LONG, I KNOW WE GOT AN EMAIL FROM YOU RIGHT BEFORE, UH, UH, LUNCH AROUND 11 THIS MORNING, WHERE YOU EXPRESSED SOME, UH, CONCERNS ABOUT HOW IT WAS LISTED ON THE AGENDA. AND DOES ANYBODY HAVE ANY QUESTIONS OF, UH, JOHN, ABOUT, ABOUT THAT, OR JOHN, IF YOU CARE TO HAVE ADDRESS THAT CERTAINLY NOW TIME. NO, I, I, I THINK I ADDRESSED IT IN, IN THE, ONE OF THE COURT. AND IN FAIRNESS, IT SAYS HEALTH, SAFETY AND WELFARE OF THE RESIDENTS. AND I DON'T KNOW IF THAT MEANS SHOTS, IF IT MEANS ROADS THAT ARE DANGEROUS OR WHAT IT MEANS. AND SO, UH, I, I HAD THAT OVERRIDING CONCERN, AND THEN I HAD SPECIFIC CONCERNS WITH THE, UH, DRAFT THAT WAS SUBMITTED, THAT, THAT WAS PART OF THE PACKAGE. AND, UM, AND, AND I EXPRESSED THOSE TO THE COURT, BUT I HAVE SEEN SOMETHING THAT COUNTY CLERK HAS SHOWN ME, SOMETHING APPEARS THERE'S A MODIFIED VERSION OF THAT HAS BEEN CIRCULATED. I, I THOUGHT YOU HAD COPIES. I, I, I HAD SEEN, UM, UM, ANOTHER ONE THAT HAD BEEN, I THINK AS PART OF THE PACKAGE FROM GALVESTON COUNTY, RIGHT? YEP. AND THEN I SUBSEQUENTLY HAD SEEN ONE, UH, I THINK FROM TOM GREEN COUNTY, AND THEN ONE FROM JIM ALLISON, AND THEN A COMBINATION OF, OF JIM ALLISON AND TOM GREEN COUNTY. RIGHT. THAT'S THE ONE WHICH, IN FAIRNESS TO GALVESTON, KIND OF MIRRORS THE LANGUAGE OF GALVESTON COUNTY SOMEWHAT. THERE WAS A COUPLE OF ITEMS THAT MIGHT HAVE BEEN JUST A LITTLE BIT VAGUE IN A WAY, BUT THEY WERE VERY HAPPY WITH IT. AND, AND SINCE THEN, THERE HAS BEEN OTHER COUNTIES, MONTGOMERY COUNTY, KIRK COUNTY, SMITH COUNTY, OTHER COUNTY, THEY'RE ALL, THERE'S A LOT OF PEOPLE THAT NOW THAT ARE, THAT ARE COMING ON BOARD WITH RESOLUTIONS. AND LIKE YOU SAY, THEY'RE CUSTOMIZE 'EM IN A LITTLE BIT IN THEIR OWN WAY. BUT BASICALLY IT'S TO SAYS THE SAME THING. THAT, THAT WE ARE VERY, VERY CONCERNED ABOUT THE POSSIBILITY OF THE FEDERAL GOVERNMENT BRINGING CHILDREN INTO OUR COUNTY. THAT MAY BE DISEASED, THAT MAY BE GANG MEMBERS, THAT MAY BE CARTEL. MOST OF THE PEOPLE THAT, THAT YOU'RE HEARING ABOUT, YOU'RE SEEING ON TV, YOU'LL SEE THREE AND FOUR, 5-YEAR-OLD KIDS AND SO FORTH. THAT'S PROBABLY LESS THAN 5% OF THE KIDS. THE MAJORITY OF THESE KIDS ARE 15 THROUGH 18 AND A LOT. AND WHAT THEY'RE NOT TELLING YOU IS ALL THEY HAVE TO DO IS COME ACROSS A 23-YEAR-OLD AND COME ACROSS THE BOARD AND SAY, I'M 15 YEARS OLD. WELL, THEY'RE NOT CHECKING, THEY'RE JUST, UH, JUST PUTTING IT ON RECORD. BUT ANYWAY, NOW THERE ARE THINGS GOING ON IN OUR COUNTY THAT REALLY, AND THE OTHER DAY I WAS GOING FROM, FROM, UH, UH, KALIN COUNTY TO VAN Z COUNTY, AND I GOT INTO A CARAVAN OF, OF, OF THESE KIDS BEING TRANSPORTED FROM WHEREVER DFW POSSIBLY TO SOMEWHERE IN EAST TEXAS. WE DON'T KNOW WHERE THEY'RE GOING. AND ALSO, I HAVE ANOTHER POINT, AND, UH, THE SHERIFF, I NEED TO NEED, LET THE SHERIFF KNOW THIS, THE SHERIFF OF KE COUNTY, UH, THERE WAS, THERE WERE, THERE WERE KIDS DEPOSITED DOWN IN KIRK COUNTY AND, UH, JUST OUTSIDE OF VILLE UP ON THE GUADALUPE RIVER AT A CAMP. AND NOBODY MADE THE SHERIFF AWARE THAT THESE KIDS WERE THERE. THE FEDERAL GOVERNMENT IS JUST BRINGING IN PEOPLE AND DROPPING 'EM AS THEY DO IN, IN, IN, IN, UH, IN ARIZONA. THEY'RE TAKING 'EM TO THE BUS STATION AND JUST LETTING 'EM OUT. THINGS LIKE THAT ARE GOING ON. THIS IS, THIS IS HIGHLY SUSPICIOUS. WE DON'T NEED THIS PEOPLE, THESE KIDS ARE COMING TO SCHOOLS NEAR US IN SEPTEMBER, AND THEY'RE GONNA BE TAKING UP DESKS OF OUR KIDS AND OUR GRANDKIDS. WE NEED TO BE VIGILANT AND, AND WATCHING OUT FOR WHAT'S GOING ON. AND MOST IMPORTANT, LET ME CLOSE WITH THIS. THE FEDERAL GOVERNMENT IS OFFERING A LOT OF MONEY TO COUNTIES TO TAKE THESE KIDS IN DIFFERENT ORGANIZATIONS, TO TAKE THESE KIDS A LOT OF MONEY. LET ME IMPLORE YOU AT THIS TIME, DON'T TAKE THE MONEY. I DON'T CARE WHAT IT IS. WHEN YOU TAKE THE MONEY, THE GOVERNMENT SETS THE HOOK. THEY GOT YOU. SO WE REALLY THINK WE NEED TO HAVE PUBLIC AWARENESS EVENTS. WE NEED TO TALK ABOUT THIS. WE NEED TO INVITE THE PUBLIC TO LISTEN TO WHAT'S GOING ON. I'M CONCERNED ABOUT ALL OF OUR, WHAT'S HAPPENING, BECAUSE THE SYSTEM IS BEING OVERWHELMED MORE THAN WHAT WE EVEN REALIZE. IT IS UNOFFICIALLY TALKING TO THE TROOPS THAT ARE DOWN THERE WORKING, THEY HAVE BEEN TOLD TO BRACE THEMSELVES THAT THERE ARE APPROXIMATELY, THAT THIS WAS AS OF WEDNESDAY WHEN I WAS THERE, APPROXIMATELY 300,000 THAT THEY'VE OBSERVED EN ROUTE FROM SOUTHERN MEXICO HEADING TO THE BORDER. AND THEY SHOULD EXPECT AT LEAST 900,000 BY THE END OF THE YEAR. WE HAVE THIS, THE, THE FACILITIES DOWN THERE ARE NOW OVERWEIGHT. THEY'RE, THEY'RE OVERWHELMED AND THEY'RE STARTING TO MOVE 'EM THROUGH THERE WITH, WITHOUT PROPER, UH, PHYSICAL CHECKS FOR, FOR HEALTH. THEIR PHYSICAL CHECKS NOW HAVE, HAVE DEGENERATED TO A, A ONE PAGE QUESTIONNAIRE BEING ADMINISTERED BY A BORDER PATROL AGENT THAT ASK 'EM A SERIES OF QUESTIONS THAT THEY'RE NOT HEALTH OFFICIALS. THESE ARE JUST BORDER PATROL FOLKS OR CUSTOMS ASKING QUESTIONS DEPENDING ON THE ANSWER THEY GIVE. THEY CLEAR 'EM TO GO THROUGH AND THEY SEND THEM ON. THEY'RE EITHER PUT THEM ON AIRPLANE, PUT THEM ON A BUS, OR TAKING 'EM SOMEWHERE. AND, BUT THE FACILITIES BEING USED ARE BEING OVERWHELMED AND THEY'RE STARTING TO MOVE OUT NOW INTO OTHER PLACES TO FIND PLACES FOR THEM. AND WE COULD BE FACED WITH THAT, JUST BEING WHERE WE ARE HERE IN TEXAS IS THEY'RE, THEY'RE BYPASSING, UH, GOING ON BEYOND TEXAS, BUT HERE IN TEXAS, THEY'RE, THEY'RE, THEY'RE TAKING 'EM, THERE'S NOT GOOD HEALTH CHECKS. THERE SHOULD BE A SERIOUS PROBLEM. AND WHAT, UH, MR. MYERS HAD TO SAY, THE SO-CALLED CHILDREN PIECE OF THIS IS, IS A VERY SMALL PERCENTAGE. AND EVEN WHAT THEY'RE PUTTING IN THE NUMBERS INCLUDES WHAT ARE YOUNG ADULTS? THEY'RE DEC DECLARING THEMSELVES TO BE 15 WHEN THEY'RE OBVIOUSLY, OR COULD, CAN BE 17, 18, 19 UP TO 25 YEARS OLD OR IN THIS GROUP AND THE OFFICERS DOWN THERE, THIS AGAIN IS OUTSIDE THE LINE OF, OF OFFICIAL TOUR SAYING THERE ARE A LOT OF GANG MEMBERS IN THERE, WHAT'S COMING THAT ARE BEING INCLUDED IN THE SO CALLED CHILDREN THAT ARE GETTING INTO THE COMMUNITIES THAT ARE BEING RECRUITED. BUT THE LARGE NUMBERS, 300,000 NOW, 900,000 BY THE END OF THE YEAR. I JUST THINK WE NEED TO BE AWARE OF AND, AND NOT GET OURSELVES IN A POSITION WHERE WE GET OUR COMMUNITY OVERWHELMED IN, IN ANY WAY AT ALL. AND I KNOW THERE'S A LIMITED AMOUNT OF WHAT WE CAN DO ABOUT IT IF IT HAPPENS, BUT THE FEDERAL GOVERNMENT, THEY ARE NOT IN CONTROL OF KAMAN COUNTY OR ANY PART OF OUR DISTRICT. BUT THE UNITED STATES OF AMERICA HAS A PROPERLY FUNCTIONING IMMIGRATION PROCESS THAT WAS LAST UPDATED OF APPROXIMATELY 1986 WHEN THE DEVELOPMENT OF THE I NINE AND EMPLOY. AND, UM, AND VERIFICATION WAS PUT ON EMPLOYERS. KAUFFMAN COUNTY NOW HAS A SUBSTANTIAL POPULATION OF, OF CITIZENS, OF, OF NON-CITIZENS WHO ARE CHOOSING TO IGNORE THE LEGAL IMMIGRATION PROCESS BY CHOOSING TO IGNORE THAT THEY ARE SUBJECTING THEMSELVES TO LOWER WAGES, LACK OF HEALTHCARE BENEFITS, LACK OF THE ABILITY TO PROPERLY FUNCTION IN OUR SOCIETY. SO MY ENCOURAGEMENT TO THE COMMISSIONER'S COURT TODAY IS THAT THE COMMISSIONER'S COURT USES ITS POWER AND INFLUENCE TO COMPEL THE IMMIGRATION AND CUSTOMS ENFORCEMENT AGENCY TO STATION ON A RECURRING SIGNIFICANT, CONSTANT BASIS, IMMIGRATION OFFICIALS THAT CAN ACCEPT AND PROCESS AND APPROVE PERMANENT RESIDENCY APPLICATIONS. THIS IS THE SYSTEM THAT EXISTS. THIS IS THE SYSTEM THAT PROPERLY FUNCTIONS AND IT MAY NOT FUNCTION THE WAY WE DESIRE IN TERMS OF SPEED. MY BROTHER'S WIFE IS FROM THE DOMINICAN REPUBLIC, UH, A, A VERY PROMINENT CITIZEN THERE. MY BROTHER'S A PROMINENT CITIZEN IN THE COMMUNITY THAT HE LIVES IN, IN WESTERN OKLAHOMA, AND IT TOOK HIM MORE THAN TWO YEARS TO OBTAIN TRAVEL DOCUMENTS [00:15:01] FOR HIS WIFE AND HIS STEPDAUGHTER. UH, A GENTLEMAN THAT IS A FRIEND OF CLIENT OF MINE, A FORMER CLIENT OF MINE, I'VE SOLD MY BUSINESS, UPSTANDING CITIZEN, HAS MORTGAGES ON TWO HOMES, HAS AN AMERICAN CITIZEN WIFE AND TWO CHILDREN THAT ARE AMERICAN CITIZENS. IT TOOK HIM FOUR YEARS TO HAVE HIS PAPERWORK PROCESSED BY THE FEDERAL GOVERNMENT. SO THE POSITIVE, UPBEAT, AND CONSTRUCTIVE IMPACT ON KAUFMAN COUNTY IS TO BE PROACTIVE AND REQUIRE THAT THE FEDERAL GOVERNMENT MAKE IT POSSIBLE IN A RELATIVELY EASY PROCESS IN TERMS OF GEOGRAPHIC AND TIME FOR OUR NON-CITIZENS THAT RESIDE IN THIS COUNTY. TO BECOME PROPERLY DOCUMENTING PERMANENT RESIDENCIES, THIS WILL HAVE A TREMENDOUS IMPACT ON THE QUALITY OF LIFE OF THE RESIDENTS, BOTH LEGAL AND ILLEGAL IN KAMAN COUNTY. THE WAY IT WAS PHRASED IN GALVESTON WAS THAT IT WOULD ENCOURAGE, AND IT WAS, IT WAS, IT, IT WAS NOT TRYING TO SET SOME LEGAL BOUNDARY ON HIM, BUT RATHER, THIS IS OUR DIRECTION, THIS IS OUR OPINION. AND, AND SO, UM, SO, SO IT MADE MORE SENSE TO ME. AND THE OTHER CONCERN I HAD WAS THAT IN THE DRAFT THAT WAS PRESENTED TO US, THAT I SAW THAT WAS, UM, AVAILABLE FOR REVIEW, BUT HAD IN THEIR SPECIFIC INSTRUCTION ABOUT REFUSING TO COOPERATE WITH FEDERAL OFFICIALS OR INSTRUCTING AGENCIES TO DO THAT. WE WERE PAGE ONE IS THE INITIAL RENEWAL NOTICE THAT WAS GIVEN TO US FROM TAC WITH AN 8% INCREASE. UM, I THINK IT'S BEEN ABOUT TWO WEEKS AGO. I WAS CONTACTED, WELL IT SAYS THE 8% INCREASE WITH OUR CURRENT RATE AND THE NEW EFFECTIVE RATE WITH THE SAME PLAN THAT WE'RE ON. SO WE HAD HAD DISCUSSION ABOUT CHANGING THE PLAN AND UM, GOING TO SOME DIFFERENT ALTERNATIVE PLANS TO DECREASE THE PREMIUM. IT WOULD INCREASE THE DEDUCTIBLE, INCREASE THE, UM, SOME, UH, COPAYS, FULL PRESCRIPTION DRUGS AND YOUR OUT OF POCKET EXPENSES. UM, I WAS CONTACTED A COUPLE WEEKS AGO FROM A GENTLEMAN FROM VILLE NORWOOD, HE'S OVER THE HEALTH BENEFITS DEPARTMENT AND THE LADIES THAT CAME DOWN AND SPOKE AT COMMISSIONER COURT ABOUT OUR COUNTY AND WHAT WE'RE DOING AND OUR RENEWALS AND STUFF, THEY WENT BACK AND TALKED TO HIM AND THEY WERE, HE WAS VERY PLEASED OF THE THINGS THAT WE ARE DOING, UM, IN THE COUNTY WITH OUR TOBACCO PROGRAM THAT WE HAVE AND OUR WELLNESS PROGRAM THAT WE HAVE. AND HE WANTED TO REWARD US BY THAT. I KNOW THAT WE'VE HAD A COUPLE OF BAD YEARS THAT WE'RE STILL PAYING FOR AND SO HE WANTED TO DECREASE OUR RENEWAL RATE BY A PERCENT. AND SO, UM, OUR RENEWAL RATE IS NOW 7%, UM, WITH TAX FOR THE HEALTH BENEFITS. SO THIS PAGE TWO IS UM, WITH THE NEW 7% AT THE CURRENT PLAN. SO IT'S A MINOR DECREASE OF 1%, BUT STILL IT'S SEVEN AND SEVEN EIGHT. SO, UM, I'M VERY PLEASED WITH THE PROGRAMS THAT WE ARE TRYING TO KEEP GOING AND GETTING OUR EMPLOYEES MORE ACTIVE. UM, SO PAGE TWO IS WITH THE RATE INCREASE OF 7% WITH UM, AT OUR SAME PLAN WITH A THOUSAND DOLLARS DEDUCTIBLE, THE 30, THE 3000 OUT POCKET. UM, PAGE THREE SHOWS US A BREAKDOWN OF ALTERNATE PLANS. SO THE, UM, THERE'S FOUR DIFFERENT PLANS THERE. THE FIRST COLUMN, THE RENEWAL RATES FOR OUR CURRENT PLAN IS 1200. THAT IS OUR 1200 PLAN WE'RE CURRENTLY IN WOULD BE THE 7 53 86 FOR EMPLOYEE ONLY. THE NEXT UM, PROPOSED PLAN IS 1300, WHICH WOULD INCREASE THE DEDUCTIBLE TO 1500 AND EVERYTHING AND THEN INCREASE THE PRESCRIPTION PLAN. UM, A COUPLE DOLLARS DEPENDING ON $5 AND $10 DEPENDING ON THE BRAND NAME OR WHAT PRESCRIPTION YOU GO WITH. SO, UM, AND THEN OF COURSE THE NEXT PLAN IS THE 1400 AND 1500 THAT INCREASES TO A $2,000 DEDUCTIBLE AND A $2,500 DEDUCTIBLE. SO, UM, HEADED IN THE RIGHT DIRECTION AND SPEAKING WITH D WE'RE STILL HAVING, OF COURSE WE'RE ALWAYS GOING TO SEE AN INCREASE IN HEALTH BENEFITS. THAT'S JUST THE WAY THE, THAT THE BENEFIT SYSTEM WORKS. BUT WE ARE STILL PAYING FOR SOME BAD YEARS OF SOME UNHEALTHY CLAIMS THAT WE HAD A LOT OF PAY OUT OUR CLAIMS WHERE WE WERE PAYING IN A LOT LESS PREMIUMS AND THEY WERE PAYING OUT FOR UM, CLAIMS. SO THAT IS WHY WE'RE SEEING THE 7% INCREASE. BUT I'VE TALKED TO SEVERAL OTHER COUNTIES AND WE ARE LOOKING PRETTY GOOD AS COMPARED TO SOME OTHER COUNTIES WITH THEIR RATE INCREASE. UM, OUR PLAN IS, YEAH, OUR PLAN IS NOT AS RICH AS SOME COUNTIES, BUT IT'S MUCH BETTER THAN OTHERS. YES, IT'S, IT IS A PRETTY GOOD PLAN AND WE'VE ALWAYS KIND OF KEPT OUR DEDUCTIBLE AROUND A THOUSAND. WE HAVE INCREASED IT. I MEAN LAST YEAR WE INCREASED IT, UM, WAS IT SEVEN 50 LAST YEAR? I THINK IT WAS SEVEN 50 LAST YEAR WHEN WE INCREASED IT TO A THOUSAND. SO WE USUALLY DO PRETTY GOOD. BUT SO THE PLAN THAT THAT WE'RE TALKING ABOUT GOING THROUGH, SO EVERYBODY'S CLEAR, IS THIS PLAN, UH, 1300 DASH NGS, IS THAT [00:40:01] CORRECT? YES, THAT IS THE FIRST INITIAL ALTERNATE PLAN THEY PROPOSED. RIGHT. AND THAT IS A TOTAL OF UH, $716 AND 24 CENTS PER MONTH AS COMPARED TO THE 7 0 4 54 THAT WE HAD LAST YEAR. SO IT'S AN INCREASE OF $11 AND 70 CENTS PER MONTH PER EMPLOYEE, WHICH IS ABOUT $140 PER YEAR. AND TOTAL COST ACCOUNT IS AROUND $70,000, WHICH IS A, IF WE STAYED WITH OUR CURRENT PLAN, UM, WE WERE SWITCHING PLANS, WE'RE SAVING ALMOST 37,000. RIGHT. THAT'S WHAT YOU PLAN. AND WE STILL COLLECT THE $25 A MONTH AND THAT $25 GOES INTO THE FUND THAT WE USE TO PAY FOR THIS, THIS HEALTH INSURANCE THAT MONEY'S USED TO RETURN THAT. SO THEIR INSTANCE PAYING FOR THEIR PREVIOUS QUE AND LAURA NEEDS ACTION ON THIS TODAY BECAUSE SHE'S GOTTA START GETTING UH, THINGS LINED UP FOR ENROLLMENT AND ALL THAT. SO WE HAVE FIXED THAT TO NOW WHERE THEY CAN HAVE AN ENROLLED OPEN ENROLLMENT AND THEY WILL NOT HAVE WAITING PERIOD. UM, THE RATES DID NOT INCREASE FOR METLIFE SO IT WOULD STAY THE SAME. AND SO I ASKED THEM, YOU KNOW, WHAT THEY COULD PUT TOGETHER FOR US. AND ON THE THIRD PAGE WE'LL SEE UM, THE PLAN THAT THEY HAVE GIVEN THEIR EMPLOYEE ONLY RATE IS $27 AND 6 CENTS. THEY PAY OUT [00:50:01] A MAXIMUM ANNUAL BENEFIT OF 1500, WHICH IS A COUPLE HUNDRED DOLLARS MORE THAN THE MAXIMUM DID, EXCUSE ME, MAXIMUM BENEFIT OF METLIFE, WHICH IS 1,250. AND UM, BUT I DID FIND OUT WITH TAC, THE REASON THEY'RE ABLE TO KEEP THEIR LATE RATE LOW IS THAT THEY DON'T OFFER OPEN ENROLLMENT. SO APPARENTLY THAT'S A COMMON THING WITH DENTAL INSURANCE WHERE YOU DON'T OFFER OPEN ENROLLMENT BECAUSE THEN YOU'VE GOT PEOPLE THAT WANT TO GET ON THE PLAN TO GET THEIR TEETH FIXED FOR A YEAR AND THEN MAKE IT OFF, WHICH CAUSES THE RATES TO INCREASE. SO WITH UM, TAG, YOU'RE ABLE TO OFFER AN OPEN ENROLLMENT AT THIS POINT IN TIME AND ALL THE EMPLOYEES ARE ELIGIBLE TO CHOOSE TO GET ON THAT PLAN. AND THEN NEW HIRES ARE ELIGIBLE TO GET ON THE AS WELL WHEN THEY BECOME AN EMPLOYEE, WHEN THEY BECOME A NEW EMPLOYEE. SO YOU CAN STAY ON IT FOR AS LONG AS YOU WANT AND YOU CAN CANCEL IT IF YOU NEED TO CANCEL IT. IF YOU HAVE A LIFE CHANGING EVENT, YOU WANT TO ADD FAMILY, YOU CAN DO THAT. SO GOING INTO THIS PLAN, WE KNOW ABOUT IT AND WE CAN ADDRESS IT IN THE BEGINNING AND LET THE EMPLOYEE KNOW THAT THIS IS A ONE AT TIME ONLY THAT YOU HAVE TO ENROLL IN IT UNTIL THE NEXT SECOND ENROLLMENT, WHICH COULD BE THREE OR FOUR YEARS FROM NOW. SO THAT'S THE ONLY DRAWBACK WITH THE GOING WITH THE ATTACK. IT'S CHEAPER, RICHER PLAN. THERE'S MORE PROVIDERS BUT IT'S A ONE TIME. SO, AND THEN ANYTHING DURING THAT 30 DAY PERIOD, UH, WE CAN CHANGE, YOU KNOW, WE, WE, WE CAN'T, I MEAN, WE CAN'T CHANGE IT DURING THAT 30 DAY PERIOD, BUT WE CAN TALK ABOUT IT. AND THEN WHEN WE COME OUT OF THE 30 DAY PERIOD, WE CAN CHANGE THE BUDGET TO WHATEVER WE GONNA DO. THAT'S WHAT WE DID. THAT'S WHAT WE DID LAST YEAR.
