THE, UH, COUNTY IS ESSENTIALLY INITIATING SERVICES ON THE PROJECT, UM, TO CONTINUE 34 SOUTH OUT OF, UH, COFFIN INTO THE NEXT COUNTY.
IT'S A, UH, CONTRACT FOR ADVANCED PLANNING AND, UH, THE INITIAL SCHEMATIC PHASE OF THE, AND Y'ALL HEARD ME SAY THIS BEFORE, THIS IS OUR STARTING PROCESS OF WHAT WE CALL FAITH-BASED ENGINEERING.

SO THIS PROJECT IS, UH, TO TRY TO FIGURE OUT BOTH IN, IN AN INTERIM PHASE AND A LONG TERM PHASE, WHAT TO DO WITH THE INTERSECTION OF 82 0 5 IN THE RAILROAD IN TERRIBLE.
WE'VE GOT A LOT OF FOLKS TO THAT I WORKED WITH OVER THE YEARS KNOW WHAT WE'RE DOING.
WE'RE GONNA TRY TO GET SOME ADDITIONAL, UH, CAPACITY IN THAT INTERSECTION.
ULTIMATELY WHAT WE DO IS COME UP WITH A GREAT SEPARATION BETWEEN UH, 2 0 5 80 AND THE RAIL.
UH, EITHER SPLIT THE GRADE FOR WORKING WITH, UH, HALF ASSOCIATES WHO'S DOING THE 2 0 5 STUDY FROM 78 IN COLLIN COUNTY ALL THE WAY TO UH, 80 IN TO HAVE A FIRM ON CONTRACT TO DO AN INTERIM IMPROVEMENT BUT ALSO TO PROVIDE THEM WITH, UH, PROFESSIONAL RECOMMENDATIONS ON HOW TO GET THE GRADE SET PORTION DONE TO REASONABLE DOLLAR AMOUNT WITHOUT DESTROYING A LOT OF THE ECONOMIC DEVELOPMENT.
AND THIS PROJECT NEGOTIATION IS UNDER THE BUDGET THAT WE SET FOR THE CONTRACT AS WELL.
SO WE DON'T HAVE THE UH, OTHER SOURCE OF REVENUE AT THIS POINT.
IT'S FAITH BASED ENGINEERING FAITH.
OKAY? BUT THIS AT ONE TIME IN HERE GOING UNDER, WELL THAT'S UH, AN OPTION THAT'S EVERYTHING'S AN OPTION UNTIL YOU GET TO THE ENGINEERING.
THE SPURS ON YOUR END OF THE RAIL ARE 4,200 FEET IN ONE DIRECTION.
THAT SUFFICIENT DIFFERENCE BUT STILL REQUIRED NEGOTIATIONS WITH THE RAILROAD COMPANY.
I BE AHEAD TO WORK WITH THIS BECAUSE THAT'S A REALLY BAD INTERSECTION.
AND THE OTHER THING, THE RAIL WILL GO OVER 1 48 AND IF YOU'RE SITTING THERE ON FUEL OH FIVE LOOKING AT 1 48, IT'S ABOUT EIGHT FOOT DROP RIGHT NOW OUT.
SO THEY'VE GOT EIGHT FOOT SITTING HERE, SO THEY ONLY NEED 10 FOOT TO BUILD A GRADE SEPARATION BRIDGE OVER.
SO I THINK IT'S A WIN SITUATION FOR TAX.

FOR EXAMPLE, INITIALLY WE THOUGHT WE WOULD SPREAD OUT THE, UH, ROAD BRIDGE I THREE YEARS, THREE PERIOD.
THE, UH, DIFFICULTY THE, ALL THAT ISSUES UP TO UH, 20.
SO WE HAD TO KEEP, WE ALWAYS HAVE TO STAY AROUND THAT 30,800,000.
SO WHENEVER THAT HAPPENS, WE HAD TO REDUCE IN 2014 MONEY AVAILABLE FOR THAT PROJECT.
NOT REDUCE THE MONEY AVAILABLE FOR THE PROJECT BUT REDUCE IT FROM THAT.
WE JUST MOVE THEM OUT BACK AND FORTH FROM ISSUANCE STATE STATE.
SO YOU SEE ONLY TWO PROJECT, UH, 10 HAVE BEEN 1641 AND HIGHWAY 34 THAT WE HAVE NOT, UH, PULLED THE TRIGGER ON TODAY.
SO YOU'LL NOTE TODAY THAT THIS IS GONNA GO, THIS IS GONNA CHANGE IN YOUR 2014 ISSUANCE BECAUSE THIS DOCUMENT HASN'T BEEN UPDATED OR REFLECT YET, BUT WE, UH, GOT ALL THOSE FIRMS IN UNDER CONTRACT.

SO WHAT THAT SIMPLY MEANS IS THAT ONCE WE LEFT THE PROJECT, WHICH WE'RE ANTICIPATING DOING THAT IN, UH, IN THE JULY NEXT YEAR TIMEFRAME, THAT UH, WILL THEN REQUIRE THE COURT TO MAKE A DETERMINATION ON HOW THEY WANT USE THESE BOND NOT NEEDED ON THIS PROJECT.
WE FULLY FUNDED IT FOR BOND FUNDING AND THEN WE BACK, WE WENT AND GOT THAT MONEY, UH, PROP ONE.
SO THEY BASICALLY FUNDED TWICE.
THAT'S THE LEVERAGING THING THAT PEOPLE TOLERATE FOR ON ALL OTHER STUFF.
SO, UM, THAT PROJECT'S MOVING FORWARD LOOKING AT A JULY, 2016 TIMEFRAME.
