STAFF SERGEANT COCHRANE, UH, DISTINGUISH HIMSELF BY EXCEPTIONALLY VALERIE'S ACTIONS [00:10:01] ON 22 SEPTEMBER, 1967, WHILE SERVING AS AN INFANTRY COMPANY COMPANY SQUAD LEADER DURING A SEARCH TO DESTROY OPERATION IN THE HOBO WOODS, THE COMPANY'S LEAD ELEMENT CITED WHAT APPEARED TO BE AN ENEMY IN PLACEMENT. SERGEANT COCHRANE AND A RADIO OPERATOR ADVANCED TO INVESTIGATE. THEY SUDDENLY BECAME UNDER HEAVY FIRE FROM A WELL FORTIFIED VEHICLE BUNKER COMPLEX. AS SERGEANT COCHRAN RETURNED FIRE ON THE INSURGENTS, HIS CONRAD, WHO WAS 10 METERS BEHIND HIM, WAS SERIOUSLY WOUNDED BY ENEMY FIRE. AFTER EXPENDING ALL OF HIS OWN AMMUNITION, SERGEANT COCHRAN MOVED THROUGH THE HAIL OF BULLET'S BACK TO THE RADIO OPERATOR, SECURED THE WOUNDED MAN'S RIFLE, AND RETURNED TO HIS PREVIOUS POSITION TO PLACE DEVASTATING FIRE ON THE BIG CALM FORTIFICATIONS ONCE AGAIN, HE RAN OUT OF AMMUNITION, CRAWLED TO THE REAR, UH, TO RE-ARM HIMSELF SECURING A GRENADE LAUNCHER AND A PISTOL. HE PERSONALLY ASSAULTED THE NEAREST ENEMY BUNKERS. HE KILLED FOREIGN INSURGENTS AT POINT BLANK RANGE, AND WAS THEN WOUNDED BY FRAGMENTS FROM AN ENEMY GRENADE. HE LIFTS UP HIS WOUNDS. HE CONTINUED HIS FIERCE ATTACK AND SHOUTED FOR THE REST OF HIS COMPANY TO JOIN HIM. SERGEANT COCHRAN SINGLE HANDEDLY DESTROYED THREE VECON BUNKERS WITH HAND GRENADES WHILE EXPOSING HIMSELF TO LETHAL LETHAL ENEMY FUSELAGE. WITH COMPLETE DISREGARD FOR HIS OWN SAFETY, HE MADE HIMSELF A TARGET FOR WITHERING INSURGENT FIRE TO PROTECT HIS ADVANCING FELLOW SOLDIERS. HIS DAUNTLESS ACTIONS ARE RESPONSIBLE FOR OVERWHELMINGLY VICTORY OVER DETERMINED VIA CALM STAFF SERGEANT COCHRAN'S, EXTRAORDINARILY HERO AND DEVOTION TO DUTY AND KEEPING WITH THE HIGHEST TRADITION OF MILITARY SERVICE AND REFLECT GREAT CREDIT UPON HIMSELF AND HIS UNIT IN UNITED STATES ARMY. SO WE'RE GONNA ATTEMPT TO, THEY, THEY ASSUME WHAT'S GONNA HAPPEN IN EACH OF THESE COUNTIES AND THE PROJECTS THEY WANNA MOVE FORWARD ON. AND RIGHT [00:40:01] NOW, THERE AREN'T VERY MANY COUNTIES IN THE NORTH TEXAS AREA THAT ARE ACTIVELY PURSUING THEIR OWN DESTINIES. SO WHAT WE'VE BEEN TOLD IS, IS THAT THAT'S KIND OF A EARMARK OF WHERE THEY THINK WE'RE GONNA BE. BUT IF WE CAN, UH, BEST THAT DOLLAR AMOUNT BY GETTING PROJECTS READY SOONER, WE CAN, WE CAN STILL DO THAT. AND THEY'RE, THEY'RE, THEY'RE ON HIGHWAY 85, 40. THERE'S DIFFERENT OTHER LOCATIONS, BUT THE, THE DOLLAR AMOUNT'S MORE IMPORTANT THAN THE PROJECTS THAT THEY IDENTIFIED BECAUSE THEY STILL NEED TO HEAR FROM US AS TO WHAT WE WANT TO DO WITH THOSE DOLLARS. AND YOU'RE GONNA SEE A COUPLE EXAMPLES RIGHT OFF THE BAT WHERE WE, UH, UH, SEEDED THE PROJECT AND THE STATE PICKED UP A LARGER SHARE JUST 'CAUSE WE DID THE, THE INITIAL PLANNING. SO WE'LL GET INTO THAT. RIGHT NOW. YOUR FIRST TWO PROJECTS ARE COMBINED. THERE ARE TWO INTERSECTION IMPROVEMENTS ON 2 43. THEY ARE BOTH, UH, BEING DESIGNED BY TECH STOCK. WE TOOK IT OVER FROM UH, 40. THEY WERE HAVING A LITTLE BIT OF TROUBLE. WE, UH, PICKED UP THE ENGINEERING AND MICHAEL BECKER DID THAT. AND, UH, BUT BECAUSE OF THAT, TEXDOT WENT AHEAD AND AWARDED THE PROJECT USING THEIR, UH, PROP ONE FUNDS IN CATEGORY FOUR AND CATEGORY ONE. SO THERE ARE, THERE'S PROBABLY A MILLION BUCKS OR MORE. SO ANYTIME WE USE THE STRATEGIC PROJECT FUNDING, WE SHOW YOU ON THIS SHEET WHERE WE'RE TRANSFERRING MONEY TO. OKAY.
