UH, YESTERDAY WE HAD A, UH, A GROUP MEETING WITH BOTH DENTON COUNTY, ROCKWELL COUNTY, AND KAUFFMAN COUNTY AND COUNCIL GOVERNMENTS ON THE STATUS OF ALL OF THESE PROJECTS.

WE HAD THAT, UH, FIRST, UM, MEETING WITH THE, UH, KAMAN COUNTY TRANSPORTATION GROUP 10 DAYS AGO OR SO.

I CAN'T REMEMBER EXACTLY WHAT IT WAS.

AND THE OUTER LOOP SEEMED TO BE THE, UH, TOPIC, .

SO WE WANTED TO COME BEFORE YOU GUYS AND GIVE YOU AN UPDATE ON WHERE WE ARE ON THIS SEGMENT.

UH, AND THEN KIND OF GIVE YOU A BIG PICTURE ON WHERE THE EVER EVERYTHING IS GOING.

SO, AS, AS WE WERE TALKING, IT GOES FROM KAUFMAN THROUGH ROCKWALL.

UM, PARTS OF COLLIN COUNTY'S OUTER LOOP ARE ON THE REGION'S MOBILITY PLAN, BUT THE NORTHEAST QUADRANT ISN'T BECAUSE COG IS NOT REALLY CON CONFIDENT THEY NEED THAT PART YET, THAT THEY'LL, UH, USE THE EXISTING INFRASTRUCTURE TO GET DOWN TO ROCKWALL.

UH, BUT DIDN'T, ROCKWALL AND KAUFMAN ARE ALL IN THE CURRENT MOBILITY PLAN.

SO, AS YOU KNOW, UH, WE PICKED UP THIS PROJECT, UH, FROM THE KAUFMAN ROCKWELL COUNTY LINE NEAR 2 0 5, ALL THE WAY DOWN TO I 20.

AND, UH, IN THIS AREA, WE'RE JUST SHOWING YOU THAT THERE'S, UM, A AREA OF, OF, OF, UM, FOCUS FOR THE VARIOUS LOCATIONS OF THE PROJECT.

AND THE ENVIRONMENTAL DOCUMENT WILL DETERMINE THAT LOCATION AS WE WERE TALKING ABOUT, UH, THE QUARTERLY MEETING.

THAT, RIGHT.

SO BRIAN AND HIS TEAM HAVE TAKEN US THROUGH, UH, ALL OF THE VARIOUS STEPS TO, UH, TO WHERE WE ARE TODAY.

THEY, UM, WENT THROUGH A FEASIBILITY PROCESS TO DETERMINE WHAT PROJECTS, UH, ALIGNMENTS WERE FEASIBLE, AND, UH, CONTINUED TO IDENTIFY THOSE ALTERNATIVES, HAD PUBLIC INVOLVEMENT, UH, THROUGHOUT THE, UH, THE CORRIDOR,

UH, MULTIPLE OF THOSE PUBLIC MEETINGS.

AND THEN HERE WE ARE TODAY, WE'RE INCORPORATING THOSE COMMENTS AND TAKING THAT FEEDBACK STUFF THAT THE COMMUNITIES TELL US, AND THE HOAS TELL US, AND, UH, REFINE THAT PROJECT AND ALL THAT WILL MOVE FORWARD TO MAKING A RECOMMENDATION, UH, FOR THE, UM, THE ALIGNMENT THAT WILL BE, UH, CARRIED THROUGH THE ENVIRONMENTAL ASSESSMENT AND, UH, ULTIMATELY, HOPEFULLY CLEARED.

SO, I MEAN, WE'RE GONNA TELL YOU THINGS YOU ALREADY KNOW.

UH, WE'RE, WE'RE FOCUSED ON THE OUTER LOOK RIGHT NOW BECAUSE THE, THE, THE DEVELOPMENT IN KAUFMAN COUNTY IS EXPANDING.

THE POPULATIONS MOVING, UH, MOVING UP.

AND THERE'S SIGNIFICANT GROWTH.

AND A LOT OF THAT'S FROM WHAT I CALL THE CORE AREA DIASPORA, WHERE DALLAS AND TARRANT COUNTY PEOPLE ARE MOVING FROM THAT AREA.

UH, STARTED THAT, YOU KNOW, AFTER COVID, THE COG REGION SAW A SIGNIFICANT INCREASE IN THE PERIMETER COUNTIES POPULATIONS.

AND, UH, THEY REALLY WANTED TO MOVE FORWARD ON THE OUTER LOOP.

AND THOSE PEOPLE COMING HERE HAVE TO LIVE SOMEWHERE.

SO THOSE RESIDENTIAL HOUSES ARE BEING BUILT, THOSE DEVELOPMENTS ARE COMING IN, AND THE MORE THEY DEVELOP, THE TIGHTER THE CORRIDOR BECOMES FOR US TO FIND A LOCATION.

SO NOW IS THE TIME TO, UH, MOVE ON IT.

AND AS WE SAID EARLIER, AND BRIAN'S HERE TO CORRECT, ANYTHING I SAY IS WRONG, THREE RIGHTS HERE, UM, IS BECAUSE OF THE CONNECTIVITY.

YOU KNOW, PEOPLE IN COFFMAN COUNTY DON'T STAY IN COFFMAN COUNTY.

THEY TRAVEL THE REGION.

AND, UH, SO IT'S IMPORTANT THAT OUR ROADS CONNECT TO THE GREATER REGION AS A WHOLE.

SO THIS IS WHERE I'M GONNA LET BRIAN TALK ABOUT THE NEED AND PURPOSE.

'CAUSE HE'S ACTUALLY THE GUY.

YEAH.

I THINK THE NEED AND PURPOSE, UH, JOHN TALKED A LOT ABOUT IT ALREADY, BUT, YOU KNOW, ONE OF THE BIGGEST THINGS IS THE CONNECTIVITY PIECE OF IT.

BUT ALSO WE'RE, UH, EXPERIENCING A LOT OF CONGESTION ALREADY.

YOU KNOW, I WOULD THINK ABOUT 2 0 5 OF AND, AND TAR, AND THERE'S A LOT OF CONGESTION ALREADY IN THE AREA.

AND THEN IT'S ONLY GONNA GET WORSE AS THE, THE GROWTH CONTINUES TO HAPPEN.

SO WE NEED TO BE OUT IN FRONT OF IT.

SO WE NEED TO IDENTIFY A GOOD NEED AND PURPOSE FOR THE PROJECT SO THAT WE CAN IDENTIFY A SPOT SO THAT WE HAVE AN ENVELOPE TO PUT ST PUT, UM, THINGS THROUGH.

I KNOW UP IN DENTON THERE, YOU KNOW, THAT, THAT KIND OF WINDOW CLOSED IN A HURRY UP IN DENTON.

AND WE'RE TRYING TO MAKE SURE THAT THE WINDOW DOESN'T CLOSE IN COFFMAN BEFORE WE HAVE A GOOD SPOT TO PUT THIS, PUT THIS PROJECT.

SO THAT'S WHY, GO AHEAD.

BEFORE WE PASS OFF ON THIS, UH, I KNOW IT SOUNDS LIKE THESE ARE JUST WORDS WE'RE PUTTING DOWN, BUT THE NEED AND PURPOSE, WHEN WE ESTABLISH A NEED AND PURPOSE, THE ENVIRONMENTAL DOCUMENT THEN VALIDATES, OR BECAUSE THERE'S A NO BUILD SCENARIO, SHOWS THAT WE NEED THE PROJECT, UH, AND, AND IT FITS THE PURPOSE.

SO WHAT WE DO FROM THIS POINT FORWARD IS TO ADDRESS THESE TWO ISSUES.

YEAH.

THIS IS THE GUIDING PART OF IT.

AND WE ARE CONSTANTLY TESTING OUR ALTERNATIVES AGAINST THE NEED AND PURPOSE.

AND THIS IS WHAT WE'RE, YOU KNOW, YOU SEE WORDS IN HERE ABOUT FUTURE TRAVEL DEMANDS, AND WE'RE TESTING ALL OF OUR PROJECTS AGAINST WHAT IS THE, THE FUTURE DEMAND THAT THIS PROJECT WILL, AND HOW WILL IT HELP ALLEVIATE THAT FUTURE DEMAND.

SO THAT'S, THAT'S WHAT WE'RE, WE'RE WE'RE JUDGING THESE PROJECTS ON.

GO AHEAD, .

SO IF YOU, UH, LOOK AT THE PROPOSED PROJECT, THE ULTIMATE, ULTIMATE SECTION, AND THIS IS, YOU KNOW, LOOKING, YOU KNOW, DOWN THE ROAD, WE WANNA MAKE SURE THAT WE'VE ACCOMMODATED THE ULTIMATE AND THEN WE CAN TALK ABOUT THE PHASES, AND I'LL WALK THROUGH THAT.

BUT THIS IS WHAT THE ULTIMATE WOULD, WOULD LOOK LIKE IS TWO MAIN LANES, FREEWAY MAIN LANES, UH, THAT, THAT ARE IN THE MIDDLE.

AND THEN TWO FRONTAGE ROADS ON EITHER SIDE, YOUR TYPICAL HIGHWAY, YOU KNOW, ALTERNATIVE THAT YOU SEE ON I 20, OR, YOU KNOW, SOMEWHERE ELSE THAT, THAT PROVIDES GOOD CONNECTIVITY ON THE FRONTAGE ROADS, BUT ALSO, UH, PROVIDES THOSE REGIONAL MOVEMENTS ON, ON THE MAIN LANES.

BUT WE ARE LOOKING AT PHASING THIS PROJECT IN BASED ON NEEDS.

SO IT'S NOT THAT, YOU KNOW, EVERYTHING'S GONNA BE BUILT TO DAY ONE.

LOOK, WE'RE LOOKING AT PHASING IN AS A NEED, AS A NEED IS AS A NEED OCCURS.

HOWEVER, UH, IN ORDER TO KEEP THAT ENVELOPE OPEN, WE WANT TO MAKE SURE WE'VE ESTABLISHED THAT FOOTPRINT SO THAT WE HAVE ROOM TO DO, DO THAT.

SO PHASE ONE WOULD BE, UH, A TWO-WAY, FRONTAGE ROAD, UH, UH, SO JUST ONE OF THE FRONTAGE ROADS, BUT MAKE IT TWO WAY IN THE INTERIM PHASE.

UH, PHASE TWO WOULD BE TO ADD THE SECOND FRONTAGE ROAD AND THEN MAKE THEM ONE WAY FRONTAGE ROADS ON EITHER SIDE.

AND THEN THE LAST PHASE WOULD BE TO ADD THE MAIN LANES IN, INTO THE MIDDLE.

SO THAT'S KIND OF THE, THE GENERAL PHASING OF IT.

I DON'T KNOW IF YOU WANTED TO, SO WE STARTED THIS PROJECT, UH, JOHN SHOWED YOU THE FOOTPRINT.

UH, WE LITERALLY CALL IT THE FOOTPRINT 'CAUSE IT LOOKS LIKE A BIG FOOT, UM, OF THE STUDY AREA.

BUT, UH, THAT'S TO KIND OF GIVE THE RANGE OF ALTERNATIVES WE'RE GONNA LOOK AT.

AND A, WE DEAL WITH WHAT WE CALL A, UH, UNIVERSAL UNIVERSE OF ALTERNATIVES OR A WORLD OF ALTERNATIVES.

WE LOOK AT EVERYTHING, NOTHING'S OFF THE, OFF THE TABLE.

AND THEN WE NARROW IT DOWN TO SOME PRELIMINARY ALIGNMENTS.

AND THAT'S WHAT YOU SEE ON THE SCREEN HERE IS WE HAD, I KNOW, 10 TO 12 PRELIMINARY ALIGNMENTS THAT WE STARTED WITH TO, TO LOOK AT.

AND IT LOOKS LIKE A LITTLE BIT OF A SPAGHETTI BOWL THERE.

BUT THAT'S KIND OF WHAT WE LOOKED AT.

UH, WE HAD TWO MAIN CONNECTION POINTS ON THE NORTH SIDE, UH, 2 0 5, AND THEN REALLY ONE PRIMARY CONNECTION POINT ON THE SOUTH AT AT 1 48.

AND, AND THOSE ARE THE LIMITS OF OUR, OF OUR STUDY.

WE, UH, TOOK THOSE ALTERNATIVES THROUGH SOME CRITERIA, UH, THAT LED TO THE NEED AND PURPOSE THAT, THAT WE TALKED ABOUT.

UH, INCLUDING ENVIRONMENTAL ENGINEERING AND ECONOMIC, YOU KNOW, ENVIRONMENTAL THINGS LIKE PARKS AND SCHOOLS, HAZMAT, UH, HAZARDS, MATERIALS, WETLANDS, FLOODPLAINS, UH, COMMERCIAL AREAS, ENGINEERING.

WE TALKED ABOUT CONNECTIVITY, BUT ALSO WE TALKED A LOT ABOUT THE LOCAL PLANNING EFFORTS AND MAKING SURE WE'RE CONSISTENT WITH SOME OF THE DEVELOPMENTS THAT ARE ALREADY IN PLACE AND MAKING SURE WE'RE, WE'RE ADDRESSING THOSE.

AND ALSO, UH, ADDRESSING DESIGN STANDARDS, MAKING SURE WE'RE, WE'RE BUILDING IT TO, UH, GOOD DESIGN STANDARDS FOR THE, FOR THE FUTURE.

AND THEN ECONOMIC, YOU KNOW, WE LOOKED AT THE CONSTRUCTION COST, BUT ALSO THE IMPACT TO THE RIGHT OF WAY COST AS WELL.

'CAUSE WE KNOW THAT THAT'S, YOU KNOW, THAT'S A BIG, A BIG ISSUE.

AND HOW DO WE MINIMIZE, MINIMIZE THE IMPACT OF THE, OF, OF THE PROJECT ON THE ENVIRONMENT AS WELL.

SO THE STEP, THE SECOND STEP WAS TO TAKE THAT LIST OF ALTERNATIVES AND NARROW THOSE DOWN.

AND WE NARROWED 'EM DOWN TO ABOUT FOUR ALTERNATIVES.

AND, AND I WILL SAY AT THIS POINT THAT THE NO BUILD ALTERNATIVE IS ONE THAT WE CARRY THROUGH TO THE VERY END OF THE PROJECT.

IT'S ALWAYS AN OPTION UNTIL RIGHT AT THE VERY END.

SO THE NO BUILD IS AN OPTION, BUT YOU CAN SEE THAT WE HONED IN PRETTY QUICK SOUTH OF 80 ON A SINGLE ALIGNMENT.

AND THEN NORTH, WE STILL MAINTAINED OUR TWO, UH, CONNECTION POINTS AT 2 0 5.

UH, WE TOOK THOSE ALTERNATIVES TO AN OPEN HOUSE IN, IN NOVEMBER OF 2022.

SO IT'S ACTUALLY BEEN A LITTLE WHILE.

WE'VE DONE A LOT OF WORK, BUT WE HAD A LOT OF ATTENDANCE AND A LOT OF GOOD FEEDBACK.

AND, AND WE, AND BECAUSE OF THE FEEDBACK, WE MADE SOME, UM, WE MADE SOME ADJUSTMENTS TO SOME OF THE ALIGNMENTS.

AND WE, WE, UH, WE TWEAKED SOME OF 'EM.

WE'VE ALSO HAD A LOT OF ONE-ON-ONE, UH, MEETINGS WITH PROPERTY OWNERS.

WE'VE HAD, UH, EXTENSIVE NUMBER OF MEETINGS WITH THE CITY OF TARRELL, UH, AND SOME OF THE OTHER, UH, LARGER STAKEHOLDERS OUT THERE IN THAT AREA TO, TO MAKE SURE THAT WE'VE, UH, ADDRESSED THEIR, THEIR ISSUES AS WELL.

UM, THIS IS ALSO BEING DONE, UH, IN CONJUNCTION WITH TXDOT AND WITH NCT COG, UH, TO MAKE SURE THAT WE'RE, UM, CONSISTENT WITH THAT.

BUT LIKE JOHN SAID, EARLY ON, WE ARE MEETING WITH ROCKWALL, COLLIN COUNTY AND DENTON COUNTY ON A, ON A MONTHLY BASIS TO MAKE SURE THAT WHAT WE'RE DOING IN KAUFMAN IS CONSISTENT WITH WHAT'S HAPPENING ELSEWHERE AS WELL.

AND SO WE, WE'VE HAD A LOT OF COORDINATION, UH, TO LEAD US TO OUR STEP THREE, WHICH IS TO DETERMINE OUR RECOMMENDED ALIGNMENT.

AND THIS IS THE PHASE THAT WE'RE, WE'RE IN RIGHT NOW.

WE'RE DEVELOPING OUR, OUR, OUR RECOMMENDED ALIGNMENT BASED ON OUR ANALYSIS.

UH, WE HAVE A 60% DESIGN THAT WE'RE, WE'RE PUSHING TOWARDS.

WE'RE NOT QUITE THERE YET, BUT WE'RE, WE'RE PUSHING TOWARDS, WE'RE HOPING TO HAVE THAT SUBMITTAL WITHIN THE NEXT MONTH, MONTH AND A HALF.

UM, AND THEN THAT WILL THAT, SO THAT SHOWS YOU THAT WE ARE AT THAT AREA.

THAT SECOND COLUMN THERE, THE ENVIRONMENTAL STUDY AND, AND DESIGN SCHEMATIC DEVELOPMENT IS WHERE WE ARE RIGHT NOW.

AND, UH, LIKE I SAID, WE'RE, WE'RE PUSHING TOWARDS OUR 60%.

WE HAVE WHAT'S CALLED THE VALUE ENGINEERING STUDY THAT, THAT'S COMING UP WHERE THEY HAVE SOME P PEER REVIEW OF THE, OF THE ALTERNATIVE TO MAKE SURE THAT IT MAKES SENSE AND THERE'S NO FATAL FLAWS AND THERE'S NO BIG ISSUES.

AND THEN WE MOVE ON TO THE 90% AND FINALIZE THE ENVIRONMENTAL DOCUMENT.

AND THAT'S KIND OF WHAT WE'RE, WE'RE LOOKING AT.

AND WE HAVE ON HERE TWO TO THREE YEARS FOR CONSTRUCTION.

THAT DEPENDS ON THE PHASING AND THE AVAILABILITY OF FUNDING AND EVERYTHING ELSE.

BUT, UH, THAT'S KIND OF THE, THE TIMELINE THAT WE, WE HAVE, UH, IDENTIFIED.

AND I DON'T KNOW IF YOU WANNA GO THROUGH THE NEXT STEPS THERE.

I THINK YOU CAN.

SO NEXT STEPS IS, YOU KNOW, I SAID WE'RE WORKING TOWARDS OUR 60%, BUT WE ALSO HAVE A PUBLIC, A FINAL PUBLIC MEETING THAT WE'RE LOOKING AT HAVING SOMETIME THIS SPRING WE'RE LOOKING AT, IT'S PROBABLY GONNA BE IN THE MAY TIMEFRAME, MOST LIKELY IS WHAT I'M GUESSING.

UH, AND THAT WE WILL PRESENT THE, UH, PREFERRED ALTERNATIVE, UH, THAT WE'RE RECOMMENDING TO CARRY FORWARD ALONG WITH THE NO BUILD ALTERNATIVE.

AND WE'LL GET FEEDBACK AND AFTER THAT WE'LL MAKE ANY FINAL MODIFICATIONS WE NEED TO MAKE TO IT.

WE WILL FINALIZE OUR DRAFT ENVIRONMENTAL, AND THEN WE'RE LOOKING TO HAVE A PUBLIC HEARING, UH, EITHER LATER THIS YEAR OR EARLY NEXT YEAR TO AS THE FINAL MARK OF THE END OF THE, THE ENVIRONMENTAL DOCUMENTATION PROCESS.
