UM, BACK IN 2012, THE CITY OF KAUFMAN DID A PLAN FOR HOW TO KIND OF REVITALIZE THE DOWNTOWN. IT WAS CALLED A DISCOVER COFFMAN PLAN. UM, AND IT WAS APPROVED, UH, ON NOVEMBER 16TH, UH, SORRY, IT WAS APPROVED IN 2012. AND ONE OF THE THINGS THAT BROUGHT UP THE MOST IMPORTANT THING WE NEEDED TO DO WAS TO IMPROVE THE SIDEWALKS AROUND THE SQUARE. AS EVERYONE KNOWS, THEY'RE VERY HAZARDOUS. UH, THEY'RE NOT HANDICAPPED ACCESSIBLE, THEY'RE NOT PEDESTRIAN FRIENDLY, AND SOME INTERSECTIONS IT'S VERY, VERY DIFFICULT TO CROSS SAFELY. UM, SO WE, UH, APPLIED FOR A GRANT FROM TDOT AND RECEIVED A, IT'S A TRANSPORTATION ENHANCEMENT PROGRAM. UH, AND WE APPROVED, WE SUBMITTED OUR APPLICATION IN NOVEMBER OF 2012, AND WE GOT APPROVED IN JULY OF 2013. SO SINCE JULY OF 2013, WE'VE BEEN WORKING VERY HARD TO FIND A, UH, A CONSULTANT TO DEVELOP A PLAN FOR US IN ACCORDANCE WITH THE DISCOVER KAUFMAN AND TO WORK FOR THE DOWNTOWN PROPERTY OWNERS, UH, THE DOWNTOWN TENANTS, UH, AND WORKING WITH THE PLANNING AND ZONING COMMISSION AND CITY COUNCIL. UM, WE HAD SEVERAL MEETINGS WITH THE DOWNTOWN COMMITTEE, UH, SINCE, UH, WE GOT THE FIRST DRAFT OF THIS CONCEPT PLAN BACK IN MARCH. UH, WE HAD TEXT OUTTED ALL OUR MEETINGS. IN FACT, WE'VE HAD MEETINGS WITH YOU JUDGE AND WITH THE SHERIFF'S OFFICE TO MAKE SURE THAT OUR CONCEPT PLAN, UH, MEETS THE NEEDS OF THE COUNTY FOR SAFETY, UH, FOR THE COURTHOUSE. AND OUR GOAL IS TO PROVIDE, UH, AS MANY PARKING SPACES AS WE POSSIBLY CAN YET AND MAKE IT MORE PEDESTRIAN FRIENDLY. UM, OVERALL, I THINK WE'VE ONLY LOST SEVEN PARKING SPACES. AND LIKE I SAY, THE PLAN THAT WE'RE PRESENTING TO YOU IS A CONCEPT PLAN. IT IS NOT A GUIDING GOAL. THIS IS EXACTLY HOW IT'S GOING TO BE, BUT IT IS A VERY GOOD LAYOUT OF HOW WE'RE PROPOSING IT TO BE. THIS IS A NEAT PICTURE THAT BRINGS US BACK TO A DIFFERENT TIME AROUND THE COURTHOUSE WHERE, UM, ONE OF OUR ORIGINAL PROPOSALS WAS TO REBUILD THIS BUILDING, BUT, UH, THAT WAS A LITTLE BIT OVER BUDGET. SO WE ARE NOW LOOKING AT, YOU KNOW, HOW, HOW WE CAN GO THROUGH, UH, THE ITEMS THAT, YOU KNOW, BRINGING BACK SOME OF THE HISTORY AROUND THE SQUARE. UH, ONE OF THE REALLY NEAT THINGS ABOUT THIS PHOTO WAS, WAS THE PARKING SPACES IN FRONT OF THE COURTHOUSE. UH, YOU CAN SEE THE, THE REAR END OF THESE FORCES. SO THAT, THAT SHOWED US THAT THOSE WERE HEAD END PARKING SPACES OR ANGEL SPACES LIKE YOU SEE AROUND [00:45:01] SQUARE TODAY. SO AS OPPOSED TO THE PARALLEL THAT'S OUT THERE RIGHT NOW, UM, ONE OF THE OTHER NEAT THINGS YOU SEE IS THIS TELEPHONE POLE. WE THINK THAT ADDED A WIRE TO EVERY SINGLE OUTLET OR EVERY SINGLE, UH, ELECTRICAL, UH, ITEM WE NEEDED IN THE COURTHOUSE. SO WE'LL GO THROUGH, UM, SOME OF THE BRIEF HISTORY OF, IN AUGUST WE WERE HIRED TO BEGIN A DESIGN PROCESS, WHICH OF COURSE STARTS UP OFF WITH A, A PHYSICAL SURVEY OF THE SITE. SO THAT'S ABOUT TWO, THREE MONTHS OF OUR CREWS BEING OUT HERE. UH, YOU KNOW, DOING A FULL ON TOPOGRAPHY SURVEY AT DOWNTOWN BUILDINGS, STREETS, UH, LIGHTS, ALL THE EXISTING CONDITIONS. UM, THEN THROUGHOUT THE LAST SEVERAL MONTHS, WE'VE BEEN WORKING WITH THE CITY IN T ON SEVERAL DIFFERENT OCCASIONS, UH, GOING THROUGH THE DESIGN, UM, OBVIOUSLY WITH, UH, THE STATE HIGHWAY COMING THROUGH THE SQUARE, UH, THERE ARE TDOT, UH, ITEMS THAT WE MUST PROVIDE. AND THEN THE, THE NORTH AND THE EAST SIDE OF THE SQUARE IS CITY STREET. SO WE ARE DESIGNING THE ENTIRE PROJECT TO TXDOT STANDARDS JUST TO ENSURE THAT, UH, THAT THAT MEETS ALL THE CRITERIA AS WELL AS THE FUNDING CRITERIA. UM, WE'VE GONE THROUGH SOME HISTORICAL RECONNAISSANCE OF, OF, OF HOW THE SQUARE IS PRESENTED TODAY AND HOW IT WAS IN THE PAST. SO A LOT OF THOSE ITEMS ARE SHOWING UP IN THE PLAN. UH, AND THEN AS, AS WE ARE TODAY, JUST UPDATING YOU ON WHERE WE ARE AND THEN MOVING FORWARD, UH, THROUGH THE PROCESS OF THE NEXT SEVERAL MONTHS, WE KIND OF START OUT IN THIS LITTLE BOLT, YOU KNOW, IN THE CONCEPT DESIGN, MOVING ON TO DESIGN DEVELOPMENT AND ASSUME, UH, WE'RE ABOUT INTO THAT 50, 60% LEVEL, UH, BASED ON THE CONCEPT PLAN TO WHERE ONCE EVERYTHING IS APPROVED, WE CAN JUST MOVE STRAIGHT INTO, UH, FINAL CONSTRUCTION DOCUMENT. SO THAT'S WHAT MARCY KIND OF MENTIONED IS IN THIS AREA. YOU KNOW, LOTS OF THINGS KIND OF CHANGED AS THAT FISH UP TO BOTH. UH, ORIGINALLY WE CAME OUT, UH, YOU KNOW, DID SEVERAL SITE VISITS, UM, REALLY LOOKING FOR CHALLENGES AND OPPORTUNITIES. UM, ONE OF THESE ITEMS THAT WE TALKED LOOKED AT, UH, THAT WERE THE CHALLENGES WERE, YOU KNOW, DRAINAGE. THERE ARE NO STORM LIMITS IN THE, IN THE DOWNTOWN SQUARE. THAT'S ONE ITEM THAT WE'RE LOOKING AT TRYING TO ADD. UH, THE MAIN COSTS THERE WOULD BE TYING IT INTO THE EXISTING SYSTEM SITE. SO YOU CAN, YOU CAN PUT IN INLETS AND STORM DRAINS IN DOWNTOWN, BUT THEN WE NEED TO GO ALMOST HALF A MILE TO A MILE AWAY TO TIE IN THE CLOSEST, UH, STORM SYSTEM. BUT, UM, REALLY PEDESTRIANS AT THIS CROSSWALK CAN'T CROSS DURING THE STORM. SO THAT'S ONE OF THE THINGS THAT WE'RE LOOKING AT IMPROVING. LACK OF PEDESTRIAN SCALE. UH, MANY OF THE STREETS ARE 50, 60 FEET WIDE TO WHERE, YOU KNOW, THE TYPICAL PEDESTRIAN SIDEWALK OR CROSSWALK IS ABOUT 10 TO 20 FEET QUIET. AND SO WE'D LIKE TO REDUCE THIS, UM, CROSSING DISTANCE FOR PEDESTRIANS AND MAKE IT FEEL LIKE THEY CAN ACTUALLY TRAVEL AROUND THE SQUARE. UM, CONNECTIVITY, THIS IS THE, THE BUILDING WE'RE IN RIGHT NOW AND ACROSS THE STREET, THIS LITTLE A DA RAMP OF OVER TO A, A CURB AND A FIRE HYDRANT. SO WE'RE LOOKING AT AREAS OF ACCESSIBILITY, YOU KNOW, ADDING RAILINGS AND ADDING, UH, THE CORRECT SLOPE ON ALL OF THE A DA ISSUES THAT WE HAVE TODAY. EXISTING CONDITIONS WITH KIND OF THAT OVAL SHAPE AROUND THE SQUARE RIGHT NOW. UH, REALLY THREE FLOW TRAFFIC, THAT'S KIND OF A TRAFFIC CIRCLE IF YOU'LL, UM, AND THEN THE, THE CONCEPT PLAN WHERE WE'RE KIND OF BRINGING IT BACK TO THAT ORIGINAL SQUARE FORM AS WE SAW IN THAT, UH, THAT HISTORIC PHOTO. UM, AND WHAT WE CALL THESE LITTLE ITEMS ON THE EDGES, WE CALL THESE PEDESTRIAN BUMP OUTS, UH, FOR AREAS OF REFUGE FOR THE PEDESTRIAN TO, THIS IS WHERE WE'D BE PRODUCING THAT SCALE OF THOSE STREETS. UH, IT'S STILL TWO 12 FOOT TRAVEL LANES AS, AS REQUIRED BY , BUT IT'S LESS OF JUST A FRUIT FOR ALL, UH, STRAIGHT AWAY THROUGH THERE. SO THERE'S TWO 12 FOOT, CORRECT? CORRECT. AND THEN AN 18 FOOT PARKING STALLS ON THE SIDE. UH, AND THEN THESE RADIUSES ARE ALL DESIGNED THE TXDOT, UH, STANDARD AT ABOUT 45 FEET. THAT'S, THAT'S A PRETTY LARGE RADIUS FOR A PEDESTRIAN AREA. BUT DUE TO THE FACT THAT THIS IS A STATE HIGHWAY, WE DO WANT, NEEDS IT DESIGN FOR THAT STANDARD TO KEEP THOSE ATTORNEY S TRUCKS, ONE OF HIS TRUCKS, HE WOULD SURE THAT HE COULD DRIVE AROUND WITHOUT RUNNING ALL THE CURB AS SLOW AS POSSIBLE TRAILER COMING DOWN. AND THESE ARE BASED ON A, ON A 50, UH, I BELIEVE IT'S A WB 50, WHICH IS THE, THE DISTANCE OF THE TRAILER, WHICH IS THE LARGEST, UH, [00:50:02] OUT IT'S GONNA TAKE LONG WAY THROUGH THE OTHER CURVE, YOU KNOW WHAT I'M SAYING? SURE. AND SO WE RUN SEVERAL DIFFERENT PROGRAMS ON THIS IN CIVIL DESIGN WHERE, WHERE WE TURNING RADIUSS AND ALL. AND AS MARCY SAID, ALL OF THIS GOING THROUGH TECH REALLY ENSURES SOME BUY-IN ON THAT SIDE THAT THAT IS SPECIFICALLY INTERESTED IN THE MOVING OF THE CARS THROUGH THIS AREA. WHILE WE ARE CHAMPIONING AND WORKING FOR THE PEDESTRIANS ON THE SIDEWALKS AND THE BUMP OUTS, WE ALSO UNDERSTAND WE NEED TO PROVIDE CLEAR AND CONCISE TRAFFIC, CALMING TRAFFIC ISSUES. SO WHEN YOU BUMP OUT WHERE, WHERE WE ARE NOW, SURE. THIS CORNER, THEY ALREADY, THIS IS A, THEY ALREADY CAN'T YEAH, YOU CAN'T MAKE THE TURN. THIS RADIUS IS ACTUALLY SLIGHTLY LARGER THAN THE LORD OUT THERE RIGHT NOW. YES. IT'S JUST PUSHED OUT. THIS, YOU, YOU LEFT CHANGES QUITE A BIT. SO WE WERE LOOKING AT WAYS TO, TO CAPTURE THAT AS SIDEWALK SPACE, YOU KNOW, PROMOTE THOSE BUSINESSES THAT ARE, THAT ARE ADJACENT TO IT. CREATE AN OUTDOOR DINING, OUTDOOR GATHERING SPACE. UM, AS THIS, AS THE GRADE, UH, TYPICAL AND MOST HISTORIC TEXAS DOWNTOWNS WHERE THE STREETS ARE DOWN LOWER THAN THE FINISHED FLOOR, THE OF THE, UH, BUILDINGS, USUALLY BECAUSE OF THIS BEING AN ORIGINAL DIRT ROAD AND, YOU KNOW, WOOD SIDEWALKS, PEOPLE WANTED TO WALK AND KEEP THEIR BOOTS OUT OF THE MUD. UM, WE'RE GONNA MAKE UP THAT GRADE WITH A SET OF STAIRS AND A SET OF, UH, PLANTER WALLS. UH, AND THESE CAN ALSO SERVE A SEQUEL AS WELL. AND IT'S FAIRLY SIMILAR AT THE ENDS OF THE BLOCKS WHERE, WHERE YOU NEED TO GET FROM THAT HIGHER ELEVATION DOWN TO THE STREET LEVEL WHERE THE RAMP RAMPING CONFIGURATIONS ARE. THIS IS THAT INTERSECTION, UH, WHERE WE ARE TODAY, RIGHT HERE. UM, SO SHOWING THOSE SHORTER CROSSING DISTANCES, OBVIOUSLY THE LARGE RADIUS FOR THE TRUCKS TO, TO MOVE HERE. UM, REALLY CREATING A CURRENTLY YOU COULD NOT CROSS FROM THIS SIDE TO THIS SIDE IF YOU WERE, UH, NEEDED ASSISTANCE OR, OR AN A DA, UH, ACCESS. UM, WE DID CHOOSE TO REMOVE THOSE TO CREATE KIND OF A, A STATEMENT HERE. ALL WILL THIS THE LOW INCOME REPAIR REPLACEMENT ASSISTANCE PROGRAM MARKETED OR MORE WELL KNOWN AS THE TEXAS PROGRAM. AND ALSO CATCH BASE ON THE LOCAL INITIATIVE PROJECTS THAT'S RUN WITH COUNTY AS WELL. SO THE NORTH TEXAS COUNCIL OF GOVERNMENTS IS THE REGIONAL ADMINISTRATOR FOR THE TEXAS PROGRAM. SO WE RUN OPERATIONALLY, WE RUN THE PROGRAM FOR TON COUNTY REGIONALLY THOUGH, OR GET INTO THE PROGRAM STATUS. JUST WANNA TAKE A MOMENT TO GIVE YOU, UH, A LITTLE BIT OF AN OVERVIEW, UH, OF THE AIR QUALITY, UH, ISSUES AND CONCERNS IN OUR REGION. AGAIN, THIS, THIS PRO UH, PROGRAM IS AN AIR QUALITY PROGRAM. AND SO WHAT WE WANT TO DO IS HIGHLIGHT WHY WE ARE DOING THESE PROGRAMS. WELL, OUR ISSUE IS THAT THROUGH THE, THE ENVIRONMENTAL PROTECTION AGENCY AGENCY, THE EPA, THEY SET AIR QUALITY STANDARDS AND, UH, THOSE ARE TO ENSURE AND PROTECT OUR, OUR HEALTH. AND SO AS THEY GO THROUGH THIS PROCESS, THEY IDENTIFY POLLUTANTS THAT REGIONS MAY NOT ACTUALLY MEET. AND OUR PARTICULAR REGION, IT'S MORE SIMPLE. TEXAS REGION DOESN'T MEET THE OZONE POLLUTANT STANDARD. AND SO THIS GRAPH HERE JUST KIND OF SHOWS YOU HISTORICALLY THE TRENDS THAT WE'VE SEEN, UM, YOU KNOW, SINCE IT PICKS UP THERE IN THE LATE NINETIES, UH, THROUGH CURRENT. AND THEN ALSO IN THAT SAME TIME, THERE HAVE BEEN VARIOUS STANDARDS SET BY THE EPA FOR OUR REGION OR FOR OZONE FLUENT, WHICH HAS AFFECTED OUR REGION. AND SO IN 2008, THE EPA REVISED THE EIGHT HOUR STANDARD, THEY MOVED IT FROM, LET SEE THAT TOP DOTTED LINE AT 84 PER PAVILION. THEY, UH, SAID THAT REVIS STANDARD AT 75 PER PAVILION, UH, IT'S [01:10:01] CALLED A 2008 RE BYSTANDER. IT ACTUALLY WAS 2012 FOR IT ACTUALLY WAS DESIGNATED. UH, AND THEN AT THAT TIME, UH, IT RECLASSIFIED OUR REGION AS A MODERATE NON-ATTAINMENT AREA. IT ADDED WISE COUNTY AS, UM, TO MAKE, UH, THE 10TH NON-TEAM COUNTY IN OUR REGION. AND, UH, SO JUST KIND OF GIVES YOU A HIGHLIGHT OF YES, WE, WE'VE MADE SOME PROGRESS, UM, WHICH IS GREAT. OBVIOUSLY YOU CAN SEE THE NUMBERS COME DOWN AS WE'RE LOOKING AT THE, UH, THE STANDARD, UH, AS WELL AS WHAT WE'VE ACTUALLY BEEN HITTING FOR THE MONITORS. THESE, THESE ARE MONITOR READINGS AND THEY TAKE, UH, YOU KNOW, A RANGE AVERAGE. AND THIS IS BASICALLY WHAT'S SET. SO RIGHT NOW WE'RE IN THIS, UH, 13 20 13, 3 14, 20 15 TIME PERIOD THERE AT THE FAR RIGHT. AND THE STANDARD OF THE DESIGN VALUE WE'RE AT RIGHT NOW IS 79. SO, YOU KNOW, IT'S GOOD. AND SO AGAIN, JUST IT INCLUDES MEASURES AND, AND UM, YOU KNOW, STRATEGIES THAT ARE, ARE FILLING TO IMPROVE OUR AIR QUALITY. AND WHAT GOT HIGHLIGHTED THERE IS THE FACT THAT THERE IS FOR VEHICLE REPAIR REPLACEMENT PROGRAMS, EMISSIONS PROGRAMS. WELL, THOSE PROGRAMS ARE HAVE TO DO WITH WHAT I'M PRESENTING TODAY IS THE FACT THAT WE, WE HAVE THE MACHINE PROGRAM AND THE LOCAL INITIATIVE PRIVATES. UM, REAL QUICKLY, HERE'S UH, OVERVIEW OF THE AIR TEXAS PROGRAM. IN 2001, THE LEGISLATURE ESTABLISHED THE PROGRAM IN TWO, WHEN IT OPERATIONAL IN TEXAS IN, UH, 2007 THROUGH LEGISLATURE, THERE WAS A, UH, AN INCREASE OF THE SIGNIFICANT CHANGES THAT REALLY RAMPED UP THE PROGRAM, UH, REGARD GENERATED A LOT OF PUBLIC INTEREST, ESPECIALLY WITH THE REPLACEMENT, UH, INCENTIVE. AND THERE WAS A LOT MORE FUNDING THAT WAS ACTUALLY ALLOCATED TO THE REGION. AND SO, YOU KNOW, THERE'S A LOT OF ACTIVITY GOING THROUGH THAT PROGRAM. REPLACING A LOT OF VEHICLES. IN 2011, THE LEGISLATURE, THEY TOOK ACTION, THEY REDUCED, THE STATE BUDGET PROCESS DIDN'T REDUCE THE FUNDING, SO IT WAS REDUCED 80%. SO SINCE 2011, WE'VE BEEN OPERATING IN MUCH LOWER, UH, LEVEL, UH, AND OPERATIONALLY [01:15:01] ALSO BECAUSE FUNDING WAS HELD UP THAT THE STATE USED TO BALANCE THEIR BUDGET. THAT SENDING IT YES. JUST LIKE THE CALLED EXACTLY. YES. JUST LIKE ONE THAT CORRECT. UM, THE FACT IS THE FUNDING CONTINUED. UM, SO THAT DIDN'T CHANGE. CORRECT. NOW, FORTUNATELY, THE GOOD NEWS IS HERE AS A RESULT OF THIS YEAR'S LEGISLATIVE SESSION, IS THAT NOW THE FUNDING HAS BEEN RESTORED BACK TO ESSENTIALLY WHAT WE RECEIVED THERE IN THE 2007, 2008, THE FUNDING FOR BUSINESS. IT COMES FROM OUR GAS TAX. YES. THIS IS, UH, IT'S ESTABLISHED THROUGH $6 INSPECTION. SO, UH, IF YOU CALL AND, UH, H COUNTY AND NO OTHER COUNTIES, OBVIOUSLY IN OUR REGION WE HAVE THE, UH, ALONG WITH SAFETY INSPECTION WAS THE, UH, VEHICLE ADMISSIONS, UH, INSPECTION. AND SO $6 PORTION OF THAT FEE GOES TO FUND THE FJ TEXAS PROGRAM. SO, AND THAT'S WHAT CONTINUES TO BE COLLECTED. SEVERAL YEARS. SO NOW WE'RE LOOKING AT THE, THE AMOUNTS THAT ACTUALLY HAVE COLLECTED GETTING RESTORE BACK TO THE REGIONS. DID IT RELEASE ALL THE MONEY OR IS THERE STILL SOME MONEY AT STATE? MOST OF IT WAS RELEASED, SO I I THINK WE WERE TALKING ABOUT SOMEWHERE 5%. YES. THEY'RE GETTING THE MAJORITY OF THE FUNDS BACK. UM, REAL QUICKLY, AGAIN, THE VEHICLE REPAIRS REPLACING THOSE THAT FAILED EMISSIONS TEST OR, AND OVER THE ASSISTANCE IS PROVIDED THROUGH VOUCHERS. WHAT THE INDIVIDUAL DOES IS THEY APPLY TO THE PROGRAM. IF THEY'RE APPROVED, THEY MEET THE REQUIREMENTS BECAUSE THERE ARE SOME INCOME REQUIREMENTS. WHERE DOES THAT APPLY? WITH IT COMES WITH YES, CORRECT. WE'VE GOT AN APPLICATION. IS IT ONLINE? IT'S, IT'S ONLINE. LEMME ASK YOU A QUESTION.
