'VE DONE THAT'S I'M SAYING IN KEMP AND MAYBANK, BUT JUST BRINGING UP SOME YELLOW AND RED LIGHTS WHERE THEY CAN BRING CAUTION.

YEAH.

AND PEOPLE MAYBE WILL SLOW DOWN AND PAY MORE ATTENTION BECAUSE I'VE EVEN SAID, WELL I I'M NOT SURE WHY WE CAN'T EVEN HAVE A RED LIGHT THERE.

IT'S INSIDE THE CITY OF LIMITS.

I MEAN IT'S NOT LIKE IT'S UH, YOU KNOW, OUT IN THE MIDDLE OF THE HIGHWAY, BUT YOU GO DOWN THE HIGHWAYS AND ON TWO 80, UH, SEVEN AND STUFF AND THERE'S RED LIGHTS ON 2 87, YOU KNOW, WHEN YOU GET CLOSER TO BRIDGEPORT AND STUFF IN THE MIDDLE OF THE HIGHWAYS.

SO I MEAN YEAH, I KNOW THE ONLY PLACE I KNOW OF 1 75 S GOT STOP LIGHTS IS NOW IN UTIS, CUZ IT DOES STILL GO TO EUSS AND THEY DO HAVE RED LIGHTS ON.

I'M SURE THEY HATE THAT.

BUT I MEAN, YOU KNOW, IF YOU GOT A MAJOR AMOUNT OF TRAFFIC COMING OUT OF SOMEPLACE, UH, SOMETHING HAS TO BE DONE.

YEAH.

I DON'T KNOW WHAT, I DON'T KNOW WHO'S TALKED TO LANE OR ANYTHING THE ENGINEER HERE, SO I DON'T, I'VE TOLD 'EM I'D HELP ANY WAY I CAN.

Y'ALL JUST NEED TO LET ME KNOW WHAT Y'ALL NEED ME TO DO.

BUT THAT GIVES YOU AN UPDATE ON THE PARKING LOT OF OR WHAT WE'RE DEALING WITH OUT THERE.

WELL, I KNOW WHAT YOU'RE DEALING WITH THE DISTRICT JUDGES ALREADY.

YOU USE I TS AND HE HAS A LOT OF INFLUENCE STOCK, WHY PEOPLE GET HIM INVOLVED.

HE IS, HE IS INVOLVED.

HE IS, HE IS DAN.

WELL THEN YOU NEED TO ASK HIM DO SOMETHING.

I KNOW.

WELL, THAT'S RIGHT BRIAN, I WANNA CLARIFY SOMETHING ON THIS SIR ISSUE.

UH, YOU KNOW, UH, WE WEREN'T INVOLVED IN, IN THE CONSTRUCTION OF THAT BUILDING.

NOTHING WAS BROUGHT TO US AND UH, THIS WAS BROUGHT UP TO THE PREVIOUS JUDGE, WASN'T IT? YES SIR.

I MEAN, I'VE TALKED OVER A YEAR AND A HALF WHEN THEY BROKE GROUND THAT WE WAS GOING TO DO SOMETHING WITH THE, AND IT WAS ORIGINALLY ONE WAY IN, ONE WAY OUT AND THEN IT GOT CANCELED.

SO YOU'RE CONCERNED THAT YOU BROUGHT UP AND EVERYTHING WERE BASICALLY DISREGARDED.

IS THAT CORRECT? AS FAR AS I KNOW, WE WE'RE STILL IN THE SAME BOAT WE WERE WHEN WE GOT HERE.

YEAH.

ALL RIGHT.

AND NOW WE'RE HAVING THE VERY PROBLEMS. YOU PREDICTED WERE GONNA HAPPEN.

YES, SIR.

YEAH.

OKAY.

WELL I KNOW, I KNOW THAT LIKE, UH, WHEN I CAME IN THE OFFICE, ONE OF THE THINGS THAT HAPPENED WAS THAT, AND THEN WHEN MIKE CAME IN THE OFFICE, WE WERE ABLE TO TAKE CHERRY STREET AND WE BOUGHT THAT PROPERTY AND MOVED THE HOUSE OFF OF, AND ME AND MIKE TOGETHER BUILT A PARKING LOT OVER THERE.

RIGHT.

UM, AND THAT'S A LOT EASIER FOR US TO DO, BUT IT, WE DON'T HAVE CONTROL OVER A HIGHWAY OUT THERE.

RIGHT.

YOU KNOW, YOU KNOW, WE'D FIGURE SOMETHING OUT.

OH, EXACTLY.

IT IT, THAT'S WHY, THAT'S WHY I SAID I THINK Y'ALL CAN PUT YOUR HEADS TOGETHER AS YOU DID IS THAT PARKING LOT, THE LITTLE BIT OF GROUND THAT THEY DID CANCEL THAT 87 SPOTS AND NOT BUILD THEM, UH, OTHER PARKING SPOTS IS THE DIRT IS DONE.

I THINK IT'D BE BE, Y'ALL COULD PROBABLY BUILD IT FASTER THAN ANYBODY AS LONG AS WE GET THE CITY APPROVAL TO, I KNOW IN A COUPLE WEEKS WE'LL ALL BE DOWN AT THE CAPITOL, UH, TALKING TO A FEW PEOPLE ABOUT THAT.

[00:15:01]

I MEAN IT'S, IT IS NOT JUST A, IT IS THIS, THIS IS A PROCESS THAT NEEDS TO BE IN FULL SPEED.

YES, SIR.

SO I MEAN THAT'S, YOU KNOW, IT'S A MAJOR I KNOW LIKE ON TRAFFIC COMING OUT ONTO A HIGHWAY THAT WAY.

LIKE I SAID, I KNOW THE JUDGES ARE RIGHT NOW WORKING AS THEY DID THIS WEEK IS, UH, THEY HAD MONDAY THEY HAD A JURY AND THEN TODAY WAS, UH, SET FOR ANOTHER JURY.

SO THEY'RE TRYING TO OFFSET LIKE THEY DID OVER HERE.

BUT, UH, WHEN WE MOVED IN NEW BUILDING, WE WAS HOPING WE'D GET MORE JURIES COME IN THERE AND HAVE TRIALS AND STUFF A LOT FASTER.

WELL, UM, DO WE HAVE AN ESTIMATE ON THE COST OF WHAT WOULD TAKE YET TO, UH, TO DO THAT PARKING LOT? I DON'T HAVE, THAT'S, I DON'T HAVE THE SLIGHTEST IDEA.

ALL RIGHT.

THAT'S, YOU KNOW, I'VE TALKED TO COUNTY JUDGE AND HE TALKED ABOUT HAVING S***T AND MIKE AND DIDN'T WORK TOGETHER SINCE THEY HAVE THE EQUIPMENT.

CAUSE ASPHALT WOULD BE THE FASTEST WAY TO DO IT.

AND Y'ALL CAN DO IT ANYTIME, AS LONG AS IT'S NOT RAINING OR SOMETHING.

BUT I THINK THAT THEY FILLED IT IN A BUNCH WOULD'VE BEEN BEEN A LOT BETTER IF WE FILLED IT BACK IN ON WITH THE EARLY GOOD STUFF THAT WORK COULD ASPHALT AND OVER IT.

YEAH.

UM, WELL WE HAVE SOME MONEY.

I WISH SOMEBODY HAD BEEN TALKING TO US ON, ON THE BUILDING OR, OR IS THERE MONEY LEFT OVER FROM THAT? WE HAVEN'T GOT ALL THE FINAL BILLS YET.

I HAVE NO IDEA.

YEAH.

OKAY.

BUT YOU KNOW, ON THERE THERE'S MONEY.

WE CAN FIND SOME MONEY IF WE HAVE TO.

WELL, I KNOW, I, I THINK SOMEBODY WAS TALKING TO US THE OTHER DAY AND I DON'T REMEMBER WHO IT WAS.

I KNOW I'M LOOKING AT SOMEBODY, BUT IT WASN'T, UH, BUT THEY WERE TALKING, THEY HAD A MILLION DOLLARS IN CONTINGENCY LEFT OVER OUT THERE AND I DON'T KNOW, BUT THEY WERE NOT SITTING UP.

I BELIEVE IT WHEN I SEE IT.

WELL, THAT'S, THAT'S ME.

I DON'T WANT TO SAY IT BECAUSE I DON'T, I CAN'T CONFIRM.

I DON'T KNOW.

BUT WE'LL WANT HARD NUMBERS CUZ I GUESS A LOT OF STUFF AND I DON'T THINK IT CAN CONTRIBUTE TO ANY OF THAT CONVERSATION.

CAN YOU? WHAT'S THAT? ARE THE FUNDS AVAILABLE? YEAH.

YEAH.

I MEAN, THERE'S STILL FUNDS AVAILABLE WITHIN THE PROJECT AS FAR AS THE I NEED TO COME OUT.

YEAH.

SHE GONNA GET EXCITED IF, UH, YEAH, WE'RE WE'RE GET IN TROUBLE.

SHE CAN'T HEAR YOU.

YEAH.

AND SO SINCE WE'RE TALKING ABOUT THE PARKING LOT AND THIS IS WHAT WE'RE REFERRING TO AND WHERE THE MONEY COME FROM.

SO AS FAR AS WHAT THE TOTAL SHEET THAT WAS PRESENTED TO THE COMMISSIONER'S COURT ORIGINALLY FOR THE PROJECTS RIGHT.

ON OUR SIDE, I CAN TELL YOU THERE'S STILL SOME FUNDS AVAILABLE WITHIN THE PROJECT.

YEAH.

UM, I DUNNO IF IT'S QUITE A MILLION.

I MEAN, BUT THERE'S STILL SOME, IT'S IT'S CLOSE TO THAT NUMBER.

YEAH.

IT'S, IT'S, IT'S UP THERE.

AND I KNOW SOMEBODY, AND I DON'T, I, I REALLY DON'T REMEMBER, I DON'T THINK IT WAS YOU.

I DON'T THINK I, BUT WE WERE TALKING ABOUT IT AND THAT IT CAME UP WITH THAT NUMBER AND I SAID, WELL, WE'LL SEE WHEN IT'S OVER, BUT WE DON'T KNOW.

RIGHT, RIGHT.

WHICH, I MEAN OBVIOUSLY THE JUSTICE CENTER IS DONE.

THERE'S STILL A FEW LINGERING THINGS, YOU KNOW, SOME RIGHT.

ADDITIONAL THINGS THAT WERE REQUESTED AND STUFF LIKE THAT, THAT'S BEING SPENT OUTTA SOME OF THE CONTINGENCY, WHICH IS WHAT IT WAS INTENDED FOR.

FOUR AS UP.

YEAH.

AND, BUT YEAH, THEY'RE STILL GONNA BE BASED ON THE NUMBERS OF OUR, YOU KNOW, SUMMARY.

I'M KEEPING THAT.

THERE'S STILL SOME FUNDS IN THERE.

OKAY.

SO, ALL RIGHT.

BUT WE'RE GONNA KEEP, WE'RE GONNA KEEP UP, UH, LOOKING AND KEEP AN IDEAL OF WHAT'S GOING ON IN THE PARKING LOT AND HOW MANY SPOTS WE GOT WHERE WE CAN KEEP A GOOD RUNNING NUMBER FOR YOU.

WELL, MAYBE, MAYBE IT'LL GET BETTER, YOU KNOW, WHEN SOME OF THE CONSTRUCTION, YOU KNOW, STARTS MOVING OUT AND, AND THERE'S A PARKING LOT IN FRONT OF THAT AND NONE OF THAT'S COUNTED IN THE SPACES.

RIGHT.

OR, OR WE, YOU KNOW WHAT I'M SAYING? BUT THE 206 IS OUT IN FRONT OF THE WHOLE BUILDING, NOT INCLUDING MINE OR THE 85 THAT'S DOWN THERE, THE 85 THAT'S TIED UP FOR THE JPS OFFICE RIGHT.

THAT THEY'RE USING TO HOLD THEIR MATERIALS TO ADD, TO DO THE BILL.

RIGHT.

AND ONCE THOSE GET OUT, THE MATERIALS KINDA GET OUTTA THE WAY THEN, UH, ALL THE CONSTRUCTION PEOPLE WILL BE A HUNDRED PERCENT DOWN THERE IN THE 85 WHEN IT KIND OF GETS IN.

WELL, RIGHT NOW THEY'RE ALL, THEY'RE ALL PARKING DOWN THERE IN THAT 80, 85.

WE HAVE, WE'VE MADE SURE WE'VE OPENED ALL THAT UP, BUT THERE'S 206 AND THEN WE'LL HAVE ANOTHER 80, AND THEN WE'LL HAVE ANOTHER 85.

I KNOW THAT THE TWO COURTS OVER THERE WILL BE USING THEM AND THEY HAVE EMPLOYEES, BUT THEY DON'T HAVE AS MANY AS THE OTHER COURTS.

YEAH.

THEY'RE ONLY BRINGING, THEY HAVE, THEY'RE BRINGING ABOUT 20.

YEAH.

THEY'RE PROBABLY BRINGING MAYBE 20 EMPLOYEES IF YOU BRING BOTH OF THEM JPS THERE.

SO THEY STILL LEAVES YOU 65 OVER THERE.

YEAH.

SO, SO IF YOU HAD THAT OTHER 85, WE CAN PROBABLY, I JUST WANNA MAKE SURE EVERYBODY UNDERSTANDS WE'RE NOT LEAVING THAT OUT.

UH, THINKING ABOUT THAT'S THE EQUATION FOR THE FUTURE.

YEAH.

THAT'S STILL THIS FUTURE FACT OF THE MATTER IS WE WERE SUPPOSED TO HAVE 300 PARKING SPACES THAT WE DON'T HAVE.

IS THAT RIGHT? RIGHT.

I MEAN THEY'RE, YEAH.

WELL, WE GOT 89 CUT OUT 87 87.

CUT 87 OUT.

OKAY.

I'M GONNA TRUST HIM.

I HADN'T COUNTED.

OKAY.

I WAS JUST ASKING.

I'VE WALKED IT AND COUNTED IT.

I, I'VE WALKED EVERY SPOT COUNTED AND MATCHED IT UP.

I KNOW THERE'S 206 AND 87 COUNT, SO IF WE READ THERE IN 85, FRONT ONE, WE GET 87 OUT OF IT.

YEAH.

IF YOU READ, IF YOU DO THAT IN THE BACK, IT HAD A POSITION OF MAYBE 87.

I THINK THERE MIGHT BE A FEW MORE.

IT'S DEPENDING HOW YOU LAY IT OUT.

UH, SO THAT'S SOMETHING I'LL RELY ON Y'ALL'S EXPERT DAY OUT STUFF TO HOW MANY SPOTS WE CAN GET.

I THINK THAT'S GOING BE DISCUSSED, UH, NOT THIS WEEK, BUT THE NEXT WEEK WITH THE CITY OF KAUFMAN TOO.

RIGHT.

SO,

[00:20:01]

WE'LL, WE'LL SEE AFTER THAT.

SEE WHAT WE DO.

YEAH.

THAT WAY Y'ALL ARE INFORMED OF WHAT'S HAPPENING AS A MEETING WITH 'EM.

AND SO WE'LL, WE'LL FIND OUT.

OKAY.

OKAY.

THANK YOU.

I APPRECIATE, THANK YOU.

ALL RIGHT.

THERE'S NO, UH, THERE'S NOTHING ON THAT.

UH, WE'LL JUST MOVE ON

[7. Pam Corder; Discuss/Consider approving and updating the resolution for the bullet-resistant shield grant by adding County Judge Jakie Allen as an authorized official; the grant is for $127,912.00.]

AND WE'RE GONNA MOVE TO PAM COR TO DISCUSS AN APPROVING UPDATING OF THE RESOLUTION FOR THE BULLET RESISTANCE SHIELD GRANT HEADING TO, UH, ALLEN AND AUTHORIZED OFFICIAL GOOD MORNING.

AS AN AUTHORIZED OFFICIAL.

YEAH.

OKAY.

SO WHEN WE DO GRANTS, WE HAVE TO HAVE RESOLUTIONS AND, UH, PAST JUDGES ON OUR RESOLUTION.

SO TO BE ABLE TO, HE'S JUST GONNA ADD HIS NAME ON, ACCEPT THIS.

WE NEED TO DO THAT.

THIS GRANT IS FOR, FOR BULLET RESISTANCE SHIELDS ONE ROLLING AND, UM, 27 OF THE HANDHELD.

SO THAT WAS A GRANT THAT CAME OUT THROUGH THE STATE AND SHERIFF WAS INTERESTED IN IT, SO WE APPLIED AND GOT IT.

WHO'S GONNA BE HANDLING GRANT? I WILL BE HANDLING THE GRANT AND WE WILL ORDER EVERYTHING AT ONE TIME.

UM, SO WE'LL BE MUCH EASIER.

YEAH, THAT WAS SO MANY MOVING PARTS TO THAT GRANT.

YES.

THANK YOU.

MM-HMM.

.

ALL RIGHT.

SOUNDS GOOD TO ME.

ALL RIGHT.

DO I HAVE A MOTION TO ACCEPT THAT I MAKE A MOTION? UM, HAVE A MOTION.

UM, COMMISSIONER HUNT A SECOND FROM BARBARA.

ALL IN FAVOR.

FAVORABLE FAVOR, PLEASE.

AYE, AYE.

AYE.

THANK YOU.

AYE.

ALL

[8. Jack Sebastian; Discuss and consider awarding Bid # 23-02: Annual Contract for Plumbing Services.]

RIGHT.

NEXT UP IS JACK SEBASTIAN DISCUSSING CONSIDER AND WARNING BID NUMBER 23 OH DASH TWO ON ANNUAL CONTRACT FOR PLUMBING SERVICES.

JIM AND I MET, UH, MET WITH, UH, UH, JAMES MOORE IN THE SHERIFF'S OFFICE, AND, UH, BOBBY BRIDGE'S MAINTENANCE WENT OVER THESE BIDS.

UH, INITIALLY, UH, I WAS GOING TO ASK TO HAVE A MULTI-AWARD OF ACCESS PLUMBING AND 3D.

UH, THE TAB SHEET YOU HAD BEFORE YOU WAS, WAS THE ORIGINAL, UH, ALL THE PRICING.

THEN THE SECOND SHEET WAS BASED ON A TWO HOUR PROJECT.

UH, I MET WITH, UH, UH, BRAD HENDRICKS IN, IN THE DA'S OFFICE, UH, TO MAKE SURE WE COULD DO A MULTI-AWARD ON THIS.

AND, UH, HE HAD A QUESTION ABOUT, UH, THE THIRD VENDOR, CONCORD, IF THERE WAS A SCENARIO, UH, WHERE THEY MIGHT ACTUALLY BE LOW.

AND WE RAN EVER NER UH, KNOWN DEMAND FAR AS EIGHT HOURS, 10 HOURS TRIP CHARGE, NO TRIP CHARGE.

AND IT WOULD, IN SOME CASES THEY COULD BE LOW DEPENDING ON HOW LONG THE PROJECT IS.

UH, IF YOU NOTICE THEY HAVE THE, THE LARGER TRIP CHARGE, WHICH AFFECTS IT ON A ONE HOUR JOB OR A TWO HOUR JOB.

BUT WHEN YOU SPREAD OVER, SPREAD OVER SEVERAL HOURS, THEN THEY COULD BE LOW BID AS WELL.

SO BASED ON THAT, UH, I RECOMMEND A MULTIPLE AWARD FOR ALL THREE VENDORS, UH, GIVE MAINTENANCE THE OPPORTUNITY TO, UH, UH, LOOK AT EACH PROJECT BASED ON THE HOUR RATE, HOW LONG THEY WOULD EXPECT IT TO LAST.

THEY COULD KIND OF PICK AND CHOOSE WHO THEY THINK IS THE BEST, UH, FOR THAT PARTICULAR PROJECT.

AND IF THAT VENDOR'S NOT AVAILABLE, THEN THEY COULD GO TO THE NEXT VENDOR.

SO I, I WOULD MAKE A, A RECOMMENDATION THAT WE DO A MULTIPLE AWARD TO ALL THREE VENDORS.

OKAY.

AND, UH, I GUESS JUST TO CLARIFY, UH, WE DO ALL THREE OF 'EM.

THEY'RE KINDA LIKE A VENDOR'S LIST AND THEY, AND THEN WE SEE, UH, CUZ MOST OF THE TIME IT'S PLUMBING STUFF'S COMING IN, EMERGENCY STUFF, RIGHT? THAT'S CORRECT.

SO IT'S NOT LIKE REDOING THE COURTHOUSE THAT GOES OUT ON A SEPARATE BID.

RIGHT.

AND IT, OKAY.

SO IT'S NOT THE SAME TYPE OF STUFF.

OKAY.

AND IN A SITUATION WHERE I KNOW BOBBY CALLED, UH, ONE VENDOR THE OTHER DAY AND THEY COULDN'T BE OUT THERE FOR LIKE TWO HOURS AND HE CALLED THE NEXT GUY, HE COULD BE OUT THERE.

BUT HAVING SAID THAT, THERE'S ALSO AN OPPORTUNITY ON A BIG PROJECT THAT WE COULD GET THREE QUOTES AND INCLUDE MORE PEOPLE.

YEAH.

OKAY.

AND THIS IS JUST MORE OR LESS EMERGENCY.

YEAH.

CAUSE THIS IS MORE LIKE, LIKE THE CHILDREN'S CENTER OR SOMETHING THAT SOMETHING'S GOTTA BE DONE LIKE NOW OR A WEEKEND OR WHATEVER, OR NOT EXACTLY RIGHT.

OKAY.

OKAY.

SOME OF THE STUFF I GUESS WE DO, RIGHT.

AND THEN WHAT WE CAN'T DO, WE NEED TO BE ABLE TO CALL SOMEBODY IMMEDIATELY.

CAUSE IF, YOU KNOW, YOU GOTTA HAVE A GIANT SEWER MACHINE OUT HERE TO CLEAN THE, YOU KNOW, SOMETHING OUT.

WE, WE NEED 'EM NOW.

NOT.

AND IF YOU NOTICE THERE'S, THERE'S, UH, TWO, TWO OF THE VENDORS SEND TWO PLUMBERS EACH TIME.

ONE VENDOR SAYS SEND ONE PLUMBER, WHICH WOULD BE CHEAPER.

HOWEVER, IF YOU NEED A SEWER ROD MACHINE, THEN THEY HAVE TO HAVE TWO TO HELP UNLOAD IT.

SO, SO THERE'S A LOT OF HERBALS THERE.

OH, I KNOW.

AND BELIEVE ME, I DEAL WITH 'EM AND WELL, REALLY THERE'S NOT MUCH DIFFERENCE IN, I MEAN ALL ALL THESE BIDS ARE REALLY CLOSE COIN.

YEAH.

YEAH.

THERE.

YEAH.

ALL RIGHT.

DO I HAVE A MOTION TO ACCEPT? I'LL MAKE A MOTION.

ALRIGHT.

HAVE A MOTION FROM COMMISSIONER BARBER.

DO I HAVE A SECOND FROM COMMISSIONER HUNT? SECOND.

ALL IN FAVOR, PLEASE SAY AYE.

AYE.

THANK YOU.

AND JACK'S

[9. Jack Sebastian; Discuss and consider awarding Bid # 23-04: Annual Contract for Electrical Services.]

UP AGAIN BY CONSIDER AWARDING THE BID 2304 CONTRACT ELECTRICAL SERVICES.

[00:25:01]

AND I THINK COMMISSIONER HUNT HAS A QUESTION ABOUT THIS ONE.

SO YEAH, I WAS, I I WAS ACTUALLY JUST LOOKING OVER ALL THIS STUFF YESTERDAY AND UH, UM, THERE'S GOTTA BE A TYPO HERE.

, UH, ONE IS LIKE 145% MARKUP ON MATERIALS.

AND, AND, AND I, WHENEVER I SAW THAT, IT'S LIKE I'M SPOILED, YOU KNOW, I'M THE GENERATION WHERE I TOOK THE EASY WAY OUT CAUSE I WASN'T REAL GOOD IN MATH AND HIT THE 25% AND HIT THE, THE DEAL.

AND THEN, UH, BUT THERE'S GOT TO BE MATH PEOPLE.

THERE'S GOT TO BE A WAY YOU USE THE HUNDRED TO GET YOUR PERCENTAGE, RIGHT? YEAH.

THE OLD WAY OF DOING MATH.

UHHUH.

.

YEAH.

I MEAN, I'M SPOILED.

SO SURELY THAT'S NOT CORRECT.

IT ACTUALLY IS.

UH OH, REALLY? UH, THAT'S, I THOUGHT WE, WE LOOKED AT THAT.

I THOUGHT THERE WAS A PROBLEM AS WELL.

AND THAT WAS, UH, THAT'S PRETTY GOOD, MARK.

JUST TO SAY IT'S THE SECOND ONE IN THE LIST.

YEAH, IT JUST, IT'S KIND OF JUST JUMPED OUT THERE WHEN I SAW THAT AND IT'S LIKE, WHOA.

YEP.

BUT IT IS GOT TO BE A, YOU KNOW, I WAS THINKING THAT THERE'S OTHER WAYS TO FIGURE PERCENTAGES, YOU KNOW, CAN YOU PUT THAT IN A CALCULATOR AND GET YOUR, THAT PERCENTAGE, YOU KNOW, MY CONSENT, WHAT I'M ASKING HERE, BECAUSE USUALLY I JUST GO IN AND SAY LIKE $3,000 TIMES, SAY 45 AND HIT THE PERCENT BUTTON AND IT DOES IT ALL FOR ME.

BUT IF YOU DID IT BY HAND, YOU USE A HUNDRED TO MULTIPLY BY OR DIVIDE.

I CAN'T REMEMBER MY MATH.

WELL, UH, I DID IT ALWAYS BY 10, BUT HE'S, I, I GUESS, I GUESS YOU'VE LOST ME.

I'M GOING, AND THE BID ASKED FOR WHAT PERCENTAGE OF MARKUP ON, ON THE GOODS.

AND THIS BID CLEARLY STATES 145%.

SO THERE'S NO MATH INVOLVED IN THAT.

IT'S, IT'S 145%, 145%.

IT, IT MARKS IT DOWN.

THAT'S THE WAY IT IS NOW.

UH, IT MIGHT HAVE BEEN A MISTAKE.

UH, IT PROBABLY WAS.

UH, YEAH, BUT I, I CAN ONLY GO BY WHAT'S ON THE BID, YOU KNOW, I CAN'T CHANGE, YOU KNOW, I CAN'T CHANGE THINGS.

YEAH.

WELL I GUESS FIRST THING, PART OF MY MIND, YOU KNOW, A PHONE CALL OR WHATEVER, HEY, ARE YOU SURE YOU'RE RIGHT ON THIS? ONCE AGAIN, OKAY, THIS IS THE BID.

THAT'S RIGHT.

IT CAN BE, IT CAN BE, IT CAN'T CALL HIM.

TAKE TIME.

WELL, I'LL, I'LL BACK UP NOW.

IF, IF A VENDOR COMES IN THERE AND SAYS, UH, UH, I PUT 0% IN THERE AND NOT SAY, WAS THAT A MISTAKE, THEN YOU CAN'T HAVE HIM CHANGE IT.

BUT YOU CAN SAY, TAKE MY BID OUT.

YOU KNOW? YEAH.

I CAN'T, BUT YOU CAN'T SAY REDUCE MY BID.

IF THAT MAKES ANY SENSE.

OKAY.

YOU KNOW WHAT I'M SAYING? I'M DECLINING.

WELL, I'M LEARNING HERE.

SO IT'S, IT'S PROCESS BUT MEAN IT JUST STUCK OUT.

AND IT'S LIKE, YOU KNOW, I, WHEN MASON, WHEN I LOOKED AT THAT, WE THOUGHT, I THOUGHT I, I MUST HAVE MISSED SOMETHING AND I WENT BACK TO THE BID AND, AND, AND I DID NOT BOTHER TO CALL THE VENDOR.

CUZ THERE AGAIN, WHAT'S ON THE BID CAN'T BE CHANGED.

YEAH.

UNLESS THEY, IT'S SOMETHING THEY CAN'T LIVE WITH, THEN WE CAN JUST REJECT THE BID.

I THINK THEY CAN LIVE WITH THAT.

OH, IT COULD, CAN, CAN YOU LIVE WITH IT? I THINK, I THINK THEY CAN LIVE WITH THAT.

THIS GENTLEMAN OUT HERE HAS SOMETHING.

CAN I, CAN I SPEAK IN REFERENCE TO THIS? YOU CAN COME UP HERE PLEASE.

SO YEAH, THAT'S, THAT'S ON ME.

THAT'S GUARDING OUR ELECTRIC TOOL.

AND SO WHENEVER I'M BIDDING STUFF AND I TRAIN MY PEOPLE, THE EASIEST WAY TO DO IT IS PUT IN 145%.

SO IF YOUR MATERIAL COSTS $50 AND YOU MULTIPLY IT TIMES 145%, IT GETS YOU THE SALE COST.

OKAY? YOU CAN GET A CALCULATOR OUT AND DO IT REAL QUICK VERSUS DOING $50 TIMES, 45% THEN GET YOU THAT AND THEN HAVE TO ADD THAT INTO YOUR COST.

SO THAT'S THE WAY I DO IT.

, I USE THE PERCENT BUTTON.

SO THE 145% IS RIGHT IF YOU USE THE CALCULATOR.

CORRECT.

GREAT, BOBBY, I JUST DID IT.

YOU KNOW.

AND SO THE 1 45 IS IN OUR WORLD, IN THE TRADE WORLD REALLY AND TRULY IS WE TEACH YOUR TECHNICIANS, YOU KNOW, BECAUSE IF THEY'RE OUT PRICING SOMETHING TO A CUSTOMER, YOU KNOW, YOU WANT THEM TO DO IT REAL TIME IN FRONT OF THEM.

CAUSE WE'RE TRANSPARENT.

WE SHOW THEM OUR PRICING.

SO THE 1 45 IT IS CORRECT.

IT'S THE MULTIPLIER.

IT'S THE MULTIPLIER.

HOW ARE YOU'RE USING IT, YOU KNOW, AND STUFF.

SO ALL YOU GOTTA DO, IF YOU WANT TO TAKE IT AND JUST TAKE 45%, MULTIPLY YOUR COST AND THEN ADD THAT INTO YOUR COST, OR YOU CAN SHUT, SHORTEN THAT AND JUST DO THE COST TIMES ONE 45% AND IT GIVES YOU YOUR SELLING COST.

DOES THAT MAKE SENSE? MM-HMM.

IT, IT DOES.

THE ONLY THING I WOULD ADD IS, IS, IS, IS I DIDN'T ASK FOR A MULTIPLIER.

I ASKED FOR THE MARKET PERCENTAGE, MARK.

OKAY.

IT'S, YEAH, IT'S YOUR CALL.

I MEAN, YOU KNOW, IT'S THAT'S FINE.

BUT I JUST WANTED TO EXPLAIN, GIVE A CHANCE TO EXPLAIN WHY.

YOU KNOW, IN MY WORLD, EVERY DAY THAT'S WHAT WE DO, YOU KNOW, STUFF, UH, I, I'D ONLY ADD ONE THING AND I, YOUR GENTLEMAN'S, UH, Y'ALL

[00:30:01]

HAVE THE DECISION.

WE HAD A PRE BID, YOU KNOW, IF THERE'S A QUESTION THERE COULD BE BROUGHT UP AT THAT TIME, UH, AND DISCUSSED.

SO WHAT, BUT AGAIN, THIS IS STILL USED THE SAME TYPE OF WAY WITH THE PLUMBING.

IT IS MORE OF EMERGENCY.

HE ASKED NOT THE BIG JOBS WE WE'RE GOING.

AND I, I HIGHLY RECOMMEND TO MAINTENANCE OVER THE YEARS THAT, UH, YOU KNOW, THIS IS LIKE, WE GOTTA HAVE IT FIXED.

RIGHT NOW, WE DON'T HAVE TIME TO GET QUOTES, BUT IF YOU HAVE A PROJECT COMING UP WHERE YOU HAVE TIME TO GET QUOTES UP, I SAYING THIS, REACH OUT TO ALL THREE OF THESE GUYS.

FRIES.

YES.

YEAH.

OKAY, COOL.

PHIL.

SOUNDS BAD.

.

SO, UH, BASED ON, ON THAT, UH, JUST OVERALL, UH, WHAT THE THREE PEOPLE, UH, DEPARTMENTS FELT LIKE WAS THE LOWEST AND BEST BID, UH, IT'S LUMPIES ELECTRIC.

SO BASED ON THAT, I I WOULD MAKE IT RECOMMENDATION WITH THE FACT THAT WE WILL REACH OUT TO EVERYBODY ON THE PROJECT THAT WE HAVE TIME TO GET QUOTES ON.

WE'VE ALWAYS DONE THAT ON, UH, H B A C, THAT THERE'S A PRICE TO COME OUT AND FIX IT WHEN WE'RE HOT.

BUT IF WE WANT TO ADD SOMETHING TO A NEW BUILDING, WE GET QUOTES.

BUT THAT WOULD BE MY RECOMMENDATION.

NO, THE ONLY THING I REALLY SEE, I MEAN, ALL THE PRICES ARE REALLY CLOSE EXCEPT FOR THAT STOOD OUT, BUT THE RESPONSE TIMES IT WOULD BE, THAT WOULD BE THE ONLY THING.

WELL, UH, THERE AGAIN, UH, IF IT'S A NURSE TYPE DEAL, EXCUSE ME, I SPOKE WITH OUR FOLKS AND I ASK, OKAY, YOU KNOW, WE, WE LOOKED AT EVERY WAY.

UH, SO SURE.

TYPICALLY WHAT WHO COMES OUT IS A MASTER ELECTRICIAN WILL KNOW IT'S USUALLY A, A, A JOURNEYMAN AND APPRENTICE.

UH, I PUT THE PRICING FOR EVERYTHING, RIGHT? BUT TYPICALLY WE, WE BRING OUT A JOURNEYMAN AND A APPRENTICE IS WHAT I'M TOLD.

AND, AND BASED ON THAT, YOU KNOW, LEMP IS CLEARLY LOW THERE, BUT YEAH.

MM-HMM.

, UH, OKAY.

YEAH.

OKAY.

THAT'S WHAT I HAVE.

BUT I, I RESPECT YOUR DECISION.

ALL RIGHT.

BUT IT'S NOT GONNA MAKE, IT'S AS FAR AS THE, THE, THAT IT'S NOT GONNA MAKE A DIFFERENCE THE WAY IT FELL OUT.

LIKE I SAY, I JUST ASKED THE QUESTION CUZ HE JUST KIND OF STOOD OUT.

I UNDERSTAND.

SO THAT'S, I I AGREE.

ALL RIGHT.

WELL, UM, ENTERTAIN THE MOTION.

I'LL MAKE A MOTION TO APPROVE.

ALL RIGHT, WELL WE HAVE A MOTION FROM COMMISSIONER BARBARA.

I'LL SECOND AND THE SECOND ALL FAVOR SAY AYE.

AYE.

THANK YOU VERY MUCH.

MOTION APPROVED.

AND AGAIN,

[10. Jack Sebastian; Discuss and consider advertising to auction seizure vehicles for Kaufman County Sheriff's Office.]

WE'RE GONNA GO TO DISCUSSING AND CONSIDER ADVERTISING THE AUCTION SEIZURE VEHICLES FOR KAUFFMAN COUNTY SHERIFF'S OFFICE.

AND THIS WILL BE PRESENTED BY JACK SEBASTIAN AGAIN.

UH, GENTLEMAN, THE SHERIFF HAS SOME, SOME, UH, CARS HE NEEDS TO TAKE TO AUCTION.

UH, AND SO I'M, I'M ASKING PERMISSION TO, UH, ADVERTISE THAT FOR SE UH, SEIZURE VEHICLES.

I THINK LAST WEEK WE HAD A, UH, UH, APPROVAL FOR ADVERTISING ON COUNTY VEHICLES.

I'M KIND OF WAITING UNTIL IT ALL ONE TIME YOU SAVE MONEY ON ADVERTISING AND ON 90 YARDS.

SO I'LL CONVERSATION.

ALL RIGHT.

DO I HAVE A MOTION? I'LL MAKE THE MOTION.

I HAVE A MOTION FROM COMMISSIONER HUNT.

DO I HAVE A SECOND? I'LL SECOND FROM COMMISSIONER BARBARA.

ALL IN FAVOR, PLEASE SAY AYE.

AYE.

AYE.

THANK YOU VERY MUCH.

YOU MOTION PASSES.

ALL RIGHT.

THANK YOU VERY MUCH.

ALL RIGHT, NOW WE'RE

[11. Chuck Mohnkern; Discuss/Consider updating the Sick Leave Pool policy.]

UP TO CHUCK, OUR FAMOUS TREASURER AND, AND, UH, DISCUSSING CONSIDER ADVERTISING THE AUCTION SEIZURE.

NO, I'M SORRY.

DISCUSSING, CONSIDER UPDATING THE SICK PEOPLE.

I'M JUST LOOKING DOWN AND READING.

AND I WOULD LIKE TO REQUEST THAT, UH, TABLE THIS SO WE CAN HAVE SOME FURTHER DISCUSSION ON IT, UH, WITH THE ATTORNEYS.

OKAY.

THEN WE'RE GO ON.

UH, DO YOU GOING TO PUT IT BACK ON WITNESS ON TABLE IT AND AUTOMATICALLY COME BACK NEXT WEEK? RIGHT.

OKAY.

ALL RIGHT.

THEN I HAVE A MOTION TO TABLE.

NO MA'AM.

FROM COMMISSIONER BARBARA AND A SECOND FROM COMMISSIONER HUNT ON FAVOR, PLEASE SAY AYE.

AYE.

AYE.

THANK YOU VERY MUCH.

THANK YOU.

ALL RIGHT.

THANK YOU CHUCK.

ALL RIGHT.

BOBBY BRIDGES

[12. Bobby Bridges; Present updates on Animal Shelter, Justice Center, and all new construction projects in Kaufman County.]

TO PRESENT AND UPDATES ON THE ANIMAL SHELTER JUSTICE CENTER AND ALL NEW CONSTRUCTION PROJECTS IN THE KAUFFMAN COUNTY.

GOOD MORNING, PHYLLIS.

UM, I GOT GREG HERE TODAY TO KIND OF GIVE AN UPDATE ON THE ANIMAL SHELTER AND WHERE WE'RE AT WITH THAT.

ALL RIGHT, GREG.

GOOD MORNING AGAIN.

GOOD MORNING.

SO WE THINK WE MAY HAVE FOUND THE SOURCE OF WHAT THE PLUMBING ISSUE IS.

ALL RIGHT.

WE WE'RE ACTUALLY, TODAY WE'RE OUT DRILLING ANOTHER BORE PIT IN THE BACK OF THE BUILDING WHERE THE PLUMBING LINES EXIT THE BUILDING.

WHAT WE BELIEVE HAS HAPPENED BASED ON TEST BOARDS WE'VE DONE IN THE FRONT OF THE BUILDING, THE ROOF DRAINS ON THE FRONT OF THE BUILDING, WERE DRAINING ONTO THE GROUND ON SPLASH BLOCKS.

AND WE THINK THE EXCESS THE WATER IS LEAKING BACK UNDER THE BUILDING AND WHERE ALL THE PLUMBING VOID SYSTEM IS TO SUPPORT THE PLUMBING COULD POTENTIALLY BE CREATING A WATER TRAP.

AND WHAT, BASED ON THE BOARDS WE PUT

[00:35:01]

IN THE FRONT AND AFTER THEY HAD TIME TO ACCLIMATE THROUGH RAINS AND DRY SEASONS, WE'RE STILL HOLDING WATER IN THOSE PITS.

AND WHAT WE THINK IS HAPPENING IS THE HYDRAULIC PRESSURE MAY BE PUSHING THOSE LINES UP THERE.

IT'S GETTING TRAPPED INTO THEIR, IF YOU'VE EVER DONE, OBVIOUSLY YOU'ALL DONE PLUMBING TRENCHES, WHERE YOU GOT GRAVEL, WATER TENDS TO GET TRAPPED AND TRAVEL IN THOSE AREAS.

SO WE'RE SUSPECTING THAT'S THE ISSUE.

AND SO WHAT WE'RE DOING RIGHT NOW, THEY'RE DOING IT TODAY, IS WE'RE PUTTING ANOTHER PIT IN THE BACK AT THE LOWEST POINT OF THE TRENCHES, AND TO SEE IF WE CAN GET WATER THERE, IF THE WATER'S PRESENT TO WHERE WE COULD PUMP IT OUT.

SO WE THINK WE MIGHT HAVE FOUND THE ISSUE, NOT A HUNDRED PERCENT YET, BUT WE'LL KNOW AFTER TODAY.

I KNOW.

IS IT, IS THAT BLACK MUD OVER THERE? JUST THERE? IT'S CLAY, HUH? IT'S HORRIBLE.

CLAY.

IT'S YEAH, CLAY.

YEAH.

YEAH, BECAUSE I KNOW LIKE THE BLACK MUD THAT'S AROUND FORNEY, YOU KNOW, MY, MY BROTHER-IN-LAW IS A GEOPHYSICIST AND GEOLOGIST ALL THIS AND ALL THIS STUFF.

AND HE, HE WAS EXPLAINING TO ME ONE DAY HOW THAT BLACK BUD AND SOME CERTAIN CLAYS, THEY, IT CAN RAIN OVER HERE, BUT IT PUSHES WATER UP OVER HERE.

I, I CAN TELL YOU WE'RE, WE JUST GOT THROUGH DRILLING PIERS ON THE FORNEY PROJECT AND WE DRILLED ALL THE WAY AROUND THE BUILDING AND THE VERY FRONT CORNER, WHICH WAS THE LAST PIER WE DRILLED IN FRONT OF THE UTILITY CONTRACTOR, HAD TO PUT STORM LINES OUT THERE AND GRAVEL CLOSE BY IT, THAT ALL THE OTHER PIERS WERE DRY AND THAT ONE WAS FLOODED.

YEP.

BECAUSE THAT WATER GOT TRAPPED IN A POCKET UNDER THE GROUND IN THERE.

AND THAT'S WHAT WE'RE SUSPECTING IS HAPPENING.

SO WHEN IT STARTS DRYING OR SOMETHING THAT, AND I DON'T REMEMBER THE EXPLANATION HE WAS GIVING ME, BUT IT WOULD LITERALLY PUSH UP.

YOU COULD GO OVER TO THE POY HIGH SCHOOL AND, AND IT HADN'T EVEN RAINED, AND THERE'S WATER BEING PUSHED UP INTO THE, UNDERNEATH THE CEMENT AND BREAKING UP THE CEMENT.

IT DOES FUNNY THINGS AND IT DOES, I MEAN, YOU KNOW, SO I MEAN, YOU HAVE TO RESOLVE THAT PRO ISSUE TO KEEP IT FROM PUSHING UP THERE SOMEHOW.

AND I DON'T, I DON'T, THAT'S THE PROCESS.

WHAT'S, WHAT'S THE SOLUTION HERE TO FIX THE PROBLEM? WELL, IF, AND AGAIN, I'M TALKING WITHOUT HAVING ALL THE FACTS, YOU KNOW, CONFIRMED.

RIGHT.

AND, BUT WE'VE, AND OBVIOUSLY WE'RE REVIEWING THIS WITH THE, UH, QUORUM, THE ARCHITECT AND THEIR ENGINEERS.

IF THAT'S THE CASE, THEN THAT PIT WE'RE PUTTING IN TEMPORARY ONE WE'RE DOING TODAY MAY NEED TO TURN THAT ONE INTO A PERMANENT ONE WITH LIKE A SUMP PUMP THERE JUST TO HELP KEEP, GET THE WATER, THE WATER OUTTA THERE.

OH.

AND THE OTHER PART OF IT IS, AND WE'VE GONE BACK TO QUORUM FOR DIRECTION IS, UM, AND FOR WHATEVER REASON ON THE FRONT OF THE BUILDING TOWARD 1 75, WHICH IS A PROBABLY AT CLOSE TO 40% OF THE ROOF AREA MM-HMM.

, IT DRAINS IN, UH, OUT ON SHEET DRAINS.

ON SPLASH BLOCKS.

WELL, NATURALLY THE, IT'S GOING JUST RIGHT THERE, YOU KNOW, THREE FEET AWAY FROM THE BUILDING, TWO FEET AWAY FROM THE BUILDING.

AND IT, WE THINK IT'S COMING BACK UNDER.

HMM.

SO THE, THE PART OF THAT SOLUTION WOULD BE ALSO, THERE'S NOT ROOM TO RUN PIPES WITH BASED ON THE CONTOUR OF THE GROUND COMPLETELY UNDERGROUND TO TAKE THOSE DRAINS OUT.

SO POTENTIALLY CREATE A CONCRETE FLUME, CARRY IT 20 FEET AWAY FROM THE BUILDING TO GET THE WATER WATERSHED FURTHER AWAY FROM THE BUILDING.

SO WE'VE TURNED TO THEM TO GIVE SOME DIRECTION ON THAT.

BUT AFTER WE, WE'LL KNOW MORE TODAY AFTER WE GET THROUGH DRILLING THIS ADDITIONAL BOAR.

OKAY.

JUST, AND THIS IS JUST ME BEING A NAYSAYER, AND HOPEFULLY I'M COMPLETELY WRONG HERE.

YEAH.

BUT WE DETERMINE THIS IS THE PROBLEM AND WE MAKE THE CORRECTIONS, BUT THREE YEARS FROM NOW WE START HAVING THE PROBLEM AGAIN.

WHERE ARE WE AT AS A COUNTY? ARE WE DOING LIKE WE'RE DOING WITH THE JAIL AND PAYING UNGODLY AMOUNTS OF MONEY TO DO ALL THE PLUMBING CORRECTIONS AND BRAKE REPAIR AND ALL THAT? OR IS IT STILL UNDER A WARRANTY? I I, I, I'M JUST NOT, I'M LOOKING, I'M LOOKING DOWN THE ROAD.

HE CAN'T ANSWER THAT.

I CAN'T ANSWER THAT.

BUT, YOU KNOW, MY OPT MY OPTIMISM IS, CUZ I'M SURE Y'ALL ALL BEEN INVOLVED IN WHAT WAS THE SOURCE OF THE PROBLEM.

AND WORST THING WE'VE HAD WITH THIS WHOLE THING IS NOT KNOWING WHAT THE SOURCE IS.

YEAH.

IF YOU FIND THE SOURCE OF THE PROBLEM AND FIX THAT, THEN YOU SHOULDN'T HAVE A PROBLEM DOWN THE ROAD.

WELL THAT'S, THAT'S, YOU KNOW, THAT'S THE IDEAL WORLD.

YEAH.

YEAH.

BUT I GUESS MY QUESTION IS WHAT IF, YOU KNOW, I MEAN, AND WE WERE TALKING, YOU KNOW, MY BROTHER-IN-LAW BECAUSE WHEN WE HAD ANOTHER BUILDING THAT WE KNOW ABOUT THAT PEOPLE WERE HAVING TROUBLE AND HE WAS TRYING TO EXPLAIN, HE SAID, YOU KNOW, THERE'S, THERE'S NOT A GREAT ANSWER FOR IT JUST BECAUSE THAT MUD, IT, IT'S FUNNY, IT PUSHES THAT WATER BACK UP AND, AND THE ONLY WAY TO SOLVE IT IS JUST NOT HAVE ANYTHING IN ITS WAY .

AND I SAID, WELL THAT'S NOT A GOOD SOLUTION.

HE SAID THAT THAT'S WHAT THE SOLUTION IS.

HE SAID, YOU JUST GOTTA MOVE IT OUTTA THE WAY.

EVERYTHING'S GOTTA BE MOVED OUTTA THE WAY.

SO, YEAH.

WELL, AND THAT'S, THAT'S WHAT IF AFTER TODAY, AND LIKE I SAID, IF WE CAN DETERMINE THAT THAT IS, YOU KNOW, THAT THERE IS ALL THE WATER UNDER THERE, LIKE WE'RE SUSPECTING.

AND AGAIN, UH, I CHECKED IT TODAY BEFORE I CAME OVER HERE.

THE, UH, LEVEL OF THOSE WATER IN THOSE TWO WELLS IN THE FRONT THAT WE DRILLED ONLY WENT DOWN ABOUT FOUR INCHES OVER

[00:40:01]

THE PAST WEEK AND A HALF AND IT HADN'T RAINED.

SO, I MEAN IT'S, THAT MEANS THAT WATER, SOME REASON WATER'S STAYING THERE AND OF COURSE IT'S ONE OF 'EM IS REAL NEAR WHERE THOSE TRENCHES ARE, YOU KNOW, FOR THE ENTIRE PLUMBING SYSTEM.

AND IT'S A, IT ALMOST CREATES A RIVER UNDER THERE UNTIL IT GOES OUT TO WHERE IT EXITS THE BUILDING TO TIE INTO THE MAIN STORM, UH, SANITARY OUTSIDE.

AND SO THAT'S WHERE WE'RE PUTTING THAT, WELL, RIGHT THERE BESIDE THAT POINT BECAUSE THE WATER'S GONNA TRAVEL ITS EASIEST PATH.

AND THAT'S THROUGH THOSE TRENCHES AND THROUGH THE GRAVEL BEDS AND STUFF.

MM-HMM.

.

YEP.

SO IF WE DO THAT, REMOVE THE WATER OUT OF THERE AND THEN THE SAME LIGHT DO THE PLUMES IN THE FRONT CUZ ALL THE OTHER DRAINS AROUND THE BACK OF THE BUILDING DRAIN INTO THE, UH, STORM SEWER.

BUT ON THOSE, THEY SHEET DRAINED THEM OUT TO THE FRONT, I GUESS.

CUZ THERE, I DON'T KNOW WHY, I'M ASSUMING THERE'S, IT WOULD'VE BEEN HARD BASED ON THE CONTOUR AND THE ELEVATIONS TO GET IT TIED INTO STORM SEWER.

YEAH.

BUT IF WE CAN CREATE A FLUME TO GET IT, YOU KNOW, FURTHER AWAY FROM THE BUILDING, THEN THAT WOULD HELP PUSH THE WATER FURTHER AWAY WHERE IT HAD LESS CHANCE OF COMING BACK ONTO THE BUILDING.

SO WE'LL KNOW MORE, BUT THAT'S, THAT'S WHERE WE'RE AT.

WE'RE OPTIMISTIC.

WE HOPEFULLY FOUND THE SOURCE.

OKAY.

GOOD.

ALL RIGHT.

THANK YOU.

MM-HMM.

.

APPRECIATE IT, GREG.

YEP.

SO, UH, MOVING ON TO THE JUSTICE CENTER.

SO BASICALLY RIGHT NOW WHAT I HAVE IS I HAVE, UH, I HAVE TWO GUYS THAT ARE DEDICATED OVER THERE TO HELP REARRANGE FURNITURE FOR ALL THE, THE, UH, THE NUISANCE THINGS THAT EVERYBODY HAS FOR LIKE, THIS ISN'T IN THE RIGHT PLACE, THIS ISN'T IN THE RIGHT PLACE, WHATEVER.

SO WE'VE GOT TWO GUYS, UH, CASEY MORRIS IS OVER THERE AND, UH, BOBBY ROGERS ARE BOTH OVER, OVER THERE THAT THEY'RE BOTH DEDICATED TO JUST RIGHT NOW GETTING EVERYBODY SITUATED.

AND THEN, UM, YOU KNOW, THEY WANT PICTURES HUNG AND STUFF LIKE THAT.

WE'RE GONNA START DOING THAT.

UM, CUZ AS YOU KNOW, I I, I KIND OF MENTIONED THIS PREVIOUSLY AS, UM, WE DON'T WANT TO PUT NAILS AND SCREWS AND STUFF IN THE WALLS.

WE'RE GONNA USE THOSE COMMAND STRIPS THAT, YOU KNOW, WE CAN HANG 'EM UP AND TAKE 'EM DOWN AND NOT DAMAGE THE WALLS SO WE DON'T HAVE TO GO BACK AND PATCH AND PAINT AND ALL THAT STUFF.

SO, SO FAR EVERYBODY HAS KIND OF STAYED WITH US ON THAT.

UM, NOBODY'S HANGING STUFF WITH SCREWS AND NAILS AND STUFF, SO THEY'RE JUST WAITING.

I JUST TOLD EVERYBODY, JUST WAIT YOUR TURN.

AND THE GUYS THAT COME AROUND, THEY'LL HANG ALL THEIR STUFF FOR YOU AND YOUR IN OFFICES AND STUFF.

SO, UM, OUTSIDE OF THAT, EVERYTHING'S GOING GOOD.

UM, I CAN'T, I CAN'T AGREE WITH, UH, SHERIFF BEAVERS, UH, I WAS LEAVING THERE YESTERDAY AND IT TOOK ME ABOUT 20 MINUTES TO GET OUTTA THAT PARKING LOT WITH, UH, WITH ALL THE JURORS THAT WERE THERE.

AND THAT WAS RIGHT AT FIVE O'CLOCK.

SO, UM, I, I WILL SAY THIS, THAT I DO FEEL LIKE IT IS SUPER DANGEROUS CROSSING OVER 1 75 WITH THAT MANY PEOPLE.

IT'S LIKE PLAYING FROGGER OUT THERE, YOU KNOW? I MEAN, UH, AND I KNOW YOU GUYS WEREN'T LIKE YOU, YOU KNOW, I KNOW YOU WERE IN THE SAME BOAT I WAS.

Y'ALL WEREN'T INVOLVED IN A LOT OF THIS STUFF AT THE BEGINNING OR, OR AT THE END OF IT TOO.

BUT I MEAN, UH, AND I KNOW IT'S A PRIORITY FOR Y'ALL TO, TO SAFETY IS A PRIORITY FOR Y'ALL, OUR EMPLOYEES AND STUFF.

SO I JUST WANT TO PUT THAT OUT THERE AS WELL THAT I DO AGREE A HUNDRED PERCENT WITH SHERIFF BEAVERS.

AND I MENTIONED THIS BEGINNING AT THE EARLY, EARLY STAGES ON, UH, THE, THIS PROJECT WHEN I WAS IN, INVOLVED IN THE MEETINGS.

AND, UH, BUT YOU KNOW, NOTHING'S BEEN DONE.

SO OUTSIDE OF THAT, I DON'T HAVE ANY MORE UPDATES.

Y'ALL GOT ANYTHING? UH, MATE, I GOT ONE THING.

YES, SIR.

OKAY.

UH, GOING FORWARD, YOU KNOW, THE PROCESS ON, ON CHANGE ORDERS, UH, IS GREG EXPLAINS TO EVERYBODY ON WHAT THEY FOUND THAT WE NEED ANOTHER DROP OR GOTTA MAKE A CHANGE IN THE FLOORING OR PICK, PICK SOMETHING.

BUT GOING FORWARD, UH, WE HAVE THAT MEETING EVERY, YOU KNOW, ONCE IT'S EVERY OTHER WEEK WE MEET.

AND SO IT'S EXPLAINED TO US WHAT WE NEED AND, AND SO THERE'S COMMON UNDERSTANDING IN THERE WHAT THE PEOPLE THAT ARE THERE, BUT THEN WE WILL GET A QUOTE, UH, FROM GREG ON THE COST TO, TO MAKE THESE REPAIRS.

AND SO I'VE NEVER HAD A REAL COMFORT LEVEL AND I'M THE ONE, MY OFFICE IS OKAY IN THOSE.

SO I THINK GOING FORWARD, I'M PROBABLY GOING TO, UH, REQUEST THAT MAINTENANCE OR IF IT'S AN IT SITUATION THAT THEY SEND ME AN EMAIL, YOU KNOW, THAT WE'RE ON BOARD TO MAKE THESE CHANGES AND, AND TO PROVE THIS CHANGE ORDER.

YOU KNOW, I DON'T WANT THIS THING, I CAN'T SAY WHAT, SPEAK TO WHAT HAPPENED IN THE PAST, BUT GOING FORWARD THE OTHER TWO PROJECTS, I THINK WHOEVER'S HERE NEEDS TO HAVE THAT UNDERSTANDING THAT THEY NEED SOME SUPPORT ON THESE CHANGE ORDERS SO THEY DON'T GET OUTTA HAND.

AND IT'S ALWAYS OPEN FOR, FOR WILLIAM AND GENTLEMEN TO ATTEND THOSE.

UH, I KNOW IT'S A LOT OF TALK ABOUT PEOPLE NOT BEING INVOLVED IN THE PROJECT.

SO I'LL JUST SAY GOING FORWARD, IF ANYBODY WOULD LIKE TO GO THERE, HERE, HERE'S YOUR, HERE'S YOUR OPPORTUNITY.

YOU, WE, WE MADE EVERYTHING.

DON'T, TO MAKE A CHANGE ORDER SOMEBODY, SOMEBODY'S GOING TO HAVE TO LOOK AT IT AND UNDERSTAND WHAT THE CHANGE ORDER'S FOR, AND THEN SOMEBODY'S GOING TO ACTUALLY HAVE TO APPROVE THE PRICE OR WHATEVER IT IS.

I MEAN, IT'S JUST, WELL, THERE AGAIN, WHAT'S BEEN DONE, THE PASS AND, AND, AND I'M GUILTY IS CHARGED WHEN THESE GUYS, UH, YEAH, THEY'RE TRYING TO GET OFF THAT PROJECT AND

[00:45:01]

WE'RE MAKING THESE REPAIRS.

WE DON'T HAVE TIME FOR A LOT OF TIME TO MAKE, YOU KNOW, ALL THESE DECISIONS.

WE KIND OF GO BY THE EXPERTISE, YOU KNOW, ON THIS, THEY SUGGEST THIS AND WE'RE JUST KINDA RUBBER STAFFING IT.

BUT AT THE END OF THIS THING, WHEN YOU START SEEING ALL THESE LISTS, YOU KNOW, THESE CHANGE ORDERS, UH, THEY, THEY'LL PROBABLY BE QUESTIONS.

AND I'M JUST TRYING TO GET THAT MAYBE A LITTLE SMOOTHER GOING FORWARD TO THE NEW BUILDINGS, IF THAT MAKES ANY SENSE.

COULD YOU, UH, EMAIL US TO LET US KNOW WHEN THOSE MEETINGS ARE AND WHERE CAN YEAH, GREG WILL SEND YOU A MEETING INVITE.

OKAY.

THE WAY YOU CAN PUT IT ON YOUR CALENDARS AND IF Y'ALL AVAILABLE TO COME, THEN COME ON AND THAT'LL BE GOOD.

WELL, WE CAN'T HAVE MORE THAN THREE PEOPLE OUT THERE AT THE SAME TIME.

YEAH.

I THINK IT'D BE GOOD.

ONE OR TWO.

I'LL, I WILL SAY THIS, WHEN WE DID THE UPSTAIRS, UH, ANNEX, UH, IT WAS PRETTY MUCH GEORGE YORK, MYSELF, AND WE HAD ONE COMMISSIONER THAT MET EVERY WEEK ON A WEEKLY BASIS.

SO THERE WAS ALWAYS SOMEONE ON THE, ON THE COURT THAT WAS THERE TO SEE WHAT'S GOING ON.

IT DOESN'T HURT A THING.

SOMEBODY BE THERE.

IT, IT HELPS EVERYBODY.

AND RIGHT NOW OUT THERE SHOULDN'T HAVE COUNTY JUDGE OUT THERE AT THE MOMENT.

BUT I MEAN, YOU KNOW, THEY COULD BE THERE.

UM, I MEAN, I DO AGREE WITH, WITH JACK HERE ON THIS IS, YOU KNOW, A LOT OF CHANGE ORDERS DO HAPPEN, YOU KNOW, AND A LOT OF 'EM KNOW ABOUT, YOU KNOW, I MEAN, SOME THINGS WE DON'T KNOW ABOUT, UM, SOME THINGS WE DO KNOW ABOUT THAT WE HEAR IN OUR CONSTRUCTION MEETINGS OR WHATEVER, BUT, UM, I THINK THERE NEEDS TO BE A BETTER WAY OF, OF TRACKING THAT AND HAVING SOMEBODY SIGN OFF ON IT.

UM, THEN WHAT'S BEEN, OH, THAT'S WHY WE HAVE A, THAT'S WHY WE HAVE A DIRECTOR OF OUR BUILDING.

THERE YOU GO.

WELL, AND I, I ALSO COULD FORWARD THOSE EMAILS TO YOU GUYS IF, IF YOU'D LIKE TO HAVE THOSE.

YEAH.

IT DOESN'T HURT ANYTHING FOR US.

SEE AS THOUGH WE KNOW WHAT'S GOING ON.

THERE YOU GO.

WE CAN DO THAT.

END OF STORY.

YEP.

THANK YOU.

THANK YOU, JACK.

I APPRECIATE THANK YOU BOBBY.

APPRECIATE IT.

THERE'S NOTHING TO PROVE ON THAT.

NOW

[13. Auditor; Discuss/Consider line-item and budget transfers/corrections.]

WE'RE GONNA GO INTO THE AUDITOR, DISCUSS LINE ITEM TRANSFERS AND BUDGET TRANSFERS AND CORRECTIONS.

GOOD MORNING COURT.

GOOD MORNING.

UM, YOU'LL NOTICE THAT WE HAD SOME LENGTHY, UH, LINE ITEM TRANSFERS AND BUDGET ADJUSTMENTS.

YES, MA'AM.

UH, CLEANING UP FOR 2022 FISCAL YEAR SO WE CAN GET READY FOR THE OUTSIDE AUDIT.

RIGHT.

AND, UM, DO YOU HAVE ANY QUESTIONS? BECAUSE THERE WAS ABOUT 3,700,000 CORRECTIONS AMOUNT, DOLLAR AMOUNTS IN THAT FOR TWO, 2022.

UH, THEN IN, UH, I GOOFED ON 2023 WHEN YOU APPROVED THE, THE ONE WEEK, UH, RAISE THAT WAS DONE IN COURT DECEMBER 13TH, 2022.

I SAID IT WOULD BE UNDER A HUNDRED THOUSAND AND IT REALLY WAS.

BUT WE WENT BACK TO LEGAL.

CHUCK AND I TALKED ABOUT IT, AND PEOPLE THAT HAD RESIGNED, RETIRED OR GOT TERMINATED AFTER THAT TIME, BUT BEFORE YOU APPROVED IT, WE HAD TO INCLUDE THEM ALSO TO MAKE IT ILLEGAL SO WE WOULDN'T HAVE TO GO BACK.

BUT ALTOGETHER IT WAS 102,000.

SO I MISSED IT ABOUT A LITTLE BIT.

BUT THAT INCLUDED FICA AND MEDICARE AND T C D R S TAXES.

DO YOU HAVE ANY QUESTIONS ABOUT ANY OF THAT? I ASKED FOR YOUR APPROVAL, PLEASE.

I'LL MAKE MOTION TO APPROVE.

ALL RIGHT.

WE HAVE A SECOND.

WE HAVE A, WE HAVE A MOTION FROM COMMISSIONER BARBARA IN THE SECOND FROM FAVOR, PLEASE SAY AYE.

AYE.

AYE.

ALL RIGHTY.

UH, NOW

[14. Auditor; Discuss/Consider claims for payment and/or Financial Information as provided by the County Auditor.]

WE'RE GONNA GO BACK TO THE ORDER TO, UH, FOR CLAIMS AND PAYMENT AND FINANCIAL INFORMATION ON THE COUNTY OFFICE.

YOUR CLAIMS FOR PAYMENT ARE $530,436 AND 53 CENTS, A PAYROLL OF 1,000,600 $39,515 AND 4 CENTS.

TOTAL PAYOUT FOR TODAY IS $2,169,951 7 CENTS.

YOU HAVE ANY QUESTIONS ABOUT ANY OF THOSE THAT I CAN ANSWER FOR YOU? YOU DON'T HAVE ANY QUESTIONS? NO QUESTIONS.

AND I'LL TAKE A MOTION.

I'LL MAKE THAT MOTION.

I HAVE A MOTION FROM COMMISSIONER HUNT.

ALL SECOND AND A SECOND FROM COMMISSIONER BARBER.

ALL ON FAVOR, PLEASE SAY AYE.

ONE SECOND.

I HAVE A

[00:50:01]

SECOND FROM COMMISSIONER HUNT.

ALL IN FAVOR, PLEASE SAY AYE.

AYE.

AYE.

THANK YOU VERY MUCH.
