HOW CAN WE GET THE PRIVATE SECTOR, THE BUSINESS COMMUNITY TO PAY FOR THAT INFRASTRUCTURE UP FRONT? THE POWER CENTER IS A, UM, SORT OF A BOLD PROPOSAL, UH, THAT WAS DEVELOPED, UH, BETWEEN THE CITY AND THE COUNTY. AND, UH, IT REALLY IS AN INSTRUMENT TO ANSWER THAT QUESTION ABOUT HOW WE GET, UH, PRIVATE SECTOR ENTITIES TO FUND, UH, MAJOR PUBLIC INFRASTRUCTURE. YOU'VE GOT TWO PEOPLE ON YOUR, UH, COMMISSIONER'S, COURT BOARD WHO ARE ON OUR POWER CENTER BOARD. THAT'S AND KENNETH SHANE. UH, THEY'RE MEMBERS OF OUR POWER CENTER BOARD AND ALSO OUR TAX FINANCE BOARD. UM, AND, UM, SO THAT INTRODUCTION, I'M GONNA INVITE THE MAYOR UP AND HE'S GOING TO TELL YOU MORE ABOUT THIS EXCITING PROGRAM. GOOD MORNING AND WELCOME. GOOD MORNING JUDGE. MORNING COMMISSIONERS. UH, THIS IS A REALLY FUN THING TO DISCUSS. UH, THE FIRST THING I WANTED TO ADD A LITTLE BIT OF, UH, A LITTLE BIT OF BACKGROUND ON THIS PROGRAM THAT HARVARD HAS HAD FOR 30 YEARS AND 30 YEARS, THEY'VE HAD 27,000 GOVERNMENTS APPLY FOR, FOR AN AWARD THAT BASICALLY IS A BEST PRACTICES AWARD. SO 27,000 PEOPLE, ORGANIZATIONS, GOVERNMENT ORGANIZATIONS HAVE APPLIED IN 30 YEARS. 500 OR LESS THAN 2% HAVE BEEN RECOGNIZED. SO I'M UP HERE SO THAT WE CAN SHARE AT LEAST A, [00:10:02] A, UH, A MENTAL PAT ON THE BACK FOR ALL OF US. 'CAUSE THIS PARTNERSHIP IS, UH, RECOGNIZED BY PEOPLE AT A VERY AS TO THE WAY THINGS THAT SHOULD BE, THE WAY THINGS SHOULD BE DONE IN GOVERNMENT. UH, WE CERTAINLY COULDN'T HAVE DONE IT WITHOUT YOU. AND, UH, JUST THE SPIRIT OF COOPERATION. MOST OF OUR CITIZENS ARE GOVERNED. IF YOU THINK ABOUT THE NUMBER OF LAYERS OF GOVERNMENT THAT WE ALL HAVE, FEDERAL GOVERNMENT, STATE GOVERNMENT, COUNTY GOVERNMENT, SOME CASES CITY GOVERNMENT, SCHOOL DISTRICT GOVERNMENT, UH, COLLEGE DISTRICT GOVERNMENT, WE HAVE, UH, FIRE PROTECTION ZONES. SOME PLACES, IN SOME CASES YOU HAVE A MUNICIPAL UTILITY DISTRICT. SO WE HAVE, THERE'S LOTS OF PLAYERS THAT INCLUDING US, THAT GOVERN OUR PEOPLE. AND I THINK IT'S, IT'S REALLY WORTHWHILE AS HARVARD RECOGNIZES FOR US TO WORK TOGETHER AND FIND WAYS TO HELP OUR CITIZENS. UH, I HAVE TO SAY SOMETHING ABOUT MIKE SIMS. MIKE SIMS IS THE ONE WHO WROTE THIS APPLICATION. AND, UH, THOSE OF YOU, PARTICULARLY THE TWO COMMISSIONERS WHO SERVE WITH MIKE KNOW THAT, UH, HE IS A VERY SMART AND VERY HARDWORKING GUY. AND WE'RE, WE'RE JUST, UH, REALLY PROUD OF YOU. UH, THE LAST THING I'D LIKE TO SAY IS JUST REMIND PEOPLE IN THE AUDIENCE, I KNOW YOU GUYS KNOW THIS, TALK ABOUT THIS POWER CENTER FIRST. WHAT WE'RE DOING IN THE POWER CENTER IS IF A DEVELOPER COMES TO US, COMES TO THE POWER CENTER BOARD AND SAYS, I'D LIKE TO DO A PROJECT, BUT THERE'S NO, WE DON'T HAVE THE ROADS AND THE INFRASTRUCTURE THAT WE NEED THERE. WHAT THE POWER CENTER BOARD SAYS IS, WELL, SHOW US WHAT YOU WANT TO DO AND THEN WE MIGHT BE ABLE TO WORK OUT A DEAL TO REFUND YOU FOR THE PUBLIC INFRASTRUCTURE THAT YOU'RE BUILDING. NOW, THIS IS, THEY'RE BUILDING PUBLIC INFRASTRUCTURE AT THEIR COST IF THEY DO IT THE WAY THAT WE THINK MAKES SENSE AND IT'S GOOD FOR OUR CITIZENS. SO IF THEY, IF THEY BUILD A CORE PROJECT AND IT DOESN'T CREATE AN INCREASE IN PROPERTY TAXES, THEY DON'T GET ANY MONEY. THE BETTER THEY DO, THE FASTER THEY GET PAID BACK. BUT IT IS A, IT IS A PERFECT EXAMPLE OF, OF A, OF A WINNING PROPOSITION FOR US EVERY TIME. AND, UH, MIKE DOES A GREAT JOB. UH, I REALLY APPRECIATE THE, BOTH THE COMMISSIONERS THAT SERVE ON THAT, EVEN THOUGH MIKE DOES A GREAT JOB. HE ALL, HE ALSO HAS THESE REALLY LARGE DEFINED PRINT SPREADSHEETS THAT YOU HAVE TO LOOK AT AND I GET TO SEE A LOT OF THEM, AND I KNOW YOU DO TOO SOMETIMES. I'M GLAD WE HAVE THEM TO EXPLAIN IT. MAYOR, WOULD YOU AND, UH, OR MIKE EITHER WANT, TELL A LITTLE BIT ABOUT, SO THE AUDIENCE WILL KNOW, I THINK COMMISSIONER THE AREA THAT WHAT THIS HAS DONE, WHAT THIS HAS ALLOWED TO OCCUR IN THE, I'LL LET MIKE DEFINE WHAT THE POWER SCENARIO IS AND TALK ABOUT WHAT WE OFFICER, UH, THE POWER CENTER, FIRST OFF, JUST FOR GEOGRAPHY SAKE, IS, UM, THE AREA IN THE CITY OF HARRELL, UM, FROM INTERSTATE 20 GOING NORTH, UH, TO SPUR 5 57, UH, BASICALLY FROM THE INTERSECTION BETWEEN THE SPUR AND I 20 OVER TO, NOT QUITE, BUT, BUT FAIRLY CLOSE TO WHERE LOS SMALL BOULEVARD GOES OVER SPUR 5 57. AND IT ALSO INCLUDES A LITTLE BIT OF PROPERTY ON THE NORTH SIDE OF SPUR 5 57. AS YOU SEE ALL OF THE INFRASTRUCTURE BEING DEVELOPED THERE, THERE IS NO UPFRONT, UM, UH, CITY TAX MONEY, UH, OR COUNTY TAX MONEY IN AMERICAN WAY. CROSSROADS PARKWAY MEDICAL DRIVE, THE DRAINAGE SYSTEM, THE WATER SYSTEM, THE UH, SEWER SYSTEM, UM, UH, THE INTERSTATE 20 IMPROVEMENT, THE FM 1 48 IMPROVEMENT, THE, UH, UH, TRAFFIC LIGHTS AT THAT LOCATION. NOW YOU DID PUT YOUR, UH, FUNDING IN FROM THE COUNTY BOND PROGRAM INTO THE SPUR 5 57 FRONTAGE ROAD, WHICH IS DIRECTLY ADJACENT TO THIS LOCATION. UH, BUT UM, WELL OVER $15 MILLION WORTH OF INFRASTRUCTURE HAS BEEN PUT IN BY THE PRIVATE SECTOR AT THAT LOCATION. UH, SO IF YOU STAND IN, FOR EXAMPLE, THE BUFFY'S PARKING LOT, I GUARANTEE YOU BUFFY'S WOULD NOT BE HERE WITHOUT THE POWER CENTER. I GUARANTEE YOU THE, THE HOTEL THAT WAS JUST ANNOUNCED TO BE NEXT DOOR TO BUFFY'S WOULD NOT BE COMING, UH, WITHOUT THE POWER CENTER. THE DEVELOPMENT THAT WE'RE WORKING VERY HARD ON RELATED TO, UH, THE WEST SIDE OF FM 1 48 WOULD NOT BE COMING CENTER IN PLACE. IT HAS MADE ALL THE DIFFERENCE AND WE'RE VERY GRATEFUL TO THE SERIES MEETINGS WE HAVE WHERE WE DEVELOPED IT REALLY JUST PERSONALLY THANK JUDGE WOOD FOR, FOR ENTERTAINING THE IDEA TO BEGIN WITH BECAUSE THERE'S A LOT OF, UM, CREATIVITY THAT GOT PUT INTO IT. THEY'RE BUILDING THAT AT THEIR COST AND DEPENDING ON HOW GOOD OF AN IDEA AND HOW SUCCESSFUL THEIR DEVELOPMENT PROJECT IS, THEY GET PAID BACK TO THAT OVER TIME BASED ON HOW MUCH THEY INCREASED OUR PROPERTY TAXES. WE PROVIDE HIGH QUALITY, AFFORDABLE PRIMARY CARE AND PREVENTIVE SERVICES TO ALL PEOPLE WE WALK IN OUR DOOR WITH OR WITHOUT HEALTH INSURANCE. AND THAT INCLUDES THOSE WHO, EVEN IF UNINSURED REMAIN ISOLATED OR UNDERSERVED FROM JUDICIAL FORMS OF MEDICAL CARE. AND THEN IN THE STATE OF TEXAS, WE GENERAT AN ECONOMIC IMPACT OF 1.3 BILLION AS THE PULLED ALTOGETHER LOCALLY WE PROVIDE IN OUR FIVE COUNTIES SERVICES TO 21,735 PATIENTS. THIS WE WERE, WE CAME IN 2003 AND OPENED A HEALTH CENTER AS A RESULT OF A HUGE COLLABORATION IN KAUFMAN COUNTY BETWEEN THE COUNTY JUDGE AND SEVERAL, UM, UH, COMMUNITY MEMBERS AND SOME LOCAL GROUP OF PHYSICIANS HERE IN HOFFMAN WHO RECOGNIZED THAT THERE WAS A NEED IN HOFFMAN COUNTY FOR HEALTHCARE SERVICES THAT EVERYONE COULD ACCESS REGARDLESS OF INSURANCE STATUS. AND SO AS FAR AS HEALTH CENTERS GO, THIS WAS SORT OF THE DREAM WAY OF SETTING UP A HEALTH CENTER WHEN A COMMUNITY REALLY COMES TOGETHER AND SEEKS OUT A WAY TO SOLVE AN ISSUE THAT THEY KNOW THEY HAVE IN THEIR COUNTY. AND SO IN 2003, WE STARTED MEETING WITH SEVERAL COMMUNITY MEMBERS HERE IN HOFFMAN AND OPENED THE COMMUNITY, OPENED THE CENTER, A SMALL PART, IT WAS AT THE TIME, A PART-TIME CALL CENTER IN 2003 THROUGH A, A GRANT THAT WE RECEIVED FOR THE STATE OF TEXAS. AND IT WAS ACTUALLY USED AS SEED MONEY BASICALLY TO START A PRACTICE AND THEN TO WRITE A FEDERAL GRANT AND TRY TO GET FUNDED FULL TIME FOR A HEALTH CENTER HERE THAT WOULD SERVE THE NEEDS OF THE COUNTY. AND THAT HAPPENED IN 2004. AND THEN, UM, SINCE THEN, WE HAVE GROWN AND WE HAVE 16 EMPLOYEES NOW. WE ALSO HAVE A PROGRAM THAT WE WORK WITH THE HOSPITAL ON, UM, WHERE THEY PAY. UM, IT HAS BEEN A COMMUNITY GRANT IN THE PAST WHERE THEY PAID A CERTAIN SUM OF MONEY A YEAR TO PROVIDE HEALTHCARE SERVICES FOR PATIENTS THAT HAVE PRESENTED AT THE ER OR DISCHARGED FROM THE HOSPITAL THAT DIDN'T HAVE PRIMARY CARE PROVIDERS. AND, UM, NOW THEY PAY BY PER VISIT. THIS YEAR WE KIND OF CHANGED OUR AGREEMENT, BUT WE HAVE 16 EMPLOYEES, TWO OF THOSE ARE NURSE PRACTITIONERS, ONE IS A PHYSICIAN ASSISTANT, AND THEN WE HAVE NURSES AND MEDICAL ASSISTANTS, TRANSLATORS FROM OFFICE EMPLOYEES AND OUTREACH ENROLLMENT WORKERS. AND THOSE ARE SUPERVISED BY A FAMILY PRACTICE PHYSICIAN WHO IS IN . YOU'RE IN HOFFMAN. WE HAVE, UH, WE SAW LAST YEAR WE SAW 10,043 PATIENTS IN 2014. ACTUALLY, WE DON'T HAVE OUR 2000 DAILY YET. AND THOSE ARE PATIENT VISITS AND THOSE ARE THE INDIVIDUAL OCCASIONS ARE 3,861 PEOPLE IN HOFFMAN COUNTY THAT USE OUR HEALTH CENTER. AND THERE YOU CAN SEE THE PARAMEDICS. ALL OF OUR PATIENTS DO PAY. THE DIFFERENCE IS WE JUST WORK WITH OUR PATIENTS ON HOW THEY PAY. SOMETIMES THAT'S THROUGH A PAYMENT PLAN. AND WE THOUGHT WE WERE GONNA BE CUT BY NEARLY 70% THIS LAST YEAR, BUT WE GOT AN EXTENSION FOR TWO YEARS. SO MOVING FORWARD, WE HAVE A LOT OF CHALLENGES. UM, NOT ONLY DO WE HAVE JUST INCREASED COMPETITION BECAUSE NOW WITH PEOPLE WHO ARE GETTING ON A BONE CARE, THEY CAN GO TO NEED PROVIDER, BUT WE ALSO HAVE JUST CHALLENGES WITH REIMBURSEMENT, CHALLENGES WITH FUNDING AND HOW WE'RE GONNA BE ABLE TO FINANCIALLY BE SUSTAINABLE GOING FORWARD. SO THERE'S A LOT OF UNCERTAINTIES THERE AND WE'VE BEEN FORCED TO OPERATE MORE LIKE A BUSINESS THAN A NONPROFIT. THAT'S NOT A BAD THING ENTIRELY, UH, BUT IT IS DIFFERENT FOR A NONPROFITS AND HAVE TO ACT LIKE THAT. AND SO IT'S BEEN, IT'S BEEN CHALLENGING MOVING FORWARD. THERE'S SIGNIFICANT COVERAGE GAPS STILL IN TEXAS FOR RESIDENTS WHO ARE UNINSURED. UM, AS YOU PROBABLY ALL KNOW, AND I'LL SHOW YOU A GRAPH IN JUST A MINUTE THAT'LL EXPLAIN THAT A LITTLE BIT BETTER. AND, UH, WE HAVE FACILITY CHALLENGES. THAT'S PROBABLY ONE OF OUR BIGGEST CHALLENGES MOVING FORWARD. THIS WILL SHOW YOU KIND OF WHAT TEXAS LOOKS LIKE WITH THE COVERAGE GAP THAT STILL EXISTS. UM, IF YOU LOOK OVER HERE, OKAY, IF YOU LOOK TO THE RIGHT, UH, THE MARKETPLACE SUBSIDIES THAT WERE DEVELOPED UNDER OBAMACARE WERE FOR PEOPLE WHO WERE BETWEEN A HUNDRED PERCENT, 400% OF POVERTY. THOSE ARE PEOPLE WHO COULD RECEIVE SOME KIND OF ASSISTANCE OR SUBSIDY IN, IN SIGNING UP FOR HEALTH INSURANCE. EVERYTHING BELOW THAT, WHICH IS REALLY THE, THE MOST IMPOVERISHED INDIVIDUALS IN THE STATE ARE LEFT WITH NO COVERAGE IN BETWEEN A HUNDRED PERCENT OF POVERTY. AND THERE WHERE YOU SEE 44% OF POVERTY WHERE MEDICAID KICKS IN. AND SO BECAUSE MEDICAID DID NOT EXPAND IN TEXAS, YOU HAVE THIS GAP IN THE MIDDLE OF INDIVIDUALS WHO STILL DO NOT HAVE ANY, UM, ANY ABILITY TO GET HEALTH INSURANCE BECAUSE OF THEIR FINANCIAL STATUS. SO THAT'S REALLY THE CHALLENGE THAT WE DEAL WITH IN ALL OF OUR COUNTIES IS FIGURING OUT HOW TO PROVIDE SERVICES TO THAT GAP RIGHT THERE. SO SOME OF THE THINGS THAT WE TALKED TO PEOPLE ABOUT WHEN WE PRESENT IN THE COMMUNITIES ABOUT WAYS THAT WE, WE'VE WORKED TOGETHER, WE JUST WANT TO INCREASE THE AWARENESS OF WHAT WE'RE DOING IN OUR COUNTIES AND CORRECT A LOT OF MISCONCEPTIONS THAT'S OUT THERE, THAT WE'RE NOT QUALITY CAREGIVERS AND THAT WE'RE NOT, UM, WE'RE NOT FOR FREE CLINIC AND THAT IS A LOT OF MISCONCEPTION THAT WE HAVE. CO-OP RECEIVES FUNDING FROM CO COUNTY VARIOUS CITIES, WASTE MANAGEMENT COMPANIES, VARIOUS BUSINESSES AND CITIZENS THROUGHOUT THE COUNTY AND THE AREA. CURRENTLY THE CO-OP HAS STAFF OF NINE EMPLOYEES, THREE OF WHICH DRIVERS, ONE PART-TIME EVENT PERSON AND ONE PART-TIME SORTER. THE OFFICE CONSISTS OF EXECUTIVE DIRECTOR, OFFICE MANAGER AND FINANCIAL ADMINISTRATOR, UH, CONSERVING OUR NATURAL RESOURCES BY RECYCLING PLASTICS, PAPER, CARDBOARD, ALUMINUM AND METAL. THE CO-OP REPORT IS TOTALED OVER A MILLION POUNDS PAMPHLET. STRONG EFFORTS BY VOLUNTEERS AND MEMBERS ENSURE THAT OUR EDUCATIONAL AND PUBLIC EVENTS ARE SUCCESSFUL. SO I'M GONNA LET HIM COME IN AND TALK TO US ABOUT THE FUNDING AND THE POSSIBILITY IF WE APPLY FOR THAT, WHAT IT CAN DO FOR OUR COUNTY. GOOD. WELL, WELL JUDGE COMMISSION, I RICHARD WORK FOR GRAD WORKS. SO WE'RE THE STATE'S LARGEST PROVIDER COMMUNITY DEVELOPMENT PLOT GRANTS. WE'VE DONE OVER DOLLARS TRUCTURE PROJECTS IN TEXAS. WE'RE ALSO THE ONLY ONE AUTHORIZED TO CONTINUING REHABILITATION OF DISASTER RECOVER PURPOSES TO FEMA, UH, WITH THE, SO PROVIDERS OF ADMINISTRATION SERVICES FOR THAT PROJECT AS WELL. UH, WHAT I, WHAT I CAME AND TALKED WITH PAM ABOUT IS THE COMMUNITY DEVELOPMENT BLOCK GRANT. AND THERE IS A DISASTER RELIEF ELEMENTS GRANTS AS WELL. UH, DISASTER TO LEAVE THE TEXAS ON IS ANYTHING BY THE GOVERNOR DISASTER. SO DROUGHT, UH, SO ALL THAT QUALIFIES AS LONG AS THE GOVERNOR'S DECLARATION THE CAP ON THE DISASTER UNDER THE DISASTER 150 PROJECT. UH, THAT THREE $50,000 CAN BE USED TO, UH, IN CERTAIN CATEGORIES. THERE WAS A PACKAGE SHEET SENT OUT THE PACKAGE, BUT, UH, I UNDERSTAND EMERGENCY MANAGEMENT COURT DECEMBER THAT Y'ALL, Y'ALL HAD ROAD DAMAGE. WELL OVER 300 BUT LESS THAN THOUSAND. UH, YOU COULD APPLY TO THE STATE AS FOR THE DISASTER RELIEF FUNDS TO HAVE THOSE CATEGORIES REPAIR. SINCE YOU DO ROAD REPAIRS AND ROAD WORK YOURSELVES, YOU CAN APPLY TO THE STATE TO HAVE YOUR PAID BACK FOR YOUR EMPLOYEES GOING OUT REPAIRS THEMSELVES AS WELL. THOSE ARE THE KIND OF THINGS YOU CAN DO. YOU CAN ALSO USE THE $350,000 FROM THE STATE AS A MATCH FOR FEMALE FUNDS. AND WE SENT OUT A COMPARISON THAT SHOWS, UH, STATE PROJECT AS COMPARED TO A PROJECT. WE'VE BEEN INVOLVED WITH BAND SINCE THE TORNADO STARTED. UH, WE'VE BEEN INVOLVED WITH DRS PROJECTS FROM ALL THE MAY FLOODS AND STORMS AND TORNADO AND NOW THROUGH THE DECEMBER STORMS OUT THERE AGAIN.
