UH, I'D LIKE WELCOME YOU HERE TODAY AND IF YOU'D LIKE TO SIGN IN AND ADDRESS THE COURT, WE HAVE A SIGN IN SHEET THERE ON THE TABLE IF YOU'D LIKE TO TALK TO THE COURT AT THE BEGINNING OF THE MEETING.

UH, OR IF YOU HAVE AN ITEM ON THE AGENDA THAT YOU'D LIKE TO SPEAK AS WELL, YOU CAN PUT THAT DOWN AS WELL.

UH, WE'LL BEGIN THIS MORNING WITH OUR INVOCATION, AND I'VE ASKED TO DO THAT.

UH, THEN WE WILL HAVE ALLEGIANCE TO FLAG JOIN.

LORD, WE ASK FOR YOUR GUIDANCE TODAY AS WE'VE GATHER HERE TO BE THE COUNTY'S BUSINESS.

UH, ASK, GIVE US SOME WISDOM TO DO THE CORRECT, UH, PROCEDURES AND DO WHAT'S RIGHT FOR OUR CITIZENS AND EMPLOYEES.

GIVE US THE COURAGE TO CARRY OUT OUR DUTIES.

AND THESE TROUBLING TIMES.

WE SPECIALLY ASK TO GIVE SPECIAL GUIDANCE TO ELECTED FEDERAL REPRESENTATIVES.

THEY STRUGGLE TO DO THEIR DUTIES AND DEAL WITH THEIR ORGANIZATIONS.

UH, WE PRAY THAT THEY MAINTAIN A STRONG MILITARY AS WE FACE THE CHALLENGES OF, UH, UNKNOWN ON A DAILY BASIS.

UH, PRAY THAT YOU GIVE THEM THE WISDOM TO MAINTAIN STRONG MILITARY, GUARD OUR BORDERS AND BE FISCALLY POSSIBLE.

UH, AS AS WE JUST PASSED THE ANNIVERSARY OF THE NINE 11.

AND TO CLARIFY THAT WE DID RUN ANOTHER LEGAL NOTICE IN THE PAPER, WHICH, UH, IS REQUIRED BEFORE, UH, WE WERE, UH, THIS INFORMATION HAS BEEN INCLUDED IN THE BUDGET, BUT WE DO NEED TO TAKE FORMAL ACTION.

AND YOU HAVE A COPY OF THE, UH, NOTICE THAT WAS, UH, PUBLISHED IN THE COFFMAN.

UH, HE, AND, UH, YOU'LL NOTICE THAT IT DOES AFFECT, UH, JUSTICE OF THE PIECE, UH, 1, 2, 3, AND FOUR, UH, WITH, UH, DIFFERENT LITTLE DIFFERENT AMOUNTS.

MY, MY RECOLLECTION OF THAT COMMISSIONER IS THAT, THAT RYAN MARTIN WORKED WITH ME WHEN THAT CAME IN AND THAT THAT IS THE LEVEL HE WAS AT AT THAT TIME.

AND I, YOU KNOW, I WOULDN'T, WOULDN'T TAKE A DEATH OATH.

SO, UH, I'LL READ THIS AND, UH, WE'LL NEED SOMEBODY TO MAKE A MOTION.

YOU CAN SEE, UH, WHERE TALKS ABOUT THE PROPERTY TAX RATE BEING INCREASED BY THE ADOPTION OF TAX RATE OF 0.5762, WHICH IS EFFECTIVELY A FREE, UH, 3.5% INCREASE IN THE TAX RATE.

UH, THE MAINTENANCE AND OPERATIONS TAX RATE WOULD BE 0.4498.

THE ROAD AND BRIDGE TAX WOULD BE 0 7 4.

THE INTEREST IN SEEKING FUND TAX RATE WOULD BE, UH, 0 5 2 4 AT THE TOTAL TAX RATE, UH, WILL, UH, 0 7 6.

AND YOU'LL NOTICE THAT THERE IS A STATE BOTTOM OF THIS TAX RATE DID NOT RAISE MORE TAXES FOR MAINTENANCE OPERATIONS THAN LAST YEAR'S TAX RATE.

IN FACT, IT ACTUALLY RAISES ABOUT $300,000 OR SO LESS FOR MAINTENANCE AND OPERATION.

UH, THE REASON OUR TAX RATE IS GOING UP 2 CENTS BECAUSE THIS IS THE FIRST YEAR OF PAYING OFF THE, AND YOU'VE HEARD ME TALK ABOUT THAT SEVERAL TIMES OVER THE COURSE OF THESE BUDGET HEARINGS THAT WE'VE HAD.

SO COMMISSIONERS, WHAT, OKAY, I CAN MAKE A MOTION, I'LL STAND.

UH, I MOVE THAT THE PROPERTY TAX RATE BE INCREASED BY THE ADOPTION OF A TAX RATE OF, UH, SIX TWO, WHICH IS EFFECTIVELY A 3.5% INCREASE IN TAX RATE.

UH, YOU SEE THE NUMBERS THAT I JUST READ, THE MAINTENANCE AND OPERATION TOTAL TAX RATE 0 1 5 7 6 2 DOES NOT RAISE MORE TAXES FOR MAINTENANCE IN OPERATION THAN LAST YEAR'S TAX RATE.

UH, WE HAVE, UH, AS WE'VE TALKED DURING OUR BUDGET, UH, HEARINGS, UH, WE ARE IN THE PROCESS AND WE'LL ACTUALLY COMBINE THREE, UH, VERY IMPORTANT DEPARTMENTS IN, UH, OUR COUNTY.

UH, THAT BEING THE KAUFMAN COUNTY FIRE MARSHALS DEPARTMENT, UH, THE KAUFMAN COUNTY ENVIRONMENTAL DEPARTMENT AND THE KAUFMAN, UH, COUNTY PUBLIC WORKS DEPARTMENT.

AND, UH, AS WE HAVE DISCUSSED IN THE PAST, UH, UH, APPOINTING RANDY RICHARDS, WHO IS CURRENTLY ASSISTING FIRE MARSHAL, UH, IN THE, UH, UH, FIRE MARSHAL'S OFFICE TO SERVE AS THE DEPARTMENT HEAD OF THAT DEPARTMENT OR OF THOSE THREE DEPARTMENTS.

WE MAY COME BACK AT A LATER TIME AND UH, RENAME THOSE DEPARTMENTS OR SOMETHING.

BUT AT THIS POINT, THIS GET US TO THE, UH, UH, TO GET US STARTED AS FAR AS THE NEW BUDGET YEAR IS CONCERNED, UH, MR. RICHARDS HAS BEEN EMPLOYED AS AN ASSISTANT FIRE MARSHAL, UH, IN CAMAN COUNTY SINCE 2006.

UH, HE WILL NOW SERVE AS A COUNTY FIRE DEPARTMENT PENDING INTO YOUR APPROVAL AND HAVE OVER OVERALL OVERSIGHT OF ALL THREE DEPARTMENTS AS WE HAD DISCUSSED.

LAST MEETING, UH, KATHY MORRIS, A 25 YEAR EMPLOYEE OF KAMAN COUNTY AND CURRENT DEPARTMENT, HEAD OF THE PUBLIC WORKS DEPARTMENT ANNOUNCED HER RETIREMENT RECENTLY.

AND ALSO LARRY ING, WHO HAS SERVED AS THE KAMAN COUNTY FIRE MARSHAL, UH, SINCE 2002.

WE'LL BE LEAVING HIS EMPLOYMENT WITH THE COUNTY IN DECEMBER AFTER USING EXTENDED LEAVE AND VACATION.

SO THAT NEED, UH, AND THE, UH, THE TIMING ON THIS TO CREATE ONE DEPARTMENT OUT THESE THREE, UH, WHAT'S YOUR QUESTION? A MOTION? WE HAVE A MOTION APPOINTMENTS.

UH, ITEM NUMBER FOUR IS TO DISCUSS AND CONSIDER APPROVING A NEW HIGHWAY AT GRAVE CROSSING AGREEMENT AMONG UNION PACIFIC RAILROAD COMPANY AND ANTHONY PROPERTIES DEVELOPMENT INCORPORATED AND THE COUNTY OF COFFMAN IN, UH, MUNICIPAL UTILITY DISTRICT NUMBER FOUR, RELOCATION AND CONSTRUCTION OF THE EXISTING TRAIL AT GRAVE CROSSING PRECINCT.

WE DISCUSSED THIS AT PREVIOUS MEETING AND, UH, THANK MR. PARK.

YOU HAVE WORKED, COME BACK WITH IT THIS TIME.

AND KATRINA REPRESENT LAS MUNICIPAL UTILITY.

AND I, I THINK JUDGE THAT ONE OF THE ISSUES THAT CAME UP, I MET WITH THE CITY OF TAROT AFTER OUR MEETING AND ONE OF 'EM WAS AT THE ROAD.

ALTHOUGH THIS, THIS IS ACTUALLY LIMITED.

THE, THE REQUEST TODAY IS LIMITED TO JUST GETTING THE, UH, GRADE CROSSING.

BUT THE QUESTION CAME UP ABOUT TRAFFIC GENERATED BY THAT ROAD AND WHAT THAT ROAD LEVER HAD BUILT.

AND, AND YOU KNOW, STEVE ROGERS FELT THAT, UH, HE WISHES I HAD ASKED HIM TO COME, I GUESS.

BUT HE SAID THAT IF THERE'S A QUESTION ABOUT THAT, HE WOULD PREFER THAT, YOU KNOW, I DON'T TAKE THINGS OFF OF MAP HE REQUESTED BECAUSE IT'S, IT WAS AN AGREEMENT BETWEEN THE COUNTY AND THE CITY ON A THOROUGHFARE FUND.

SO, UM, I TOLD HIM I WOULD BE, YOU KNOW, I WAS HAPPY TO TAKE THAT THAT OFF, BUT HE SAID, YOU REALLY CAN'T DO THAT 'CAUSE THAT'S NOT, YOU KNOW, THE DISTRICT CAN'T DO THAT.

THAT'S BETWEEN THE COUNTY AND THE CITY AND THE THOROUGHFARE PLAN.

SO HE SAID IF ANYBODY HAD ANY QUESTIONS ABOUT

HOW THESE ROADS ARE GONNA GET PUT TOGETHER, THAT'S GONNA BE A EVOLVING PROCESS BECAUSE, YOU KNOW, THE LAST TIME WE MET, EVEN WHEN WE COME OFF THIS ACCESS OF UNION PACIFIC AND NOTHING SET IN STONE UNTIL ALL THE PARTIES GET TOGETHER, BUT THE CITY OF CORNY HAS A NEW BRIDGE AND ON THE ADJOINING PROPERTY, THERE PROBABLY WILL BE A ROAD CONNECTED TO THAT.

UM, AND I DON'T KNOW IF THAT'S ON THE THOROUGH PLAN YET, BUT I'VE SEEN IT ON A LOT OF THE MAPS, YOU KNOW, WELL, WE'RE IN THE PROCESS OF DEVELOPING A THOROUGHFARE PLAN EVEN AS YOU SPEAK IN THE NEXT, UH, UH, 12 TO 18 MONTHS.

AND, AND STEVE, STEVE SAID THAT, YOU KNOW, THAT I SHOULDN'T LET THAT PROCESS EVOLVE AND NOT, NOT TINKER WITH THIS UNTIL THAT DOES EVOLVE.

AND THEN THE SECOND QUESTION WAS THE QUALITY OF THE ROAD, UM, ACCORDING TO, UH, THE COUNTY REGULATIONS, IT WOULD NEED TO BE, THIS ROAD IS, IS DESIGNATED AS SIX INCHES OF CONCRETE ACCORDING TO THE REGULATIONS THAT THE STATE GIVES US.

IT'S, IT'S THROUGH, UH, NORTH TEXAS COUNCIL GOVERNMENTS AND THEIR REQUIREMENT IS SIX INCHES.

IT'S DESIGNED FOR CITIES AND OUR DISTRICT ENGINEER FOR LAS LONG IS RECOMMENDED EIGHT INCHES.

SO HE SET ON A COLLECTIVE ROAD, HE'S GONNA RECOMMEND FOR THE BOND HOLDERS THAT IT'S AN EIGHT INCH ROW AND, UM, THAT'S GONNA BE ABOVE AND BEYOND WHAT THE COUNTY'S REQUIREMENT IS ANYWAY.

AND MAYBE THE COUNTY WANTS TO ADOPT THAT SOME TIME AND SOME COUNTY JUST WANT FOR FIVE TO SIX INCHES RIGHT NOW.

BUT IT JUST IS WHAT THE DISTRICT'S, SO IF THERE'S ANY OTHER QUESTIONS OTHER THAT I'D BE HAPPY TO ANSWER, BUT UM, I THINK THOSE WERE THE ISSUES THAT WERE LEFT OUT STANDING OTHER DAY.

I I THINK THE THOROUGH FAIR PLAN MAY SHOW IT LEAVING LAS LOMAS ONTO THE HUNTS PROPERTY HUNTS AREN'T HERE, BUT WE'LL WORK WITH THE, THE HUNTS AND THAT ROAD, WHICH IS BEST FOR THEM BECAUSE I THINK THEY'LL WANT THAT ROAD BROUGHT ON.

THIS IS THE, THE, THE DIRECTION WE RECEIVED IT WAS JUST THE EASIEST WAY TO CONNECT IT TO HELMS TRAIL.

BUT I DON'T THINK, YOU KNOW, THAT HUNT PROJECT WAS THAT FAR ALONG AND I THINK IT DOES MAKE SENSE THAT WE CONNECT TO THAT, THAT HUNT BRIDGE.

I THINK THE COMMISSIONER CLARK'S POINT WAS THAT WE CAN'T CLOSE ANYTHING UNTIL THE ROADS BUILT AND CONNECTED.

AND WE DON'T HAVE APPROVAL TO BUILD ANY OF THESE ROADS.

BUT WHAT WE'RE DOING RIGHT NOW IS WE'RE JUST FINALLY GOT UNION PACIFIC TO AGREE TO ALLOW US TO DO THIS CONNECTION, THE FARMS.
