UM, FIRST WAS, UH, FROM A COMMUNICATION STANDPOINT, FIRST WAS INTEROPERABLE VOICE, WHICH IS WHAT, UM, P 25 IS, WHICH Y'ALL CHECK THE BOX ON WITH YOUR NEW, UM, PARIS RADIO SYSTEM.
AND THEN SECOND INITIATIVE WAS INTEROPERABLE DATA.
UM, SO INTEROPERABILITY WITH CELLULAR DEVICES, ESSENTIALLY.
UM, A GROUP WAS FORMED CALLED FIRSTNET OUT OF DC.
UM, AND THEY HAVE DONE THEIR DUE DILIGENCE OVER THE PAST ABOUT 10 YEARS TO GATHER INFORMATION FROM FIRST RESPONDERS ON WHAT THEY WANT TO SEE OUT OF THEIR CELLULAR AND DATA NETWORK.
AND WHAT FIRSTNET DID IS THEY PUT OUT AN RFP AND, UM, ULTIMATELY THAT RFP WAS AWARDED TO AT AND T.
UM, SO WHAT THIS SERVICE BRINGS FIRST RESPONDERS IS PRIORITY ON A CELLULAR NETWORK.
SO BY AWARDING THIS TO AT AND T, UM, FIRSTNET AND FIRST RESPONDERS ARE ABLE TO UTILIZE THE EXISTING NETWORK THAT WE HAVE IN PLACE TODAY.
AND THEN WHAT FIRSTNET AND THE FCC ARE BRINGING TO THE TABLE IS SOME ADDITIONAL BANDWIDTH OR ADDITIONAL SPECTRUM THAT'S ONLY GOING TO BE ACCESSIBLE BY FIRSTNET OR FIRST RESPONDER CUSTOMERS.
SO ESSENTIALLY IT GIVES THEM SOME ADDITIONAL BANDWIDTH OR PIPE TO BE ABLE TO UTILIZE FOR THEIR DAY-TO-DAY OPERATIONS.
SO OVERALL, FIRSTNET SERVICE PROVIDES FIRST RESPONDERS WITH, UM, PRIORITY INTO THE NETWORK.
SO THEY'RE AT THE TOP FOR FRONT OF THE LINE, IF YOU WILL, TO GET INTO THE NETWORK.
AND THEN IN TIMES OF, UM, MAJOR EVENTS, ANY SORT OF, UM, CATASTROPHIC EVENTS, UM, DISA NATURAL DISASTER WHERE THERE'S A LOT OF PEOPLE TRYING TO ACCESS THE NETWORK, IT ALSO GIVES FIRST RESPONDERS WHAT WE CALL PREEMPTION.
AND THIS IS SOMETHING THAT'S NEVER BEEN AVAILABLE TO ANYONE, UM, IN THE INDUSTRY BEFORE.
AND WHAT PREEMPTION DOES IS IF YOU HAVE A SITUATION WHERE THE NETWORK IS COMPLETELY CONGESTED, LET'S SAY A TORNADO COMES THROUGH HOCKMAN COUNTY, UM, SOME OF THE INFRASTRUCTURE
BUT THEN SECONDLY, WHAT DOES EVERYBODY DO? THEY GET ON THEIR PHONES TO START CALLING AND TEXTING TO MAKE SURE EVERYBODY'S OKAY.
THEY'RE ONLINE, THEY'RE ON SOCIAL MEDIA SEEING WHAT'S GOING ON.
AND WHAT HAPPENS IS THAT NETWORK IS AT CAPACITY.
SO WITH FIRSTNET SERVICE, WHAT HAPPENS IS THEY WILL ACTUALLY PREEMPT USERS.
SO A FIRST RESPONDER WILL BE ABLE TO GET ONTO THE NETWORK AND WE'LL BUMP A, UM, COMMERCIAL USER DOWN TO A LOWER LEVEL OF TECHNOLOGY.
SO WHERE A USER MIGHT BE IN AN LTE BAND, IT'LL BUMP THEM DOWN TO LIKE A 4G OR A 3G BAND SO THAT FIRST RESPONDER CAN GET, GET CONNECTED SO THEY'RE ABLE TO DO THEIR JOB AND, AND ULTIMATELY SAVE LIVES.
SO THOSE ARE THE REALLY THE BIGGEST BENEFITS OF FIRSTNET SERVICE AND WHAT IT PROVIDES FOR OUR FIRST RESPONDER COMMUNITY.
I THINK WE TORNADO MADE A FEW YEARS AGO, OR, UH, WE HAD, AND IT WAS VERY MUCH AFFECTED BY THE FACT THAT THERE WAS NO, OR VERY LITTLE SALES SERVICE.
BUT I BELIEVE YOU, UH, SOME OF THE PROVIDERS BROUGHT IN SOME TRAILERS.
UM, ALONG WITH, SO WE, AT AND T ALREADY HAS A NATIONAL DISASTER RESPONSE TEAM.
WE HAVE OVER, I THINK 120 DEPLOYABLE ASSETS THAT WILL HELP SUPPLEMENT IN TIMES EXACTLY LIKE WHAT YOU'RE DESCRIBING, WHERE THE INFRASTRUCTURE'S BEEN AFFECTED.
UM, MOST RECENTLY WE UTILIZED THOSE ASSETS AND COORDINATED AT A STATE LEVEL FOR HURRICANE HEARTBEAT.
RIGHT? UM, BUT WITH FIRSTNET SERVICE, SOMETHING THAT IS AVAILABLE TO FIRSTNET CUSTOMERS IS, UM, DEPLOYABLES

SPECIFICALLY FOR FIRSTNET.SO THERE'S 72 ADDITIONAL DEPLOYABLES THAT AT AND T IS PROVIDING ONLY FOR FIRSTNET CUSTOMERS.
AND, UM, THROUGH THIS WHOLE PROCESS, EVERY STATE HAD TO MAKE A DECISION WHETHER OR NOT THEY WANTED TO PARTICIPATE IN THIS NETWORK OR NOT.
UH, GOVERNOR ABBOTT DID OPT IN IN ON SEPTEMBER 19TH OF LAST YEAR.
UM, BUT THERE WAS A, A TEAM AT THE STATE LEVEL THAT WORKED WITH AT AND T AND FIRST MET THROUGH THIS WHOLE PROCESS.
AND ONE OF THE THINGS THAT THEY WERE VERY ADAMANT ABOUT WERE THESE DEPLOYABLE ASSETS AND THE LOCATION OF THEM.
UM, THE SERVICE LEVEL AGREEMENT THAT WE HAVE WITH FIRSTNET IS A 14 HOUR RESPONSE TIME FROM THE TIME IT'S REQUESTED TO THE TIME THAT IT'S UP AND RUNNING.
UM, I CAN TELL YOU THIS, THAT WAS NOT ACCEPTABLE FOR THE STATE OF TEXAS.
SO THERE ARE FIVE ASSETS WITHIN THE STATE.
UM, AND I CAN TELL YOU THAT THAT SERVICE TIME CAN BE CUT IN AT LEAST HALF, IF NOT BETTER THAN THAT.
SO, UM, FROM A DEPLOYABLE STANDPOINT, IF YOUR INFRASTRUCTURE EVER IS AFFECTED, YOU'RE NOT, IF YOU DON'T HAVE SERVICE, IT'LL BE A VERY QUICK TURNAROUND TIME TO GET IT SUPPLEMENTED BACK UP AND RUNNING.
ONE OF THE THINGS THAT, UH, HAPPENS DURING A TORNADO EVENT OR SOMETHING LIKE THAT IS YOUR LANDLINE PHONES GET TAKEN OUT BECAUSE THE POLES AND THE WIRES COME DOWN.
WHEN THAT HAPPENS, EVERYBODY JUMPS TO THEIR CELL PHONES AND WHERE YOU MIGHT BE RUNNING IT 25%, IT, IT IS A HUNDRED PERCENT AND THEN JUST TOTALLY CLOSET.
WELL, EVEN IF IT TAKES SEVEN HOURS, YOU DON'T WANT THAT LONG FOR THE SHERIFF OR SOMEBODY TO CALL FOR ADDITIONAL RESOURCES.
SO THE PREEMPTION THAT, UH, EMILY'S TALKING ABOUT WOULD ALLOW HIM TO GET WHOEVER OFF THAT, UH, CELL SERVICE SO THAT HE CAN MAKE THAT CALL AND GET WHAT HE NEEDS OUT THERE.
SO IN A VERY QUICK MANNER, IN ANY EVENT, IT'S GONNA ALLOW OUR FIRST RESPONDERS, YOU KNOW, OUR FIRE EMS, LAW ENFORCEMENT, EMERGENCY MANAGEMENT PEOPLE TO, TO ACCESS THEIR PHONES AND MAKE THE CALLS THEY NEED TO AS QUICKLY AS POSSIBLE.
SO, UH, THERE ARE SOME OTHER THINGS ALONG THIS THAT, UH, IT'S NOT FREE, SO IT'S, IT'S GONNA COST US.

THE SERVICE IS EITHER APPLICABLE, YOU KNOW, SIMILAR TO WHAT THEY'RE PAYING TODAY OR IT'S EVEN A LITTLE BIT LESS.
SO FROM A COST STANDPOINT, UM, A LOT OF TIMES THEY'RE ACTUALLY ABLE TO SAVE AGENCIES SOME MONEY, PUT SOME DOLLARS BACK IN THEIR POCKETS, UM, IF NOT, IT'S ABOUT COMPARABLE TO WHAT THEY'RE CURRENTLY PAYING FOR THEIR CELLULAR SERVICE.
SO THIS WOULD BE ESSENTIALLY A, A RATE PLAN THAT WOULD REPLACE WHATEVER AN AGENCY IS UTILIZING TODAY.
SO IF AN AGENCY'S ALREADY WITH AT T OR IF THEY'RE WITH VERIZON, THIS RATE PLAN WOULD ESSENTIALLY REPLACE THAT.
SO IT'S NOTHING IN ADDITION TO WHAT THEY'RE PAYING, IT WOULD JUST REPLACE THE SERVICE THAT THEY ALREADY HAVE TODAY.
AND, AND IN JUNE, WHEN YOU SAY MARCH, YES, WE CAN BRING OUR OWN DEVICES AND, YOU KNOW, SINCE WE USE A STIPEND FOR PHONES, ONCE THE CORD GOES ONLINE IN MARCH, THEN WE'LL BE ABLE TO TAKE THE PHONES WE CURRENTLY HAVE AND WON'T HAVE TO BUY ANY SPECIAL PHONES OR ANYTHING LIKE THAT.

SO YEAH, THEY'RE ALREADY FULLY MIGRATED OVER.

UM, WE COULD HAVE PROBABLY A SEPARATE MEETING FROM THIS TO REVIEW THE COVERAGE BUILD OUT AND WHAT IT LOOKS LIKE SPECIFICALLY FOR HOFFMAN COUNTY.
