SO IF Y'ALL HAVE QUESTIONS, I THINK IT'S A, I THINK IT'S AN IMPORTANT ONE THAT ADOPTION CENTERS REALLY GOING TO BE A GREAT ADDITION TO THE COUNTY'S CAPABILITIES SINCE WE PAY A LOT OF MONEY FOR ANIMAL SERVICES THAT IN CONTRACTS NOW ALSO THAT JUST PICK YOUR POINTS OUT, EXPANDS OUR ABILITY TO THE CATS AS WELL, WHICH WE DON'T REALLY HAVE THE CAPABILITY TO DO ADDRESS ME.

AND IT, AND IT'S MULTICOLORED BECAUSE THAT HAPPENS TO BE THE PHASING THAT THEY'RE DOING, THE RED AND THE ORANGE ARE PHASE ONE, THE GREEN PHASE TWO PHASE THREE IS THE PURPLE.

AND FINALLY THE, THE RESIDENTIAL COMPONENT WILL BE THE LAST SPACE UP IN THE SHADED AREA.

AND WHEN, AND THE BOTTOM LINE IS THEY'RE GOING TO THEIR PROPOSAL, BUT $101 MILLION OF NEW INVESTMENT INTO THIS COMMUNITY, INTO THAT ZONE, ALL OF IT IS PRIVATE.

THAT ATHLETIC COMPLEX IS NOT A PUBLIC PRIVATE DEAL.

IT IS PRIVATE.

IT'S GOING TO, IT'S GOING TO BE TAXED AS PRIVATE AND WHAT YOU'RE LOOKING AT OVER THE NEXT SIX YEARS, SEVEN YEARS THROUGH 2027.

AND THAT'S A PRETTY AGGRESSIVE TIMEFRAME.

SO IF IT EXTENDS TO 2030, IT WOULDN'T SURPRISE ME.

BUT THE, BUT THE REALITY IS, UH, THE DEVELOPER SEEMS TO THINK THAT HE CAN GET THIS DEAL DONE AND PUT $101 MILLION OF NEW INVESTMENT ON THE GROUND RIGHT HERE IN KAUFMAN.

OKAY.

WHAT DOES THAT MEAN TO US? I'VE HIGHLIGHTED IT.

THE CITY IS PARTICIPATING AT 75% OF THEIR M AND O.

WE'RE ASKING THE COUNTY TO PARTICIPATE AT 50% OF THEIR M AND O TRINITY VALLEY COMMUNITY COLLEGE HAS

HAD THIS BRIEFING AND THEY ARE CONSIDERING A VERY SIMILAR INTERLOCAL AGREEMENT ON THE 26TH OF OCTOBER TO PARTICIPATE AT 50% OF THEIR M AND A, WHICH IS THEIR ENTIRE TAX RATE, BY THE WAY.

OKAY.

75, 50 AND 50 OF THE THREE TAXING JURISDICTIONS.

AND FOR THOSE WHO ARE WONDERING WHERE'S THE SCHOOL DISTRICT, THE SCHOOL CAN'T AND BY LAW PARTICIPANT.

SO WHAT DOES THAT MEAN IF ALL OF THAT DEVELOPMENT OCCURS OVER THAT TIMEFRAME OVER A 31 YEAR PERIOD, THIS TERS IS A 31 YEAR WAS ESTABLISHED FOR A 31 YEAR PERIOD.

IF ALL OF THAT HAPPENS, YOU CAN SEE FOR THE CITY OF KAUFMAN COUNTY AND T V TVCC, THE TOTAL TAXES GENERATED OVER THAT SAME PERIOD OF TIME, HOW MUCH WOULD BE ALLOCATED AT THAT 50% THRESHOLD THAT WE'RE TALKING ABOUT AND WHAT THE NET BENEFIT IS TO THE COUNTY.

IN OTHER WORDS, IF I LOOK AT THAT 15 SEVEN 75 NUMBER, THAT'S THE TOTAL TAXES OVER 31 YEAR PERIOD, BY PARTICIPATING AT 50%, YOU WOULD GET SIX, YOU WOULD PARTICIPATE AT SIX AND A HALF MILLION DOLLARS AND END UP NETTING OVER THAT SAME 31 YEAR PERIOD, $9.2 MILLION IN RETAIL PROPERTY TAX TOO.

SO WE'RE TALKING ABOUT CONTRIBUTING DOLLAR FUTURE DOLLARS THAT YOU DON'T GET RIGHT NOW.

AND WON'T GET, IF WE DON'T GET THIS DEVELOPMENT GOING RIGHT.

SO WE'RE ASKING YOU TO PARTICIPATE.

SO PUTTING THAT HARD CORNER UP THERE AS AN EXAMPLE AT WASHINGTON AND IN SOUTH HOUSTON, GETTING THAT HARD CORNER, THAT'S JUST A VACANT PROPERTY RIGHT NOW REALLY NEEDS TO BE IN THE CITY'S COFFERS.

WE NEED TO SWAP LAND OR WHATEVER WE CAN DO TO ARRANGE THAT SO THAT WE CAN USE THAT PROPERTY AS INCENTIVE TO, TO BRING THE DEVELOPER IN AND GET IT DONE.

AND THIS IS THE DEVELOPER THAT ONCE IT'S DONE.

I THINK IT, UH, IT GIVES THE COUNTY SOME OPPORTUNITY JUST AS YOU POINT OUT TO, UH, TO EXAMINE ITS POTENTIAL, UH, FOR SOME OF THOSE PROPERTIES THAT WE PROBABLY, UH, WOULD BE WELL DIVESTED, UH, IN LIEU OF SOME OTHER PROPERTIES AND SOME OTHER RESOURCES THAT THIS COUNTY CLEARLY NEEDS.

SO, UH, UH, I THINK THAT'S WHY THIS IS A BIT UNIQUE.

AND AGAIN, I JUST WANT TO MAKE SURE THAT YOU UNDERSTAND, I, I, UH, UH, I'M, UH, I'M IN FAVOR OF THE JURORS.

I DIDN'T HIGHLIGHT COUNTY SPECIFIC IMPROVEMENTS, UH, BUT THE MONEY IS THERE HONESTLY, FOR THE PUBLIC IMPROVEMENTS THAT I NEED FOR OPEN SPACE AND PARKS AND REC FACILITIES THAT ARE IN THAT CONCEPT PLAN THAT I SHOWED YOU, I NEED PROBABLY TWO TO TWO AND A HALF MILLION DOLLARS.

I GUARANTEE YOU THEY'LL HAVE JOBS WILL BE SCATTERED AROUND THE COUNTY.

AND THEN THE IMPACT ON THE, WITH THE, UH, ATHLETIC FACILITY AND THE OPPORTUNITIES THAT THAT BRINGS.

IT'S NOT JUST, YOU KNOW, THEY HAVE THAT, THEY HAVE THAT EVENT OR ATHLETIC EVENT CENTER IN GENERAL.
