UH, MY WIFE AND I HAVE BEEN, UH, WORKING WITH, UH, THE, UH, BAPTIST DISASTER RELIEF. THAT'S, UH, FOR SEVERAL YEARS NOW. BUT, UH, IT HAS GROWN. I I'VE NOW SPENT A LOT OF TIME TALKING WITH PEOPLE AT THE BORDER WHO ARE DOWN THERE, BOTH WITHIN LAW ENFORCEMENT AND THOSE THAT ARE DOWN THERE WORKING, NOT WITH LAW ENFORCEMENT, BUT UNDERCOVER IS JOURNALISTS. AND I'LL BE GOING TOMORROW DOWN TO THE BORDER AND SPENDING A FEW DAYS DOWN THERE, BOTH, UH, WITH DPS AND OTHERWISE. BUT I'VE ALSO TALKED TO DOCTORS IN THE AREA. AND THIS IS A HUMANITARIAN PROBLEM THAT WE ARE FACED WITH, WITH THE NUMBER OF DISEASES. UM, IT IS PORTRAYED IN THE MEDIA AS CHILDREN. AND I'LL ASSURE YOU, THE PEOPLE I HAVE TALKED TO SAY THAT THAT IS A SMALL PERCENTAGE OF WHAT'S COMING ACROSS, AND THAT MOST OF THE MALES ARE IDENTIFYING THEMSELVES AS 15 YEAR OLDS. THAT'S THE MAGIC NUMBER. THEY LOOK MORE LIKE 17, 18, 19, AND 20 YEAR OLDS. UH, WE'RE FACING A REAL PROBLEM HERE THAT, UH, THESE, THESE DISEASES COULD LEAD TO A PANDEMIC IF THEY GOT INTO OUR SCHOOL SYSTEM. 'CAUSE THEY'RE TALKING ABOUT THINGS THAT WE'RE NOT USED TO. NOW WE ARE IN GOVERNMENT AS ELECTED OFFICIALS. OUR FIRST RESPONSIBILITY IS THE PROTECTION OF THOSE PEOPLE WHO ENTRUST US WITH SERVING OUR GOVERNMENT. AT THE FEDERAL LEVEL, YES, HAS THIS BASIC RESPONSIBILITY. WHEN THEY FAIL TO DO THEIR JOB, THEN IT MEANS THE STATE HAS TO STEP IN. AND IF THE STATE IS NOT DOING THEIR JOB, THEN WE AT THE LOCAL LEVEL HAVE TO TAKE UP THE RESPONSIBILITY TO PROTECT OUR PEOPLE TO WHATEVER EXTENT THAT WE CAN. AND I THINK THAT, UH, WE ARE AT THIS, AT THIS POINT, SINCE THE FEDERAL GOVERNMENT HAS SAID THAT THEY'RE NOT GONNA DO ANYTHING TO STOP IT. THE STATE IS NOT MOVING TO DO ANYTHING OTHER THAN SOME, UH, A LITTLE BIT OF EXTRA BORDER SECURITY, WHICH HAS CREATED A WHOLE NOTHER PROBLEM. I DON'T HAVE TIME TO TALK ABOUT THAT BECAUSE IT'S OPENED THE REST OF THE BORDER UP TO THE DRUG TRAFFICKING RUNNING WILD THROUGH THE LAREDO AND DEL RIO SECTIONS. BUT WE AT THE LOCAL LEVEL, AS OTHER COUNTIES AND OTHER AREAS HAVE DONE, AS THOSE FOLKS IN CALIFORNIA DEMONSTRATED, DO, WE CAN DO WHAT WE CAN TO PROTECT 'EM. IF YOU CAN'T MAKE THE ARGUMENT WITH DATA AND WITH A GOOD CLEAN PLAN THAT FORNEY SUPPORTS FER, SUPPORTS KAUFMAN SUPPORTS SCURRY, ROSSER ALL THE WAY DOWN THE LINE, EVERYBODY IN THE COUNTY SUPPORTS, THEN YOU'RE NOT GONNA SUCCESSFULLY GET LARGE SUMS OF MONEY PUT HERE. UM, DENTON COUNTY, COLLIN COUNTY BEEN AN OPERATING UNDER COUNTY PLANS FOR THE LAST 20 YEARS. AND I WOULD TELL THAT I THINK THAT THE, UH, UH, STATE INVESTMENTS IN THOSE COUNTIES SHOWS THAT THEY'VE HAD A POINT OF VIEW THAT THEY'RE WELL RESEARCHED, UH, APPROACH. AND, UH, IT'S VERY, VERY ADVANTAGEOUS FOR PEOPLE TO COME FORWARD AND SAY, NOW DO THIS, DO THAT INSTEAD. I'LL GIVE YOU A SIMPLE EXAMPLE.
