WHEREAS VICTIM'S RIGHTS ARE A CRITICAL COMPONENT OF OUR SYSTEM OF JUSTICE IN KAUFFMAN COUNTY.

AND WHEREAS KAUFFMAN COUNTY RECOGNIZES THAT WE MAKE OUR HOMES, NEIGHBORHOODS, AND COMMUNITIES SAFER AND STRONGER BY SERVING VICTIMS OF CRIME AND ENSURING JUSTICE FOR ALL.

AND WHEREAS THE TERM VICTIM IS

MORE THAN JUST A LABEL AND HAS LEGAL STANDING AND PROTECTIONS THAT GO ALONG WITH IT.

AND WHEREAS CRIME VICTIMS RIGHTS ACT PASSED IN TEXAS AND AT THE FEDERAL LEVEL, GUARANTEED VICTIMS THE RIGHT TO MEANINGFUL PARTICIPATION AND USE THEIR VOICE IN THE CRIMINAL JUSTICE PROCESS.

AND WHEREAS VICTIM SERVICE PROVIDERS, ADVOCATES, LAW ENFORCEMENT OFFICERS, ATTORNEYS, AND OTHER ALLIED PROFESSIONALS CAN HELP SURVIVORS FIND THEIR JUSTICE BY ENFORCING THESE RIGHTS.

AND WHEREAS THE RIGHT TO PROVIDE AN IMPACTS STATEMENT ENSURES THAT VICTIM'S VOICES ARE CONSIDERED IN COURT DURING THE SENTENCING AND WHEN APPLICABLE RESTITUTION PROCESSES.

SO, UM, WE, I WANTED TO GET BACK ON THE AGENDA, TALK WITH YOU ALSO MORE AFTER OUR LAST MEETING, I BELIEVE IT WAS A COUPLE WEEKS AGO, WE TOOK SOME OF THAT FEEDBACK, UM, AND PUT TOGETHER AN UPDATED PROPOSAL, UH, ONE SHORTENING THE TERM LENGTH OF THE PROPOSED AGREEMENT TO SEVEN YEARS.

UM, AND THEN ALSO REDUCING THE M AND O REBATE DOWN TO 40, 45%.

SO JUST TO PUT THAT IN PERSPECTIVE, WHERE THAT PUTS, UM, THE PROPOSAL, IT WOULD BE NEARLY 50% OF WHAT WAS ORIGINALLY PROPOSED BACK IN NOVEMBER.

SO THAT'S, THAT'S WHERE THE PROJECT HAS COME DOWN IN TERMS OF, UH, THE REQUEST HERE IS NEARLY 50% OF THE ORIGINAL, UH, PROPOSAL.

AND I SENT YOU ALL AND OR THE COMMISSIONERS AN EMAIL.

UM, BUT GARRETT, DO YOU MIND PASSING THIS OUT TO EVERYONE UP THERE? UM, JUST TO

SHOW THE IMPACTS, THE TAX IMPACTS OF THE PROJECT, UM, HOW THE COUNTY WOULD BENEFIT TO SUMMARIZE THAT DOCUMENT THAT GARRETT'S PASSING OUT HERE, THIS PROJECT FROM THE COUNTY'S PERSPECTIVE, UH, WOULD PROVIDE $296,000 BENEFIT TO, TO COUNTY TAXES BY ENTERING THE AGREEMENT AS COMPARED TO HOW THE PROPERTY IS IN ITS CURRENT USE AND THE TAX VALUE THAT IT'S CURRENTLY PROVIDING.

AND THEN AS WE, AT THE BOTTOM, AS WE LOOK AT THE BENEFIT, IF THE PROJECT IS CONSTRUCTED, UH, IT'S A $1.4 MILLION BENEFIT FOR ALL TAXING JURISDICTIONS.

SO AS WE CONSIDER SCHOOL, HOSPITAL, UH, EMERGENCY SERVICES AND COUNTY AS WELL.

UM, SO I'D LIKE TO HEAR YOU ALL'S FEEDBACK ON THE UPDATED PROPOSAL FROM, FROM OUR PERSPECTIVE, YOU KNOW, TO SEE A $296,000 BENEFIT BY ENTERING INTO THE AGREEMENT AS OPPOSED TO IF THE PROJECT IS NOT CONSTRUCTED.

FEELS LIKE A SCENARIO WHERE IF ANY CONSTITUENT SEES THAT, THEY'RE GOING TO SAY, WELL, WELL, WHY WOULDN'T WE TAKE THAT OPPORTUNITY TO OBTAIN THAT ADDITIONAL 296,000 EVERY YEAR AND POTENTIALLY HAVE THE OPPORTUNITY TO LOWER TAX RATES IF THAT'S EVEN A CONSIDERATION, OR AT LEAST NOT RAISE THEM AS MUCH VERSUS PASSING ON THE OPPORTUNITY AND RETAINING $652 A YEAR FOR THIS PROPERTY AS IT'S IN ITS CURRENT STATE.

SO I UNDERSTAND YOU ALL, YOU KNOW, THE CONCEPT, THE TOPIC OF WHAT WE'RE DISCUSSING HERE IS, IS NOT POPULAR THOUGH.

I THINK CONSTITUENTS WITH THAT INFORMATION THOUGH, WOULD SAY, OKAY, TH THIS IS A BENEFIT THAT HELPS US ALL AS WE RAISE MORE TAX DOLLARS COMPARED TO IF WE DON'T ENTER INTO ANY AGREEMENT AT ALL.

AND THE PROJECT DOES NOT GET CONSTRUCTED.

THAT PROPERTY IS NOT CURRENTLY GENERATING MUCH TAX REVENUE FOR US FROM AN ANNUAL, ON AN ANNUAL BASIS.

BUT, UM, I'D LOVE TO HEAR YOU ALL'S FEEDBACK ON WHAT WE CIRCULATED AND THEN HOW WE ADJUSTED THE PROPOSAL.
