CONSIDER DISCUSS THE REPORT, THE YEARLY OPERATION COST FOR A PROPOSED 32 BED JUVENILE DETENTION FACILITY.

OKAY, ANDY, YOU WANT TO TALK ABOUT THAT AND THEN I'LL GET INTO THE DOLLARS.

SO I'M NOT ABLE TO BE IN PERSON THERE.

I HAVE A RIBBON CUTTING FOR A JUVENILE FACILITY UP IN WISCONSIN, BUT I'M PLEASED TO BE ABLE TO BE HERE VIRTUALLY WITH YOU.

SO I WANTED TO BE ABLE TO SHARE WHAT WE'VE BEEN DOING SINCE THE LAST TIME THAT WE WERE TOGETHER.

WE'VE BEEN WORKING WITH, UH, TREMENDOUS AND HIS TEAM ON TIDYING UP THE PROGRAM FOR THE OVERALL FACILITY TO BE ABLE TO HAVE A 32 BED JUVENILE FACILITY, ALONG WITH ALL THE SUPPORT SPACES, RECREATION, EDUCATION OFFICES, AND STILL BE WITHIN THE $40 MILLION PROJECT BUDGET FOR 2026 CONSTRUCTION.

SO WHAT'S ON THE SCREEN IS A RESULT OF THAT PROGRAM REDUCTION.

SO WE'VE LOOKED STILL MAINTAINING FOUR EIGHT BED HOUSING UNITS FOR THE 32 BEDS.

SO HAVE BOTH SECURE, UH, EDUCATION SPACE FOR THE KIDS THAT ARE IN DETENTION, AND ALSO HAVE A JUVENILE ALTERNATIVE EDUCATION PROGRAM THAT IS DOWN ON THE BOTTOM PART OF THE SCREEN.

THE UPPER PART IS THE INTAKE MEDICAL BUILDING SUPPORT, AND IN THE MIDDLE WE HAVE AN INDOOR RECREATION AREA AND THEN AN OUTDOOR RECREATION AREA TO COMPLY WITH REQUIREMENTS FOR TJJD.

SO WITH THAT, WE'RE ABLE TO ALSO UPDATE THE OVERALL CONSTRUCTION COST ASSOCIATED WITH THIS PROGRAM.

SO, WHICH YOU SAW ON THE SCREEN WAS A BUILDING THAT WAS, UH, 34,000 SQUARE FEET.

SO AGAIN, WE HAVE THE CONSTRUCTION COST FOR THE BUILDING ITSELF.

WE HAVE ADDITIONAL COSTS THAT WE'VE INCLUDED FOR SUBSURFACE FOUNDATION IMPROVEMENTS, UH, THAT WILL BE CONSIDERED AND DETERMINED AS WE GET INTO OUR GEOTECH, BUT WE HAVE AN ALLOWANCE FOR THAT.

WE ALSO HAVE THE AREAS FOR GENERAL CONDITIONS FOR CONSTRUCTION MANAGER CONTRACTORS, SO FORTH.

THEN I ALSO HAVE THE CONSTRUCTION COST FOR THE J-J-A-E-P, THE ALTERNATIVE EDUCATION PROGRAM.

SO YOU CAN SEE THAT THE, THE 34,000 SQUARE FEET IS MULTIPLIED BY, UM, EACH OF THOSE.

AND THEN THE JJAP IS A LESS DOLLAR PER SQUARE FOOT, RECOGNIZING IT DOES NOT NEED TO BE AS ROBUST AS THE DETENTION AREA.

SO THAT ALONG WITH A 5% CONTINGENCY ON TOP OF IT COMES UP TO 32, JUST OVER $32 MILLION.

ON TOP OF THAT, WE'VE ESTIMATED THAT PROJECTS SOFT COST TO GO ALONG WITH THAT, INCLUDING A OWNER'S CONTINGENCY OF 5%, INCLUDING CON UH, THE CONTINGENCY COSTS FOR FURNITURE, FIXTURE AND EQUIPMENT.

THAT HAS ANOTHER ABOUT $5.28 MILLION ON IT.

THAT COMES UP IN TODAY'S DOLLARS ABOUT 37.5.

AND IF WE ESCALATE THAT TO 2026, WE ARE ABOUT 39,340,000.

SO AGAIN, WE'RE ABLE TO MAKE SURE WE HAVE THAT PROGRAM ALONG WITH A BUNCH OF CONTINGENCIES.

AGAIN, THESE ARE CONSERVATIVE NUMBERS GOING INTO WHAT THE COST COULD BE.

WE COULD ALWAYS MAKE IMPROVEMENTS, ALL THESE AS WE CONTINUE THROUGH THE DESIGN PROCESS, BUT AT LEAST WE CAN ILLUSTRATE THAT FOR A 32 BED FACILITY, WE'RE ABLE TO PROVIDE THAT UNDER THAT $40 MILLION PROJECT BUDGET.

SO I'LL STOP THERE FOR ANY QUESTIONS AND THEN JUDGE IF YOU WANNA FOLLOW UP.

ANY QUESTIONS, COMMISSIONERS COMMENTS? WE DISCUSSED EARLIER IN A MEETING WITH THE COMMITTEE WAS HERE ABOUT THE COST, UH, NOT REALIZING THAT THE WALLS ARE HAY OUT BLOCK, BUT THEY HAVE TO BE FILLED WITH REBAR, STEEL, AND CONCRETE, AND THE WINDOWS HAVE TO BE UPGRADED, UH, TO GEL STANDARDS, UH, LOCKS.

SHERIFF, YOU'RE HAVING TO REPLACE SOME LOCKS ON DOORS, IS THAT RIGHT? ARE WE WHAT? REPLACING SOME LOCKS ON SOME OF THE JAIL DOORS? LOCKS HAVEN'T BEEN A BIG, A BIG ISSUE.

IT'S ALL ELECTRONICS AND WE'RE FIXING THAT TO DEAL WITH.

AND THAT'S EXPENSIVE.

YES.

THAT'S A MILLION DOLLARS, AS I TOLD YOU LAST, LIKE A MILLION BUCKS.

SO, BUT WE IT'S BEEN SINCE OH FOUR.

YEAH.

SO ANYWAY, THE COST FOR THESE FACILITIES ARE FAR MORE EXPENSIVE THAN JUST A REGULAR COMMERCIAL BUILDING, LIKE WHEN WE BUILT THE JUSTICE CENTER OR THE ANNEX OR THE PET ADOPTION CENTER.

SO, AND WE'RE STILL WORKING ON GETTING SOME OF THESE NUMBERS DOWN, ESPECIALLY THE PROFESSIONAL FEES.

AND THEN THE, THE, UH, FOUNDATION, WE DON'T KNOW ABOUT THAT UNTIL WE DO GET THE GEOTECH BACK.

HOPEFULLY WE'LL HAVE TO SPEND THAT EXTRA MONEY, BUT THAT'S YET TO BE DETERMINED.

WE WILL NOT EXCEED THE 40 MILLION BY ANY MEANS.

WE CAN'T, BECAUSE THAT'S WHAT WE ARE SETTING THE BOND FOR.

UH, THE COST ONCE IT'S FULLY OPERATIONAL SHOULD BE, UH, SOMEWHERE IN THE $3 MILLION A YEAR AREA.

HOPEFULLY IT'LL BE LESS THAN THAT.

BUT AS WE GROW, WE WON'T ADD ALL THE EMPLOYEES AT THE BEGINNING, OBVIOUSLY.

UH, BUT WILL, AT SOME POINT IN TIME, THE THE ADDITIONAL PODS CAN BE ADDED TO THIS.

IT'S BUILT THAT WAY WHERE IT CAN BE EXTENDED.

THE KITCHEN AREA, THE COMMON AREAS ARE ALL, UH, DESIGNED WHERE THAT'S TAKEN INTO CONSIDERATION.

SO THERE WON'T BE ADDITIONAL COST ONCE WE GET IN THERE BY ADDING ONTO THE KITCHEN AND STUFF.

SO, UH, OKAY.

AND I'LL READ THAT THESE KIND OF GO HAND IN HAND.

IT'S TIME FOR US TO DISCUSS, CONSIDER AND APPROVE AN ORDER CALLING FOR BOND ELECTION IN KAMAN COUNTY FOR THE NEW CONSTRUCTION OF THE JUVENILE DETENTION CENTER AND RESOLUTION OF RELATED MATTERS.

SO AT THIS TIME, THAT'S WHAT WE'RE GOING TO DO.

WE'RE GONNA TAKE A VOTE, IS TO THE PLEASURE OF THE COURT.

BUT BEFORE WE DO THAT, WE WANT TO HEAR FROM OUR JUDGES AND ANYONE THAT WE'VE TALKED TO EARLIER ABOUT THE NEED FOR THIS AND WHAT'S GOING ON.

SO WHOEVER WANTS TO COME FIRST, COME ON AND SEE JUDGE, UH, RUSSELL, HE HANDLES THE, UH, THE COURT FOR ALL THE JUVENILES.

UH, SO, UH, I AM THE JUDGE OF THE KAUFFMAN COUNTY COURT AT LAW, UH, THAT JUDGE HANDLES ALL THE JUVENILE CRIME IN OUR COUNTY.

UM, AND I'VE PRACTICED JUVENILE CRIMINAL DEFENSE FOR ABOUT 25 YEARS BEFORE I BECAME JUDGE.

SO I'VE SEEN THE EVOLUTION OF THE JUVENILE CRIME PROBLEM WITHIN OUR COUNTY, WHERE IT USED TO BE CRIMINAL MISCHIEF, LOW LEVEL THEFTS, SOMEWHAT SOME SERIOUS CRIMES, BUT, UH, FAIRLY LOW LEVEL IN COMPARED TO THE ADULT CHARGES.

UH, HOWEVER, IN THE LAST EIGHT OR SO YEARS WITH THE POPULATION GROWTH, UM, THE CRIMES ARE FIRST OF ALL BECOMING, UH, WE'RE HAVING AN INCREASE IN THEM, OBVIOUSLY WITH THE POPULATION GROWTH, BUT WE'RE HAVING A, UM, MUCH GREATER, UH, SERIOUSNESS LEVEL OF THESE CHARGES.

AND MORE AND MORE ARE INVOLVING FIREARMS, INVOLVING AGGRAVATED ROBBERIES, AGGRAVATED ASSAULTS, UM, UH, AND THAT NATURE.

AND SO, UM, YOU KNOW, THIS DETENTION CENTER WOULD BE A, A, A GREAT TOOL

FOR MY COURT TO BE ABLE TO USE, UM, WHEN WE'RE IMPLEMENTING OUR SOLUTIONS FOR SOME OF THESE CHILDREN.

UM, A LOT OF THE CHILDREN NOWADAYS, BECAUSE THEY KNOW THAT WE HAVE LIMITED BEDS, THEY KNOW THEY'RE NOT GONNA BE PLACED IN DETENTION OR THAT THERE'S A CHANCE THAT THEY COULD NOT BE, IF IT'S NOT THAT SERIOUS OF A CHARGE, THEY KNOW THAT THEY MAY GET OUT VERY QUICKLY.

UM, AND SO THERE'S NO, UH, SHORT TERM REPERCUSSIONS, NO ACCOUNTABILITY FOR THESE CHILDREN.

AND I DO BELIEVE THAT'S, UH, HAVING EFFECT ON SOME OF OUR POPULATION OF SOME OF THESE REPEAT OFFENDERS.

UM, SO IT COMES DOWN TO THE SAFETY OF OUR COMMUNITY, THE SAFETY OF OUR OFFICERS, THE SAFETY OF OUR CHILDREN.

UH, I'LL LET EVERYBODY ELSE GO INTO THE NUMBERS AND WHAT WE EXPECT.

BUT WHILE THE, THE COUNTY MIGHT BE PAYING, UM, SOMETHING FOR THIS SERVICE, THIS SERVICE IS SOMETHING THAT WE HAVE TO HAVE, WE ABSOLUTELY NEED.

UM, WE ARE HAVING TO RELEASE SOME KIDS THAT WE DON'T WANNA RELEASE BECAUSE WE HAVE THE LIMITED RESOURCE OF BEDS.

WE'RE ONLY ABLE TO TRANSPORT A CERTAIN NUMBER OF KIDS TO CERTAIN NUMBER OF FACILITIES ACROSS THE STATE.

AND WHEN WE'RE DOING THAT, UM, WE DON'T HAVE THE FULL OPPORTUNITY THAT WE COULD WITH A DETENTION CENTER FOR WHO WE WANT TO STAY IN THERE AND WHO WE WANT TO RELEASE.

SO, UM, OUR JUVENILE COMMITTEE IS, UH, VOTED TO MOVE FORWARD WITH THIS.

THEY WOULD LIKE TO SEE OUR COMMUNITY HAVE A DETENTION CENTER FOR JUVENILES.

UH, THIS INVOLVES SCHOOL OFFICIALS, POLICE OFFICIALS, ELECTED OFFICIALS, CITY LEADERS, CONCERNED CITIZENS.

SO, UM, I DO KNOW THAT WHEN, WHEN I WAS CAMPAIGNING A, A LARGE PART OF THE COUNTY WAS VERY CONCERNED ABOUT THE JUVENILE CRIME AND, AND HOW WE WERE GONNA ADDRESS THAT.

UM, SO I, I DO URGE, I I DO ASK THAT, UM, WE CAN MOVE FORWARD AND PUT THIS TO THE CITIZENS AND SEE IF THEY WOULD LIKE IT.

ONE THING TOO, IT HASN'T BEEN MENTIONED, I DON'T THINK, UH, FOR THE, UH, REHAB OF THESE CHILDREN THAT ARE IN THERE.

THEN THE SCHOOL AT KAUFMAN WOULD BE PROVIDING TEACHERS TO HELP REHABILITATE THESE CHILDREN.

YES, SIR.

UH, AND SO NOT ONLY IS IT FOR THE CHILDREN CHARGED WITH CRIMES, BUT IT'S ALSO FOR THE DISCIPLINE ISSUES AT THE SCHOOL.

YOU KNOW, UM, THEY DON'T HAVE TO BE CHARGED WITH THE CRIME THAT'S CORRECT.

TO BE PLACED IN THE, IN THE, UH, JUVENILE ALTERNATIVE EDUCATION PROGRAM.

AND SO THAT WOULD BE, UM, BEFORE THE CRIME OCCURS, BEFORE THERE'S AN ISSUE, MAYBE WE CAN GET SOMETHING AND SOME DISCIPLINE INVOLVED AND SOME OTHER PROGRAMS INVOLVED WITH THE KIDS THAT ARE HAVING SOME ISSUES THAT DON'T RAISE TO THAT LEVEL.

UH, AND OF COURSE THAT'S, THAT'S HIDDEN AT THIS POINT, UM, UH, AS FAR AS THE PROBLEM.

BUT IT, IT'S ANOTHER SOLUTION FOR OUR CHILDREN THAT NEED IT.

UH, THE CONCERN WE HAVE IS, ESPECIALLY FROM THE SMALLER CITIES TO THE LARGER CITIES, WHEN WE HAPPEN TO DRIVE EIGHT HOURS TO TRANSPORT THESE JUVENILES, IF WE DO GET A BED, WE'RE TAKING THAT OFFICER OFF THE STREET PROVIDING A SERVICE FOR OUR CITIZENS.

UH, THAT'S A PROBLEM.

AND THEN WHEN IT COMES TO ME, WHEN WE HAVE TO TRANSPORT 'EM BACK AND FORTH TO THE COURT, THAT'S ANOTHER ISSUE.

SO THERE, THERE'S SOME LOT OF MONEY THAT PEOPLE DON'T SEE THAT WE'RE SPENDING.

UH, BUT ONCE AGAIN, WE'RE TAKING OFFICERS OFF THE STREET TO TAKE CARE OF THIS.

THE OTHER THING IS, THERE'S NO CONSEQUENCES FOR THEIR ACTIONS FOR THESE CHILDREN.

I KNOW THE JUVENILE SIDE, THEY'RE DOING THE BEST THEY CAN WITH THE BEDS WE HAVE.

BUT YOU GOTTA REALIZE, WHEN KIDS ARE PUT ON MONITORS, AND WE SEE THIS ALL THE TIME, THAT THEY'RE STILL VIOLATING THEIR RULES, THAT THEY HAVE TO GO BY PROBATION.

WE HAVE NO PLACE TO PUT THEM.

WE HAVE NO WAY TO DO THAT.

AND UNTIL WE CAN CHANGE THEIR ATTITUDE AND THEIR BEHAVIOR, PLUS HAVING THIS WITH THE SCHOOL CORRECTING THIS BEHAVIOR, THEN THEY'RE NOT GONNA WIND OVER HERE AT THE JAIL WITH US.

SO MAYBE WE CAN DETER SOME OF THIS.

SO I THINK ALL IN ALL, THIS IS SOMETHING WE'VE GOTTA HAVE FOR PUBLIC SAFETY, AND THIS IS THE ONLY WAY THAT WE'RE GONNA CHANGE THE BEHAVIOR OF THESE YOUNG KIDS THAT WE CAN CHANGE.

I'M GONNA GIVE YOU SOME STATISTICS.

WE'RE HANDING THOSE OUT RIGHT NOW.

THOSE ARE JUST SOME NUMBERS FROM THE LAST FOUR YEARS.

WE ACTUALLY PULLED NUMBERS FROM 2019 AND KIND OF ANALYZED ALL OF THOSE NUMBERS TO FIND THAT THERE WAS ACTUALLY, UH, WHAT YOU ALREADY KNOW, A PATTERN OF THOSE NUMBERS KIND OF ESCALATING.

UH, SO WE LOOK AT, UH, 20 24, 6 6.

I WANNA KIND OF SPEAK ABOUT THEM BRIEFLY AND GIVE YOU AN IDEA OF WHAT THAT MEANS TO US.

UM, SO AS YOU CAN SEE, IN 2024, WE HAD AN OCCASION TO HAVE, UH, 30 CASES AGAINST JUVENILES.

16 OF THEM WERE RELEASED TO THEIR GUARDIANS BECAUSE WE COULD NOT EITHER FIND THEM A BED OR DRIVING, UH, WAS NOT AN OPTION AT THAT POINT IN TIME.

FIVE OF THOSE 16 WERE FELONY CASES.

SO YOU'RE QUITE LITERALLY RELEASING WITHOUT REPERCUSSION.

THESE, I CALL THEM CHILDREN, THESE JUVENILES BACK INTO SOCIETY TO GO AHEAD AND COMMIT ANOTHER CRIME, HONESTLY, BECAUSE THEY DON'T BELIEVE THEY'RE BEING HELD ACCOUNTABLE.

IF YOU DO SCOOT DOWN TO HOW MANY WERE TRANSPORTED, WE TRANSPORTED 14, UH, WE DID AN AVERAGE OF WHAT THAT MILEAGE IS.

SO AVERAGE MILEAGE THAT AN OFFICER DROVE WAS TAKEN OFF THE STREET.

IF THERE'S THREE THAT WERE IN ORGANIZED CRIMINAL ACTIVITY, NOW YOU'RE TAKING THREE OFF AND THEY'RE ALL BEING TRANSPORTED TO SOME OF THESE FACILITIES THAT ARE THE CLOSEST TO US AT THE TIME, I'M NOT WILLING TO LET GO OF SOME OF THOSE JUVENILES THAT NEED TO GO SOMEWHERE.

SO UNFORTUNATELY, THAT MEANS WE ARE GOING TO HAVE TO TRAVEL TO SAN ANGELO, UM, AND TO MARSHALL, TEXAS TO TAKE SOME OF THESE JUVENILES INTO AN, INTO A FACILITY THAT WILL ACCEPT THEM.

SO ON AVERAGE, AND IN 2024 TO AND FROM, WE AVERAGE 277 MILES DRIVING TIME WITH THESE JUVENILES TO MAKE THEM HOLD THEM ACCOUNTABLE FOR THEIR CRIMES.

WHAT DOES THAT MEAN TO US? COST? I THINK WE ALREADY KIND OF TOUCHED ON THAT, OBVIOUSLY, RIGHT? BECAUSE SOMETIMES FOR THE MOST PART, THAT'S OVERTIME FOR ME.

SO THAT'S EVEN MORE MONEY.

UH, BUT YOU'RE TAKING AN OFFICER OFF THE STREET TOO, OR YOU'RE CALLING SOMEONE IN THAT'S WILLING TO COME IN AND DO THAT AT AN OVERTIME RATE.

AND THEN WE WILL SEE THEM THE NEXT MORNING STEALING ANOTHER CAR, GETTING INTO A PURSUIT AND TRACKING 'EM ALL THE WAY THROUGH DALLAS, WHERE THEY WRECK OUT.

THE ONLY WAY THAT WE CAN TRY TO COMBAT THIS PROBLEM, THAT IS A CONTINUOUS GROWTH, IS TO HAVE OUR TOOLS AND RESOURCES READILY AVAILABLE.

AND FROM A SCHOOL STANDPOINT, WE ARE IN FAVOR OF A JUVENILE JUSTICE ALTERNATIVE EDUCATION PLACEMENT BECAUSE WE WANT OUR KIDS TO BE ABLE TO STAY CLOSE AT HAND SO WE CAN STILL GO AND VISIT THEM AND KEEP OUR HANDS ON THEM.

BECAUSE AT THE END OF THE DAY, WE DON'T WANNA CREATE A PRISON PIPELINE.

WE WANT OUR STUDENTS WHO ARE GONNA BE OUR COMMUNITY MEMBERS, OUR NEIGHBORS, THE PEOPLE THAT WE'RE SHOPPING IN WALMART WITH, WE WANT THEM TO GET AN EDUCATION.

SO IDEALLY WHEN THEY MAKE THESE MISTAKES, CHAPTER 37 OFFENSES, THEY'RE ASSIGNED TO THE JUVENILE JUSTICE CENTER AND THEY'RE ABLE TO GO GET THEIR EDUCATION DAILY IN A STRUCTURED ENVIRONMENT.

AND TYPICALLY THERE THEY'RE STILL ABLE TO GET SUPPORT FROM THE SCHOOL TO A CERTAIN EXTENT.

THEY'RE ABLE TO GET THE COUNSELING SERVICES THEY NEED.

IF THEY'RE A SPECIAL EDUCATION STUDENT, THEY HAVE TO GET THEIR SPECIAL EDUCATION SERVICES.

ALL OF THESE THINGS CONTINUE, BUT THEY'RE STILL BEING HELD ACCOUNTABLE TO THOSE OFFENSES.

SO AT THE END OF THEIR TERM THERE, THEY CAN STILL TRANSITION BACK TO OUR SCHOOLS BECAUSE AT THE END OF THE DAY, THEY'RE COMING BACK, UM, IN A SAFE WAY AND IN A PRODUCTIVE WAY READY TO COME BACK AND REINTEGRATE INTO OUR SCHOOLS AND READY TO HOPEFULLY DO THE RIGHT THING.

BECAUSE THE ALTERNATIVE IS EXPEL THEM TO THE STREETS, WHICH WE ALL KNOW HOW THAT'S GONNA GO OR EXPEL THEM TO OUR CURRENT DAPS, OUR DISTRICT ALTERNATIVE EDUCATION PLACEMENTS, WHICH ARE ALREADY, UM, PRETTY FULL.

UM, WHAT WE'RE DOING IS SEEKING TO ADD NOT ONLY A MISDEMEANOR SPECIALTY PROSECUTOR IN BOTH THOSE AREAS, BUT AN ADDITIONAL INVESTIGATOR AS WELL.

UH, WE HAVE SOUGHT TO FUND THIS OPPORTUNITY THROUGH GRANTS IN DIFFERENT CHANNELS.

THE GRANT FOR THE FAMILY VIOLENCE PROSECUTOR IS THROUGH THE VIOLENCE AGAINST WOMEN ACT OR OTHERWISE REFERRED TO AS AWA.

UM, WE ARE SEEKING, AGAIN, BOTH A PROSECUTOR AND INVESTIGATOR UNDER THAT GRANT.

ADDITIONALLY, FOR THE STREET CRIME SIDE OF THINGS, UM, WE ARE SEEKING A GRANT UNDER THE PROJECT SAFE NEIGHBORHOODS.

THAT'S DIRECTLY THROUGH THE GOVERNOR'S OFFICE.

IT ALSO CARRIES WITH IT A, A SPECIAL AMOUNT OF FUNDING GIVEN TO GANG TASK FORCES.

AND AS YOU ALREADY KNOW, THAT'S ONE OF THE PRIMARY MISSIONS OF THE STREET CRIMES TASK FORCE OUT THERE DAY IN AND DAY OUT.

UH, WE ARE ASKING FOR THE COUNSEL OR FOR THE COMMISSIONER'S COURT, EXCUSE ME, TO APPROVE BOTH OF THOSE REQUESTS.

I WILL NOTE THAT THE PROJECT SAFE NEIGHBORHOODS GRANT IS GOING TO BE 100% FUNDED THROUGH THAT GRANT.

UM, AND IT'S SOMETHING THAT WE WOULD LIKELY SEEK YEAR AFTER YEAR TO THE EXTENT THAT WE CAN.

WITH REGARD TO THE AWA GRANT, THERE IS A 30% MATCH THAT THE GRANT REQUIRES, UM, THAT MS. VAN HUSS CAN PROVIDE YOU MORE SPECIFICS ON THE NUMBERS OF, UH, BUT WE ARE STILL NONETHELESS ASKING THE COMMISSIONERS TO APPROVE THAT REQUEST AS WELL, SO THAT WE CAN HAVE THAT.

I WANT TO PROVIDE YOU JUST WITH SOME BASIC STATISTICS SO THAT YOU UNDERSTAND KIND OF THE GRAVITY OF THE SITUATION.

OBVIOUSLY OUR OFFICE HAS GROWN IMMENSELY, AS HAS THE COUNTY OVER THE LAST COUPLE OF YEARS.

UM, BUT THE NUMBER OF CASES THAT WE HAVE RECEIVED IN JUST THE LAST TWO YEARS IS, IS REALLY QUITE ASTOUNDING.

IN 2022, THE TOTAL NUMBER OF CASES RECEIVED BY THE KAUFMAN COUNTY DA'S OFFICE WAS JUST OVER 4,000.

BY 2024, THAT NUMBER HAS JUMPED TO JUST UNDER 5,000.

WE'RE AT 4,937.

SO AS YOU CAN SEE RIGHT THERE IN JUST TWO YEARS, THAT'S A GROWTH OF ABOUT 20 TO 25% IN THE NUMBER OF CASES THAT OUR OFFICE IS RECEIVING.

WHILE WE HAVE, UM, SOUGHT TO GROW OUR SPECIALTY FELONY PROSECUTION UNITS, SADLY THE MISDEMEANOR UNIT HAS REMAINED UNCHANGED FOR QUITE SOME TIME.

WE'RE SEEKING TO CHANGE THAT NOW SO THAT NOT ONLY WE CAN KEEP UP WITH THE GROWTH OF THE COUNTY AND THE GROWTH OF THE CRIME TRENDS THAT WE'RE SEEING, UM, BUT ALSO WE CAN MIMIC A LOT OF THE SUCCESS THAT WE'VE SEEN IN OUR FELONY PROSECUTION UNITS AND SPECIALIZING

OUR EFFORTS TO THOSE AREAS WHERE WE'VE SEEN THE MOST IMPACT.

THAT BEING VIOLENT CRIMES, GANG ORIENTED CRIMES, DRUG OFFENSES.

AND THEN WITH THE AWA GRANT FE FELONY, OR EXCUSE ME, MISDEMEANOR FAMILY VIOLENCE IS, THERE'S A STAGGERING NUMBER OF STATISTICS THAT SHOW THOSE WHO COMMIT FELONY FAMILY VIOLENCE OFFENSES HAVE COMMITTED AT LEAST ONE, IF NOT MULTIPLE MISDEMEANOR FAMILY VIOLENCE OFFENSES AS WELL.

SO WE ARE ASKING THE, UH, COMMISSIONERS TO APPROVE BOTH OF THOSE RESOLUTIONS HERE TODAY.
