THAT SECOND PARAGRAPH DOWN WHERE IT BEGINS IN OUR OPINION, THE ACCOMPANYING FINANCIAL STATEMENTS PRESENT FAIRLY IN ALL MATERIAL RESPECTS, RESPECTIVE FINANCIAL POSITION.
AND AS OF SEPTEMBER 30TH, 2024, AND THE CHANGES IN FINANCIAL POSITION FOR THE YEAR THEN ENDED.

NOW, VERY BRIEFLY IN THE FINANCIAL STATEMENTS BEGINNING ON PAGE 12, GOVERNMENTAL FUND STATEMENTS, THESE ARE THE, UH, MAJOR GOVERNMENTAL FUNDS OF THE COUNTY FOR THE YEAR HERE, SHOWN ON THIS, UH, BALANCE SHEET AS OF SEPTEMBER 30TH, 2024.
JUST, UH, WANTED TO POINT OUT BRIEFLY IN ON THE LEFT HAND SIDE OF PAGE 12, WHERE YOU SEE THE COLUMN LABELED GENERAL FUND, THE GENERAL OR MAIN OPERATING FUND OF THE COUNTY DOWN TOWARDS THE BOTTOM UNDER FUND BALANCES, WHERE IT SAYS UNASSIGNED OF ABOUT 14.5 MILLION.
SO UNASSIGNED IS SIMPLY THE AMOUNT THAT HAS NO INTERNAL OR EXTERNAL RESTRICTION PLACED ON ITS USE THE COUNTY CAN USE TO FUND ITS OPERATIONS AS IT SEES FIT GOING FORWARD.
AND TO COMPARE THAT ON THE BALANCE SHEET.
NOW A FEW PAGES OVER, BEGINNING ON PAGE 15, THE INCOME STATEMENT FOR THOSE SAME GOVERNMENTAL FUNDS WANTED TO POINT OUT THE REVENUES AND EXPENDITURES FOR THE GENERAL FUND.
UH, TOTAL EXPENDITURES OF THE GENERAL FUND AMOUNTED TO JUST A LITTLE OVER 81 MILLION THAT INCLUDES JUST UNDER 7 MILLION, UH, OF CAPITAL OUTLAY, WHICH IS PRIMARILY A CAPITAL AND RELATED EXPENDITURES.
SO THE DIFFERENCE THERE, WE'RE TALKING LESS CAPITAL.
IT'S ABOUT 74 MILLION THEREABOUT, AND WE COMPARE THAT 74 MILLION TO THE 14.5 AND UNASSIGNED FUND BALANCE.
WE'RE LOOKING AT ROUGHLY TWO AND A HALF MONTHS OR SO OF, UH, NON-CAPITAL EXPENDITURES AND UNASSIGNED FUND BALANCE IN THE GENERAL FUND.

SO WHILE I RECOGNIZE IT'S DRY, THE THINGS THAT THE COMMISSION WILL CONSIDER WHETHER WHEN CONSIDERING WHETHER A, UH, MUD IS, UH, FEASIBLE AND PRACTICABLE IS FIRST THE AVAILABILITY OF COMPARABLE SERVICES.

IT MIGHT START OFF AS A TWO LANE ROADWAY AND THEN GO TO A FOUR AND THEN A SIX AS DEVELOPMENT AND FUNDING BECOMES AVAILABLE.

IT WAS JUST TAKING THE EXISTING THOROUGHFARE PLANS AND UPDATING THE NETWORK.
UM, WE KNOW, AS YOU SAID, WE'VE, THERE'S BEEN REALLY SUBSTANTIAL GROWTH AND I KNOW YOU CAN TELL ME ALL ABOUT THE SUMMIT.
IT'S BEEN THE NEWSPAPERS AND EVERYWHERE.
UM, WE ALSO KNOW THAT WE DO HAVE NEW CENSUS DATA THAT WE CAN USE AND THE MODEL.
