THAT COMMUNITY WAS VERY LUCKY NOT TO HAVE ANY FATALITIES. THEY DID HAVE SOME INJURIES, BUT AS FAR AS I KNOW THE LATEST INFORMATION I HAVE NONE OF THEM IN LIFE THREATENING. 'CAUSE WHEN PEOPLE ARE GOING SOMEWHERE, THEY'RE GONNA PASS THROUGH WHEREVER WE ARE. AND WHEN THEY LEAVE, THERE'S, CHANCES ARE THEY MIGHT PASS BACK THROUGH. AND YOU SEE GOOD ROADS AND A FRIENDLY FACE AND PEOPLE WAVING AT YOU, YOU DON'T REALIZE AGAIN HOW LUCKY THEY'RE, BUT THERE, THAT BRINGS CHALLENGES. AND AS YOU LOOK AT, WHEN THE LEGISLATURE FORMED AND CREATED, GIVE AUTHORITY, LEGISLATIVE AUTHORITY TO FORM REGIONAL MOBILITY AUTHORITIES IN 2003, THEY WERE LOOKING AT GIVING MORE CONTROL FROM THE STATE LEVEL BACK DOWN TO THOSE AT THE COUNTY, CITY LEVEL, REGIONAL LEVEL TO HELP HAVE INPUT AND MAKE DECISIONS FOR WHAT THEY WANT. AND THERE'S MORE THAN ONE RIGHT ANSWER. AND, BUT IF THERE'S ANYTHING IN HERE, THERE'S MORE THAN ONE RIGHT ANSWER. MICHAEL MORRIS, WHO'S BEEN, I WISH I, IF HE'S FORGOTTEN MORE THAN I'LL EVER KNOW ABOUT TRANSPORTATION. WE WANT TO JOIN, WE'RE PARTICIPANTS AS WELL. WE HAVE COMMON QUARTERS. THE US 69, US 1 75, UH, DID 31 59, 2 59, UH, IN, YOU KNOW, IN ADDITION TO INTERSTATE 20, THEN YOU HAVE COMMON COUNTY ROADS THAT COULD LEAVE ONE COUNTY, GO TO THE NEXT. YOU HAVE THE STATE SYSTEM, THE FARM MARKETS, THEN YOU HAVE AIRPORTS AND YOU HAVE RAIL COMING THROUGH. WHAT ABOUT THESE COMMON CORRIDORS? WELL, IN RMA HAS THE ABILITY TO GRANTED LEGISLATIVE AUTHORITY TO OWN, OPERATE, BUILD, FINANCE, ACQUIRE, UH, ANY TYPE OF TRANSPORTATION PROJECT THAT INCLUDES NOT JUST TOLL ROADS, BUT, UH, ANY OTHER ROADWAY ALSO. AND I CAN OPERATE A FERRY. NOW. I SAY I JUST POSTING THE RIVER GOING [00:20:01] THROUGH GRAY COUNTY, MAY NOT LIKE THE DUCK HUNTER ON THERE. YOU HAVE A VERY, UH, YOU CAN OWN AND OPERATE AIRPORT. I CAN WORK ON AIRPORT PROJECTS. AND I SAY THE THREE CONSTITUENCIES ARE RAIL, FREIGHT, HIGH SPEED, AND PASSENGER. SO YOU'RE LOOKING AT MOVEMENT OF PEOPLE AND, AND GOODS AND TRANSPORTATION. IT'S NOT JUST ALL ABOUT ROADS, BUT IT'S A CONNECTIVITY. AND IN A DAY WHERE AIR QUALITY'S BECOMING A GREATER CONCERN, CONGESTION, YOU KNOW, TEXAS AGAIN, IS ONE OF THE GREAT STATES BECAUSE WE HAVE A LOT OF, UH, PEOPLE MOVING IN AND WE HAVE MORE OPPORTUNITIES TO INVEST IN INFRASTRUCTURE AND ROADWAYS THAN WE DO RESOURCES. THE PARTNERSHIP THAT MICHAEL WAS TALKING ABOUT, DIFFERENT FUNDING CATEGORIES IS GOING TO BECOME MORE PREVALENT OF HOW, UH, WE HAVE USED TOOLS, WHETHER IT'S A TRI TRANSPORTATION INVESTMENT ZONE AT A COUNTY LEVEL, TO LOOK AT CERTAIN ROADWAYS OR AIRPORTS OR RAIL QUARTERS, UH, TO BEGIN TO GO TO THIS, UH, THIS TECH STOCK WITH THE STATE INFRASTRUCTURE BANK, UH, WHICH IS A GREAT, GREAT TOOL OR BEGIN LOOKING AT OTHER BONDING CAPACITY, UH, THAT MIGHT BE, THAT MIGHT BE AVAILABLE AT DIFFERENT LEVELS. AND WHAT YOU SEE, YOU KNOW, THERE'S A LOT OF DISCUSSION AND RIGHTLY SO ABOUT THE TEXAS TRIANGLE DALLAS, UP HERE AT THE TOP, DALLAS-FORT WORTH, METROPLEX AT THE TOP, YOU'VE GOT THE HOUSTON AREA, AND THEN AUSTIN, SAN ANTONIO. THAT'S WHERE THE MAJORITY OF THE POPULATION IS. AND I LOOK AT WHERE WE STOOD IN EAST TEXAS. YOU CAN ALWAYS MAKE THE AWARE, WE SAID WE WISH IT TO BE A RECTANGLE, MICHAEL, BUT, UH, YOU KNOW, THAT DIDN'T WORK. AND I THINK WORKING WITH, UH, UH, , WE WANT TO WORK WITH THE RMA WITH BILL, THE COUNTIES, THE LONG RANGE. WHAT CAN HAPPEN. AT OUR LAST COMMISSION MEETING, UM, THE RURAL TRANSPORTATION STUDY WAS UNVEILED AND INTERSTATE 20 WAS ONE OF THE QUARTERS ON THERE THAT RECEIVED A LOT OF ATTENTION BECAUSE OF, BECAUSE OF ITS CONGESTION. AND AS Y'ALL KNOW, I JUST WATCHING THE EVENTS LAST WEEK DURING THE, UH, UH, DURING THE BAD WEATHER, YOU KNOW, WHAT HAPPENS WITH CONGESTION, UH, ON THERE AS THEIR QUALITY BECOMES MORE OF A CONCERN. HOW DO WE MOVE PEOPLE IN AND OUT OF THE METROPLEX? YOU KNOW, I KNOW FOLKS, UH, YOU KNOW, IF YOU LOOK AT KAUFMAN COUNTY , YOU GOT A LOT OF PEOPLE THAT COMMUTE IN FROM CEDAR CREEK LAKE. THEY GO INTO DALLAS. WE HAVE A LOT OF PEOPLE THAT COMMUTE FROM OUTSIDE, YOU KNOW, CANTON AND THE OTHER SIDE OF TYLER, UH, THAT COMMUTE INTO THE PROVINAL PLACE. SO YOU HAVE COMMON CORRIDORS IN THERE. UH, THE NET RMA, UH, ENTERED INTO A LONG RANGE PLANNING AGREEMENT. IT'S CALLED IN A LOCAL AGREEMENT WITH DART TO LOOK AT EXPANDING LIGHT RAIL, UH, PASSENGER RAIL, REALLY BETWEEN DALLAS AND SHREVEPORT AT THE SAME TIME. UH, THE, THE HIGH SPEED RAIL QUARTER ADVISORY GROUP, UH, IS WORKING TO, UH, STUDY EXPANSION OF THE AMTRAK ROUTE, WHICH IS A HIGH SPEED RAIL. IT COMES THROUGH EAST TEXAS. IT COMES BACK ALONG US A , UH, THROUGH YOUR COUNTY AND BACK INTO THE METROPLEX. IT'S GONNA TAKE ALL MODES OF TRANSPORTATION TO BEGIN BRIDGING. UH, AND LOOKING AT HOW DO WE MOVE PEOPLE? HOW DO WE, UH, HOW DO WE MAKE IT SAFER? AND THAT'S ONE OF TECHOPS GOALS. HOW DO WE RELIEVE CONGESTION? UH, REALLY WORK WITH SAFETY. AND ALSO AT SAME TIME, TO BE STEWARDS OF, OF OF OUR FUNDS, UH, TAXPAYERS DOLLARS. THERE IS A PROCESS TO, FOR A COUNTY TO COME INTO THE NET, RMA OR TO ANY RMA. THERE'S, THERE ARE, UH, THERE, THERE'S SEVEN OR EIGHT RMAS AROUND THE STATE. YOU KNOW, YOU HAVE ONE IN CAMERON COUNTY. YOU HAVE ONE IN HIDO COUNTY, UH, GRAYSON COUNTY UP IN SHERMAN. THE CITY OF EL PASO HAS ONE THAT WAS A UNIQUE PIECE OF THE LEGISLATIVE, UH, UH, PROCESS WHERE THE CITY OF EL PASO HAD ONE. YOU HAVE THE CENTRAL TEXAS RA, WHICH IS TRAVIS IN WILLIAMSON COUNTY, BASICALLY ROUND ROCK, UH, GEORGETOWN AND AUSTIN. YOU HAVE ALAMO, RMA, UH, WHICH IS BASED ALL OF SAN ANTONIO, EAST TEXAS CAME TOGETHER TO BEGIN LOOKING AGAIN. COURSE COMMON COURT. BUT IT DIDN'T HAPPEN JUST VERY EASILY. I THINK WE, WE PASSED, UH, UH, SENT Y'ALL A SAMPLE RESOLUTION. UH, THE VAN TITUS COUNTIES ON THE WEST EXCEPT FOR MORRIS CAMP MARION AND HENDERSON. UM, OUR GOAL IS TO ALL THESE TEXAS WHO WANT TO PARTICIPATE BECAUSE WE THINK THERE'S STRENGTH IN NUMBERS, AND WE'LL BE A MUCH BETTER FORCE IF WE'RE ALL WORKING TOGETHER. COMMON GOALS. OUR ORIGINAL PROJECT IS THE 1249 PROJECT, WHICH HAS BEEN FUNDED FROM HIGHWAY ONE 10 ON THE SOUTHEAST OF TYLER, THE ONE I 20 WEST IN THE GLENDALE AREA. WE HAVE RECEIVED ADDITIONAL FUNDING TO BEGIN STUDY ON THE EASTERN SECTION OF 1249, CROSSING I 20 ON THE EAST, GOING NORTH TO UP SURE. ACROSS GREG INTO HARRISON COUNTY. AND FINALLY CONNECTING WITH THE I 69 INTERSTATE PROJECT. UM, WE HAVE THE UNIQUE ABILITY TO BE ABLE TO CROSS BOUNDARIES, AND WE ENVISION THAT OUR POWER GLASS THAT WE CALL TILL 49 PROJECT, UH, GOING INTO LOUISIANA AND CONNECTING THERE. OUR MISSION IS TO DELIVER INNOVATIVE TRANSPORTATION [00:30:01] SOLUTIONS THAT ENHANCE THE QUALITY OF LIFE AND IMPROVE THE ECONOMIC ENVIRONMENT FOR THE CITIZENS OF NORTHEAST TEXAS. THIS WEEK SHOULD HAVE MADE IT VERY CLEAR TO ALL OF US HOW WE ARE INTERCONNECTED. THE SITE OF CAR'S, BUMPER TO BUMPER WITH NOWHERE TO GO AND TORNADOES TOUCHING DOWN AT WILL ON I 20 IS TERRIFYING. NOT TO MINIMIZE. WE ARE GRATEFUL THAT YOUR LOSSES WERE OF PROPERTY BUT NOT LIES. THE STRESS ON I 20 IS MONUMENTAL AND OUR AIR QUALITY IS CHALLENGED. THERE'S BEEN A BUNCH OF STUDIES STILL CURRENTLY A LOT OF STUDIES GOING ON TRYING TO FIGURE OUT HOW DO WE FIX, UH, PRIMARILY THE, THE, THE GAS BASED TAX THAT WE HAVE THAT IS NOT BRING IN ENOUGH, UH, TO DO OUR MAINTENANCE AND BUILD OUR NEW FACILITY, NEW, UH, FACILITIES. OBVIOUSLY COUNTY, RIGHT IN THE MIDDLE OF A HUGE GROWTH AREA. SO THAT'S SOMETHING THAT SHOULD BE KEY, UH, AT THE TOP OF YOUR MIND. AND WITH THIS, Y'ALL BEING PART OF THE DALLAS DISTRICT, SO THAT WOULD POTENTIALLY BE THREE. THE NET RMA WITHIN TWO 12 COUNTIES HAS THREE MPOS, TYLER LONGVIEW, AND TEXARKANA. UH, THEN YOU HAVE, YOU KNOW, TWO DIFFERENT COUNCILS OF GOVERNMENT, TWO COGS, UH, AND THE RELATIONSHIP, AND, YOU KNOW, ONE, JUST START AT THE VERY LOCAL LEVEL WITHIN THE CITIES, WHAT WE'VE TRIED TO DO IS CREATE A BOTTOMS UP APPROACH AND GOING BACK TO SOMEBODY ELSE, SOMEBODY MAY TAKE A LEAD ON IT, WHETHER IT'S THE COUNTY OR IT MAY BE A CITY PROJECT, IT COULD BE A TECH STOCK PROJECT AT THE, AT THE REGION. AND TO MOVE FORWARD, WHAT THE COUNTY DID WAS PASS A RESOLUTION TO, UH, UH, AND I WOULD DEDICATE SOME FUNDING TO CONTINUE THE ENVIRONMENTAL WORK AND THE PLANS AND SPECIFICATIONS IN THERE. UH, THEY DID AN INTERLOCAL AGREEMENT WITH THE RMA TO USE THE RMAS GENERAL ENGINEERING CONTRACTOR, UH, TO DO THAT. NOW IT'S READY TO, IT'S ALMOST READY TO GO TO LOOK, TO BE, UH, TO BE FUNDED. SO THERE'S DIFFERENT LEVELS OF PARTNERSHIP, AND IT'S NOT TO STEP ON ANYBODY'S TOES, IT'S NOT MEANT TO DO ANYTHING. UH, BUT THE ADVANTAGE OF AN RMA IS THAT YOU CAN ENTER INTO AN, UH, UH, AN INTERLOCAL AGREEMENT WITH AN ADJOINING COUNTY OR JURISDICTION FOR ANY SPECIFIC PROJECT. LET ME GIVE YOU AN EXAMPLE. DOWN IN CAMERON COUNTY, I BELIEVE IT WAS CAMERON COUNTY BILL, UH, THEY HAVE AN INTERLOCAL GROUP WITH THE GOVERNOR OF MEXICO WORKING ON THE BRIDGE. UH, LOOK AT EL PASO, YOU KNOW, WITH THEIR RM A, YOU KNOW, THEY HAVE POTENTIAL TO WORK WITH THE STATE OF NEW MEXICO OR, UH, THE GOVERNMENT, UH, OF MEXICO TO WORK ON A COMMON COMMON QUARTERS. SO THEORETICALLY, WHETHER IT LOOKED AT RAIL, UH, OR INTERSTATE 20, WE COULD GO INTO LOUISIANA AND HAVE AN OPEN AGREEMENT ON THAT SPECIFIC PROJECT. IF YOU LOOK AT 1 75, UH, HENDERSON COUNTY AND ANDERSON COUNTY, NOT MEMBERS OF THE RMA, WE COULD THEIR REVENUE GO FROM CHEROKEE COUNTY WITH THE RMA RIGHT NOW UP TO ANDERSON, HENDERSON AND KAUFMAN UP INTO, UH, YOU KNOW, DALLAS TO LOOK AT 1 75 FOR A COMMON PROJECT. SO IT'S MEANT TO SUPPLEMENT SUPPORT, AND AGAIN, IT COMES BACK TO WHOEVER'S GONNA TAKE THE LEAD. THAT'S OKAY. UH, LONG RANGE. IT'S ALL ABOUT GETTING IT, UH, GETTING ITS TACKLED. RIGHT. IT DOES NOT RECEIVE ANY ALLOCATION. LIKE AN NPO WOULD OR A, POTENTIALLY THE COUNTY OR THE, UH, OR THE RT C WOULD, UH, IT'S, IT, IT HAS A DIFFERENT SET OF, UH, CRITERIA TO BE ABLE TO RAISE FUNDS AND PARTICIPATE. LET USE AN EXAMPLE. RMA COULD PARTICIPATE DEPENDING ON, YOU KNOW, THERE BE A SUPPORTING PARTNER IN THERE BECAUSE OF THE, UH, UH, YOU KNOW, THE ECONOMIC DEVELOPMENT CORPORATION COULD BORROW IF THEY WANTED TO, TO, TO BUILD IT THEN, AND HAVE THE REVENUES COME BACK AND PAY IT BACK. WHAT THEY DID, IT PASSED RIGHT THROUGH TO THE RMA, THE COUNTY COLLECTED IT, THAT WENT TO THE RMA, AND THEY IMPLEMENTED AND WORKED ON AND ARE WORKING ON THE PRIORITY OBJECTS THAT WERE HELD JOINTLY SET BETWEEN, UH, TDO, THE COUNTY COMMISSIONER'S COURT AND THE NPO. SO THAT WAS ANOTHER WAY OF FUNDING IT DOWN TO HELP, UH, TO HELP BUILD AND LEVERAGE THOSE, THOSE DOLLARS. THERE'S MORE THAN ONE RIGHT ANSWER. SIMPLE. MR.
