OF THE KAUFMAN COUNTY COMMISSIONER'S COURT IS CALLED TO ORDER IT'S TUESDAY, AUGUST 25TH, 2020 AT 9:00 AM OR IN THE COMMISSIONER'S COURT MEETING ROOM IN THE COURTHOUSE ANNEX.

A FIRST ORDER OF BUSINESS IS, UH, COMMISSIONER HUNT IS GOING TO OFFER AN INVOCATION AND A COMMISSIONER CAGE WEARING HIS FLAG.

TAI IS GOING TO OFFER PLEDGES TO THE FLAG.

IF YOU'LL PLEASE STAND LET'S PRAY.

LORD, BE WITH US.

AS WE MAKE A BUSINESS DECISIONS FOR OUR CITIZENS, EMPLOYEES, HEALTH AND FINANCIAL WELLBEING.

DURING THIS CRISIS, WE'RE THANKFUL FOR OUR HEALTHCARE WORKERS ARE FIRST RESPONDERS, OUR EMPLOYEES, PLEASE WITH BE WITH HIM AS THEY DO THEIR JOBS, KEEP THEM SAFE.

THEY'RE GOING TO DO A PRESENTATION TO UPDATE THE COMMISSIONER'S COURT ON THE CURRENT STATUS OF THE KAUFMAN COUNTY JUSTICE CENTER PROJECT.

UH, WE HAVE CURT PART EIGHT WITH US TODAY.

HE'S THE LEAD ARCHITECT ON THIS PROJECT AND TAKE IT AWAY, SIR.

AND YOU'RE WELCOME TO TAKE YOUR MASK OFF, TO SPEAK TO THE MICROPHONE.

AND I'LL JUST BE UP HERE SHORTLY.

I'VE GOT THE TEAM HERE.

THAT'S GOING TO PRESENT TO YOU TODAY, BUT A KURT PARTY WITH HOK.

AND WE'VE BEEN WORKING WITH YOUR, UH, YOUR DEPARTMENTS AND YOUR, YOUR, YOUR COURTS AND EVERYONE, UH, THROUGHOUT THE LAST THREE MONTHS ON THE DESIGN DEVELOPMENT PACKAGE FOR THE NEW JUSTICE CENTER PROJECT OVER AT YOUR JAIL SITE.

SO, UH, WE SPENT A LOT OF TIME IN MEETINGS, UH, LAYING OUT THE PLANS, MAKING SURE THAT EVERYONE'S GETTING WHAT THEY WANT AND WHAT THEY NEED IN THE BUILDING.

UH, IT'LL BE A SIX COURTHOUSE, UH, SIX COURTROOM, UH, BUILDING ALONG WITH THE SUPPORTING DEPARTMENTS, UH, IN THE BUILDING.

UM, TODAY WE'RE GOING TO SHOW YOU THE, UH, THE EXTERIOR DESIGN, THE SITE LAYOUT, UH, AND ALSO THE BUILDING LAYOUTS FOR THE BUILDING.

UM, AND THEN WE'RE GOING TO ALSO TOUCH BASE ON THE COST ESTIMATE, UH, AND THE PROJECT SCHEDULE AS WE MOVE FORWARD.

UM, AND SO WE'RE AT THE END OF DESIGN DEVELOPMENT AND THE NEXT PHASE IS CONSTRUCTION DOCUMENTS.

SO WE'LL BE MOVING INTO CONSTRUCTION DOCUMENTS REAL SHORTLY.

IN FACT, WE'VE KIND OF ALREADY STARTED, SO WE'VE GOT A SCHEDULE TO MEET.

AND SO WE'RE TRYING TO KEEP THAT ALL, ALL MOVING.

UM, A COUPLE OF WEEKS AGO WE GAVE A 75%, UH, DESIGN DEVELOPMENT SET TO GALLAGHER CONSTRUCTION.

AND SO THEY HAVE BEEN, UM, PRICING THE PROJECT.

AND SO WE'RE GOING TO SHARE A LITTLE BIT MORE OF THAT AS WELL, UH, LATER IN THE PRESENTATION.

SO WITH THAT, I'LL INTRODUCE BEN PROPER.

BEN IS OUR SENIOR DESIGNER ON THE PROJECT AND, AND HE'S GONNA KIND OF LEAD YOU THROUGH, UH, HIS IMAGES AS WE GO FORWARD MORNING.

GOOD MORNING, UM, IS ON PRINCIPLE ON THE PROJECT AND I'VE BEEN FORTUNATE TO WORK WITH CURTAIN JUDGE RICHARDSON AND THE TEAM.

SO WE'RE GLAD TO BE HERE THIS MORNING, UH, WALK YOU THROUGH WHERE WE ARE IN TERMS OF THE BUILDING ARCHITECTURE.

SO WE'LL COVER KIND OF FOUR DIFFERENT SUBJECTS IS KURT KIND OF ILLUMINATED SECOND AGO.

UM, WE'LL START WITH SITE, UH, AND WE HAVE SOME GOALS THAT WE KEEP IN FRONT OF US, UH, AS A TEAM, UH, MORE THAN ANYTHING WE'RE LOOKING TO OBVIOUSLY UPGRADE THE FACILITY TO MAKE IT OPERATIONALLY, UH, AS WELL AS COST EFFICIENT.

UH, WE CERTAINLY WANT TO MAKE A DIGNIFIED AND WORTHY OF THE SPIRIT OF THE JUSTICE IS GOING TO BE ADMINISTERED THERE.

UH, AND THEN WE, YOU KNOW, WE'VE GOT A BUDGET AND A SCHEDULE AND MEET, SO WE'RE WORKING ON THOSE THINGS AND I THINK WE'RE GOING TO BE, UH, UH, WE'RE IN A GOOD

POSITION TO, UH, GET THROUGH OUR DOCUMENTS AND GET THIS THING BUILT VERY QUICKLY AND EFFICIENTLY SITE DEVELOPMENT.

HERE'S THEIR EXISTING SITE.

HERE'S JUST AN AERIAL VIEW OF THE SITES OVER ONE CAN KIND OF SEE WHAT, WHERE WE ARE TODAY.

UH, OUR PROPOSED PLAN INVOLVES ADDING A SIGNIFICANT AMOUNT OF PARKING, ABOUT 300 NEW PARKING SPACES, UH, TO THE NORTH OF THE EXISTING JAIL, ALONG WITH, UH, THE NEW COURTHOUSE, UH, FACILITY, UH, WE'LL HAVE BOTH PUBLIC AND STAFF ORIENTED PARKING, WE'LL HAVE, UH, NEW ACCESS FOR THE, BOTH THE COURTHOUSE SITE AND THE, UH, JAIL ADJACENT.

UH, WE'RE ACTUALLY GOING TO BE CHANGING THE FENCING TO PROVIDE ADEQUATE SECURITY.

AND I'LL COVER THAT IN A SECOND.

WE'RE ALSO GOING TO COVER SOME SPECIFIC, UM, SECURE PARKING AREAS FOR ELECTED OFFICIALS, UH, TO THE REAR OF THE BUILDING WOULD BE TO THE WEST OR JUST TO THE LEFT EAR.

AND THEN THE PRIMARY PART PUBLIC PARKING IS BEING ADDED TO THE EAST, UH, FACING THE HIGHWAY.

AND THEN HERE'S A BIT MORE DETAIL OF THE ENTRY CONDITIONS OF THE BUILDING, OR YOU CAN BE IN THE, SEE THE PARKING AGAIN IS TO THE EAST.

UH, WE'RE JUST OUTLINING A FEW OF THE SECURITY MEASURES AND SITE MEASURES THAT HELP KEEP THE BUILDING SECURE.

WE'RE PROVIDING, UH, UH, A LINE OF TREES ALONG THE STREET, AND THEN AT WHERE WE HAVE A CROSSWALK HERE TOWARD THE FRONT DOOR, PROVIDING BOLLARDS TO MAKE SURE THAT WE HAVE ADEQUATE SECURITY.

WE'RE PROVIDING A STAFF LOT HERE TO THE NORTH WAS JUST OFF THE PAGE, WHICH WILL HAVE ITS OWN KIND OF GATES AND SECURE ACCESS.

AND THEN ON THE REAR OF THE BUILDING TO THE LEFT, WE'LL HAVE SERVICE AND THE SECURE PARKING HERE TO THE WEST, UH, WE WERE INTENDING TO LANDSCAPE THE SITE.

UH, WE'RE GOING TO HAVE GOOD FIRE ACCESS AROUND IT ON ALL SIDES UNTIL WE'VE GOT SOME FIRE LANES AND SOME OTHER THINGS THAT ARE, ARE JUST KIND OF SHOWING UP HERE IN THIS PLAN.

UM, AND THEN WE DO HAVE A SECURE LINK FROM THE EXISTING JAIL, UH, FROM THE SOUTH INTO THE BUILDING AND TO THE LOWER LEVEL OF THE COURTHOUSE SO THAT WE CAN, UH, PROVIDE TRANSFER SAFE AND EFFECTIVE TRANSFER.

THOSE THAT ARE IN CUSTODY, UH, TO GO TO GO THROUGH THEIR COURT PROCEEDINGS.

AND THEN HERE'S THE GENERAL SITE PLAN SHOWING THE GENERAL SECURITY PLAN FOR THE SITE.

UH, WE'RE PROVIDING AGAIN, A SECURED PARKING AREA TO THE NORTH FOR STAFF PROVIDING IN RED.

YOU CAN BEGIN TO SEE IT IN BLACK, THE, UH, FENCING THAT WOULD BE ABOUT 10 FEET TALL AROUND THE ENTIRE SITE.

WE'RE PROVIDING SOME GATES, UH, FOR SERVICE ACCESS TO THE WEST.

UH, WE ARE GOING TO BE CONTINUING TO ENCLOSE THE JAIL STAFF PARKING AREA.

SO THAT'LL REMAIN SECURED AND SEPARATED.

WE'RE GOING TO INCLUDE JAIL STAFF AND LAW ENFORCEMENT PARKING, UH, THERE TO THE EAST AND NORTH OF THE EXISTING JAIL.

UH, THE REMAINING PARKING TO THE EAST WILL JUST BE FREE, FREELY ACCESSIBLE TO THE PUBLIC.

UH, AND THEN WE WILL HAVE ADEQUATE FENCING.

UH, YOU CAN SEE HERE IN PURPLE, I GUESS, KIND OF THE, A LINK FROM THE JAIL TO THE COURTHOUSE, AND THEN WE'LL HAVE, UH, ADEQUATE FENCING AND SECURITY AROUND THAT, UH, TO MAKE SURE THAT THE, UH, SECURE PERIMETERS IS COMPLETE.

THEN BIT OF THE BUILDING EXTERIOR.

UH, WE'RE LOOKING AT HERE AGAIN, IT'S THE SITE.

THIS IS, IF YOU FROM KIND OF THE EAST NORTHEAST, YOU CAN BEGIN TO SEE THE PARKING IN FRONT AND WE TURNED OFF THE TREES.

THERE WILL BE MORE THAN ADEQUATE LANDSCAPINGS, WE'VE SHOWN THE SITE PLAN, BUT JUST SO THAT THE BUILDINGS MORE VISIBLE, YOU CAN BEGIN TO SEE THE LAYOUT OF THE BUILDING.

UH, THE PARKING LAYOUT, THE STAFF LAY A LOT HERE TO THE NORTH AND EAST, UH, AND ALL IN RELATIONSHIP TO THE EXISTING JAIL.

HERE'S A VIEW AS YOU WERE APPROACHING THE SITE AS YOU'RE COMING OFF THE HIGHWAY.

UH, SO THIS WILL BE THE PRIMARY PUBLIC KIND OF VIEW OF THE BUILDING.

AND WE'RE INTENDED TO USE BRICK MATERIALS MOSTLY TO MATCH WITH THE EXISTING, UH, JAIL FACILITY.

YOU FEEL LIKE THAT'S KIND OF AN APPROPRIATE MATERIAL HERE TO USE.

UH, WE ARE PROVIDING A VERY WELL-DEFINED ENTRY PORTICO.

THAT'S KIND OF SYMBOLIC OF THE IMPORTANCE OF GOING TO COURT.

UM, BUT WE'LL MAKE SURE AS WE DEVELOP IT THAT IT'S, UH, PROVIDING ADEQUATE SECURITY AND IT IS APPROPRIATELY WELCOMING FOR THE PUBLIC AS YOU PARK IN THE LOT, THIS WOULD BE THE PROMINENT THAT YOU WOULD TAKE AS YOU WALKED TOWARD THE FRONT DOOR.

SO YOU CAN BEGIN TO SEE UNDER THE HERE A GLAZED ENTRY LOBBY, AND HERE'S KIND OF A CLOSER VIEW OF THAT.

YOU BEGIN TO SEE A LOT OF BOLLARDS.

WE WOULD HAVE, YOU KNOW, TREES ALONG THE STREETS, SO THIS WOULD HAVE SOME SHADE AND COVER.

UH, BUT WE OBVIOUSLY TURN THAT OFF JUST TO MAKE SURE THAT THE BUILDING'S MORE VISIBLE.

YOU CAN BEGIN TO SEE THE SCALE OF THE OPENINGS.

WE'RE DOING FAIRLY TALL OPENINGS IN THE PUBLIC SPACE, WHICH IS PRIMARILY FACING EAST.

UH, SO THE PUBLIC QUARTERS THAT WILL SHOW YOU AS IT GOES THROUGH THE PLAN, GIVE YOU A SENSE OF, BUT THIS GIVES YOU A SENSE OF THE AMOUNT OF DAYLIGHT WE'LL BE BRINGING INTO THE INTERIOR.

AND THEN HERE'S THE LOBBY.

UH, HERE'S THE LAYOUT OF THE BUILDING LOBBY OF THE APPROACHES ARE FROM THE EAST, FOR THE PUBLIC.

UH, IT'S A ONE WAY IN ONE WAY OUT SYSTEM.

SO YOU COME IN FROM THE EAST, UH, YOU GO THROUGH, WE'RE KIND OF SHOWING THE ABILITY, IF YOU HAVE EXTENDED CROWD FOR JURY CALL, UM, TO ALLOW PEOPLE TO QUEUE APPROPRIATELY, UH, THEN THEY'RE ABLE TO GO THROUGH THE TWOS, UH, SECURITY SCREENING STATIONS, UH, AND THEN PROCESS THROUGH.

AND THEN ONCE THEY'RE THROUGH, THEY'RE ABLE TO KIND OF COLLECT THEIR THINGS, GET THEMSELVES ORGANIZED, AND THEN PROCEED INTO COURT, UH, GOING THROUGH THIS PORTAL HERE, AND THEY HAVE THE OPTION TO GO TO THE ELEVATORS, TO CONTINUE TO THE SOUTH HERE, TO,

UH, REACH COURTROOMS OR FOR A LOT OF PEOPLE WHO ARE COMING TO COURT TO THE COURTHOUSE, THEY'RE ACTUALLY GOING TO SEE THE CLERKS AND THERE'S GOOD ACCESS TO THE CLERK'S OFFICES, BOTH COUNTY AND DISTRICT, WHICH ARE HERE JUST TO THE NORTH.

AND AGAIN, WE'LL GO THROUGH THAT IN A LITTLE MORE DETAIL LATER.

HERE'S JUST A QUICK VIEW KIND OF, OF THAT KIND OF SCALE OF THAT KIND OF SPACE.

IT'S A TWO STORY SPACE, WE'LL HAVE GLASS AROUND IT.

SO WE THINK WILL BE A REALLY NICE ENVIRONMENT TO WELCOME PEOPLE FROM WEALTH.

AND THE CITIZENS HERE IS, UH, THE ACCESS FROM THE NORTH, UM, MENTIONED THAT THERE WAS A STAFF LOT.

SO AS A STAFF IS WALKING TO WORK EVERY DAY, THIS WILL BE KIND OF THE VIEW THAT THEY WOULD GET TO SEE.

AND THEN HERE'S JUST A LITTLE BIT FARTHER REMOVED A VIEW OF THAT, UH, FROM THE NORTH AS A PEDESTRIAN, FOR INSTANCE, ON THE LEFT WOULD BE WALKING UP TO THE FRONT DOOR.

THIS IS ACTUALLY A SECURED WALKWAY THAT I MENTIONED THAT CONNECTS THE JAIL TO THE COURTHOUSE, TO THE LOWER LEVEL OF THE COURTHOUSE, UH, IS FULLY FENCED AND ENCLOSED.

SO THERE'LL BE A SECURE TRANSFER, UH, FOR THOSE THAT ARE INCARCERATED AND MAKE IT SAFE FOR STAFF, UH, TO MOVE PEOPLE BACK AND FORTH.

AND THEN FRANKLY, AND THEN FINALLY, HERE'S ANOTHER VIEW FROM THE, AGAIN, FROM THE EAST KIND OF FROM THE PARKING LOT.

SO YOU CAN BEGIN TO SEE THE SCALE OF THE BUILDING.

SO FROM A DESIGN STANDPOINT, WE'VE GATHERED A FEW VISUALS HERE TO START TO GIVE YOU A FEEL FOR THE DIRECTION THAT WE ARE.

WE HAVE PROPOSED FOR,

UM, THE LOBBY WE ARE SEEING HERE FROM THE QUEUING, UM, GETTING TO SEE A LITTLE BIT OF THAT, UH, DESIGN, WHERE WE'VE PROPOSED TO MIMIC A LOT OF WHAT, UH, THE MODULE THAT'S BEEN, UM, SHOWN FOR THE EXTERIOR, UH, YOU KNOW, BLENDING AND MAKING IT SWAYED INTO THE INTERIOR ELEVATION HERE FOR THE, THE LOBBY.

AND THEN WHAT'S, AGAIN, A VIEW LOOKING IN THE OPPOSITE DIRECTION HERE.

THEN WE ARE SHOWING HERE PLANS IN KIND OF A, JUST A 3D ILLUSTRATION OF WHAT IS HERE, THE CEREMONIAL COURTROOM.

SO JUST A VERY, UM, STANDARD, UH, CORNER BENCH, UH, WELL HERE, UM, WITH THE EXTENDED, UM, GALLERY HERE FOR THE CEREMONIAL COURTROOM.

SO WE JUST HAVE SEVERAL OF USE HERE JUST TO GET EVERYONE A FEEL FOR THE SIGHT LINES THROUGHOUT THE ROOM JUDGE, TO AUDIENCE.

AND AS YOU MAY HAVE NOTICED IN THE DESIGN OF THE FLOOR PLANS, YOU KNOW, WE HAVE SEPARATE INMATES, CIRCULATION COMING FROM THE JAIL.

UH, IT COMES THROUGH THAT COVERED WALKWAY.

THAT'S A PRIVATE, UH, SECURED WALKWAY FROM THE JAIL OVER TO THE COURTHOUSE AND ENTERS THE LOWER LEVEL.

AND THEN THERE'S A SEPARATE ELEVATOR FOR THOSE INMATES TO GO UP TO THE COURT FLOORS.

THEY NEVER, UH, ARE IN CONTACT WITH THE GENERAL PUBLIC AND, UM, THEN THERE'S COURT HOLDING CELLS ON EACH COURT FOR BETWEEN A SET OF COURTROOMS. SO IT'S A MUCH MORE SECURE SETTING WHAT YOU CURRENTLY HAVE IN YOUR EXISTING COURTHOUSE DOWNTOWN.

AND SO I THINK, YOU KNOW, EVERYONE'S, UH, EXCITED ABOUT THAT.

AND, UM, ALSO THE JUDGES ARE SEPARATED FROM THE GENERAL PUBLIC.

SO THERE'S A SPECIAL SPACE IN THIS BUILDING, FOR INSTANCE, FOR ALL THOSE SECURITY CAMERAS THAT ARE GOING TO BE AROUND THE PERIMETER ON THE OUTSIDE, AS WELL AS ON THE INSIDE, AND ALSO LOOKING AT THE SALES THAT ARE IN THE BUILDING.

UH, SO THERE THERE'S A LOT OF TECHNOLOGY IN THE BUILDING.

IN TERMS OF THAT REGARD, WE ALSO HAVE STARTED LOOKING AT THE CORE AB SYSTEMS FOR THE COURTROOMS THEMSELVES.

IT'S PRETTY SIMPLE SYSTEM.

UM, YOU KNOW, IT'S REALLY BEEN SIMPLIFIED OVER THE PAST FIVE TO 10 YEARS IN TERMS OF HOW COURT TECHNOLOGY'S INTEGRATED INTO A COURTROOM.

AND SO YOU DON'T HAVE TO HAVE NEARLY AS MANY MONITORS AS YOU USED TO HAVE THAT HELPS REDUCE COSTS.

UH, IT ALSO IS SIMPLER FOR EVERYONE TO RUN, SO IT ACTUALLY GETS USED AND THAT'S IMPORTANT, YOU KNOW, TO MAKE SURE THAT WE PUT A SYSTEM IN PLACE THAT EVERYONE CAN WORK WITH.

AND, UM, AND THAT WILL GET USED IN THE BUILDING.

SO, SO WE'RE GOING INTO THAT, THAT PHASE OF DESIGN RIGHT NOW.

AND, UH, WE'RE ANTICIPATING, WE'LL BE WRAPPING THAT UP AROUND, UH, LATE NOVEMBER.

UH, SO, YOU KNOW, APPROXIMATELY THREE MONTHS TO GET US THERE, UH, AND A LOT OF MEETINGS BETWEEN NOW AND THEN WORKING WITH GALLAGHER, UH, CONSTRUCTION, UH, AND, UH, AND, AND MAKING SURE THAT WE'RE ON BUDGET AS WE GET TO THAT POINT.

SO THAT'S KIND OF WHERE WE'RE GOING TO BE NEXT.

UH, AND, AND WE'VE ALSO BEEN COORDINATING WITH YOUR CITY, UH, WITH, REGARDING BUILDING CODES AND ZONING REQUIREMENTS AND ALL THOSE KINDS OF THINGS AS WELL.

SO WHAT THAT MEANS IS INITIALLY WHEN THE BUILDING OPENS IN, UM, 20, 22, UM, THEY WILL HAVE SOME WORKSTATIONS THAT, YOU KNOW, WILL BE EMPTY, THAT YOU CAN GROW INTO, NOT A LOT, I MEAN, YOU KNOW, BUT YOU ARE A GROWING COUNTY AND SO YOU NEED TO HAVE SOME ACCOMMODATION FOR GROWTH.

UM, AND ON THE COURT SIDE, UM, IF, IF I BACK UP JUST TO THE PLAN, UM, ON THIS LEVEL, THE, THAT BIG, UH, THIS BIG SPACE RIGHT HERE IS, UH, INITIALLY GOING TO BE USED FOR A CPS COURTROOM, BUT ALSO JURY QUALIFICATIONS.

AND IT WILL BE ABLE TO BE, UH, YOU KNOW, CHANGED, RENOVATED INTO AN ADDITIONAL COURTROOM IN THE FUTURE.

SO IT WOULD BE A SIX COURT ROOM IN THE BUILDING, UH, AND, YOU KNOW, IT'S, IT'S, IT HAS ALL THE, ALL THE REQUIREMENTS OF WHAT THE TYPICAL COURTROOM WOULD NEED IS AS ACCESS TO THIS INMATE HOLDING SPACE ON THE COURT FLOOR.

HOWEVER, UM, TO BE MORE INCLUSIVE WITH ADDITIONAL VENDORS, WE HAVE FOUND ADDITIONAL VENDORS FOR SAND, AND ALSO THIS WILL INCLUDE, UM, ALTERNATE BIDS FOR MATERIALS, SUCH AS YOUR BRIDGE CONSTRUCTION IN YOUR CULVERTS, RATHER THAN HAVING SEPARATE RFPS.
