WE'VE CERTAINLY PUT Y'ALL, UM, ON A, UH, I GUESS, HIGH LEVEL NEED TRACK.
WE'VE REALLY BEEN PUTTING A LOT OF, UM, UH, SERVICES AND INTEREST IN GETTING, UM, STUFF OUT TO OUR OUTLYING COUNTIES OTHER THAN DALLAS WAS ALWAYS BEEN SOME COMPLAINTS THAT EVERYTHING GOES TO DALLAS.
AND, UH, WE HAVE DONE OUR BEST TO SEE GRANTS AND FUNDING AND PUT SERVICES HERE THAT MIRROR WHAT WOULD HAPPEN IN ANY OTHER COUNTY.
SO IT'S BEEN A PROCESS OF CHANGE, BUT I THINK WE'VE DONE REALLY WELL.
I DO WANNA INTRODUCE A COUPLE OF OUR STAFF MEMBERS.

ACROSS NIPA, WE HAVE, UM, ABOUT 75 INDEPENDENTLY OPERATING PROGRAMS. IT IS A MASSIVE OPERATION.
ALL THOSE ARE, YOU KNOW, ACCOUNTED FOR AND ACCOUNTING AND COST REIMBURSEMENT OR FEE FOR SERVICE, YOU KNOW, IN A MULTIPLE DIFFERENT WAYS.
UH, AND ABOUT, UM, 38, 39 DIFFERENT FUNDING PROGRAMS WITH THOSE, THOSE PROGRAMS UNDER IT.
SO IT'S ACTUALLY, UH, FAIRLY COMPLICATED.
WE HAVE GROWN, UM, IMMENSELY OVER THE PAST, UM, FIVE, SIX YEARS.
UH, STARTING OUT EIGHT YEARS AGO WITH LIKE AN $80,000 BUDGET.
WE NOW HAVE 175, I'M SORRY, $80 MILLION BUDGET.
WE NOW HAVE $175 MILLION BUDGET.
SO THAT HAS BEEN, UH, PRIMARILY WE AGGRESSIVELY GO AFTER GRANTS, UM, IN DIFFERENT, BOTH WITH THE STATE AND THE, THE FEDERAL GOVERNMENT.
PRETTY MUCH WE SAY WE'RE GOING TO, IF WE CAN GET THE MONEY, WE'RE GONNA FIGURE OUT HOW TO MAKE THOSE SERVICES HAPPEN.
AND, UH, I THINK THAT THAT'S SOMETHING THAT'S BEEN A, A GOOD, I GUESS A BELLWETHER MARK FOR NIPA IS WE TEND TO GET WHAT WE APPLY FOR, AND I THINK WE HAVE A VERY GOOD REPUTATION WITH THE STATE, UH, IN LOOKING AT OUR SERVICES.
AND WE USED TO HAVE A, A FORM THAT WE FILLED OUT, AND IT MISSED PRETTY MUCH, UH, 50% OF EVERYTHING WE DID FOR THE COUNTY AND DIDN'T ACCOUNT FOR PROGRAMS. IT WAS SOMETHING WE DEVELOPED LONG AGO.
UM, THERE IS NOT PER, UM, JUDGE ALLEN'S, UH, QUESTION.
THERE IS NOT A CERTAIN AMOUNT OF MONEY THAT THE STATE ASSIGNS TO KAUFMAN COUNTY.
AND THEN THE GRANTS THAT WE HAVE ARE OFTEN FOR OUR NPA AREA, WHICH IS SIX COUNTY REGION.
AND THEN YOU'LL SEE A FEW OF THEM ARE ACTUALLY FOR SPECIFIC COUNTIES.
UH, AND THAT BECOMES THE FOCUS ON

WHETHER IT'S A GRANT FOR RURAL COUNTIES.IT'S A GRANT FOR URBAN COUNTIES.
UM, THEY'RE, THEY'RE PUT DIFFERENT, UM, BARRIERS ON THINGS.
UM, TECHNICALLY OUR ONLY RURAL COUNTIES ARE NAVARRO AND HUNT, HOWEVER, WE DO GET SOME RURAL FUNDING FOR KAUFMAN.
SO IT DEPENDS ON HOW IT'S DEFINED AT ANY GIVEN TIME.
UM, WHAT I DID ON THIS FIRST PAGE IS LOOKED AT, UH, THE POPULATION ACROSS OUR REGION OF INDIVIDUALS WHO ARE UNDER 150% OF POVERTY.
THAT IS OUR TARGET AUDIENCE IS 150% OF POVERTY AND, UH, EITHER SERIOUS, UH, MENTAL ILLNESS OR SERIOUS EMOTIONAL DISTURBANCE.
SO WE'RE THERE TO TREAT THE PEOPLE WHO HAVE REALLY SERIOUS ILLNESSES AND WHO ALSO EXPERIENCING INDIGENCY OR CLOSE TO INDIGENCY.
UM, Y'ALL PROBABLY ALL KNOW THAT THE POVERTY RATE IS COMICALLY LOW.
UM, WHEN IT WAS ORIGINALLY SET, IT WAS INTENDED TO BE SOMETHING THAT PEOPLE COULD LIVE ON, ON A SHORT TERM BASIS.
SO A HUNDRED, 150% OF POVERTY IS STILL A VERY, VERY LOW INCOME.
UH, HONESTLY, 200% OF POVERTY IS REALLY A LOW INCOME, BUT OUR, OUR TARGET POPULATION IS 150% OF POVERTY.
SO, LOOKING AT THIS, AND WE LOOK AT THE NUMBER OF PEOPLE WHO ARE A HUNDRED, UNDER 150% OF POVERTY.
THIS IS FROM, UM, THE CENSUS.GOV.
UM, AND THEN THE PERCENT OF THE POPULATION OF THE NIPA REGION, UM, 4.93% OF THE PEOPLE UNDER 150% OF POVERTY ARE PEOPLE THAT ARE SERVED, OR THAT ARE IN, LIVE IN COLLIN COUNTY, UM, KAUFMAN COUNTY, OR ARE, UM, SERVED IN KAUFMAN COUNTY.

SO, UM, ALL OF OUR, ALL OF OUR FOLKS THAT ARE IN, UM, PSYCHIATRIC HOSPITALS.
SO THAT'S THE ASSISTANCE THERE.

UM, AND I THINK THOSE ARE, YOU KNOW, HUGELY IMPORTANT PROGRAMS. THEY MIRROR SOME THINGS THAT WE HAD GOTTEN GOING INITIALLY IN DALLAS.
I THINK WE WERE THE FIRST LIVING ROOM, UM, PROGRAM IN THE STATE.
UM, BUT IT'S A PLACE FOR PEOPLE WITH SERIOUS MENTAL ILLNESS WHO, UM, NEED ASSISTANCE, NEED A BREAK, NEED TO BE CONNECTED TO SERVICES, UM, CAN GO, OR A PLACE WHERE POLICE CAN BRING THEM FOR IMMEDIATE, UM, MEDICAL VISITS, PSYCHIATRIC VISITS.
UM, WE HAVE, I THINK, A VERY, VERY IMPRESSIVE SYSTEM WITH PHARMACIES.
ONE OF THE BIG PROBLEMS IS PEOPLE, YOU KNOW, GET A PRESCRIPTION AND THEN THEY CAN'T FILL IT.
UH, NIPA HAS CONTRACTED WITH ESSENTIALLY EVERY PHARMACY IN OUR REGION.
I THINK THERE'S ONE OR TWO MOM AND POPS THAT WE HAVE NOT WORKED WITH.
UM, OH, BEFORE WE MOVE FROM THERE MM-HMM
UH, HERE IN TOWN HAVE THE HOURS CHANGED OPERATION.
IT SEEMED LIKE THEY'VE CUT THE HOURS DOWN QUITE A BIT.
IS NANCY, UH, FOR THE LIVING ROOM, IT'S EIGHT TO FIVE AND FOUR.
THE DROP OFF IT IS, UH, THEY'RE THERE UNTIL SEVEN, AND THEN THEY'RE THERE ON SATURDAYS AS WELL.

THERE WAS A BIG ISSUE WITH CHILDREN THIS LAST, UH, COUPLE OF WEEKS WHERE THEY DIDN'T HAVE SPACE FOR CHILDREN.
WE'VE, UH, ACTUALLY GOTTEN THOSE CHILDREN EITHER DIVERTED OR ADMITTED TO A PSYCHIATRIC HOSPITAL, UM, GENERALLY IN DALLAS, WHICH IS WHERE THE REST OF 'EM ARE, EXCEPT WE HAVE ONE IN HUNT COUNTY, BUT IT DOESN'T SEE CHILDREN.
UM, SO WE'LL GET THEM MOVED, UH, TO ANOTHER PLACE.
SO TERRELL CAN CONTINUE TO TAKE INDIVIDUALS THAT REALLY NEED TO BE THERE AND OPERATE SMOOTHLY.
SO, UM, WITH, UH, REAGAN TEAL THERE, THE NEW SUPERINTENDENT, IT'S REALLY WORKING OUT TO BE A, A GREAT RELATIONSHIP.

UM, AND WE HAVE MANAGED TO SECURE PRETTY, VERY SIGNIFICANT FUNDING.
I THINK WE'RE THE BIGGEST PROGRAM IN THE STATE WORKING WITH YOUTH CRISIS OUTREACH.
AND THAT IS SOMETHING THAT'S AVAILABLE IN KAUFFMAN COUNTY AS WELL.
AND IT'S SPECIALIZED TEAMS DEALING WITH THE SPECIALIZED PROBLEMS THAT YOUTH PRESENT, WHICH INCLUDES, YOU KNOW, FAMILY SCHOOL.
AND IT'S NOT JUST A ONE SHOT DEAL, WE'RE GONNA DEAL WITH YOUR CRISIS.
IT'S A ONE SHOT DEAL WITH THE CRISIS, FOLLOWED BY A MULTI-SHOT.
HOW DO WE DEAL WITH THIS FAMILY AND HOW DO WE GIVE THEM THE SUPPORT THEY NEED, UM, TO IMPROVE THE MENTAL HEALTH OF THEIR CHILD AND OFTENTIMES OF THEIR FAMILY.

UH, HOMEWARD BOUND IS A SUBSTANCE USE PROVIDER HERE IN, UH, KAUFMAN COUNTY.
