WHEREAS DURING THE TRAUMATIC EXPERIENCES FACED AND THE DEVASTATING TRAGEDY WHICH HAS OCCURRED IN KAMAN COUNTY OVER THE LAST FEW MONTHS, ALL OF THE D DEDICATED, UH, STAFF OF THE KAUFMAN COUNTY DISTRICT ATTORNEY'S OFFICE HAVE CONTINUED TO COME IN TO THE COURTHOUSE AND PERFORM THEIR WORK DUTIES IN A DILIGENT AND PROFESSIONAL MANNER. ALMOST EVERY EMPLOYEE OF KAMAN COUNTY HAS CONTINUED WITHOUT FAIL TO PERFORM THEIR DUTIES, DAILY DUTIES THROUGH THESE STRESSFUL MONTHS. AND WHEREAS THIS LOYALTY, PROFESSIONALISM, AND GREAT PERSEVERANCE IS A REFLECTION OF THE TRUE CHARACTER OF ALL THE KAUFMAN COUNTY EMPLOYEES. AND IT'S A LEGITIMATE CONCERN THAT WHEN WE AS CITIZENS HERE IN THE COUNTY APPLY FOR GRANTS AT THE STATE LEVEL, AND EVEN IF THOSE GRANTS ARE SOMETHING THAT'S NOT, UM, COMING OUT OF OUR BUDGET, IT'S A PROBLEM 'CAUSE WE'RE PART OF THE PROBLEM OF ALWAYS ASKING FOR A GRANT OR SEEKING SOMETHING. I THINK, AND I'M GENERALIZING WHAT HE SAID, AND, AND, AND SO HE WAS SPEAKING, I BELIEVE AS A CITIZEN, WHICH WAS, WOULD BE SOMETHING TO UNDERSTAND OF, OF CONCERN. HIS, AND THE ONLY THING I COULD SPEAK OF AND THE THINGS I HEARD IS MAYBE SINCE THE BOARD DIDN'T HAVE SOME OF THE INFORMATION WE HAVE, SO LET ME SPEAK TO WHAT THOUGHTS POPPED IN MY HEAD WHEN HE SAID THAT THE, THE MENTAL HEALTH ISSUE, JUDGE CHITTY HAS A MENTAL HEALTH TREATMENT COURT THAT WE DO AT NO COST. WE DO IT AFTER HOURS. EVERYBODY THAT'S INVOLVED DOES IT ON THEIR OWN TIME. THE SAME THING WE DO WITH THE TREATMENT COURT WITH DWI AND DRUG. WE DO IT NO COST AFTER HOURS, NO TAX DOLLARS. WE DO IT BECAUSE IT'S A NEED AND IT'S A NEED. AND IF YOU ARE AN ELECTED OFFICIAL, YOU GUYS WORK AFTER FIVE ALL THE TIME. AND SO YOUR, SO YOUR GUYS AND GALS WORK IN YOUR OFFICE. THERE HAS BEEN A PROBLEM WHEN IT COMES TO MENTAL ILLNESS. AND AGAIN, THESE GENTLEMEN CAN SPEAK MORE TO THAT ISSUE BECAUSE THAT'S NOT MY EXPERTISE AS IT IS WITH JUDGE, WITH HIS WORK ON THE BOARD AND MAYBE ANDREW AS A PUBLIC DEFENDER. 'CAUSE HE DEALS WITH THE INDIVIDUAL DEFENDANTS. I CANNOT PUT A COST TO OFFSET WHAT THE CITIZENS OF THIS COUNTY MAY BE CONCERNED ABOUT. BUT I CAN TELL YOU THE MENTALLY ILL ARE HERE. THEY HAVEN'T LEFT, THEY'RE NOT GOING AWAY. AND THEY HAVE BEEN ILL-TREATED AND BY BEING HOUSED IN THE SHERIFF'S DEPARTMENT, BECAUSE THEY GO SOMEWHERE WHEN THEY COMMIT CRIMES AND THEY'RE PICKED UP, IT IS A COST THAT'S MUCH MORE EXPENSIVE THAN WHAT I BELIEVE IS OUR PLAN AS WE MOVE FORWARD. IT'S A GRANT. IF I DON'T KNOW ALL THE DETAILS ABOUT IT, MR. JORDAN CAN SPEAK TO IT. THAT IS A MATCHING STEP DOWN GRANT. AND I MAY BE, AGAIN, UH, MR. MOORE DOESN'T KNOW THAT IN THIS COUNTY, SINCE I'VE BEEN HERE AND UNDER JUDGE WOOD AT THIS COMMISSIONER'S COURT, PROBS DON'T WORK. WE HAVE CUT THEM, WE JUST, 'CAUSE WE ADD SOMETHING AND WE'LL EVALUATE IT, WE CUT 'EM. I'VE LOST STAFF, Y'ALL HAVE TOO. AND AFTER THIS AFTERNOON, I WILL NOT CONTINUE BEING ON THAT BOARD BECAUSE I CAN ONLY WEAR SO MANY HATS. SO AS THE DA I WON'T BE ABLE TO BE ON THAT BOARD. IT WILL GO TO THE OTHER JUDGES AND COMMUNITY LIAISONS AND THOSE ARE THE PEOPLE. SOMEONE MAY BE LIKE, UH, MR. MOORE, SOMEONE LIKE HIM THAT NEEDS TO BE ON THAT BOARD TO OVERSEE AND PARTICIPATE AND KNOW WHAT'S GOING ON. AND THAT'S HOW WE KEEP, UH, A CHECK AND BALANCE ON WHAT WE'RE GETTING FOR STATE GRANT MONEY, MONEY, AND NOT JUST HAVE IT CONTINUE. BUT THAT WAS OUR INITIAL THOUGHT. AND JUDGE, YOU CAN DUCK TELL ME IF I'M WRONG. LEMME JUST SAY THAT, UH, THE POLICY OF THE STATE OF TEXAS IS TO CLOSE PENITENTIARIES AND TRY TO TREAT NONVIOLENT NON PREDATORY OFFENDERS IN THE COMMUNITY. UH, WE'VE SEEN ONE PENITENTIARY CLOSED OVER THE LAST THREE OR FOUR YEARS THAT WAS SUGAR LAND, WHICH WAS UNPRECEDENTED IN STATE HISTORY. WE'VE NEVER, AS FAR AS I KNOW, CLOSED A PENITENTIARY BEFORE. WE'VE BEEN ADDING CAPACITY RATHER THAN REDUCING CAPACITY. BUT SUGAR LAND GOT CLOSED A COUPLE OF YEARS AGO, AND THE LEGISLATURE HAS MANDATED THAT WE TRY TO TREAT THE MENTALLY ILL AND THE DRUG ADDICTED RATHER THAN INCARCERATE THEM. AND IF THEY'RE NON PREDATORY NONVIOLENT OFFENDERS, IT IS A GREAT COST SAVINGS TO THE COMMUNITY AND TO THE TAXPAYER TO DO THAT. UH, WE, WE KNOW THAT IT IS VERY EXPENSIVE TO HOUSE THE MENTALLY ILL AND TREAT THE MENTALLY ILL IN OUR JAILS AND PENITENTIARIES. WE KNOW THAT 25 TO 30% OF THOSE INCARCERATED ARE MENTALLY ILL. AND SO BASED ON THE EVIDENCE OF THESE PROGRAMS, LIKE THE ALTERNATE COURTS THAT BOTH JUDGE WILEY AND I HAVE RUN, WE KNOW THAT THOSE PROGRAMS REDUCE RECIDIVISM AND REDUCE THE COSTS OF DEALING WITH THOSE OFFENDERS. UH, WE KNOW THE STATE POLICY IS TO DIVERT PEOPLE OUT OF THE PENITENTIARIES AND INTO TREATMENT. WE KNOW THAT PENITENTIARIES ARE BEING CLOSED BECAUSE THE STATE CAN'T AFFORD THEM. SO THESE PROGRAMS, LIKE THIS MENTAL HEALTH ADVOCATE PROGRAM THAT WE HAVE, THE GRANT FOR NOW, ARE DESIGNED TO MEET THESE NEEDS WHERE PEOPLE WHO NEED TREATMENT AND DON'T NEED TO BE INCARCERATED, GET THE TREATMENT THEY NEED AND SAVE THE TAXPAYERS, THE COST OF HOUSING AND TREATING THEM IN A JAIL SETTING. WE KNOW THAT'S THE MOST INEFFICIENT WAY TO TREAT THE MENTALLY ILL. NOT ONLY IS IT INEFFICIENT, IT'S INHUMANE. THE MENTALLY ILL DON'T NEED TO BE LOCKED UP IN JAILS. THEY NEED TO BE GETTING TREATED. AND THESE PROGRAMS LIKE THE ONE WE HAVE TO GRANT FOR PROVIDE THAT KIND OF TREATMENT. AND WE KNOW THEY'RE SUCCESSFUL FROM, UH, EVIDENCE-BASED INFORMATION THAT WE GET ALL THE TIME. UH, IF THERE'S A PROBLEM, WE'LL TWEAK IT. NONE OF US ARE SO COMMITTED TO ANY OF THESE PROGRAMS THAT WE'RE NOT, UH, WILLING TO ADJUST 'EM, MAKE ANY KIND OF NECESSARY CHANGES THAT WE FEEL LIKE WILL MAKE THE PROGRAM EFFECTIVE. UH, WE'RE ALL TAXPAYERS JUST LIKE YOU. NOBODY HATES TO WASTE MONEY MORE THAN I DO. I WILL GUARANTEE YOU. AND, UH, WHEN I SET UP MY DRUG IN MENTAL HEALTH COURT THREE YEARS AGO, UH, I PROMISED TO DO THAT WITHOUT COST TO THE COUNTY. I HAVE KEPT THAT PROMISE. I SPEND MY EXTRA TIME IN ADDITION TO MY NORMAL DOCKET ON FAMILY AND CIVIL AND CRIMINAL CASES RUNNING THAT DRUG IN MENTAL HEALTH COURT. AND WE'VE NOW GRADUATED ABOUT 17 PEOPLE FROM THAT PROGRAM. AND IF, UH, THE NUMBERS HOLD TRUE ON PERCENTAGES STATEWIDE, WE'VE PROBABLY KEPT 70% OF THOSE PEOPLE OUT OF THE PENITENTIARY. AND THE RECIDIVISM RATE ON MY GRADUATES IS RUNNING ABOUT 20%, WHICH IS UNBELIEVABLE FOR THIS POPULATION MENTALLY ILL WITH CO-OCCURRING DRUG ADDICTIONS, THE VERY TOUGHEST POPULATION TO TREAT IN OUR SOCIETY. AND WE'VE HAD SUCCESS AND PROGRAMS LIKE THIS ACROSS THE STATE AND NATION HAVE BEEN SUCCESSFUL. SO I APPRECIATE WHAT MR. MOORE SAID ABOUT WANTING TO SAVE MONEY. I DON'T KNOW IF HE'S STILL HERE OR NOT. DID HE, DID HE LEAVE? YEAH, HE'S RIGHT. BUT, UH, YOU KNOW, NONE OF US WANNA WASTE MONEY. WE BELIEVE THESE PROGRAMS, IN FACT ARE EFFECTIVE AND COST, UH, REDUCING AND RENDER GOOD POSITIVE RESULTS FOR NOT ONLY THE, THE, UH, INDIVIDUAL WHO THIS DRUG ADDICTED ON THE MENTAL MEAL OR BOTH AS FREQUENTLY AS THE CASE, BUT ALSO FOR THE COMMUNITY OF TAXPAYER. SO IT HAS AN EXPENSE. UH, YOU MAY HAVE THE WRONG PERSON UP HERE. I THINK SHERIFF BURNS COULD PROBABLY SPEAK TO HOW MUCH MORE EXPENSIVE IT IS TO HAVE THESE PEOPLE TREATED THROUGH THE COUNTY JAIL. BUT WHAT WE CAN DO IN THE COMMUNITY, UM, AND I DON'T WANT TO GET INTO HIS LINE OF WORK, BUT I MEAN, VERY OFTEN THESE PEOPLE ARE DECOMPENSATED, SO THEY HAVE TO BE ISOLATED. YOU'RE, UH, DIVERTING STAFF SOLELY TO TAKE CARE OF THOSE PEOPLE. WE'RE BEARING DOLLAR FOR DOLLAR THE COST OF MEDICATION. I MEAN, IT IS, UH, NO DOUBT WHAT WE'RE DOING HAS A COST, BUT COMPARED TO THE ALTERNATIVE, UH, I I THINK YOU CAN MAKE A PRETTY COMPELLING CASE THAT, UH, IT IS A BETTER WAY TO DO BUSINESS. I'D LIKE TO ASK JUDGE WILEY AND JUDGE CHITTY. YES, SIR. BEFORE WE RECEIVED THIS GRANT, THE GRANT, THIS FIRST YEAR WAS HUNDRED 8,000, AND THEN IT DOES OVER THE NEXT FOUR YEARS, AND I BELIEVE THE 2014 AMOUNT IS 80,400. WHO, WHO WAS PAYING FOR PROVIDING THE SUPPORT FOR THE FOLKS THAT WERE IN THE PATROL? WHO, WHAT ENTITY WAS PROVIDING THAT SUPPORT TO ? I'M SORRY, IN THE ALTERNATE COURTS? YES. THE DIVERSE COURTS. YES. UH, JUDGE, GO AHEAD AND THEN I'LL FOLLOW UP. WELL, THE, YOU WAIT A MINUTE. IF, IF THEY WERE BEING TREATED, AND LEMME MAKE SURE WE UNDERSTAND YOUR QUESTION. IN MY COURT, IF THEY HAD THE, A DRUG ISSUE AND THEY WERE, HAD MORE DRUG ISSUES, THEY WERE BEING TREATED IN THE TREATMENT COURT THAN WE WERE PROVIDING YOU BEING KAUFMAN COUNTY, KAUFMAN COUNTY. RIGHT. BECAUSE I THINK THE REAL COST WAS PROBABLY MORE IN THE SHERIFF'S DEPARTMENT AT WAREHOUSING, KEEPING THAT POPULATION IN THE SHERIFF'S DEPARTMENT AT THAT COST WITH OTHER, UM, INMATES THAT WERE COMMITTING OFFENSES AND UNDERSTAND MENTALLY THE MENTAL ILL PEOPLE THAT ARE DUAL DIAGNOSED WITH DRUG ADDICTION, THEY ARE COMMITTING CRIMES. I MEAN, LET'S, LET'S BE CLEAR. AND SO IT, IT IS NOT THAT, THAT THEY SHOULD BE IN THE SHERIFF'S DEPARTMENT, BUT ONCE YOU FIGURE OUT THAT THEY TAKE THEIR MEDICATION, WE CAN GET 'EM OUTTA THE SHERIFF'S DEPARTMENT AND THEY'RE NOT GONNA RECOMMIT CRIMES, THEN YOU ARE LEAVING THAT BED SPACE OPEN FOR PEOPLE THAT ARE VIOLENT. SO THAT COST WOULD BE DIRECTLY FOR BY THE CITIZENS OF COFFIN COUNTY AND, AND WOULD COME OUTTA YOUR BUDGET AND IMPACT THAT MORE DIRECTLY. I, I THINK IT'S A QUESTION OF STEVEN TOO, IF THEY COULD BE ON AN OUTPATIENT BASIS BEFORE THIS WAS HAPPENING, AND WE WILL STILL DO THAT. THAT WON'T CHANGE AS WE GET THEM OUT. THESE ARE JUST MORE RESOURCES WHERE WE HAVE PEOPLE THAT ARE MORE SOPHISTICATED, A CASE MANAGER THAT HAS A MENTAL ILLNESS BACKGROUND AND SAY, THIS PERSON HAS THIS DIAGNOSIS, WE CAN GET THEM HOOKED IN THE LAKES. WHERE CAN WE GET THEM QUICKER? WE CAN GET THEM OUT OF JAIL. THAT'S HOW WE HOPE THAT WILL MAKE A DIFFERENCE. NO, THE COSTS BEFORE WERE ON THE CITIZENS OF THE COUNTY, AND AGAIN, AS A CITIZEN COMPLAINT OF IT'S STILL TAXPAYER DOLLARS, BUT AS FAR AS BUDGET LINE, IT'S OUR BUDGET THAT WAS AFFECTED. OF COURSE IT'S STATE DOLLARS, SO WE PAY TAXES TOO, BUT IT'S A GRANT THAT'S BEEN SET ASIDE AND THEY WERE LOOKING, UH, AT A, A COUNTY OUR SIZE THAT WOULD IMPLEMENT. AND A LOT OF TIMES I, I THINK JUDGE, SHE SAID IT BEST, WE'RE NOT MARRIED TO ANY OF THIS. WE WOULD SUGGEST ANY TWEAKING ANYBODY SAYS AFTER IT'S ALL OVER THE ANALYSIS. THERE'S JUST NOT ENOUGH. WE CAN TREAT THESE FOLKS WITH THE RESOURCES WE HAVE, BUT WE DON'T KNOW THAT UNTIL WE GO THROUGH. AND IT'S A GREAT WAY TO UTILIZE SOME GRANT FUNDS, ISOLATE THIS POPULATION THAT WE DO KNOW WE HAVE THAT HAS BEEN, UH, A COST TO THE COUNTY AND TREAT THEM BETTER. THE NUMBERS THAT JUDGE S****Y GAVE. REMEMBER WHEN YOU'RE TALKING ABOUT A RECIDIVISM RATE, THE COST THAT WE CANNOT, UH, PUT ON IS THE FACT IF YOU'RE NOT RE-OFFENDING BECAUSE YOU'RE BEING TREATED, THAT MEANS YOU'RE NOT BREAKING IN YOUR NEIGHBOR'S HOUSE. THAT MEANS THEY'RE NOT STEALING CARS. THAT MEANS THEY'RE NOT TRESPASSING OVER AT BUSINESSES. THAT MEANS THAT THEY'RE NOT CREATING OTHER CRIMES IN THE COMMUNITY. I CAN'T PUT A COST ON THAT. THOSE ARE SOME THINGS, SOME, SOME THOUGHTS THAT COME TO MY MIND AND I NOT TO CUT YOU OFF, JUDGE, WHOEVER IT'S WORTH, YOU GOT ME OFF. THAT'S OKAY. ONE OF THE CONDITIONS OF THE BRAND IS THAT WE PERIODICALLY MEASURE AND REPORT, UH, THE CASE LOAD IS HOURS SPENT TREATMENTS MEASURE. NO COST TO THE COUNTY ON ANY OF THAT. UM, THE LIAISON SERVICES THAT LAM HMR PROVIDE, UH, THE DA'S OFFICE THROUGH THEIR FORFEITED FUNDS IS THE MONEY FOR THAT SERVICE. SO THERE'S NO MONEY COMING OUT OF THE GENERAL BUDGET OF THE COUNTY AT ALL FOR ANY OF THESE SERVICES. UH, I'VE HAD TREMENDOUS SUPPORT FROM THE DA'S OFFICE AND I'M SURE JUDGE WILEY WILL CONTINUE THAT, I BELIEVE. BUT, UH, THEY ARE UNDER RICK HARRISON, MIKE MCCLELLAN, AND I'M SURE UNDER JUDGE WILEY THAT THEY WILL CONTINUE TO SUPPORT THESE PROGRAMS AND AT NO COST TO THE COUNTY GENERAL REVENUE DOLLARS. SO, UH, WE ARE SELF-SUPPORTING. WE'RE SUCCESSFUL. UH, I THINK WE CAN BE MORE SUCCESSFUL WITH THIS KIND OF GRANT THAT ANDREW'S OFFICE IS GOING TO ADMINISTER BECAUSE THERE ARE SOME COMPONENTS THAT, UH, MY PROGRAM LACK AT THE MOMENT IN HOUSING AND EMPLOYMENT ARE TWO OF THOSE COMPONENTS. HIS CASE MANAGER WILL BE FOCUSING ON HOUSING AND EMPLOYMENT FOR THESE PEOPLE. WE'VE BEEN ABLE THROUGH VOLUNTEERS TO PLACE SOME PEOPLE IN JOBS, BUT, UH, THE, THE VOLUNTEER PROGRAM IS NOT AS EFFECTIVE AS THE CASE MANAGER PROGRAM SHOULD BE. AND SO I'M LOOKING, UH, FORWARD WITH ANTICIPATION TO BEING ABLE TO PLACE MORE OF OUR PARTICIPANTS IN JOBS. AS YOU KNOW, AS BUSINESS PEOPLE, NO ONE WANTS TO HIRE A DRUG ADDICT OR A CONVICTED FE. WHAT YOU DO WITH THESE PEOPLE, THEY'VE GOT TO MAKE A LIVING. IF THEY CAN'T GET WORK, IF THEY CAN'T GET HOUSING, THEY'RE GOING TO CONTINUE TO REOFFEND. SO WE HAVE TO USE COMMON SENSE IN SOLVING THESE PROBLEMS. WE HAVE TO BE ABLE TO GET 'EM BACK WHERE THEY CAN MAKE AN HONEST LIVING AND LIVE A DIGNIFIED LIFE IN OUR COMMUNITY, ENSURING THAT THEY'RE NONVIOLENT, NON PREDATORY, NON-OFFENDING. AND ONE WAY TO DO THAT IS TO GIVE 'EM A TOEHOLD IN THE COMMUNITY THROUGH A JOB AND DECENT HOUSING SO THAT THEY CAN, AGAIN, BECOME PRODUCTIVE CITIZENS AND BEAR THEIR OWN WEIGHT. AND THIS IS ONE OF THE PURPOSES OF THIS PROGRAM IS TO TRY TO GIVE THESE PEOPLE WHO REALLY HAVE DIFFICULTY FINDING JOBS OR HOUSING, THEY'VE USUALLY, UH, DECONSTRUCTED ANY CONTACT WITH THEIR FAMILIES THROUGH OUR PROGRAMS. I KNOW A LOT OF THOSE FAMILY UNITS HAVE BEEN REUNIFIED. THEY'VE GOT SUPPORT OF THE FAMILIES. AGAIN, THROUGH MY VOLUNTEER PROGRAM, WE'VE BEEN ABLE TO FIND SOME JOBS FOR THEM. I IF YOU KNOW THAT [00:35:01] GOING THROUGH OUR LINE ITEMS ON IN MY BUDGET, THERE'S MONEY THERE FOR PEOPLE IN THE COMMUNITY FROM PRIVATE BUSINESSES THAT ARE INTERESTED IN DOING THAT. SO AS WE WORK THROUGH THIS, YOU'D BE SURPRISED AT THE, AND WE COULD MOVE AWAY FROM ANY KIND OF, WE COULD TRY TO GET PRIVATE BUSINESSES TO CONTRIBUTE TO THESE PROGRAMS THAT ARE INTERESTED IN HELPING THE MENTALLY ILL, THE DRUG ADDICTED AS WE HAVE SHOWN PROOF 'CAUSE AND THIS ISN'T ABOUT THE DRUG AND ALCOHOL DEPENDENCE, IT'S MORE ABOUT THE MENTAL ILLNESS. UH, PEOPLE ARE REFERRED INTO THE PROGRAM EITHER BY THEIR DEFENSE ATTORNEYS OR THE DISTRICT ATTORNEY'S OFFICE, OR SOMETIMES I REFER MY OWN CASES IN, IF I SEE SOMEONE WHO'S OBVIOUSLY MENTALLY ILL STANDING AT THE BENCH. UH, OR SOMETIMES, UH, THE PROBATION DEPARTMENT WILL REFER SOMEONE IN WHO'S ALREADY BEEN PLACED ON PROBATION, BUT OBVIOUSLY HAVE DRUG ADDICTION AND MENTAL ILLNESS ISSUES. IF THEY HAVE A JOB, WE SURE THEY'RE REPORTING FOR WORK. UH, IF THEY, UH, FAIL A UA, WE SANCTION THEM. UH, WE ARE DO RANDOM DRUG TESTING ALL THE TIME. WE MAKE, WE ARE A VERY INTENSIVE PROGRAM, TO BE QUITE HONEST WITH YOU. WE'VE HAD SOME DEFENDANTS SAY, JUST GO AHEAD AND PUT ME IN THE PENITENTIARY. REALLY, I DON'T WANT HAVE TO GO THROUGH YOUR PROGRAM. THAT HAPPENS. IT'S THAT TOUGH. UH, BUT IF THEY SUCCEED IN THE PROGRAM, THEY HAVE A GOOD CHANCE OF SUCCESS IN THE COMMUNITY. AND SO IT'S A VERY INTENSIVE PROGRAM. WE LOOK AT 'EM IN THE EYE. I LOOK AT 'EM IN THE EYE. JUDGE WILEY LOOKS AT HERS IN THE EYE EVERY WEEK, MAKES SURE THEY'RE DOING WHAT THEY'RE SUPPOSED TO DO, TAKING THEIR MEDICATION, STAYING SOBER, GOING TO WORK, BEING A GOOD CITIZEN, NOT REOFFENDED. THAT'S IN MY COURTROOM EVERY FRIDAY AFTERNOON DURING THE WEEK, IF THEY'RE ON PROBATION, THEY GO TO COMMUNITY SERVICE AT LEAST ONCE A WEEK. THEY GO TO THEIR COUNSELING AS DIRECTED BY LAKES EITHER ONCE OR TWICE A WEEK. UH, WHERE IS, WHERE IS THAT AT? THEY GO , USUALLY AT THE LAKE FACILITY IN CARROLL. AND THE PROBATION OFFICER SOMETIMES DO THEIR OWN COUNSELING PROGRAMS AT THE PROBATION OFFICE. DR. DAVIS AT THE JAIL DOES SOME OF THESE COUNSELING PROGRAMS AS WELL. AND SO, UH, IT JUST DEPENDS ON WHAT THE BEST FIT FOR THAT INDIVIDUAL IS. DR. DAVIS MAY DO IT, LAKES MAY DO IT. UH, SOMETIMES PRIVATE PAID PHYSICIANS DO IT. UH, SOMETIMES PROBATION DOES IT, BUT, UH, ALL OF THOSE COUNSELING SESSIONS STILL ON, ALL THE COMMUNITY SERVICE GOES ON. ALL THE FINES ARE BEING PAID. EVERYONE'S COMPLIANT WITH THEIR TERMS AND CONDITIONS OF PROBATION. IF THEY'RE NOT, WE SANCTION THEM. WE'LL PUT 'EM IN JAIL, GIVE 'EM A LITTLE REMINDER THAT WE'RE SERIOUS. AND, UM, I KNOW IT, IT KIND OF, I HAD TO GET MY MIND WRAPPED AROUND THAT AS WE DID THIS, START DOING THIS WORK. WE WENT FROM A 3000 BED HOSPITAL IN PERIAL TO A 300 BED HOSPITAL IN PERIAL OVER THE LAST 25 YEARS. AND IT'S ABSOLUTELY NONS SENSIBLE, BUT THAT'S WHAT WE'RE DEALING WITH. AND THEY DID NOT DEVELOP A CURE FOR MENTAL ILLNESS WITH A PILL IN BETWEEN THEM. OKAY. IT MAY BE TO ANSWER TO MR. SHANE'S QUESTION, WE ARE KIND OF CAUGHT OFF GUARD TOO. SOME OF THAT I CAN ANSWER OFF THE TOP OF THE HEAD. LIKE I SAID, FOR THE LAST SEVERAL QUARTERS, UH, WE'VE BEEN APPOINTED ON ABOUT A HUNDRED CASES A MONTH. UH, GIVE OR TAKE A FEW MONTHLY OPERATING BUDGET IS ABOUT $33,000. SO, I MEAN, JUST DOING THE MATH, IT'S PRETTY EASY TO FIGURE OUT WHAT OUR AVERAGE COST PER CASE DISTANCE IS. THE BREAKDOWN'S ABOUT 60% MISDEMEANOR, 40% FELONY. AND IT RUNS THE GAMUT OF TYPE OF CASES. I MEAN, WE TRY A MURDER CASE A MONTH OR SO AGO IN JUDGE JUDY'S COURT ALL THE WAY DOWN TO CRIMINAL TRESPASS OR YOU KNOW, SOME FAIRLY MINOR INCONSEQUENTIAL PROSECUTIONS. AND, AND HONESTLY, WHEN IT'S LIKE I SAID, A WORKSHOP FOR ANOTHER DAY AS YOU LOOK, I CAN TELL YOU, AND, AND COMMISSIONER SHANE KNOWS THIS AND MAYBE CLARK FROM BEFORE, HOW MUCH WE WERE SPENDING ON END OF DEFENSE WHEN WE DIDN'T HAVE A PUBLIC DEFENDER. SO I THINK THAT WHEN YOU LOOK AT THAT NUMBER AND JUST HAVING THEM IN TAKING EVERY OTHER MISDEMEANOR CASE, I CAN SPEAK TO THE MISDEMEANORS MORE AND THE ROTATION ON THE FELONY, THAT NUMBER WOULD BE UNBELIEVABLE. MR. SHANE MAY REMEMBER WHAT KIND OF NUMBERS WE HAD IN HIS DEFENSE BACK THEN, BEING THERE ANOTHER TERM AND HOW LARGE THAT NUMBER WAS. AND THIS WAS A COST SAVING, A SIMILAR GRANT THAT WE'RE DOING ON THIS MENTAL ILLNESS. IT WAS A STEP DOWN GRANT. JUST BECAUSE THEY'RE NOT MAKING ANY MONEY DOESN'T MEAN THEY'RE INDIGENT. IF THEY HAVE OTHER ASSETS, THEY COME WITH THEIR GOLD CHAINS AND HUNDRED 50 OF LAND OR SOMETHING LIKE THAT, THEY'RE NOT GOING TO BE INDIGENT. BUT MOST OF OUR GUYS, UH, YOU KNOW, BECAUSE OF THEIR MENTAL ILLNESS, DRUG ADDICTION, MOST OF THEM DON'T HAVE MUCH OF ANYTHING OR ANY WAY TO GET MUCH OF ANYTHING.
