[Call to Order]
IS NINE O'CLOCK AND IT IS JANUARY THE 17TH.AND WE'RE IN THE COMMISSIONER'S COURTROOM IN THE NEX.
AND WE ARE ABOUT TO GET STARTED FOR TODAY.
SO I HAVE ASKED, UH, MR. BARBER TO START US OFF WITH THE PRAYER.
THEN COMMISSIONER HUNT WILL DO OUR PLEDGES.
IF YOU WILL STAND WITH ME, PLEASE PRAY WITH ME, PLEASE OR HEAVENLY FATHER, WE WANT THANK YOU FOR THIS DAY.
AND, UH, WE'RE LOOKING FORWARD TO ALL THE BLESSINGS THAT WILL COME FROM IT.
ASK YOU TO BE WITH US THIS MORNING AS WE, UH, DELIBERATE AND LOOK OVER THINGS THAT WE NEED TO DO FOR THE COUNTY AND, UH, HELP US MAKE THE GOOD DECISIONS.
IT WILL BE GOOD FOR EVERYBODY.
UH, BE WITH US ALL AND KEEP US SAFE.
IN YOUR SON'S NAME WE PRAY, AMEN.
I PLEDGE, PLEDGE TO THE FLAG OF THE UNITED STATES OF AMERICA AND REPUBLIC, WHICH STANDS ONE NATION UNDER GOD, INDIVISIBLE, WITH LIBERTY AND JUSTICE ON FLAG.
I PLEDGE TEXAS UNDER GOD ONE AND INVISIBLE.
DO WE HAVE ANYONE TO SIGN UP TO SPEAK THIS MORNING? NO ONE.
[1. ROUTINE CORRESPONDENCE]
HAVE ANY ROUTINE CORRESPONDENCE THAT THEY WANNA SHARE THIS MORNING? YEAH, I'D LIKE, I'D LIKE TO, UH, JUST, UH, KIND OF GIVE AN UPDATE ON, UM, UM, I GUESS BACK DECEMBER 13TH, I BROUGHT TO COURT, UH, AFTER CHECKING WITH LEGAL WHERE I DONATED A BUNCH OF DIRT, WHERE I DUCKED MY TANKS OUT TO, UH, RAY, TO THE ENGINEER'S STUDY THE FLOOD PLANE THAT RUNS THROUGH COUNTY ROAD 1 53 AND 1 52.SO ALL THAT DIRT'S GOING ON THOSE COUNTY ROADS AND THEY'RE OUT THERE DOING IT NOW, JUST TO KINDA LET EVERYBODY KNOW WHEN THEY SEE THE EQUIPMENT OUT THERE, THAT THE PURPOSE OF THAT IS TO GET THE, THAT DIRT ON TORASO ROADS AND WE HOUND IT THROUGH LEGAL, GOT THE APPROVAL FROM THE COURT, AND THE OFFICER GOT ALL HER NUMBERS THAT WERE, THAT WERE ACTUALLY THE VALUE OF THE DIRT GOING ON AT THE COST OF THE ROAD.
SO ALL OF IT'S BEEN DONE AND IF ANYBODY OUT THERE HAS ANY QUESTIONS ABOUT WHAT'S GOING ON, JUST GIMME A CALL.
WELL, JUST DON'T, DON'T RELY ON THE GOSSIP OF THE FACEBOOK FOLIES OR WHATEVER, YOU KNOW, THAT UH, THEY KIND OF GO ON.
JUST, JUST, YOU KNOW, JUST GIMME A PHONE CALL AND I'LL GO BACK AND WATCH THE COURT MINUTES ON DECEMBER 13TH WHEN WE APPROVED IT ALL.
SO, BUT, UH, AND THERE'S GONNA BE MORE ABOUT 1 53 CUZ THERE'S SOME SAFETY ISSUES ALONG WITH THE FLOODING ISSUES THAT GO WITH THAT ROAD.
SO THERE'LL BE OTHER STUFF COMING BACK TO COURT TO DEAL WITH THAT TOO.
COMMISSION NUMBER TWO, CONSENT AGENDA.
OH, I WANNA, I WANNA, I WANNA SAY, UH, THANK YOU TO OUR REPRESENTATIVE KEITH BELL BECAUSE I'VE BEEN HAVING A PROBLEM WITH, UH, FOUR 60 AND SEVEN 40 AND LEVON AND HAD UNDERGROUND WIRES BURIED AND, UH, COULDN'T EVER GET 'EM, GET 'EM MOVED.
AND SO HE CALLED THEM FROM THE FLOOR OF THE HOUSE THE OTHER DAY WITH THE OTHER SENATORS AND THE AT T WAS OUT THERE WORKING ON IT.
SO I, I WANT Y'ALL TO KNOW SOMETIMES IT DOES HAPPEN, GOOD NEWS TO HAVE A PLACE IN PEOPLE IN HIGH PLACES, YOU KNOW? MM-HMM.
AND, UH, ANYWAY, I JUST APPRECIATE HIM AND APPRECIATE HIM FOR HELPING IN COPELAND COUNTY.
[2. CONSENT AGENDA]
CONSENT AGENDA.CONSIDER A ACCEPTED COMMISSIONER COUNTY, UH, COURT MEETING MINUTES FOR JANUARY THE NINTH OF 2023 IN JANUARY THE 10TH OF 2023.
WHAT DO THESE ALL AT ONCE, IF YOU DON'T MIND BE DISCUSSED? CONSIDERED ACCEPTING OFFICIAL BOND OATH OF PHILLIP WILLIAM S***T, PRECINCT NUMBER TWO, COMMISSIONER.
I'LL GIVE YOU A MOTION TO ACCEPT THAT.
NEED A MOTION? NEED A SECOND? I'LL SECOND.
ANY DISCUSSION? ALL IN FAVOR SAY AYE.
[3. Pam Corder; Discuss/Consider appointing Jim Davis, Beverly Curtis, Zahnd Schlensker, Jeff Baska, Katie Conrad, Rheanne Archer, Michael Hunt, Cassidy Earnheart, Jody Deller, Dottie Durrett, and Kari Rough to the Kaufman County Historical Commission for 2 years.]
THREE.IS THAT, I'M NOT SURE HOW TO PRONOUNCE THAT NAME.
KATIE CONRAD VIE ARCHER MICHAEL HUNT.
[00:05:01]
RA TO THE KAUFMAN COUNTY HISTORICAL COMMISSION FOR THE NEXT TWO YEARS.AND THIS IS JUST SOMETHING WE DO EVERY TWO YEARS.
IT'S A TWO YEAR TERM AND I WILL SAY THAT THIS HAS BEEN A GREAT GROUP OF PEOPLE TO WORK WITH.
WE'RE ADDING, UM, AN EXTRA TO THAT, EXTRA TO TO THAT GROUP.
SOME HAVE KIND OF DROPPED OFF HEALTH REASONS.
SO, UM, I'M EXCITED FOR THE NEXT TWO YEARS FOR HISTORICAL COMMISSION.
HOW MANY SPOTS DO YOU HAVE ON THAT COMMISSION? SO THAT, THAT'LL BE 11.
AND WE WILL STILL, WE'LL STILL WE'LL STILL NEED A LITTLE BIT MORE REPRESENTATION FROM, UM, THE FORNEY AREA.
WE JUST HAVE ONE Z IS THE ONLY PERSON FROM FORNEY.
SO IT'D BE NICE TO HAVE ONE MORE IN THAT AREA.
PERHAPS IF YOU TALK TO THE COMMISSIONER OVER THERE, HE MIGHT BE ABLE TO HE MIGHT DO SOMETHING.
WELL, I WILL SAY THIS, THAT UH, THERE WAS A COMMENT MADE BY COMMISSIONER MOORE THAT HE LIKED HISTORY.
SO IT MIGHT BE HE MIGHT NEED TO START RECRUITING THERE.
HEY, HE IGNORES HISTORY'S DOOM TO REPEAT IT.
OKAY, SO GENTLEMEN, NEED A MOTION TO ACCEPT THOSE FOR THE NEXT I'LL MAKE A MOTION TO ACCEPT.
COMMISSIONER BARBER MADE THE MOTION.
ANY DISCUSSION? ALL IN FAVOR SAY AYE.
[4. Chuck Mohnkern; Present/Accept the Treasurer's monthly report for December 2022.]
MR. CHUCK MONKIN TO PRESENT AND ACCEPT THE TREASURE'S MONTH OF YOUR REPORT FOR DECEMBER OF 2022.MORNING JUDGE AND COMMISSIONERS.
WE, UH, ENDED DECEMBER WITH A, UH, FUND TO 10 BALANCE OF $31,583,835.
TOTAL EARNINGS FOR THAT MONTH WERE $331,019 88 CENTS.
THE TOTAL FUNDS THAT WE HAD INVESTED IN TEXAS CLASS AND TAX POOL, 88 UH, MILLION $194,960.
OUR AVERAGE YIELD ON TAX POOL INVESTMENTS, 4.2847% AVERAGE YIELD ON TEXAS CLASS 4.317%.
THE TOTAL COUNTY FUNDS IN AMERICAN NATIONAL BANK AS OF THE END OF THE MONTH, $61,657,005.
TOTAL VALUE OF THE PLEDGED SECURITIES BY THE BANK.
SO THEY HAVE US VERY WELL COLLATERALIZED AT 392%.
ALRIGHT, WE WROTE 340 RECEIPTS DURING THE MONTH OF DECEMBER FOR A TOTAL OF $38,563,331 AND 25 CENTS.
ANY QUESTIONS YOU WANNA HAVE? ANY QUESTIONS? NEED A MOTION TO ACCEPT THEN MAKE A MOTION.
HUH? MR. HUNT MAKES A MOTION TO ACCEPT THE REPORT.
ANY DISCUSSION? ALL IN FAVOR SAY AYE.
JIM, I'LL PASS THIS AROUND FOR YOU TO SIGN PLEASE.
[5. Chuck Mohnkern; Present/Accept the Treasurer's quarterly investment report for October through December 2022.]
NUMBER FIVE, CHUCK.AGAIN, PRESENT AND ACCEPT THE TREASURE'S QUARTERLY INVESTMENT REPORT FOR OCTOBER THROUGH DECEMBER OF 2022.
FOR THE, UH, FOURTH QUARTER OF 2022, OUR INTEREST EARNED ON ACCOUNTS IN AMERICAN NATIONAL BANK.
INTEREST ON TAX POOL INVESTMENTS, $320,449 INTEREST ON TEXAS CLASS INVESTMENTS.
THE AVERAGE YIELD FOR THE QUARTER WITH, UH, TAX POOL.
3.8040000000000003% AVERAGE YIELD IN TEXAS CLASS FOR THE QUARTER, 3.7991%.
AND UH, ALSO HAPPY TO BE ABLE TO REPORT THAT FOR THE, UH, CALENDAR YEAR OF 2022.
WE EARNED ONE, UH, 1,829,500 HUNDRED $13 AND 68 CENTS ON OUR TAX POOL AND TEXAS CLASS INVESTMENTS.
EVEN THOUGH WE STARTED OFF THE YEAR WITH LESS THAN 1%, THINGS HAVE REALLY CHANGED, HAVEN'T THEY? IT REALLY HAS.
VERY MUCH COUNTING FOR THE TAXPAYERS.
NEED A MOTION TO ACCEPT CHUCK CORLEY REPORT.
WAIT JUST A SECOND UNTIL WE GET THESE BACK.
[6. Lynn Fanion; Present/Accept the Collections Department December and 4th quarter reports.]
LYNN, YOU WANNA COME ON UP PLEASE? GOOD MORNING.IS LYNN FANAN TO PRESENT EXCEPT THE COLLECTIONS DEPARTMENT DECEMBER THE FOURTH.
UM, FOR THE LAST QUARTER IN 2022, UM,
[00:10:01]
WE COLLECTED $254,095 AND 60 CENTS.THAT IS A DECREASE FROM THE PREVIOUS QUARTER OF 10.41% AND A DECREASE OF ONE POINT 71% OVER THE SAME PERIOD IN 2021.
ANY REASONS WHY MAYBE? WELL, UM, NOVEMBER AND DECEMBER ARE TYPICALLY LOWER COLLECTIONS AND THEN THIS PAST YEAR WITH THE ECONOMY AND EVERYTHING, I THINK EVERYBODY'S BEEN KIND OF STRUGGLING.
I'M HOPING EVERYTHING PICKS UP THIS YEAR.
I WAS HOPING THERE WERE NO FINES GIVEN.
I DON'T THINK THEY NO, THEY FOUND ANY.
WELL, THEY'RE JUST SPENDING MONEY ON CHRISTMAS.
NEED A MOTION TO ACCEPT LYNN SON REPORT PLEASE.
COMMISSIONER PHILLIPS MADE THE MOTION IN A SECOND.
ANY DISCUSSION? ALL IN FAVOR SAY AYE.
[7. Tommy Phillips; Present/Accept the County Extension Office quarterly commissioner's report to the court and introduce the new office secretary.]
NUMBER SEVEN, TOMMY PHILLIPS PRESENT.ACCEPT THE COUNTY EXTENSION'S OFFICE COURT, THE COMMISSIONER'S REPORT TO THE COURT AND INTRODUCE NEW OFFICE SECRETARY.
COMMISSIONERS, PLEASURE TO BE WITH Y'ALL AGAIN.
UH, WANT TO KIND OF DO THIS OUTTA ORDER, WE WANT TO INTRODUCE OUR, OUR NEW SECRETARY, EVEN THOUGH SHE'S NOT NEW WITH US.
SHE'S BEEN WITH US FOR ABOUT THREE MONTHS.
UH, SHE HAS BEEN A HUGE WELCOME ADDITION TO OUR STAFF, BUT I WANTED HER TO HAVE THIS OPPORTUNITY TO BE INTRODUCED TO Y'ALL AND TO KIND OF SEE WHAT COURT, WHAT THIS LOOKS LIKE.
UH, THE, OUR QUARTERLY REPORTING, UH, TO Y'ALL.
JUST REAL BRIEFLY, JUST KIND OF WANNA RUN DOWN EACH OF OUR PROGRAM AREAS AND WHAT, WHAT HAPPENED OVER THE LAST QUARTER.
UH, SOME REALLY GOOD ACTIVITIES IN THE AG AND NATIONAL RESOURCE, UH, SIDE.
WE HAD HAD A REALLY SUCCESSFUL HAY SHOW BACK IN OCTOBER.
UM, OF COURSE, YOU KNOW, WITH THE DROUGHT LAST YEAR, OUR NUMBERS OF HAY SAMPLES WERE DOWN.
SO WE'RE, WE'RE HOPING TO KIND OF COMBAT THIS YEAR AND DO A SOIL FERTILITY CAMPAIGN IN THE NEXT COUPLE MONTHS AND MAYBE GET SOME MORE, UM, ENTRIES FOR THIS NEXT YEAR.
HAD A REALLY GOOD FALL GARDENING SEMINAR BACK IN NOVEMBER FOR OUR MASTER GARDENERS.
UM, HAD SOME REALLY GREAT TOPICS THERE.
UM, YOU KNOW, WRAPPED UP OUR BIG TRI YEAH, OUR TRINITY VALLEY PEST SIDE PROGRAM BACK IN MAYBANK, UM, BACK ON DECEMBER THE 16TH.
UM, AND THEN AGAIN, WE GOT SOME REALLY GREAT PROGRAMS COMING UP ON THE AG NATURAL RESOURCE SIDE.
WE BEGAN OUR MASTER GARDENER INTERN CLASS, UH, FOR THIS NEXT YEAR, LAST WEEK.
UH, I'VE GOT SEVEN NEW INTERNS IN THAT.
UH, WE HAD OUR, UM, AG AGRILIFE REGION CONFERENCE LAST FRIDAY OVER AT CROSS BRAND COWBOY CHURCH IN TYLER AND WE HAD 660 PEOPLE AT IT, SO, GOOD NUMBER.
SO YEAH, WE WERE, WE WERE REALLY SHOCKED AND UH, BUT AGAIN, REALLY GREAT PROGRAMMING GOING ON.
AND I'LL TURN IT OVER TO KATIE AND CARRIE TO KIND OF HIGHLIGHT THEIR PROGRAM AREAS.
SO, UM, IT SEEMS LIKE THE LAST QUARTER WAS VERY BUSY FOR ME.
UM, ALL OF OUR PLANNING FOR THE WHOLE YEAR KIND OF CULMINATED IN THE LAST QUARTER.
WE HAD A DINNER TONIGHT, VIRTUAL DINNER TONIGHT ONLINE ON FACEBOOK.
AND WE HAD ABOUT 186 PEOPLE INTERACT WITH US ON THE FACEBOOK FEED.
UM, WE DID ABOUT TWO HOURS OF RECORDED VIDEO AND, UM, POINTERS ON GRILLING AND, UM, TAILGATING SINCE THAT SEEMS TO BE THE SEASON.
SO, UH, WE DID VIDEOS ON SET GRILLING SAFETY, YOU KNOW, ACTUALLY SETTING UP THE GRILL AND NOT BURNING YOUR HOUSE DOWN AND FOOD SAFETY, CHANGING YOUR PLATE AFTER YOU PUT YOUR RAW MEAT ON THE GRILL.
AND CUZ BELIEVE IT OR NOT, THERE'S A LOT OF PEOPLE WHO DON'T KNOW THAT.
SO, UH, WE WERE PLEASED WITH THE OUTCOME AND IT WAS A FREE OF CHARGE, UM, PROGRAM.
UM, THE NEXT PROGRAM THAT I'M PROUD OF IS OUR HEALTHY CARBOHYDRATES.
IT'S A FOUR LESSON SERIES AND I'M DOING THAT IN TARELL.
UM, I'VE GOT SOME LADIES AT BETHLEHEM BAPTIST CHURCH.
THEY HAVE ABOUT 35 LADIES THAT GET ONLINE EVERY TUESDAY AND GO HAVE GONE THROUGH THIS, UM, HEALTHY CARBOHYDRATES, WHICH PRETTY MUCH THAT'S TELLS YOU WHAT THE PROGRAM'S ABOUT IS WE TALK ABOUT CARBOHYDRATES, WHERE THEY'RE HIDDEN, HOW DO YOU CUT BACK ON 'EM.
UM, AND A LOT OF THE LADIES HAVE SAID THEY'VE SEEN THEIR A1C, WHICH IS THE MEASURE FOR DIABETES, GO DOWN AND THEY'VE ACTUALLY LOST SOME WEIGHT.
SO THEY WERE EXCITED ABOUT THAT.
SO EXCITED THAT THEY STARTED AGAIN LAST WEEK ON A NEW PROGRAM CALLED FRESH START TO A HEALTHIER YOU, WHICH IS PERFECT FOR, UH, THE NEW YEAR.
SO FOUR OF MY MASTER WELLNESS VOLUNTEERS ARE TEACHING THIS ONLINE, UM, THROUGH THEIR CHURCH.
SO IT WAS, IT'S REALLY FUN TO WATCH THE GROWTH THERE.
UM, ANOTHER PROGRAM THAT I DID THIS FALL, IT'S AN EIGHT WEEK PROGRAM, GUESS WHAT? IT'S WALK ACROSS
[00:15:01]
TEXAS.WE TALK ABOUT WALK ACROSS TEXAS ALL THE TIME.
WE HAD 600 AND I'M SORRY, 469 YOUTH WITH 25 TEACHERS.
AND THEY WALKED OVER 7,000 MILES BETWEEN OCTOBER 5TH, OCTOBER 17TH, AND DECEMBER 9TH.
THAT'S QUITE A FEW MILES PER PERSON.
SO, UM, WE ARE PLANNING OUR NEXT, UH, KAUFMAN COUNTY EMPLOYEE WELLNESS WALK ACROSS TEXAS.
IT WILL START MARCH THE SIXTH.
AND ROCKWALL HAS CHALLENGED, JUST AGAIN, IF YOU'LL REMEMBER LAST YEAR WE BEAT THEM.
SO THIS YEAR HOPEFULLY WE'LL GET ENOUGH PEOPLE AND WE'LL CONTINUE THE TREND.
SO BE LOOKING FOR THAT TO, UM, BE ROLLING OUT.
SO THOSE ARE MY THREE BIGGEST HIGHLIGHTS.
YOU CAN READ THE REST, BUT THANK YOU.
UH, IS THIS THE KAUFMAN SCHOOL CHILDREN INVOLVED IN THE WALK ACROSS TEXAS? AND HOW YOU DO THAT? DO YOU PICK ONE SCHOOL PER YEAR OR DIFFERENT ONE OR SAME ONE OR EVERY ACTUALLY THIS, THIS SCHOOL MONDAY ELEMENTARY, THEY JUST DO IT EVERY FALL.
AND I FACILITATE IT, BUT ANY SCHOOL CAN DO IT ANY TIME.
UM, ANY SCHOOL IN THE ENTIRE COUNTY CAN DO IT AT ANY TIME.
THIS, THIS PARTICULAR SCHOOL HAS JUST SHOWN A GREAT INTEREST AND WELL GOOD.
SO IF YOU KNOW OF ANOTHER SCHOOL THAT'D BE INTERESTED.
WELL, I DIDN'T KNOW HOW YOU REACHED OUT TO THEY WOULD DO THIS OR WHAT.
YEAH, WE PUT EVERYTHING OUT THERE AND IT'S WHO GRAS YOU KNOW, IT'S LIKE FISHING, THROW IT OUT THERE AND YOU SEE WHO CATCHES IT.
FINISHING UP THE FALL SEMESTER WITH THE LIVESTOCK SHOWS, WHICH WAS THE STATE FAIR.
UH, WE DID VERY, WE WERE VERY SUCCESSFUL ON THE ROAD.
UM, I'M VERY PROUD OF THE FOUR H LEADERS THAT WE HAVE.
UH, COMING HOME THIS YEAR, JUST FROM THE STATE FAIR ALONE.
UM, WE HAD OUR FOUR H ACRES JUST FROM STATE FAIR, FROM THE PREMIUM CHECKS, ALSO OUR SALE CHECKS.
I BROUGHT HOME 4,000 TO A HUNDRED DOLLARS JUST FROM THOSE PREMIUM, UH, CHECKS.
THAT WAS NOT COUNTING THE OPEN SHOW CHECKS.
I DON'T KNOW WHAT THEY HAVE RECEIVED ON THAT, BUT I DO KNOW THAT GOING INTO FORT WORTH, I'M EXPECTING TO BE AT THE BACKDROP A LOT.
UH, WE HAVE FIVE OF OUR FAMILIES THAT JUST CAME HOME FROM THE CATTLEMEN'S CON, UH, CONFERENCE THAT WAS UP AT, UH, TULSA OR UP AT OKLAHOMA CITY.
AND I KNOW THAT WE HAVE ONE GRAND CHAMPION HERFORD THAT'S COMING IN THAT'S GOING STRAIGHT INTO, UM, FORT WORTH AFTER SHE GETS BACK FROM DENVER.
BUT, UM, WITH THAT ALSO BEING SAID, WE HAVE OUR BREEDING SHEEP GOING IN.
I'M VERY EXCITED ABOUT THIS NEW TEAM THAT WE HAVE GOING IN.
THEY FOCUS MAINLY ON DOPERS, BUT I HAVE THREE REALLY, REALLY GOOD VOLUNTEERS THAT HAVE BEEN, UH, REACHING OUT AND HELPING OUT THOSE YOUNG PEOPLE.
THEY'RE FROM FORNEY AND TERRELL AND SCURRY.
AND SO I'M REALLY EXCITED ABOUT STARTING UP THE BREEDING SHEEP, UH, SHOW TEAM AGAIN.
SO WITH THAT BEING SAID, OUR ROBOTICS TEAM AND OUR, OUR HEIFER TEAMS MOVE IN THIS WEEK.
UM, ROBOTICS HAS BEEN GROWING FOR US.
WE WERE SUPPOSED TO HAVE THREE TEAMS GO TO FORT WORTH, BUT ONLY TWO GOT IN.
THERE ARE SO MANY, THEY LIMIT HAD THE NUMBERS THAT CAN GO INTO THAT CONTEST.
SO WE DID GET OUR TWO SENIOR TEAMS IN.
AND SO, UM, WAITING TO SEE IF MAYBE WE CAN GET THE, THE JUNIOR TEAM IN, BUT WE'RE NOT REALLY SUCCESSFUL IN THAT.
WITH THAT BEING SAID, UM, AS I AM ALSO PROUD OF MY FOUR H VOLUNTEERS, MY LEADERS THAT ARE MY YOUTH, MY YOUTH LEADERS I'M EXTREMELY PROUD OF, UM, ELI STE CONTINUES TO LEAD THE PUBLIC SPEAKING WORKSHOPS WE'RE HAVING THIS YEAR.
ABOUT 18 TO 22 COME TO THOSE WORKSHOPS.
HE LEADS THEM WITH HIS MOTHER SOLELY HIMSELF.
LAST YEAR THAT INCREASED OUR NUMBERS OF KIDS GOING TO THE EDUCATIONAL PRESENTATION CONTEST.
AND THIS YEAR HE HAS ACTUALLY STEPPED HIMSELF UP TO TRYING THE, THE, UH, STATE MAJOR SHOWS PUBLIC SPEAKING CONTEST.
AND HIS, UH, PUBLIC SPEAKING IS GONNA BE ON THIS YEAR ON HOW MICRO FARMING CAN HELP THE FARMERS IN RURAL AREAS.
AND SO WITH THAT BEING SAID, IT MOVES INTO, UM, MY MORE SUCCESSFUL PROGRAM, WHICH IS A CURRICULUM ENRICHMENT.
I'M VERY HAPPY TO ANNOUNCE THAT WE HAVE HAD, WE HAVE HIRED THE C CRANDALL, UM, PROGRAM ASSISTANT.
UH, STEPHANIE HARDY IS GONNA BE WORKING THAT AREA.
AND SO SHE IS ACTUALLY IN THE SCHOOLS WORKING WITH MALLORY, WHO'S THEIR SCIENCE TEACHER.
WE TOOK INTO ALL THE SCIENCE TEACHERS FOR THE, UH, FOURTH GRADE LAST WEEK.
THEY'LL BE DOING THAT FOUR WEEK PROGRAM.
MALLORY AND HER HAVE THEM TOTALLY BOOKED UP.
FORNEY IS OF COURSE THE KING AND THE WHOLE ENTIRE CURRICULUM ENRICHMENT.
THEY HAVE WONDERFULLY 10 ELEMENTARY SCHOOLS THAT KEEP US BUSY OVER THERE.
AND UH, THEY'RE IN THE MIDDLE OF ALL THAT.
UM, SO IF ANY OF YOU ARE INTERESTED IN CHICKS, I WILL HAVE ABOUT 900 COMING OFF BY APRIL IF WE'RE HAVING SUCCESSFUL CHICKS.
UM, AND I'M MOST SURE THAT KATIE WOULD RATHER NOT THEM BE BACK AT THE OFFICE.
I THINK SINCE THE SHERIFF TO GO ALONG WITH HIS BAILEY PIG.
THEY WON'T, SOME CHICKENS SINCE LAST TIME WE HAD THEM AT THE OFFICE, KATIE HAD TO COME OUT AND REMIND ME THAT THE CHICKS WERE NOT WHERE THEY'RE SUPPOSED TO BE
UM, ANYWAY, A CHICKEN RUN LOOSE
SHE JUST WAS LOST FOR A LITTLE BIT.
ANYWAYS, WITH THAT BEING SAID, UM, I'M VERY EXCITED ABOUT THIS.
[00:20:01]
HAVE BEEN DOING EXACTLY A WONDERFULLY HOW WE'RE GOING INTO EVERYTHING.WE HAVE 18 HEIFERS MOVING IN TO JUST FOR FOUR H ALONE FOR THE FORT WORTH STOCK SHOW.
UM, I CAN TELL YOU WITH ME BEING THE LIAISON BETWEEN THE FOUR H AND FFA FOR THE STATE, UH, VALIDATION COMMITTEES FOR HEIFER, GOAT, SHEEP, AND STEERS THIS LAST YEAR BETWEEN JUNE AND OCTOBER, WE HAVE VALIDATED MORE ANIMALS THAN WE HAVE IN THE PAST FIVE YEARS.
SO I'M VERY EXCITED TO SEE WHAT GOES ON WITH THE FOUR H AND FFA AT FORT WORTH.
BUT I CAN GUARANTEE THIS, IF IT'S ANYTHING WITH THE JACKPOTS THAT HAD BEEN GOING ON, UH, YOU'RE GONNA SEE KAUFMAN COUNTY ANNOUNCED A LOT IN THE, IN THE RING, ESPECIALLY WITH THE, UH, STEERS.
WE'LL HAVE FIVE JUST COMING FROM FOUR H I KNOW MAYBANK IS TAKING IN A A LOT.
SO WITH THAT BEING SAID, IF YOU HAVE ANY QUESTIONS EVER ABOUT THE FOUR H PROGRAM, PLEASE REACH OUT TO, TO ME AND I'D BE MORE THAN HAPPY TO TELL YOU ALL ABOUT IT.
SO, I MEAN, IT'S, THE NUMBERS ARE SHOWING THAT WE'RE BOUNCING BACK FROM, EVEN THOUGH, EVEN THOUGH WE'RE NOT AGRICULTURE IN KAUFFMAN COUNTY IS GOING AWAY CUZ WE'RE BUILDING HOMES, BUT IT'S NOT PASSING OVER TO THE KIDS.
WE'RE SHOWING MORE ANIMALS AND IT'S REALLY GROWING THAN SOME PROJECTS AND STUFF FOR THE KIDS TO DO.
THE DESIRE FOR YOUNG PEOPLE TO LEARN ABOUT AGRICULTURE IS STILL THERE.
AND THE FFA ADVISORS AND THE FOUR H PROGRAM IS DOING ALL WE CAN TO TEACH 'EM.
UM, I CAN TELL YOU THE FFA BARNS ARE FULL AND SO, UM, AND WITH OUR FOUR H PROGRAMS, WE'RE ALL CONSTANTLY TRYING TO FIND WAYS TO OPEN UP THOSE, UH, OPPORTUNITIES FOR THE KIDS TO BE ABLE TO PARTICIPATE IN AGRICULTURE.
UM, FORT WORTH ALONE, WE'RE GOING IN WITH BREEDING SHEEP MARKET GOATS, MARKET LAMBS, MARKET STEERS, HEIFERS, RABBITS.
UM, AND I DO BELIEVE WE HAVE ONE, ONE, UM, STEERS RABBITS.
WHAT ABOUT, ABOUT HAVE TINGE COVERED? THEY'RE GONNA, AND THE HEIFER PEOPLE OPEN, BUT THERE'S SOME TYPE OF FOUL THAT YOU HAVE SHOWS.
THAT ASTONISHED ME WITH OH YES.
MY BREEDING, MY BREEDING CHICKENS ARE GOING IN.
THANK YOU FOR REMINDING ME THAT.
YEAH, WE DO A FIRE FEATHER SHOW, UH, FOR AND FEATHER SHOW.
AND IT WAS UNGODLY HOW MANY KIDS THAT SHOW UP AT THE FAIRGROUNDS.
YEAH, WE, UH, WE WEREN'T ABLE TO HOST IT THIS YEAR.
WE DID HOST A, UH, A GOAT LAMB AND BREEDING RABBIT SHOW.
UM, IT WAS A VERY QUICK TURNAROUND, UM, TO GET THAT THING OFF THE GROUND.
MY LEADERS ONCE AGAIN DID AWESOMELY.
IT WAS THE WEEK BEFORE CHRISTMAS.
UH, SO, UM, IT WAS KIND OF WONDERFUL FOR ME TO SIT THERE TRYING TO CRAM ONE MORE THING IN BEFORE THE CHRISTMAS BREAK.
BUT, UM, THE FERN FEATHER SHOW WILL BE BACK ON TARGET NEXT YEAR, UM, AT THE FAIRGROUNDS.
AND SO, BUT THE LAST TIME WE HAD THAT, THE, THE BREEDING FOUL WAS HUGE.
AND WE HAVE THREE FAMILIES THAT ARE GOING INTO FORT WORTH WITH THE, WITH THEIR BANTAMS, THEIR COCHRANS AND THEIR LEGHORNS HORNS.
AND I KNOW NOTHING ABOUT THOSE.
THERE'S A CARTOON THAT HAD LEG HORNS.
SO, BUT YEAH, WE, WE ARE REPRESENTED, BUT WE HAVE UM, HAVE SEVERAL KIDS THAT ARE SHOWING RABBITS ALSO.
UM, I HAVE TO WATCH IT THEM FROM AFAR BECAUSE I'M ALLERGIC TO RABBITS.
SO I HAVE TO SIT THERE GOING, YOU'RE DOING A GREAT JOB THROUGH THE WINDOW.
WELL, I'LL TELL Y'ALL DO A FANTASTIC JOB.
AND I WAS PRIVILEGED LAST FALL TO GO TO THE FAIR TO JUDGE THE KIDS WITH THE COOKING.
IT'S AMAZING WHAT THE KIDS LEARN.
AND, AND Y'ALL ALL NEED TO PARTICIPATE IN THAT.
I KNOW THE SKIT HAS BEFORE AND, AND IT WAS MY SECOND TERM AND IT WAS, WE'LL SEND OUT, THERE'S SMART KIDS.
I'M TELLING YOU RIGHT NOW, THEY REALLY ARE CUTTING THIS YEAR.
THAT'S THE FIRST YEAR I MISSED, BUT I, CUTTING AND JAKE STEPPED UP THE PLATE AND WENT AND YOU KNOW WHAT'S AMAZING IS THAT WHEN I WENT FOR THE FIRST TIME, THAT'S THE FIRST TIME THEY EVER HAD AN ELECTED OFFICIAL PARTICIPATE IN.
I MEAN, YOU KNOW, SO IT'S REALLY NEAT.
I DO HAVE A QUESTION, TOMMY, ON THE SIR SOIL SAMPLES.
WHERE DO, ARE YOU PEOPLE BRINGING THEM TO YOU? YOU GOING TO THE FARMERS OR? WELL, WHAT WE'RE GONNA END UP DOING, JUDGE, IS, IS ACTUALLY HAVE THEM, WE'RE GONNA PROBABLY HAVE A EDUCATIONAL EVENT TALKING ABOUT HOW IMPORTANT IT IS TO DO SOIL SAMPLING AND THEN OKAY.
HAD THE SOIL SAMPLE BAGS THERE THAT DAY.
UM, WHEN WE DO A SOIL SAMPLE CAMPAIGN, A AND M DOES GIVE US A DISCOUNTED RATE CUZ TYPICALLY A ROUTINE'S 12 BUCKS.
UM, SO IT'S GONNA BE A DISCOUNTED RATE.
SO YOU'LL ACTUALLY TAKE THOSE AND MAIL 'EM, YOU KNOW, WE'LL COLLECT 'EM THERE AT THE OFFICE AND THEN MAIL 'EM OFF.
SO, AND YEARS PAST, KAY, YOU HAD ISSUES TRYING TO FIND A SPACE FOR MORE KITCHENS SO YOU COULD DO YOUR COOKING DEMONSTRATIONS FOR PEOPLE WITH DIABETES AND YES.
I SO HAVE YOU BEEN ABLE TO STILL NEED SOLVE THAT PROBLEM? NO, I HAVE NOT.
I STILL NEED ROOM TO COOK, TO HAVE, IF I WANNA DO A HANDS-ON COOKING CLASS, WHICH PEOPLE LEARN BETTER WHEN THEY'RE DOING VERSUS JUST BEING TALKED TO.
I HAVE A HARD TIME FINDING A KITCHEN WITH ENOUGH SPACE AND ENOUGH BURNERS.
I MEAN, WE CAN GO INTO A LARGE KITCHEN, BUT UNLESS THERE'S ENOUGH ROOM ON A STOVETOP OR SEVERAL STOVE TOPS.
[00:25:01]
TO COOK.SO IT STILL MAKES IT VERY DIFFICULT.
AND ONE OF THE EMERGING ISSUES, OR EMERGING, I GUESS, TRENDS IS, UM, CANNING AND FOOD PRESERVATION AND THAT'S BEST DONE HANDS ON.
UH, AND I'VE GOT ALL OF THE EQUIPMENT TO DO IT.
I JUST DON'T HAVE ENOUGH STOVE TOP OR BURNERS TO DO IT.
COULD IT BE, I COULD POSSIBLE USE THE, UH, THE WOMEN'S BUILDING AT SHOWGROUNDS IF YOU HAD ENOUGH COOKTOPS? UM, IF I HAD ENOUGH COOKTOPS AND IT WAS CLEAN AND SANITARY, YES.
I DON'T KNOW WHY THEY WANT IT CLEANED THEN.
FOOD PRESERVATION IS ALL ABOUT THE SANITARY ENVIRONMENT.
I, I WOULD HOPE SO BECAUSE OF BISM.
SO WE'VE REALLY GOTTA HAVE A, A CLEAN AND SANITARY ENVIRONMENT.
WHEN IS THE COUNTY SHOW? COUNTY SHOW? THIS YEAR HAS ACTUALLY BEEN MOVED TO A DIFFERENT DATE.
WE'RE ACTUALLY DOING A MONDAY THROUGH FRIDAY NOW.
SO, UM, SO WE MOVE IN ON MONDAY.
WE START SHOWING ON TUESDAY, OUR ACTUAL SALE.
THE AUCTION WILL BE ON FRIDAY.
WHAT'S THE DATES? SO WE'RE LOOKING AT THE LAST MONDAY, TUESDAY OF FEBRUARY THROUGH MARCH 1ST THROUGH THE THIRD.
SO I THINK IT'S FEBRUARY 27TH, 28TH, THEN MARCH 1ST, SECOND, AND THIRD.
SO, OF COURSE THE CREATIVE TALENT, UM, I'M SURE THAT JACKIE AND WE HAVE A BRAND NEW SUPERINTENDENT FOR THE CREATIVE TALENTS NOW.
UM, AMANDA HEMPLE FROM, UH, KEMP PROBABLY GIVING YOU A CALL TO, WE'LL BE DOING THE JUDGING ON THOSE THINGS ON SATURDAY AND, UH, SATURDAY AND SUNDAY.
SO YEAH, IN THE YEARS PASSED, I JUDGED THE, UH, DESSERTS.
ANYTHING ELSE? ANY OTHER QUESTIONS? NO.
NOW WE NEED A MOTION TO ACCEPT THEIR REPORT.
I'LL MAKE COMMISSIONER PHILLIPS MAKES MOTION TO A SECOND.
I'LL SECOND COMMISSION MOORE SECONDS.
ANY DISCUSSION? ALL IN FAVOR SAY AYE.
[8. Commissioner Barber; Discuss/Consider granting permission to the City of Terrell and TNP to access property Brushy Creek Water Line- Parcel: 8B W E Sulllvan; Tract 36B Tracey (UNREC), for the purpose of performing boundary and topographic surveys.]
EIGHT, COMMISSIONER BARBER DISCUSS, CONSIDER GRANTING PERMISSION TO THE CITY OF TERRELL AND T N P TO ACCESS PROPERTY ON BRUSH CREEK WATERLINE PARCEL EIGHT B W SULLIVAN TRACK 36 B TRACY, U N R E C FOR THE PURPOSE PERFORMING BOUNDARY AND TOPOGRAPHIC SURVEYS.YEAH, THIS IS THE SAME THING AS WE HAD, I BELIEVE A WEEK OR SO AGO.
UH, THE CITY OF TERRELL IS EXPANDING A WATER LINE, UH, EXTENDING IT AND THEY JUST NEED PERMISSION TO GET ONTO SOME OF OUR RIGHT OF WAY AREA.
AND, UH, SID IT WAS OKAY TO GO AHEAD AND DO THAT.
SO, UH, I'LL GO AHEAD AND, UH, VOTE THAT WE, UH, APPROVE THAT.
DO YOU MAKING THAT MOTION? YES, SIR.
COMMISSIONER MOORE, ANY DISCUSSION ON THIS? ALL IN FAVOR SAY AYE.
[9. Bobby Bridges; Present updates on Animal Shelter, Justice Center, and all new construction projects in Kaufman County.]
MR. BOBBY BRIDGES GOING GIVE US UPDATES ON ANIMAL SHELTER, JUSTICE CENTER, AND ALL NEW CONSTRUCTION PROJECTS IN KAUFMAN COUNTY.HOW Y'ALL DOING THIS MORNING? GOOD.
SO REAL QUICK, UM, THIS SHOULD BE PRETTY QUICK UPDATE.
EVERYTHING'S MOVING ALONG PRETTY GOOD RIGHT NOW.
UM, THE ANIMAL SHELTER, THEY ARE, Y'ALL WERE HEARD LAST WEEK WHAT, UH, MR. B BLASEK WAS SAYING.
THEY'RE GONNA DRILL THAT HOSE IN THE BACK OF THE BUILDING, PUT THE SUMP PUMPS IN THERE AND LET THAT WATER DRAIN, TRY TO DRAIN OUT FROM UNDERNEATH THERE AND SEE IF THAT FIXES THE PROBLEM.
UM, THE EXPANSION IS MOVING ALONG.
UM, THEY'RE GETTING READY TO SHEETROCK THAT.
THAT, THAT THING WILL ACTUALLY BE PRETTY MUCH DONE.
JUST WAITING ON THE AIR HANDLERS TO SHOW UP YEAH.
ON THE MARCH OR SOMETHING LIKE THAT.
UM, WELL, THEY'RE SAYING SEPTEMBER IS THE COMPLETION DATE ON THE EXPANSION.
UM, COULD BE SOONER, BUT THAT'S WHAT THEY'RE GIVING US IS SEPTEMBER CURRENTLY.
UM, BUT THE AIR HANDLERS ARE WHAT'S GONNA BE THE HOLDUP.
I MEAN THAT'S, SO, UM, THE, THE SHERIFF'S SUBSTATION, THE FOUNDATION'S BEEN POURED, THEY STARTED POURING THAT LAST FRIDAY.
UM, THE JUSTICE CENTER, EVERYTHING'S MOVING RIGHT ALONG THERE.
WE'RE GETTING EVERYBODY SITUATED IN THERE AND EVERYBODY, IT'S, IT'S STARTING TO CALM DOWN A LITTLE BIT WITH, WITH EVERYTHING.
AND WHAT, WHAT WE ARE DOING IS WE'RE TELLING EVERYBODY NOW, JUST IF YOU WOULD PLEASE JUST GO PUT A WORK ORDER IN.
UM, THAT WAY WE CAN TRACK EVERYTHING THAT'S GOING ON AND WE CAN KIND OF PRIORITIZE IT.
UH, BECAUSE RIGHT NOW IT'S JUST, YOU KNOW, OBVIOUSLY MOVING DESKS AND STUFF LIKE THAT AROUND, UM, AND THEN HANGING PICTURES AND STUFF LIKE THAT.
SO I THINK, YOU KNOW, ANOTHER MONTH WE'LL HAVE IT, HAVE THE JUSTICE
[00:30:01]
CENTER SETTLED IN AND EVERYBODY WOULD BE BE HAPPY WITH WHAT THEY GOT.SO WE HAVE ALL THE ELECTRIC PLUGS PUT IN WHERE THEY NEED TO BE AND AT WHICH, WHICH PLACE ALL THE TVS THAT DIDN'T HAVE A HOOKUP.
SO THEY DID, THEY DID PUT ALL THE NETWORK DROPS IN.
AND, UH, THEY ADDED SOME MORE ELECTRICAL DROPS WITH SOME OF THOSE NETWORK DROPS.
UM, SO AS FAR AS I'M CONCERNED, UH, AS FROM MY PART OF IT, I THINK, CUZ YOU KNOW, I REALLY, THAT'S THE IT SIDE OF IT.
BUT FROM WHAT I UNDERSTAND IN THE MEETING, THEY, THEY HAVE EVERYTHING COVERED.
UM, MICHAEL WITH IT WAS OVER THAT AND HE OKAY.
HE SOUNDED LIKE IN THE MEETING HE WAS SATISFIED WITH WHAT WAS DONE.
AND YOU TOLD ME THE AMOUNT OF THAT YES.
TO ADD ALL THE DROPS THAT THEY LEFT OUT.
AND A LOT OF THOSE WERE THE SHERIFF'S STUFF, YOU KNOW, FOR SECURITY RIGHT.
SO, UM, I I, YOU KNOW, I DON'T KNOW WHO'S APPROVED THAT YET.
I DON'T KNOW IF IT HAS BEEN APPROVED.
HAVE YOU SEEN ANYTHING ON THAT, JACK? WE, WE, WE'VE APPROVED ON IT.
LIKE I SAID, YOU GOT A COPY OKAY.
SO, SO THAT'S GOOD THEN THAT, THAT THAT'D BE COVERED.
WHENEVER THEY, BEFORE THEY INSTALL THE SHEETROCK, THEN IT'LL BE INSTALLED.
AND THERE WAS A QUESTION TOO, UH, AND ONE OF THESE, BUT THIS IS FOR BOTH OF YOU GUYS.
UH, FOR THE EX THE NEW PART THAT THEY'RE ADDING ON FURNITURE, WHEN DO YOU WANT THE PEOPLES GONNA BE IN THERE TO COME LOOK AT FURNITURE AND IF YOU GET THAT ORDERED OR JACK ACTUALLY TALKED ABOUT THAT IN OUR CONSTRUCTION MEETING.
I THINK HE'S GONNA HAVE TWO COMPANIES COME LOOK AT IT.
I'VE REACHED OUT TO ANOTHER VENDOR.
I THINK THERE WAS CONCERN ABOUT THE OVERALL QUALITY OKAY.
AND, UH, IT'S A VENDOR I'D USED IN THE PAST AND I PUT HIM IN TOUCH WITH ARCHITECT TO, TO GET A SECOND OPTION.
SO WE'LL GET TWO QUOTES ON FURNITURE AND COUNTER REVIEW 'EM, SEE WHICH IS THE BEST, UH, VALUE FOR THE COUNTY.
AND ANY FURNITURE OR PERSONAL ITEMS LEFT IN THE OLD COURTHOUSE? YOU WANNA SET UP A TIME AND SEND A MEMO OUT TO ALL DEPARTMENTS? IF YOU LEFT SOMETHING THERE, COME GET IT.
YES, WE CAN DEFINITELY DO THAT.
CAUSE THERE'S STILL QUITE A BIT OF STUFF IN THERE THAT IS PERSONAL STUFF.
SOME PEOPLE'S, THEIR OWN DESK, YOU KNOW, THEY BROUGHT THEIR OWN DESK TO WORK OR WHATEVER.
SO, YOU KNOW, STUFF LIKE THAT.
BUT, UH, MOST OF THEIR PERSONAL BELONGINGS ARE WITH THEM NOW.
BUT THE STUFF THAT'S LEFT BEHIND IS LIKE A DESK.
THE FURNITURE TYPE STUFF NEEDS TO BE DEN.
SOME OF 'EM HAVE SOME PRETTY BIG DESK IN THERE.
AND THEY NEED THEM, THEM TO BE DELIVERED OUT.
SO I THINK WE WERE GOING TO HAVE SOMETHING YES, SIR.
WE WE DID OFFER TO LOAD THOSE UP AND WELL I KNOW, AND THAT'S WHAT, THAT'S WHAT WE ALL SUGGESTED, BUT WE, THEY WERE GOING TO PUT IT ON COURT FOR US JUST TO MAKE IT NICE AND COMFORTABLE TO MAKE SURE EVERYBODY UNDERSTOOD THAT WE CAN WE HAVE THAT CLEAN THE COURTHOUSE OUT.
AND PEOPLE, YOU KNOW, CAN'T, IT TAKES 'EM FOREVER TO GET SOMETHING, YOU KNOW, SO YEAH.
JUST WANNA LET YOU KNOW, UH, IN ADDITION TO THAT, SHERIFF HAS REACHED OUT TO TDC TO GET A QUOTE ON THE FURNITURE FOR THAT OH, HIS BUILDING AS WELL.
THAT'S WHAT WE'VE GOTTEN AT AND WE'VE JUST BEEN WITH US ONE YEAR OVER THERE IN OUR BUILDING NOW, SO I'M GONNA REACH OUT TO THEM.
AND WHEN YOU GOT ALL DAY TO MAKE IT, IT, YOU KNOW, YOU CAN, YOU KNOW, YOU DON'T HAVE TO WORRY ABOUT IT.
AND ONE MORE THING WE DON'T HAVE TO WORRY ABOUT OVERTIME.
WE WERE LOOK REVIEWING THE, UH, BUDGET STUFF FOR THE, FOR THE SHERIFF'S BUILDING AND, AND THERE'S NO MONEY I SET ASIDE FOR FURNITURE, UH, IN THAT.
AND UH, UH, MY FOLKS REACHED OUT TO RAYLAND AND UH, SHE ACKNOWLEDGES THAT THERE WAS NO MONEY SET ASIDE FOR THAT.
AND THAT, UH, WE WOULD KIND OF FIGURE OUT WHERE THAT COME FROM.
AND UH, THAT'S SOMETHING WE NEED TO WORK ON.
HOW DID THAT HAPPEN?
I DUNNO WHY WE'RE BUILDING A BUILDING AND NOT HAVING FURNISH.
YES, MIKE, UH, UM, YOU KNOW, YOU SAID THE AIR HANDLERS, THE BUILDING WAS PROBABLY GONNA BE COMPLETE EXCEPT FOR THEY AIR ON THE EXTENSION.
SO WHEN, WHEN WE GET TO THAT POINT WHERE THE BUILDING IS COMPLETE EXCEPT FOR THEIR, THAT TYPE OF STUFF, CAN THEY FREE UP MORE OF THE PARKING LOT FOR USE? OH, ABSOLUTELY.
BECAUSE THOSE PEOPLE WON'T BE THERE.
SO THOSE, IT'LL CLEAR OUT ALL THOSE CONTRACTS.
WE JUST HAVE THE CONTRACTS FOR THE AIR HANDLERS.
SO WE CAN FREE UP PROBABLY THE MAJORITY OF THAT PARKING LOT.
BECAUSE RIGHT NOW ALL THOSE, ALL THE PEOPLE THAT ARE WORKING OVER THERE ARE PARKING IN THAT PARKING LOT.
THOSE PEOPLE ALL BE GONE AND THEN, SO YEAH, ABSOLUTELY.
THAT PARKING LOT WILL BE AVAILABLE.
BUT I MEAN, HAS, HAVE ANY OF Y'ALL LEFT THERE AT 4 35 O'CLOCK YET?
[00:35:02]
WE KNOW IT'S TOUGH.IT'S, IT'S A, IT'S A 20, IT'S A 20 MINUTE RIDE TO GET OUTTA THERE.
SHERIFF, SHERIFF, THAT SPOT OPENS 85 IF ONCE 80 GET THAT SPOT OPEN, THAT OPENS 85 SPOT.
AND THEN IF WE EVER GET TO, TO DO THE OTHER, LIKE Y'ALL TALKED ABOUT RIGHT.
THAT MAY BE 80, 87 SO MAYBE OKAY.
SOME KIND OF SMALL THING FOR RELIEF UNTIL WE MAKE THE MISTAKE LATER.
[10. Jack Sebastian; Discuss/Consider accepting rebate check from Citi Bank procurement card and receiving into miscellaneous revenue.]
TIM.MR. JACK SEBASTIAN, DISCUSS, CONSIDER ACCEPTING REBATE CHECK FROM CITIBANK PROCUREMENT CARD AND RECEIVING INTO MISCELLANEOUS REVENUE.
JUDGE, LITTLE HISTORY YOU MAY RECALL, UH, SEVERAL YEARS AGO I APPROACHED THE COURT ON THE FACT THAT THE COUNTY DIDN'T, UH, REALLY DO ANYTHING TO RECOGNIZE EMPLOYEES ON, ON THE 5, 10 50 THING.
AND UH, I MENTIONED THAT WE HAD, UH, REBATES FROM BY BOARD AVAILABLE AND WE IMPLEMENTED A PROGRAM THAT I THINK'S WORKING REAL WELL.
WE HAD A, UH, EMPLOYEE RETIRE FROM FACILITIES HERE, UH, A FEW WEEKS AGO.
AND, UH, I THINK SOME FOLKS AT THE COUNTY ORDERED SOME CAKE AND WHAT HAVE YOU, AND PRESENTED THE BILL AND IT WAS $150, SOMETHING LIKE THAT.
AND I THINK WE, I APPROACHED THE AUDITOR ON ABOUT USING A CREDIT CARD AND THERE WAS NOT A POLICY IN PLAY TO UTILIZE THAT.
AND THEN, UH, SO HAPPENED A FEW WEEKS LATER, UH, WE RECEIVED THIS CHECK FROM CITIBANK.
IT'S A REBATE FOR A CREDIT CARD.
I THINK THEY'RE GOING TO COME WITH A POLICY PERHAPS TO THE COURT.
UH, SOME ENTITIES WILL ALLOW A CERTAIN DOLLAR AMOUNT FOR A RETIREMENT PARTY.
UH, I KNOW WHERE I CAME FROM, YOU KNOW, THE, THE AMOUNT WAS TWO 50 AND THAT WOULD GO FORWARD BUYING A CAKE OR WHATEVER.
THEY LEAVE THE DEPARTMENT HEAD, YOU KNOW.
SO, UH, I RECOMMEND WE RECEIVE THIS CHECK AND MAYBE PUT IT IN THAT FUND, UH, FOR POSSIBLE USE DOWN THE ROAD FOR THAT.
I KNOW IN THIS PARTICULAR CASE, UH, ONE OF THE, ONE OF THE PEOPLE IN HR ACTUALLY PICKED UP THE TAB ON THAT ON THEIR OWN AND UH, UH, WAS QUITE NICE.
BUT, UH, I THINK MOVING FORWARD MIGHT, WE MIGHT WANNA CONSIDER THAT, BUT UH, I'D RECOMMEND WE RECEIVED THIS CHECK.
THEY TOTAL AMOUNT WAS $2,264 AND 36 CENTS.
THAT'S A GOOD PRICE TO PUT IT TOO.
NOW DIDN'T WE DID IN THE PAST, DIDN'T WE, UH, USE THIS TO HELP FUND THE COUNTY PARTY, THE CHRISTMAS PARTY? WAS IT THIS PART OF THE FUNDS? IT IS SAME MONEY.
IT'S NOT HOW I ACCOUNT FOR IT.
PUT IT IN THE EMPLOYEE APPRECIATION THAT GOES TO THE CHRISTMAS PART.
I'M NOT COMMINGLING THOSE FUNDS WITH A CHRISTMAS PART.
I'M GONNA PUT IT IN A SEPARATE LINE ITEM.
WELL, I'M JUST, I'M NOT ASKING ABOUT MOVING FORWARD.
AR I'M THINKING THAT WE USE, THAT WE'RE USING THE TO HELP FUND, WE'RE USING THAT REBATE FROM THE BY BOARD BUYBOARD.
THIS IS A DIFFERENT TIMEBOARD, THIS IS CREDIT CARD.
TWO DIFFERENT THINGS NOW, NOW TWO DIFFERENT THINGS.
THAT'S WHY I WANT TO COUNT FOR IT DIFFERENTLY.
NOW THE CITY PEN OR THE COUNTY PENS COMING OUTTA THE SAME FUND, UH, IT'LL BE ACCOUNTED FOR THE GENERAL FUND, BUT A DIFFERENT LINE ITEM.
AND IT, THAT WAY DURING BUDGET IT CAN BE CARRIED FORWARD.
AND WHEN YOU GET ANOTHER CHECK FROM THE CREDIT CARD, WE'LL ADD IT TO IT AND DO A BUDGET AMENDMENT.
WHEN WE GET SOMETHING FROM BY BOARD, THEY APPROVE IT, WE PUT IT IN THAT LINE ITEM.
SO WHOEVER'S OVER THE CHRISTMAS PARTY, COMMISSIONER BARBER HAS DONE IT FOR SEVERAL YEARS NOW.
HOW MUCH DID WE GENERALLY RECEIVED BACK FROM CREDIT CARDS? DEPEND ON WHAT Y'ALL BUY.
WELL, I KNOW, BUT I MEAN I FIGURED WE, I DON'T KNOW OFF THE TOP OF MY HEAD CAN TELL YOU
WELL WE SPENT MUCH OF THAT CHRISTMAS PARTY AND I HADN'T LOOKED AT IT SINCE THEN.
CAUSE I HAD TO VERIFY WE HAD ENOUGH IN THERE FOR AARON TO BE, TO MATCH THOSE ARRANGEMENTS.
I UNDERSTAND THE BALANCE WAS SOMEWHERE AROUND 15, $20,000.
DON'T, DON'T, DON'T QUOTE ME ON THAT, BUT THAT'S WHAT I HAD HEARD.
BUT THIS LINE, IT, THAT'S THE OTHER DAY, ANOTHER ONLY GONNA HAVE A FEW HUNDRED IN IT, MR. FOR OKAY.
THAT'S JUST SOMETHING TO CONSIDER.
I MADE ANY MOTION TO, UH, APPROVE MR. SEBASTIAN'S REBATE.
I'LL MAKE THE MOTION TO APPROVE.
ANY DISCUSSION? ALL IN FAVOR SAY AYE.
[11. Sheriff Beavers; Discuss/Consider accepting the Sheriff's Department determination that estray pot-belly pigs are unlikely to generate sufficient proceeds to cover the expense of the sale and will be donated to a non-profit organization for county purposes (including rehoming).]
DISCUSS, CONSIDER ACCEPTING THE SHERIFF'S DEPARTMENT'S DETERMINATION THAT THE S3 POT VALLEY PIGS UNLIKELY TO GENERATE ENOUGH MONEY TO COVER THE EXPENSES FOR THE SALE WILL BE DONATED TO A NONPROFIT ORGANIZATION.[00:40:01]
COUNTY PURPOSES.WELL WE DON'T HAVE TO TAKE ANY ACTION.
Y'ALL DON'T HAVE TO TAKE ANY ACTION.
I DID FIND A PLACE, UH, THURSDAY, UH, THAT SELL, UH, EXOTIC ANIMALS.
SO WE SHIPPED THEM OVER THERE AND THEY SOLD FOR $4.
SO WE'RE THROUGH WITH THEM SO WE DON'T HAVE TO TAKE ANY ACTION.
WELL WILL THERE BE MORE POTBELLY PIGS FROM THE IN THE FUTURE?
MAYBE WE NEED TO DEAL WITH IT.
HE SAID HE IS GONNA PUT 'EM IN YOUR PASTURE.
THIS IS THE SECOND PROBABLY WON'T LAST FOR IT ON WITH HIM.
NOW THIS IS THE SECOND TIME THAT WE'VE HAD TO DEAL WITH POTBELLY PIGS.
UH, WE DID HAVE ANOTHER, UH, DANGER ANIMAL STUFFED PEOPLE THAT COME OUT AND AND NON-PROFIT THAT DID SAY THEY'D TAKE 'EM LATER.
IT'S JUST HARD TO GET RHYTHM OF EM AND WITH THE, A STRAY LAW HOLDING THEM.
AND I'VE GOT A PUT A AD IN THE PAPER PLUS PLAY EVERY DAY FEEDING ON THEM AND THEN THE HAULER HAS TO DO 'EM.
SO I THINK Y'ALL SEEN THE BILL ON THE BACK.
I THINK THAT'S ABOUT, I PROBABLY GOT A THOUSAND DOLLARS SINCE TWO POP BELLY PIGS THAT WE SOLD FOR $4.
SO WERE THESE PIGS JUST ABANDONED SOME SOMEWHERE? WELL YOU YES.
HE DEFINITELY KNOWS WHAT BUSINESS NOT TO GO INTO, RIGHT, EXACTLY.
SO, BUT THERE'S WHAT THE STRAY LAWS WAY THEY ARE.
THERE'S NOTHING I CAN DO WITH IT, BUT, SO ALRIGHT, WELL WE APPRECI.
I WISH I COULD DO A LOT DIFFERENT, BUT I CAN'T.
[12. Auditor; Discuss/Consider line-item and budget transfers/corrections.]
ALRIGHT, NUMBER 12, AUDITOR DISCUSS.COULD CONSIDER LINE ITEM AND BUDGET TRANSFERS.
UH, YOU GOT THESE IN, IN YOUR MAIL.
AND THEN WE ADDED ONE MORE PER THE SHERIFF HIS REQUEST.
SO I WANTED TO MAKE SURE EVERYTHING WAS OKAY IF YOU HAD ANY QUESTIONS.
ANY QUESTIONS? NOW WE NEED A MOTION THEN TO ACCEPT THE AUDITOR'S REPORT.
COMMISSIONER PHELPS MADE THE MOTION.
ANY DISCUSSION? ALL IN FAVORS SAY AYE.
[13. Auditor; Discuss/Consider claims for payment and/or Financial Information as provided by the County Auditor.]
13, AUDITOR DISCUSSED CONSIDERED CLAIMS FOR PAYMENT AND FINANCIAL INFORMATION PROVIDED BY THE COUNTY AUDITOR.UH, THE CLAIMS FOR PAYMENT ARE $818,952 AND 80 CENTS.
DO YOU HAVE ANY QUESTIONS ABOUT THOSE? OUT OF THE 2020 FACILITIES BOND ISSUE, WE PAID 293,000.
UH, LEASING AND OPERATING PAYMENTS WERE 135,000.
MISCELLANEOUS WAS ABOUT 106,000 DIFFERENT ACCOUNTS AND NORTH TEXAS BEHAVIORAL HEALTH AUTHORITY WAS 54,000 AND WE BOUGHT SOME COVERAGE, UTILITIES AND, UM, SOLID WASTE AND COMPUTERS.
AND 2020 BOND ROAD BOND WAS 15,000.
RENT OF OFFICE SPACE WAS 14.3 AND A R P A EXPENDITURES FOR 12.6.
AND THAT MADE UP THE, THE 818,000.
ANY DISCUSSION? NEED A MOTION? I MAKE A MOTION COMMISSION.
DO YOU? SECOND? SECOND, SECOND.
COMMISSIONER PHILLIPS, ALL IN FAVOR SAY AYE.
I'LL MAKE THAT MOTION TO ADJOURN UNDER YOU ALWAYS DO.
MR. PHELPS MADE THE MOTION TO ADJOURN.
SECOND, MR. BARBARA MADE THE SECOND.
