TO ORDER.

WE ARE IN THE COMMISSIONER'S COURT MEETING ROOM LOCATED IN THE COURTHOUSE ANNEX IN KAUFMAN, TEXAS.

UH, PLEASE STAND AT THIS TIME.

I'D ASK A COMMISSIONER CAGE TO OFFER AN INVOCATION AND A COMMISSIONER BAR REAL LEAD US IN THE PLEDGES IF YOU'LL PRAY WITH DEAR LORD, WE COME TO YOU TODAY.

THANKFUL FOR ALL THAT WE HAVE THANKFUL FOR OUR NATION, OUR STATE, OUR COUNTY, AND OUR COMMUNITIES.

THANKS FOR THE MANY FIRST RESPONDERS AND OUR MILITARY, THE PROTECTIVE.

SEE EACH AND EVERY DAY THANKFUL FOR THE OPPORTUNITY TO DO GOOD BUSINESS FOR THIS COUNTY TO MAKE THE DECISIONS.

UH, I'D LIKE TO LET EVERYBODY KNOW THAT THE ELECTRONICS RECYCLING WAS A TREMENDOUS SUCCESS.

UH, SATURDAY AT THE SOUTH CAMPUS, UH, WE FILLED UP AN 18 WHEELER AND A BOBTAIL.

AND I KNOW THAT, UH, A LOT OF PEOPLE SOMETIMES QUESTION, YOU KNOW, SOME OF THE COUNTY EMPLOYEES DEDICATION TO PUBLIC SERVICE, BUT WE HAD, YOU KNOW, WHEN YOU'RE TALKING TO THE PEOPLE OUT THERE WORKING AND ONE OF THE ENVIRONMENTAL OFFICERS HE WAS MISSING, HE WAS GOING TO BE LATE TO HIS THANKSGIVING.

AND THEN, UH, UH, DAVID ADAMS AND HE SAID, YOU KNOW, NOW HIS MOM DID SAY THAT THEY'RE EATING AT ONE 30 AND HE BETTER BE THERE, BUT IF YOU WANTED TO EAT, BUT YOU KNOW, I DIDN'T PAY HIM QUARTER, HAD FAMILY OVER TWO AND THEY WERE HAVING THEIR THANKSGIVING.

SO, I MEAN IT JUST, YOU KNOW, IT JUST, IT JUST SHOWS SOME OF THE DEDICATION TO THE PUBLIC SERVICE THAT THEY DO, THAT THEY GAVE UP SOME OF THEIR FAMILY TIME TO DO THIS.

IT WAS A TREMENDOUS SUCCESS.

UM, I'D LIKE TO INTRODUCE A COUPLE OF FOLKS THAT WE HAVE WITH US TODAY.

SO WE HAVE THE MAYOR OF ARLINGTON, JEFF WILLIAMS, UH, CAME IN OUR, OUR MAIN PROJECT CURRENTLY IS DOWN IN ARLINGTON VERIDIAN PROJECT.

SO HE'S HERE TO SPEAK A LITTLE BIT ABOUT HOW WE'VE PERFORMED DOWN THERE.

UM, CHARLIE IS THE OWNER OF THE LAND, UH, THE PARCEL THAT WE'RE GOING TO BE WORKING ON.

UH, CITY OF MESQUITE HAS ALREADY, UM, APPROVED OUR TERS APPROVED OUR, THEIR PARTICIPATION AGREEMENT.

AND SO WE'RE, WE'RE WELL DOWN THE ROAD HERE.

JUST BY WAY OF INTRODUCTION, WE ARE THE NEHEMIAH COMPANY.

UM, WE, WE TOOK THE NAME FROM THE, THE BIBLICAL CHARACTER.

NEHEMIAH AND NEHEMIAH IN OUR VIEW IS KIND OF THE FIRST MODEL OF HOW WE WORK.

WE ONLY DO PUBLIC, PRIVATE PARTNERSHIPS.

AND IF YOU KNOW THAT THE BIBLE STORY, UH, NEHEMIAH WANTED TO GO REBUILD THE OLD CITY OF JERUSALEM.

AND SO THE KING, UH, HELPED FUND THAT AND PUT THE CITY BACK TOGETHER.

UH, SO THAT'S WHERE WE CAME FROM.

OUR MISSION IS CREATING VALUE TO RESTORE HOPE BY KNOWING HIM AND MAKING HIM KNOWN.

SO WHAT WE TRY TO DO, WE BELIEVE THAT THAT ARE IN LIFE.

WE'RE NOT SUPPOSED TO JUST TAKE AND TAKE.

WE'RE SUPPOSED TO LEAVE BEHIND VALUE.

AND SO THAT'S WHAT WE'RE TRYING TO DO WITH THIS

UM, THE, THE BEST EXAMPLE OF OUR WORK, A CURRENT EXAMPLE IS, IS THE PROJECT OUT AT VERIDIAN.

A LITTLE BACKGROUND ON VERIDIAN, IF YOU'RE FAMILIAR WITH THE AREA, IT'S A, IT'S LOCATED AT ONE 57, WHICH IS NORTH COLLINS STREET.

IT'S ABOUT FOUR MILES NORTH OF, UH, COWBOYS, ATT AT AND T STADIUM.

UM, BEFORE WE, UH, TOOK THIS PROJECT, IT WAS MOSTLY THE WHOLE PROPERTY WAS MOSTLY A, JUST KIND OF A WASTELAND REALLY.

IT WAS A CONSTRUCTION DUMP.

UH, ACROSS THE ROAD.

THERE IS A, A LANDFILL.

IT WAS A VERY PROBLEMATIC PIECE.

A LOT OF RECOVERY FROM FLOODPLAIN HAD TO, HAD TO OCCUR.

UM, MY UNDERSTANDING WAS THAT WHEN, WHEN THE PROPERTY WAS FIRST ACQUIRED, THAT THE ENTIRE VALUE OF IT'S ABOUT 3000 ACRES, THE ENTIRE VALUE ON THE TAX ROLLS WAS ABOUT $10 MILLION.

AND, UM, IF IT LOOKS LIKE WE'RE GOING TO HIT, UH, CLOSE TO $2 BILLION IN TAX VALUE WHEN WE'RE FINISHED WITH THIS PROJECT.

SO WE'VE BEEN ABLE TO TAKE THAT REALLY ROUGH PIECE AND KIND OF BRING IT UP OUT OF THE ASHES AND MAKE A, A REALLY NICE COMMUNITY OUT OF IT.

UM, ONE OF THE UNIQUE FEATURES AND SIMILAR TO WHAT WE HAVE OUT AT SPRADLEY FARMS, UH, THE VERIDIAN PROJECT IS ABOUT ONE THIRD, UM, OPEN SPACE AND PARKS.

AND THAT'S WHAT WE'RE LOOKING TO ACHIEVE OUT HERE AS ROUGHLY A THIRD OF THE PROPERTY TO BE, UH, OPEN SPACE AND PARKS WE'RE ABLE TO IN IN THE VERIDIAN COMMUNITY, UH, GET AUTOBON GOLD SIGNATURE CERTIFICATION.

AND WE'RE ONE OF THE ONLY PLACES IN TEXAS THAT HAS GOTTEN THAT, UM, THAT IS FOR PRESERVATION OF THE WILDLIFE, BEAUTIFICATION OF THE, THE, UM, THE NATURAL AREAS.

WE DO HAVE A COUPLE OF, UH, SCS PONDS OUT ON THE SPRADLEY FARMS DISTRICT.

AND WE'RE LOOKING TO REALLY ENHANCE THAT GREEN SPACE AND, AND MAKE THAT SOMETHING THAT'S NATURAL AND, AND BEAUTIFUL.

UM, ANOTHER KEY FEATURE IS, ARE, ARE, UH, TEAMING UP WITH HEB SCHOOL DISTRICT TO PUT IN VERIDIAN ELEMENTARY.

UM, WHEN, WHEN WE FIRST STARTED THIS PROJECT, UM, THE, IT'S, MY UNDERSTANDING IS THE SCHOOL DISTRICT HAD NEVER DONE A MULTISTORY, UH, SCHOOL FOR AN ELEMENTARY.

UH, SO THIS WAS THEIR FIRST ONE.

WE WORKED WITH THEM ON THE, UH, DESIGN GUIDELINES AND THEY REALLY PUT IN A VERY BEAUTIFUL SCHOOL THERE.

UH, THEY, THEY PUT IN, UH, SOME, I GUESS, UH, CHOICE PROGRAMS IN THERE.

SO THE KIDS THAT GO TO VERIDIAN ELEMENTARY, UM, OR HAVE THE OPPORTUNITY TO DO SPANISH IMMERSION, CHINESE IMMERSION AND SUZUKI STRINGS.

AND SO, UH, THIS, THOSE PROJECTS OR THOSE PROGRAMS WERE OPEN TO THE WIDER COMMUNITY.

AND, UH, AND SO WHEN WE HAD JUST A FEW RESIDENTS IN VERIDIAN, THEN THAT SERVED THE WHOLE COMMUNITY.

UM, WE HAVE SOMETHING THAT YOU ARE PROBABLY NOT AS USED TO OUT HERE AS A LOT SMALLER LOT SIZES.

UM, I THINK TYPICALLY THE, IN, IN TEXAS IN GENERAL, A SMALLER LOT SIZES ARE GENERALLY ASSOCIATED WITH LOWER HOME VALUES.

UH, BUT WHAT WE, WHAT WE DO IS WE ENHANCE ALL THE PARKS.

WE HAVE A VERY HIGH DENSITY OF, UM, OF PUBLIC PARKS THAT ARE RIGHT THERE IN THE NEIGHBORHOODS.

AND WE'VE GOT A COUPLE OF EXAMPLES HERE.

UM, THE IDEA IS THAT WE, WE HELP LIKE DRIVE COMMUNITY A LITTLE BETTER BY NOT HAVING EVERYONE JUST LIVE IN THEIR BACKYARDS, BUT COME OUT TO A COMMON COMMUNITY SPACE.

AND THAT'S WORKED REALLY BEAUTIFUL IN, UH, DOWN IN VERIDIAN.

I ALSO LIKE TO SHOW THESE THESE RENDERINGS WHEN WE'RE A COMPANY THAT REALLY TRIES TO DO EXACTLY WHAT WE SAY WE'RE GONNA DO.

SO WHEN WE HAVE OUR ARCHITECTS RENDER, UM, ARE OUR KIND OF FUTURE LOOKS, WE DON'T LET THEM PUT IN FULL MATURE TREES.

WE MAKE THEM PUT IN, IF WE'RE GOING TO PUT THREE INCH CALIBER TREES IN OUR PARKS, WE MAKE THEM RENDER THREE INCH CALIPER TREES BECAUSE WE WANT TO SEE EXACTLY WHAT THE PICTURE LOOKED LIKE.

AND SO HERE'S A, HERE'S A COUPLE OF EXAMPLES OF HOW THOSE, HOW THOSE PARKS, UH, WERE RENDERED AND THEN HOW THEY TURNED OUT.

UH, THIS, THIS IS ONE WE LOVE.

THIS IS CALLED AMUSE PARK.

UH, THIS IS SOMETHING THAT, UH, IT'S NOT A NEW IDEA.

THESE THINGS WERE, WERE COMMON LONG AGO.

WE'RE, WE'RE TRYING TO BRING THEM BACK.

WHAT WE'VE DONE IS TAKE OUT THE CENTER STREET AND UH, SO THESE ARE ALL ALLEY LOADED PRO, UM, ALI LOADED PRODUCT, BUT WE PUT A TRAIL SYSTEM AND PARKS IN THE FRONT AND UH, THESE ARE, THESE ARE REALLY NEAT LITTLE PORTIONS OF OUR COMMUNITY AND WE HAVE SEVERAL OF THESE LOCATED IN THE PLAN FOR, UM, FOR SPRADLEY FARMS. AND I WANT YOU TO KIND OF PAY ATTENTION TO, TO THE HOUSEMATES HERE.

WHAT WE'RE, WHAT YOU SEE IN OUR TYPE OF DESIGN

IS WE, UM, WE DON'T BELIEVE IN, I GUESS KIND OF AN ARTIFICIAL SEGREGATION BY ECONOMICS.

SO WHEN YOU DRIVE DOWN OUR STREETS, YOU'LL SEE 35 FOOT LOTS AND 40 FOOT LOTS AND 60 FOOT LOTS AND 70 FOOT LOTS, ALL INTERMIXED WITHIN THE COMMUNITY.

THEY'RE ALL SHARING THE SAME TRAILS, THE SAME PARKS.

WE DON'T HAVE THE MANSION'S GATED OFF AND THEIR SEPARATE POD AND THE TOWNHOMES OVER IN THEIR SEPARATE POD.

WE BELIEVE IN REALLY INTEGRATING, UM, THE MIX OF HOMES, BUT WE SET THEM WITH THE SAME OFFSET FROM THE STREETS SO THAT AS YOU'RE DRIVING DOWN THE ROAD, YOU CAN'T REALLY CAN'T REALLY TELL A HUGE DIFFERENCE.

SO THOSE ARE SOME THINGS THAT HAVE REALLY MADE US A LITTLE DIFFERENT.

WE'RE ALSO PUTTING IN CURRENTLY A 55 PLUS COMMUNITY.

UM, THIS HAS GONE REALLY WELL.

WE A LOT OF PRESALES OUT THERE, BUT THESE ARE JUST REALLY, UH, NEAT HOMES, UM, FOR, YOU KNOW, THE KIND OF RETIRING OR SOON TO RETIRE PEOPLE.

UH, THIS IS AN EXAMPLE OF WHAT WE'RE DOING OUT THERE AND NOW WE'RE EXPECTING THAT THIS, UH, THIS ADDITION WILL REALLY DRIVE OUR VELOCITIES FOR, FOR A COMPARISON OF WHAT, UH, WE ENDED UP WITH FROM WHAT THE MARKET WAS SAYING WE WOULD GET, WHEN WE FIRST CAME INTO THIS PROJECT, UH, THE FIRST MARKET STUDY WE SAID WE, WE CONDUCTED, UH, WAS LOCALLY DONE AND WE WERE TOLD THAT WE WOULD HAVE $150,000 HOME VALUES AND WE WOULD SELL A HUNDRED A YEAR.

LAST YEAR WE SOLD 357 HOMES AND OUR, OUR AVERAGE HOME VALUES OVER 400,000, AND YOU CAN GET IN FROM ENTRY LEVEL ALL THE WAY THROUGH THREE AND A HALF MILLION DOLLAR HOMES IN THERE.

SO WE'VE REALLY, THE, THE, THE MARKET STUDY COMPANY THAT WE USED, UM, ULTIMATELY HAS HIT THE NAIL RIGHT ON THE HEAD, EXCEPT THEY WERE LOW ON THE HOME VALUE ESTIMATES.

SO WHAT WE HAVE HERE IS WE'RE EXPECTING OUT AT SPRADLEY FARMS ABOUT 250 HOMES A YEAR AT A, AT AN AVERAGE VALUE OF $330,000 PER HOME.

AND I'LL SHOW YOU WHY THAT'S IMPORTANT IN A MINUTE.

I WOULD LIKE TO ASK 'EM THEIR WILLIAMS TO COME UP JUST FOR A MOMENT.

UH, GOOD MORNING MAYOR.

SO HONORED TO HAVE YOU WITH US, JUDGE.

YOU STOLE WHAT I WAS GOING TO SAY, COMMISSIONERS, THANK YOU FOR LETTING ME COME BEFORE YOU TODAY AND THANK YOU FOR WHAT YOU'RE DOING HERE IN KAUFMAN COUNTY AND IT'S PRETTY EXCITING TO BE IN NORTH TEXAS RIGHT NOW, ISN'T IT? GREAT THINGS ARE HAPPENING.

WELL, VERIDIAN IN OUR, IN OUR CITY WAS ONE OF THE GREATEST THINGS THAT'S HAPPENED TO US.

UH, IT HAS BEEN A TREMENDOUS DEVELOPMENT, UH, THERE BECAUSE IT'S BROUGHT A LOT OF PEOPLE TO OUR CITY.

BUT ALSO IT'S BEEN A KEY FOR US IN BRINGING JOBS INTO OUR COMMUNITY BECAUSE WE NEEDED A VARIED HOUSING STOCK.

YOU KNOW, WE WERE WAY SHORT IN THE VARIETY AND, AND UH, AS JOHN SAID, WE HAD A IN OUT AT VERIDIAN WE HAD 200,000 TO THREE AND A HALF MILLION NOW OF HOMES, WATER RANGE.

SO THAT WAS A HUGE ADVANTAGE TO US AS WE GO AND RECRUIT COMPANIES AND GET OUR COMPANIES TO STAY.

THAT WAS HUGE.

BUT THEN IN ADDITION TO THAT, IT'S BEEN A TREMENDOUS INVESTMENT FOR US BECAUSE THAT PIECE OF LAND WAS VALUED AT 10 MILLION WHEN THEY STARTED.

AND I GUESS JOHN LEFT LEFT ME TO BE ABLE TO SHARE THE REAL THING.

HE MENTIONED IT'S GOING TO BE OVER $2 BILLION WHEN IT'S FINISHED.

WELL, LET'S START AT 10 MILLION.

RIGHT NOW.

IT'S ON THE BOOKS FOR $836 MILLION AND A, THAT IS TREMENDOUS VALUE.

NOW LET'S GET DOWN TO QUALITY OF LIFE.

UM, IT'S AN INTERESTING DYNAMIC.

UH, SOMETIMES WHEN YOU GO BACK IN HISTORY, BECAUSE USED TO IN THE 19 HUNDREDS, WE HAD ALL OF OUR HOMES OF DIFFERENT VALUES ALL TOGETHER AND UH, AND WHETHER YOU WERE, UH, DOWN AT THE LOW POVERTY LEVEL OR WHETHER YOU HAD A LOT OF MONEY, THE NEIGHBORHOODS WERE MIXED.

AND I LOVE THE FACT HERE THAT WE MAY HAVE A $300,000 HOME NEXT TO A MILLION DOLLAR HOME AND IT WORKS THERE AND EVERYONE HAS COMMUNITY.

AND BECAUSE OF ALL THE AMENITIES AND WHEN I SAY AMENITIES, I'M TALKING ABOUT THE PARKS, THE CLUBHOUSE, THE WATER PARK, THE VOLLEYBALL, UH, THE DIFFERENT THINGS THAT THEY PUT IN THERE.

IT GETS PEOPLE OUT OF THEIR HOMES AND THEY COME AND THEY ALSO DO PROGRAMMING.

AND SO THE SENSE OF COMMUNITY IS UNBELIEVABLE AT VERIDIAN.

AND IN FACT IT'S, IT'S AN INTERESTING DYNAMIC BECAUSE WE'VE HAD A LOT OF THE LEADERS IN OUR COMMUNITY ALL MOVE OUT TO VERIDIAN BECAUSE OF COMMUNITY.

THE OPPORTUNITY TO GET OUT AND FELLOWSHIP AND BE WITH YOUR NEIGHBORS.

AND, AND PROBABLY ONE OF THE BEST TESTIMONIALS I CAN SHARE WITH YOU HAPPENED A, YOUR ABOUT THREE MONTHS AGO, CITY MANAGER, MANSFIELD, UH, WENT OUT TO SEE IT CAUSE HE SAID, HEY, WE'RE WANTING TO DO SOMETHING LIKE THAT IN OUR COMMUNITY.

WE HAD CHESS GAMES GOING ON IN THE CLUBHOUSE.

UH, WE HAD, UH, PEOPLE OUT AT THE PARK THERE.

AND THEN PEOPLE OUT IN THEIR FRONT YARD TALKING TO THE NEIGHBORS.

AND UH, IT'S, IT'S AN INCREDIBLE THING BECAUSE I HAVE YET TO TALK TO A SINGLE RESIDENT WHO HASN'T LOVED LIVING OUT THERE, BUT IT HAS A HIGH STANDARD OF AMENITIES AND PARKS THAT YOU NORMALLY DON'T SEE.

AND THEN I'LL SAY TO OUR INVESTMENT IS MADE AFTER THE VALUE IS BUILT.

AND THAT IS A HUGE THING IS A PUBLIC SERVANT AND IN YOUR SEAT, UH, THERE IN MY SEAT, THAT'S SOMETHING THAT WE ARE ALL LOOKING FOR IS MAKING SURE THE VALUE IS THERE BEFORE WE INVEST ANY MONEY.

AND THEN THE BEAUTY OF THIS IS OUR MONEY IS INVESTED IN INFRASTRUCTURE.

SO AGAIN, IT GOES ON THE BOOKS THERE FOR US.

SO IT HAS BEEN A TREMENDOUS INVESTMENT FOR US AND IT IS THE FASTEST GROWING MASTERPLAN COMMUNITY IN NORTH TEXAS.

UH, THERE, IT IS REALLY GOING GREAT, UH, THERE FOR US.

THERE'S 50 TYPES OF OPERATIONS THAT ARE REQUIRED TO PERMIT EACH YEAR TO CONTINUE OPERATION.

AND THEN THE ADDITION OF CONSTRUCTION PERMITS, UH, SETTING THAT BEING DIFFERENT FROM BUILDING BILLING WOULD BE NEW CONSTRUCTION INDUSTRY BUSINESS, SO FORTH.

CONSTRUCTION PERMITS WOULD BE ADDITIONS TO RENOVATIONS OF ITEMS SUCH AS SPRINKLER SYSTEMS, HOOD SYSTEMS, ALARM SYSTEMS, THINGS OF THAT NATURE.

AND THERE ARE 25 OF THOSE COULD SPECIFIC CONSTRUCTION PERMITS.
